Research Title:

Child Protection Policies: It’s Impact to the Pre-School Teachers of Sinagtala Elementary
School.

Research Context:

Child Protection Policy provides special protection to children who are gravely threatened

or endangered by circumstances which affect their normal development and over which they

have no control, and to assist the concern the concerned agencies in their rehabilitation.

Dep-Ed Sec. Luistro (2012) as cited in this study stated that the objective of the Child

Protection Policy (CPP) is to promote zero- tolerance policy for any act of child exploitation,

violence, discrimination and other forms of abuse. He argued the public to participate actively

in reporting cases of bullying against students in public schools to the CPC appropriate actions

could be taken (Ronda, 2012).

However, Teachers have also the responsibility in taking care of the child in school since,

that they are the so-called second parents of the students specially in pre-school but sometimes in

order for them (pre-school) to learn the right conduct they should have to discipline first

themselves as an individual and prepare them in the next grade level.

Most experts agree that corporal punishment does nothing to fulfill the disciplinary goal of

developing a child’s conscience so as to enable him or her to behave well.” Hitting children is

also a dangerous practice, which can cause physical and psychological injury. It inhibits positive

child development and positive forms of discipline.

Setting rules and regulation inside the classroom is also one way to handle right this policy

and to have a positive effect to every student. Disciplinary measures will be more effective if you

make clear your expectations as a teacher at the beginning of the school year. If the students
know the rules in advance, then there are no surprises when the teacher penalizes those who

break the rules inside the classroom.

Students are more likely to perceive the punishment as just, to maintain their respect for the

teacher, and to obey the guidelines if the regulations are made explicit than if not. It will also be

applied outside the school. If they will know the rules and regulations and also the punishment

when things violate the rules in one’s country they will do a action that will result of their

destruction

“It is easier to discipline a child than to discipline an adult” While they are still young let us

teach them how to follow the rules and regulation so that when they will become adult they

become a good followers.

The researcher are curious of the day to day impact of this child protection policy to the

teachers and how they will handle it if the child is in pre-school because as we all know in this

child protection policy,Teachers don’t have the right to discipline the students which may affect

the relation of teacher-student.

Theoretical Framework:

The aim of the policy is to safeguard and promote our pupils' welfare, safety and health by
fostering an honest, open, caring and supportive climate. Pupil's safety is of paramount
importance in our aspirations to achieve the every child matters outcomes for all our children
(Pocklington Montessori, Carrlane,2000).

UNICEF adapts a system approach to child protection. Child protection systems have unique
structures, functions, capacities and other components. These are typically assembled in relation
to a set of child protection goals. These systems have traditionally neither been the particular
focus of the child protection discourse nor that of child protection "practice" or action. UNICEF
has initiated a process to move to a more systematic approach in its child protection
programming. A child protection system as an identified concept common to all child protection
practitioners- is new (JohnFluke,et al , 2010).

Second, Complexity Theory .The protection of children, whether living at home or in


residential care, is a core endeavor of residential and field social work with children. Yet, despite
brad support from politicians, policy makers and the majority of the public for this work, child
protection practice and practitioners are frequently criticized for perceived or actual failures to
protect. Successive inquires produce reports with similar recommendation, yet children continue
to abused and harmed, sometimes fatally. Clearly, better understanding and more effective
protection practices need to be developed. Child protection is not simple because of the
multiplicity of factors that result in children being at risk. Complexity theory provides framework
for understanding the processes involved but without the problem of reductionism. It explores the
potential contribution of complexity theory and concept that have relevance to the protection of
children in both field and residential child care practice. it is argued that complexity theory offers
new and helpful ways to conceptualize and work with the processes which underpin keeping
children safe (Oxford University, 2007).

Significance of the study:

This study would be beneficial to the following stakeholders:

Sinagtala Elementary School. This study will help them design a program that would ensure
the welfare of children and commit to safeguarding and promoting the welfare of young
people and expect all staff and volunteers to share this commitment.

Teachers. This study will help the teachers to be responsible in what they should act and do
inside the classroom.

Parents. This study will help the parents to cooperate with the teacher in disciplining the
students and also,become open minded in the child protection policy.
Readers. This study will help the readers to have the understanding about the impact of
Child Protection Policy: Impact to the Teachers of Pre-school Students of Sinagtala
Elementary School.

Future Researchers. This may serve as a basis for future research that they will conduct.

Research Paradigm:

The system approach ( Input- Process- Output system ) was used in describing the conceptual
framework of the study. Research indicates that the Child Protection Policies has an impact to
the pre-school teachers in Sinagtala Elementary School. As an Input (I), the researcher will
gather all the information about the Child Protection Policy: It’s Impact to the Pre-School
Teachers in Sinagtala Elementary School. As a Process (P), to carry out the study, the researcher
conducted a survey among the teachers in Sinagtala Elementary School. As an Output (O), the
researcher discovered the Impact of Child Protection Policies to the Pre-School Teachers of
Sinagtala Elementary School.
