WHEREAS, the Barangay being the smallest unit of the Local


Government Units shall have the responsibility to formulate its own
development plan;

WHEREAS, the organization shall formulate development plans


for the purpose of setting the direction of economic and social
development and coordinating efforts within territorial
jurisdiction;

WHEREAS, Section 107 (a) of Republic Act 7160, otherwise


known as the Local Government Code of 1991 provides for the
composition of the Barangay Development Council.

NOW, THEREFORE I, HIPOLITO B. GARCIA, JR., Punong Barangay


of Barangay 04 Poblacion, San Luis, Aurora, by virtue of the
power vested in me by law, do hereby order:

Section 1. COMPOSITION OF THE BARANGAY DEVELOPMENT COUNCIL


(BDC)

The Barangay Development Council (BDC) shall be


composed of the following:

Section 2. FUNCTIONS OF THE BARANGAY DEVELOPMENT COUNCIL

The BDC shall perform the following functions:

a. Mobilize people’s participation in local development


efforts;
b. Prepare the barangay development plan based on the local
requirements;
c. Monitor and evaluate the implementation of national and
local programs and projects; and
d. D. Perform such other functions as may be provided by law
or competent authority.

Section 3. MEETINGS OF THE BARANGAY DEVELOPMENT COUNCIL

The BDC shall meet twice a year, preferably every


February and July or each year for the preparation of the
Annual Investment Plan and other purposes. The
Chairman/Punong Barangay may call for a special meeting if
needed.

Section 4. COMPOSITION OF THE EXECUTIVE COMMITTEE :

The Executive Committee shall be composed of the


following:

Section 5. FUNCTIONS OF THE EXECUTIVE COMMITTEE

The Executive Committee shall exercise the following:

a. Ensure that the decision shall faithfully be carried out


and implemented;
b. Act on matters requiring immediate attention or action by
the council;
c. Formulate policies, plans and programs based on the
general principles laid down by the council; and
d. Act on matters that may be authorized by the council.

Section 6. FUNDING

Funds for the meeting and other activities shall come


from the budget of the barangay amounting to one thousand
pesos (Php 1,000.00).
THIS EXECUTIVE ORDER shall take effect immediately.

ORGANIZATION OF THE BARANGAY PEACE AND ORDER COUNCIL

WHEREAS, Peace and Order is the main and essential part of


development in every community;

WHEREAS, Section 2 of Executive Order No. 366 provides for


the creation of the Barangay Peace and Order Council (BPOC) in
every barangay to serve as planning and coordinating body in the
promotion and harmonization of the peace and order program of the
barangay;

WHEREAS, DILG MC No. 2002-02 requires the strengthening of


all BPOC to effectively perform their roles and functions;

WHEREAS, there is a need to create this body to assist the


higher authority in the maintenance of peace and order in the
barangay;

NOW, THEREFORE I, HIPOLITO B. GARCIA, JR., Punong Barangay


of Barangay 04 Poblacion, San Luis, Aurora, by virtue of the
power vested in me by law, do hereby order:

Section 1. COMPOSITION OF THE BARANGAY PEACE AND ORDER

The Barangay Peace and Order Council shall perform the


following functions:

a. Initiate, coordinate and monitor the implementation


of peace and order programs and projects at the
barangay level;
b. Serve as information-gathering mechanism pertaining
to peace and order;
c. Supervise the Barangay Tanod in identifying barangay
constituents with strong deviant behavior for
referral to appropriate authorities;
d. Maintain continuing dialogue, close coordination and
rapport with the Municipal Management Coordinating
Committee and the law enforcement unit operating in
the barangay;
e. Formulate plan and recommend measures which will
improve or enhance peace and order and public safety
in its area of jurisdiction;
f. Supervise, coordinate and monitor the operations of
all community-based anti-crime activities being
undertaken within the barangay;
g. Undertake periodic assessment of the prevailing
peace and order situation in the barangay and submit
report with appropriate recommendations to the
Municipal Peace and Order Committee; and
h. Perform such other functions which may be assigned
or provided by law or competent authorities.

