Every Barangay Council shall encourage the
organization of a Local Council for the
Protection of Children and shall coordinate
with the Council for the Welfare of

implementing plans for the promotion of
child welfare.

The LCPC and ECCDCC shall function as
one to avoid confusion and duplication of
similar councils/committees in the LGUs.

The LCPC shall be the umbrella


organization for all programs on children
and the ECCDCC shall be one of the
committees under it.

The Barangay Council for the Protection
of Children (BCPC), created under
Presidential Decree 603, shall also
function as the Barangay ECCD
Coordinating Committee.

The BCPC shall be responsible for the
proper and effective implementation of
public ECCD programs and maintenance of
database system at the barangay level.

Pursuant to this, all barangays shall organize


BCPCs in their respective areas.
