Over 20 households had their water lines connected to BWD prior to CLS drilling their own deep well water source, yet CLS is preventing homeowners from using BWD and forcing them to switch to the deep well instead. Sustainable Water!
A Petition to Honorable Brgy. Captain of Abucayan and its council to Stop Illegal disconnection of
CKL Home Owner’s BWD Water supply by its developer, CLS Properties.

The Forceful Disconnection of our BWD Water Lines by CLS violates our Fundamental Right
to choose as Citizens of Balamban and consumer.

With the increasing demand for water supply in Cebu, costly options appear to seemingly solve
this concern. In fact, the recent development of Deep wheel water source by CLS was one of the
options offered to Home Owners of CKL Subdivision. Though BWD has the capability to supply
the subdivision, home owners are prevented from applying since the developer has created its
own water source which is deep wheel. For the information of Brgy Abucayan Council, there were
more than 21 households who had its water source connected already to BWD prior to Deep
wheel drilling of the mentioned developer, not to mention the cost we spent of having our lines
installed.

We, as Home owners stand against this short-term solution since the said Deep wheel: ● We never
agreed to have our source transferred to CLS Deep Wheel ●Seems to be illegally drilled and if we
can ask for legal documents to validate its legality ● Not the best option for a sustainable and clean
water, no chlorination and Laboratory results provided as well as actual level of the said source
●Violates our consumer rights to choose the best option for water source siting Adminitrative Order

We thus call on Brgy Captain Gimena and its council to look into this matter as we are being
forced and harassed to disconnect our Water Lines from BWD. We are forced to transfer to their
deep wheel source without any question for its capability to sustain our water needs and its
quality. We believe that disconnection of our water lines from BWD is not the best option for our
clean and sustainable water needs and Home Owner’s should be given its rights to choose.

We hereby sending this Petition to STOP Forceful and Illegal disconnection of our BWD Lines and
call on the attention of the developer through a Summon at Brgy Abucayan Hall on Dec 6, 2019.