Section 3. MEETINGS OF THE BARANGAY PEACE AND ORDER COUNCIL

The BPOC shall meet every two months, preferably every


first Monday of the Second Month. The Punong Barangay may
also call for a special meeting whenever necessary.

Section 4. FUNDING

Funds for the meeting and other activities shall come


from the budget of the barangay amounting to one thousand
pesos (Php 1,000.00).

THIS EXECUTIVE ORDER shall take effect immediately.

WHEREAS, the government promotes for the protection of children


in the entire nation as we believe that they are the hope of our
nation and the future leaders;

WHEREAS, to materialize the vision cited above, the government


enacted various laws that will protect the welfare of children;

WHEREAS, DILG MC No. 2002-121 provided guidelines for the


organization and strengthening of the Local Council for the protection
of children;

WHEREAS, all barangays are required to organize the Barangay


Council for the Protection of Children (BCPC) to promote and protect
the welfare of children;

Section 2. FUNCTIONS OF THE BARANGAY COUNCIL FOR THE PROTECTION
OF CHILDREN

The Barangay Council for the Protection of Children shall


perform the following functions:

a. Foster education for every child;


b. Take steps to prevent juvenile delinquency and assist parents
of children with behavioral problems;
c. Adopt measures to ensure the health of children;
d. Conduct capability-building projects to increase knowledge and
skills in handling children’s programs;
e. Encourage the proper performance of the duties and
responsibilities of parents and provide learning opportunities
on the adequate rearing of children and positive parent-child
relationship;
f. Promote wholesome entertainment in the community;
g. Provide coordinative linkages with other agencies and
institutions in the planning, monitoring and evaluation of
plans for children;
h. Establish and maintain a database of children in the barangay;
i. Advocate for the establishment and maintenance of playgrounds,
day care centers ant other facilities for child and youth
development;
j. Advocate for the passage of barangay resolutions and
ordinances responsive to child-related issues and concerns and
ensure the inclusion of children’s programs in the executive
agenda and recommend appropriation to the Sanggunian;
k. Protect and assist children in need of special protection and
refer cases filed against child abuses to proper authorities;
l. Monitor situational reports on children and prepare quarterly
updates; and
m. Perform such other functions and other child-related laws
especially in matters of child and parent education, health,
entertainment and others.

Section 3. MEETINGS OF THE BARANGAY COUNCIL FOR THE PROTECTION OF


CHILDREN

The BCPC shall meet every quarterly, preferably every first


Friday of every quarter. The Punong Barangay may also call for a
special meeting whenever necessary.

Section 4. FUNDING

Funds for the meeting and other activities shall come from
the budget of the barangay.

THIS EXECUTIVE ORDER shall take effect immediately.

ORGANIZATION OF THE BARANGAY ECOLOGICAL SOLID WASTE


MANAGEMENT COMMITTEE

WHEREAS, the increasing volume of garbage pose a serious


threat to the general welfare and health of the people, as well
as to the integrity of the environment;

WHEREAS, Republic Act No. 9003 entitled, An Act providing


for an Ecological Solid Waste Management Program, creating the
necessary Institutional Mechanism and Incentives, declaring
certain acts prohibited and providing penalties therefore, and
for other purposes was promulgated on January 25, 2001 with the
view of addressing the garbage problem in the country today;

WHEREAS, the barangay as the smallest unit of the LGUs shall


take the lead in the implementation of the Solid Waste Management
Program;

WHEREAS, there is a need to create this body to assist the


National and Local Government in the attainment of its goal: The
Cleanest and Greenest Philippines;

NOW, THEREFORE I, HIPOLITO B. GARCIA, JR., Punong Barangay


of Barangay 04 Poblacion, San Luis, Aurora, by virtue of the
power vested in me by law, do hereby order:

The BESWMC shall perform the following functions:

a. Formulate a community solid waste management program


consistent with that of the municipality. Policies and
plans to implement the program shall include but not
limited to the following: education, engineering,
enforcement and entrepreneurial;
b. Be responsible for the segregation and collection of
solid waste;
c. Establish within the barangay or cluster of barangays, a
Material Recovery Facility (MRF);
d. Allocate barangay funds for the program;
e. Organize a core of area/Street Coordinators through the
conduct of trainings for barangay residents on
segregation, composting, recycling and livelihood
opportunities and monitor their implementation; and
f. Integrate the BESWMC in the Barangay Development Plan
and/or Annual Investment Program.

