4.0 General Information

All individual firms and each Partner of a Joint Venture bidding for the package
are requested to complete the information in this form. Nationality information
to be provided for all owners or Bidders who are partnerships or individually
owned firms.

Where the Bidder proposes to use named subcontractors for critical components
of the works or for work contents in excess of 10 percent of the bid price, the
following information should also be supplied for the specialist subcontractor(s).

5.0 Technical Experience (Reference para 4.1.1 of Qualification Criteria, Section-


III)

5.1 (a) The bidder shall be a manufacturer of Insulators of similar nature for the
last five years. The bidder’s experience should include the following:

(i) The bidder should have designed, manufactured, tested and
supplied 120kN & 160kN or above electro-mechanical strength of
disc insulators / long rod insulators for 110/132 kV or above
voltage transmission line of quantities not less than 50,000 nos. disc
insulators / 6520 nos. long rod insulators of each rating and the
same should have been in satisfactory operation for a minimum
period of two years as on date of bid opening. Further, the
manufacturer should also have successfully completed at least the
following tests on insulator units and insulator strings (of Standard
disc insulators / long rod insulators as the case may be) as on date
of bid opening.
(a) Tests on individual units,
(b) Following Type tests on insulator strings assembly for
345/400KV or above voltage transmission lines with 120kN &
160kN or above electro-mechanical strength of insulators
1. Power Frequency voltage withstand test (Wet)
2. Switching surge voltage withstand test (Wet)
3. Lightning impulse voltage withstand test (Dry)
4. RIV test (Dry)
(b) To be qualified for award of each package, Bidder shall provide evidence
satisfactory to the Purchaser of their capability and adequacy of resources
to carry out the contract effectively.  In case of bid by authorised
representative in addition to himself, the above shall apply to its
manufacturers also.
(c) However, if the bidder is not meeting the above requirements of its own,
he should be a qualified Licensee of a qualified manufacturer meeting the
above specified requirements and should also meet the following
conditions:
i) Manufacturer/Licensee shall have adequate design infrastructure
and manufacturing facility and capacity and procedures including
quality control.
ii) A qualified Licensee of a qualified manufacturer shall comply with
all of the following requirements:
a) Any design undertaken by the Licensee shall be approved
by the Licenser.

b) Manufacturing by the Licensee shall be done with the


approval of the Licenser and Purchaser under a quality
assurance programme approved and monitored by the
Licenser.

c) Licensee must furnish back-up guarantee from the licenser
for individual and overall performance of all materials
supplied under the contract.
d) Licenser must guarantee sequential and timely supply of
materials and submission of technical information and data
as desired by the Purchaser so as to meet the overall
construction schedule and
e) The agreement between Licensee and Licenser (copy to be
submitted along with the bid) shall be valid for a period of at
least five (5) years after the guarantee period of equipment
and materials under supply is over.

5.2 On a separate page, using the following format, each Bidder (individual firms or
partners of a joint venture) is requested to list the contracts of a nature similar to
the proposed contract(s) for which the Bidder wishes to qualify, undertaken
during the last five (05) years. The information is to be summarised for each such
contract separately. (In case of Joint Venture bidder, the information/details
pertaining to each partner of the joint venture are to be furnished).

6.0 Financial requirement

6.1 (Reference para 1.2 of Qualification Criteria, Section-III)

a) Minimum Average Annual Turnover (MAAT) for best three years out of
last five financial years of the bidder should be US$ 8.55 million or Rs.
395.64 million or equivalent for Package-C.

b) Bidder shall have liquid assets (L.A) or/and evidence of access to or


availability of credit facilities of not less than US$ 1.24 million or Rs.
52.75 million or equivalent for Package-C.

In case bidder is a holding company, MAAT & LA referred to in clause 6.1(a) &
(b) above shall be of that holding company only (i.e excluding its subsidiary/
group companies). In case bidder is a subsidiary of a holding company, MAAT &
LA referred to in clause 6.1(a) & (b) above shall be of that subsidiary company
only (i.e. excluding its holding company).

(c) In case of a bid submitted by an authorized representative of a qualified


manufacturer, the requirements stipulated at Clause 6.1(a) & (b) above
shall be individually met by the bidder himself and the qualified
manufacturer.
 
(d) In case of a Bid submitted by an Authorized Representative of a joint
venture of qualified manufacturer(s), the requirements stipulated at
Clause 6.1(a) & (b) above shall be met by the bidder in addition to Joint
venture of manufacturers meeting requirements stipulated at Clause 8.0
below.

4.1.3 of QR.]

