r International Labor Law - ILO (Chapter 6 Article 91)

Addendum/Ch. 6 Art. 91 increases fines and prison time for


serious and / or willful violations

Safety Corrective Action Request

Safety Corrective Action Request means whenever &


wherever any safety violations, unsafe acts, unsafe
conditions by any employee / subcontractor / workers
are observed; S-car is issued with the time bound
condition to rectify and prevent any accident. It is the
responsibility of the receivers to comply with safety
requirement unless the job is stopped.

SCAR

For all persons to identify unsafe acts / conditions before they


become a ‘near miss’, first aid case, LTA (Lost Time Accident),
disabling injury or even a fatality

SCAR – On the body of the person(s) involved in a accident

This is the responsible


person to correct or in

deviation/s are
acknowledge. Thus,
rectification is assured.

Due Date

The issuer records the date


when he expects the safety
deviation/s to be corrected.

The due date should be


realistic and should not be
prolonged if the condition
warrants an immediate
corrective action.

The Issuer decides the time


and duration when the work
should stop.

Work Stop Order is usually


used in Imminent Danger
Situation, meaning, the
hazards are present and
that it can cause injury or

The Issuer checks the type


of potential hazard. e.g.

Issuer's Comment

The Issuer should provide


specific comments to
improve job specific safety
condition and practices.

e.g. Remove all unwanted


materials and stack neatly

Inspector

The Issuer or safety


personnel inspect the
corrective action. It should
be to his satisfaction.

The responsible person


should have complied with
his recommendation in the
Description Section.

Inspection Result

The inspector records the


result of his inspection.

If he agrees, then he sign


off and close the S-CAR.

But if he is not satisfied,


then he can refuse and ask
for further rectification.

site condition, he can

Accompanying Responsibility

We should be able to follow up on the progress of the


rectification or the non-rectification of deficiencies
we pointed out.
We should also be able to judge for ourselves if the
rectification is good enough to ensure the safety of
those workers involve.

S-CAR is a power, similar to that of a policeman. We


can stop work and we can charge a supervisor or
foreman with a violation which could cause him
inconvenience.