Section 3. MEETINGS OF THE BARANGAY ECOLOGICAL SOLID WASTE


MANAGEMENT COMMITTEE

The BESWMC shall meet monthly, preferably every first

AND MANAGEMENT COUNCIL (BDRRMC)

WHEREAS, as per Sec. 4 of R.A. 10121, there is a need to


provide for the development of policies and plans and the
implementation of actions and measures pertaining to all aspects
of disaster risk reduction and management, including good
governance, risk assessment and early warning, knowledge building
and awareness raising, reducing, underlying risk factor and
preparedness for effective response and early recovery;

WHEREAS, as per Sec. 11 of R.A. 10121, the existing Barangay


Disaster Coordinating Council (BDCC) shall henceforth be known as
the Barangay Disaster Risk Reduction and Management Council
(BDRRMC);

NOW THEREFORE, I, HIPOLITO B. GARCIA, JR., Punong Barangay


of Barangay 04 Poblacion, San Luis, Aurora, by virtue of the
power vested in me by law, do hereby order:

Section 1. CREATION AND STAGING AREA/OFFICE

Section 3. DUTIES AND FUNCTIONS OF THE BDRRMC

The BDRRMC shall perform the following duties and functions:

1. Approve, monitor and evaluate the implementation of the


Barangay Disaster Risk Reduction and Management Plans (BDRRMPs);
2. Ensure the integration of disaster risk reduction and climate
change adaption into Municipal Development plans, programs and
budget as a strategy in sustainable development and poverty
reduction;

3. Recommend the implementation of forced or pre-emptive


evacuation of barangay residents, if necessary; and

4. Convene the BDRRMC once every three (3) months or as often as


necessary.

Section 4. BARANGAY DISASTER RISK REDUCTION AND MANAGEMENT COUNCIL


OFFICE (BDRRMO)

A BDRRMO shall establish the office which shall be responsible


for setting the direction, development, implementation and
coordination of Disaster Risk Reduction and Management Program and
shall be under the Office of the Punong Barangay.

Section 5. BARANGAY DISASTER RISK REDUCTION AND MANAGEMENT FUND


(BDRRMF)

Not less than five percent (5%) of the estimated reserve from
regular sources shall be set aside as the BDRRMF to support
disaster risk reduction and management activities, such as, but not
limited to:

1. Pre-disaster preparedness programs including training, purchase


of life-saving rescue equipment, supplies and medicines;

2. Post-disaster activities: Thirty percent (30%) of the amount


appropriated for BDRRMF shall be allocated as Quick Response Fund
(QRF) or stand-by fund for relief and poverty and recovery programs
in order that the situation and living condition of the people in
the barangay on areas stricken by disasters, calamities, epidemics
or complex emergencies, may be normalized as quickly as possible.

Unexpected BDRRMF shall accrue to special trust fund solely


for the purpose of supporting disaster risk reduction and
management activities of the BDRRMC within the next five (5) years.
Any such amount still not fully utilized after five (5) years shall
revert back to the general fund and will be available for the
social services to be identified by the Sangguniang Barangay.

THIS EXECUTIVE ORDER shall take effect immediately.