7.0 In support of its ‘Financial Position’, in line with the above, the Bidder (Individual firm
or all the JV partners in case of JV bidder) must provide the relevant information,

8.0 Joint Venture (JV) Firms (Reference para 4.1.3 of Qualification Criteria, Section-
III)

(a) In case a bid is submitted by a Joint Venture (JV) of two or more firms as
partners, all the partners of Joint Venture shall meet individually the
qualification requirements set forth in para 5.1 and collectively the
requirement of para 6.1 above, the average annual turnover and liquid
assets/credit facilities for each of the partners of the JV shall be added
together to determine the JV’s compliance with the minimum qualifying
criteria set out in Para 6.1 above. However, for a JV to be qualified, the
partner(s) of JV must also meet the following minimum criteria:

i) The lead partner shall meet, not less than 40% of the minimum
criteria given at Para 6.1 above.

ii) Each of the other partner(s) shall meet, not less than 25% of the
minimum criteria given at Para 6.1 above.

(b) In case of Joint Venture, the following conditions shall also apply:

(i) the bid, and in case of successful bid, the Form of Agreement shall be
signed so as to be legally binding on all partners as per the
proforma enclosed.

(ii) one of the partners shall be nominated as Lead Partner, and the Lead
Partner shall be authorized to incur liabilities and receive
instructions for and on behalf of any and all partners of the Joint
Venture, and the entire execution of the Contract shall be done with
the Lead Partner and payment under the Contract shall be received
by the Lead Partner on behalf of the Joint Venture as per power
conferred to him in the Power of Attorney. The authorization shall
be evidenced by submitting a Power of Attorney signed by legally
authorized signatory of all the partners as per Performa enclosed in
the bidding documents. The payment under the contract can also
be received by other partner(s) based on authorization of Lead
Partner.

(iii) all partners of the Joint Venture shall be liable jointly and severally
for the execution of the Contract in accordance with the Contract
terms, and a statement to this effect shall be included in the
authorization mentioned under (ii) above as well as in the Bid
Form and in the Contract Form (in case of a successful bid).

(iv)Agreement entered into by the Joint Venture partners shall be


submitted with the bid bringing out the scope of work to be performed
by individual partners.

8.1 In accordance with the above, in case of JV bidders, it should be ensured that
necessary details including those pertaining to each JV partner are furnished and
the documents are submitted along with the bid. Further, the JV bidders should
also ensure that other requirements are complied with. The list of documents

9.0 (Reference para 4.2.2 of Qualification Criteria, Section-III)

9.1 The Bidder shall also furnish following documents/details with its bid:

i) A certificate from banker (as per format) indicating various fund based/non fund
based limits sanctioned to the bidder and the extent of utilization as on date.  Such
certificate should have been issued not earlier than three months prior to the date
of bid opening. Wherever necessary, POWERGRID may make queries with the
Bidders’ bankers.

ii) The complete annual reports together with Audited statement of accounts of the
company for last five years of its own (separate) immediately preceding the date of
submission of bid.

[Note: I. In the event the bidder is not able to furnish the information of its own (i.e.
separate), being a subsidiary company and its accounts are being
consolidated with its group/holding/ parent company, the bidder should
submit the audited balance sheets, income statements, other information
pertaining to it only (not of its group/Holding/Parent Company) duly
certified by any one of the authority [(i) Statutory Auditor of the bidder /(ii)
Company Secretary of the bidder or  (iii) A certified Public Accountant]
certifying that such information/ documents are based on the audited
accounts as the case may be.

II. Similarly, if the bidder happens to be a Group/Holding/Parent Company, the


bidder should submit the above documents/information of its own (i.e.
exclusive of its subsidiaries) duly certified by any one of the authority
mentioned in Note-I above certifying that these information/documents are
based on the audited accounts, as the case may be.

9.2 The Bidder should accordingly also provide the following information/

10.0 Litigation History (Reference para 4.2.3 of Qualification Criteria, Section-III)

10.1 The bidder should provide detailed information on any litigation or arbitration arising
out of contracts completed or under execution by it over the last five years. A consistent
history of awards involving litigation against the Bidder or any partner of JV may result
in rejection of Bid.

11.0  Government-owned enterprises in the Borrower’s country may only participate


on their own or as members of a joint venture if they are legally and financially

12.0 OTHER INFORMATION

12.1 Bidder shall provide evidence satisfactory to the Purchaser of their capability
and adequacy of resources to carry out the Contract effectively. Accordingly,
bids shall include the following information:-

(a) Copies of original documents defining the constitution or legal status,


place of registration and principal place of business; written power of
attorney of the signatory of the bid to commit the bidder;

(b) Performance as Supplier for the supply of materials of similar nature


over the last five years and details of other work in hand and contractual
commitments;
(c) Description of the plant for carrying out the work;

(d) Proposal for subcontracting elements of the supply of materials


amounting to more than 10% of the Bid Price for each element;

(e) Proposal of manufacturing methods & schedule, in sufficient detail to
demonstrate the adequacy of the bidder's proposals to meet the technical
specification and the completion referred to in the bidding documents.
