The Maintenance and Other Operating Expenses (MOOE) is the school budget downloaded from the

government to all public schools for the utilization in running school operations. The school budget is
one of the most powerful tools to promote and strengthen school based management and
accountability. The DepED establishes the standard procedures in the utilization of the school MOOE
that shall be followed strictly by all schools.

- The schools heads shall apply for bonding with the Bureau of Treasury, Fidelity Bond Division
- The school request for cash advance for downloading
- Submit Liquidation Report to the Division Office on or before 5 th day of the following month
- Disburse funds in accordance with the existing budgeting, accounting, procurement, and
auditing rules and regulations

Uses of School MOOE

1. To fund activities as identified in the approved School Improvement Plan (SIP) and Annual
Implementation Plan (AIP) for implementation in the current year.

2. To support expenses for school-based training and activities that will improve learning outcomes in
the school

3. To support expenses on special curricular programs (e.g. advocacy, assessment, capacity building,
learning environment, learner development and research)

4. To finance expenses pertaining to graduation rites, moving up or closing ceremonies and recognition
activities

5. To procure school supplies and other consumables for teachers and students necessary in the conduct
of classes.

6. To fund minor repairs of facilities, building and ground maintenance

7. To fund rental and minor repairs of tools and equipment for the conduct of teaching and learning
activities

8. To pay for wages of full-time janitorial, transportation/mobility and security services

9. To pay for utilities (electricity and water) and communication (telephone and internet connectivity)
expenses

10. To pay for reproduction of teacher-made activity sheets

11. The school MOOE may be used to procure small capital expenditure item worth Php15,000.00 and
below.