ESTABLISHMENT OF A VIOLENCE AGAINST WOMEN’S (VAW) DESK AND


DESIGNATING A VAW DESK OFFICER THEREAT

WHEREAS, the State condemns discrimination against


women in all forms and pursues by all appropriate means and
without delay, the policy of eliminating discrimination
against women in keeping with the Convention on the
Elimination of All Forms of Discrimination Against Women
(DECAW) and other international instruments consistent with
the Philippine laws. The State shall accord women on the
rights, protection and opportunities available to every
member of the society;

WHEREAS, the Magna Carta of Women (RA 9710) enacted on


August 14, 2009 is a comprehensive women’s human rights law
to seek to eliminate discrimination against women by
recognizing, protecting, fulfilling and promoting the rights
of Filipino women, especially those in the marginalized
sector;

WHEREAS, Chapter IV, section 9, protection from


violence of the same Act, provides for the establishment of
a Violence Against Women (VAW) Desk in every barangay to
ensure that violence against women’s cases are fully
addressed in a gender-responsive manner;

WHEREAS, Joint Memorandum Circular No. 2014-2 of DILG,


DSWD, DepEd, DOH and the Philippine Commission on Women
provides for the guidelines and procedure pursuant to the
provision of the Implementing Rules and Regulations of RA
9710, that there is a need to establish a Violence Against
Women (VAW) Desk in every barangay and designating an
officer thereat;

NOW THEREFORE, I, HIPOLITO B. GARCIA, JR., Punong


Barangay of Barangay 04 Poblacion, San Luis, Aurora, by
virtue of the power vested in me by law, do hereby order:
Section 1. Establishment of Violence Against Women
(VAW) Desk and designating EMILY A. TARAPE as VAW Desk
Officer thereat.

Section 2. Functions of the Barangay VAW Desk


Officer:

1. Respond to gender-based violence cases brought to


the barangay;
2. Record the number of gender-based violence handler
by the barangay and submit quarterly reports on all
cases of VAW to the Department of Interior and Local
Government Municipal Field Office and the Municipal
Social Welfare and Development Office;
3. Keep VAW cases records confidential and secured and
ensure that only authorized personnel can access it;
4. Assist victims of VAW in securing a Barangay
Protection Order (BPO) and access necessary service;
5. Develop the barangay gender-responsive plan and the
addressing gender-based violence, including support
services, capacity building and referral system;
6. Coordinate with and refer cases to government
agencies, non-government (NGOs) institutions and other
service providers, as necessary;
7. Address other forms of abuse committed against
women, especially senior citizens, women with
disability and other marginalized group;
8. Lead advocacies on the elimination of VAW in the
community; and
9. Perform other related functions as may be assigned.

Section 3. EFFECTIVITY

This Executive Order shall take effect immediately


and any other prior issuances is hereby repealed, modified
and amended accordingly.

WHEREAS, the State condemns discrimination against

without delay, the policy of eliminating discrimination
against women in keeping with the Convention on the
Elimination of All Forms of Discrimination Against Women
(DECAW) and other international instruments consistent with
the Philippine laws. The State shall accord women on the
rights, protection and opportunities available to every
member of the society;

WHEREAS, the Magna Carta of Women (RA 9710) enacted on


August 14, 2009 is a comprehensive women’s human rights law
to seek to eliminate discrimination against women by
recognizing, protecting, fulfilling and promoting the rights
of Filipino women, especially those in the marginalized
sector;

WHEREAS, Chapter IV, section 9, protection from


violence of the same Act, provides for the establishment of
a Violence Against Women and children (VAWC) Desk in every
barangay to ensure that violence against women and
children’s cases are fully addressed in a gender-responsive
manner;

WHEREAS, Joint Memorandum Circular No. 2014-2 of DILG,


DSWD, DepEd, DOH and the Philippine Commission on Women
provides for the guidelines and procedure pursuant to the
provision of the Implementing Rules and Regulations of RA
9710, that there is a need to establish a Violence Against
Women and Children (VAWC) Desk in every barangay and
designating an officer thereat;

NOW THEREFORE, I, HIPOLITO B. GARCIA, JR., Punong


Barangay of Barangay 04 Poblacion, San Luis, Aurora, by
virtue of the power vested in me by law, do hereby order:
Section 1. Establishment of Violence Against Women and
Children’s (VAWC) Desk and designating EMILY A. TARAPE as
VAWC Desk Officer thereat.

Section 2. Functions of the Barangay VAWC Desk


Officer:

1. Respond to gender-based violence cases brought to


the barangay;
2. Record the number of gender-based violence handler
by the barangay and submit quarterly reports on all
cases of VAW to the Department of Interior and Local
Government Municipal Field Office and the Municipal
Social Welfare and Development Office;
3. Keep VAW cases records confidential and secured and
ensure that only authorized personnel can access it;
4. Assist victims of VAWC in securing a Barangay
Protection Order (BPO) and access necessary service;
5. Develop the barangay gender-responsive plan and the
addressing gender-based violence, including support
services, capacity building and referral system;
6. Coordinate with and refer cases to government
agencies, non-government (NGOs) institutions and other
service providers, as necessary;
7. Address other forms of abuse committed against
women, especially senior citizens, women with
disability and other marginalized group;
8. Lead advocacies on the elimination of VAWC in the
community; and
9. Perform other related functions as may be assigned.

Section 3. EFFECTIVITY

This Executive Order shall take effect immediately


and any other prior issuances is hereby repealed, modified
and amended accordingly.

WHEREAS, Gender and Development (GAD) is an approach to


development that focuses on how social, economic, political
and cultural forces determine how differently women and men
participate in, benefit from and control resources and
activities for development;

WHEREAS, GAD recognizes the different roles,


responsibilities, expectations, interests, needs and
contributions of men and women in the society and integrates
these gender concerns in the development planning process;

WHEREAS, GAD recognizes women as agents of development


and not merely as passive recipients of development
assistance;

WHEREAS, R.A. 7192 and Executive Order No. 273 mandate


agencies, including Local Government Units, to
institutionalize GAD in government by incorporating the GAD
concerns in their planning, programming, and budgeting
process and thus organizing a GAD Council;

Section 2. Functions of the Barangay Gender and


Development Council:

1. Formulate and submit comprehensive and annual


integrated GAD plans and budget responsive to the needs
and situation of women constituents to be incorporated
in policies, programs and activities (PPAs) that will
uplift their conditions;
2. Monitor and evaluate the implementation of local
gender and development policies, programs and
activities through the conduct of regular review and
evaluation of existing legislation, policies and
programs measuring the extent to which women concerns
are integrated in all aspects of life on the basis of
equal opportunities with men;
3. Recommend the adoption of appropriate policies
enactment of ordinances or passage of resolutions that
enhance the potentials and capabilities of women and
men to implement GAD mainstreaming;
4. Promote and support the establishment of a
consultative mechanism to provide continuing dialogue
between the Municipal Government and the women sector;
5. Develop the barangay gender-responsive plan and the
addressing gender-based violence, including support
services, capacity building and referral system;
6. Coordinate with and refer cases to government
agencies, non-government (NGOs) institutions and other
service providers, as necessary;
7. Work in collaboration with other government
agencies, Non-Governmental Organizations (NGOs),
People’s Organization (POs, the private sector and
institutions to ensure that women’s concerns are
brought into the mainstream of all development efforts;
8. Ensure that all Barangay development program
planning and implementation are gender-
sensitive/responsive;
9. Propose and review all GAD PPAs prior to
implementation to monitor if activities to be
undertaken are in accordance with guidelines set forth;
and
10. Perform other related functions as may be assigned
or required.

Section 3. MEETINGS OF THE BARANGAY GENDER AND


DEVELOPMENT (GAD) COUNCIL

The Barangay GAD Council shall meet quarterly,


preferably every first Monday of every quarter. The Punong
Barangay may also call for a special meeting whenever
necessary.

AN ORDER MANDATING THE DEVELOPMENT OF A CITIZEN’S CHARTER


FOR BARANGAY 04 POBLACION, SAN LUIS, AURORA AND CREATING THE
TASK FORCE FOR THE PURPOSE AND APPROPRIATING FUNDS
THEREFORE.

WHEREAS, Republic Act No. 9485, otherwise known as the Anti-


Red Tape Act of 2007 declares that it is the policy of the State
to promote integrity, accountability, proper management of public
affairs and public property as well as to establish effective
practices aimed at the prevention of graft and corruption in the
Philippines;

WHEREAS, R.A. 9485 mandates the barangay governments to set


up service standards to be known as the Citizen’s Charter in the
form of information billboards to be posted at the main entrance
of offices or at the most conspicuous place, or in the form of
published materials written either in English, Filipino or in the
local dialect;

WHEREAS, the leadership advocates the promotion of good


barangay governance through clear, transparent, accountable and
responsive public service delivery;

WHEREAS, the leadership is aware of the benefits of having a


Citizen’s Charter as it improves service delivery, reduce
vulnerability to graft and corruption, provide a basis for
assessing the performance of barangay officials and its staff, as
well as a feedback mechanism to determine client satisfaction,
equal treatment of clients, and availability of complaints and
redress mechanism and opening of opportunity for people’s
participation on service improvement, among others;

WHEREAS, it is the leadership’s desire for Barangay 04


Poblacion, San Luis, Aurora and its residents, to reap the
benefits through the establishment of its own Citizen’s Charter;

NOW THEREFORE, I, HIPOLITO B. GARCIA, JR., Punong Barangay


of Barangay 04 Poblacion, San Luis, Aurora, by virtue of the
power vested in me by law, do hereby order:

Section 1. FORMULATION OF A CITIZEN’S CHARTER FOR BARANGAY


04 POBLACION, SAN LUIS, AURORA.
Barangay 04 Poblacion, San Luis, Aurora shall establish an
official document, a service standard, and a pledge that
communicates, in simple terms, information on the services that
is provided to its constituents. The4 said document shall
describe the step-by-step procedures for availing a particular
service and shall include the following information:

a. Vision and Mission Statements of the Barangay;


b. Identification of the frontline services offered, and the
recipients of such services;
c. The step-by-step procedures to obtain a particular
service;
d. The officer or employee responsible for each step;
e. The maximum time to conclude the process;
f. Documents to be presented by the client, with a clear
indication of the relevancy of said documents;
g. The amount of fees, if necessary;
h. The procedure for filing completion in relation to the
request and application, including the names and contact
details of the officials/channels to approach the
redress;
i. Allowable period for extension due to unusual
circumstances: ex. Unforeseen events beyond the control
of barangay governance; and
j. Feedback mechanism, contact numbers to call or text
and/or persons to approach for recommendations, inquiries
and/or complaints.

OF CHILDREN

The Barangay Council for the Protection of Children shall


perform the following functions:

n. Foster education for every child;


o. Take steps to prevent juvenile delinquency and assist parents
of children with behavioral problems;
p. Adopt measures to ensure the health of children;
q. Conduct capability-building projects to increase knowledge and
skills in handling children’s programs;
r. Encourage the proper performance of the duties and
responsibilities of parents and provide learning opportunities
on the adequate rearing of children and positive parent-child
relationship;
s. Promote wholesome entertainment in the community;
t. Provide coordinative linkages with other agencies and
institutions in the planning, monitoring and evaluation of
plans for children;
u. Establish and maintain a database of children in the barangay;
v. Advocate for the establishment and maintenance of playgrounds,
day care centers and other facilities for child and youth
development;
w. Advocate for the passage of barangay resolutions and
ordinances responsive to child-related issues and concerns and
ensure the inclusion of children’s programs in the executive
agenda and recommend appropriation to the Sanggunian;
x. Protect and assist children in need of special protection and
refer cases filed against child abuses to proper authorities;
y. Monitor situational reports on children and prepare quarterly
updates; and
z. Perform such other functions and other child-related laws
especially in matters of child and parent education, health,
entertainment and others.

Section 3. MEETINGS OF THE BARANGAY COUNCIL FOR THE PROTECTION OF


CHILDREN

The BCPC shall meet every quarterly, preferably every first


Friday of every quarter. The Punong Barangay may also call for a
special meeting whenever necessary.

Section 4. FUNDING

Funds for the meeting and other activities shall come from
the budget of the barangay.

THIS EXECUTIVE ORDER shall take effect immediately.
