SECTION 329300 PLANTS

PART 1 - GENERAL

1.1 RELATED DOCUMENTS


A. Contract Drawings and general provisions of the Construction Contract,
including Contract Clauses and Conditions (CC&C), Supplemental Con-
tract Clauses and Conditions, and Division 1 sections of these Contract
Specifications, apply to work of this Section
1. Refer to Section 328410 "Landscape irrigation."
2. Refer to Section 329200 "Turf and Grasses".

1.2 SUMMARY
A. This Section specifies tree, shrub, ground cover, and landscape gravel
beds.
1.3 PERFORMANCE REQUIREMENTS
A. Extent of Planting: Provide softscape, including lawns, over all areas
of the site not finished with hardscape. Refer to Section 329200 "Turf
and Grasses". for lawn areas.
1. Storm Water Management Areas: Provide grass sprigging within
these areas.
B. Plant Selection:
1. Select low maintenance planting to emphasize the use of indigen-
ous and adapted plant species.
2. Avoid the use of exotic species or plants not fully naturalized or ac-
climatized to area. Provide cold-hardy plants in climate zones that
have freezing weather.
3. Avoid use of plants that are known to be particularly susceptible to
insect damage and disease.
4. Avoid use of plants that are known to be subject to environmental
damage.
5. Do not select plants that produce excess litter from fruit, weak
limbs, or continual leaf fall.
C. Planting Placement:
1. Planting elements include the following:
a. Site design elements.
b. Gravel mowing strips.
c. Visual Screening: Acceptable methods of screening include land
forms, evergreen planting, opaque fencing, or walls. Do not use
chain link fence for visual screening. Provide visual screening for:
1) Utility areas, including transformers, pump houses, and genera-
tors, 2) Sewage and storm water management facilities, and 3)
Service buildings.
2. Concentrate planting in public areas such as entrance plazas and
staff garden areas.
3. Do not place plants that can obstruct views across the site. The
character should suggest lawns, ground covers, low shrub masses,
and flowering and shade trees.

4. Provide plant covering in the interior of any parking area of twenty


or more spaces, sufficient to cover 10 percent of parking lot. In addi-
tion, plant shade trees in islands every six spaces.
5. Where appropriate, locate a shaded paved area adjacent to the ca-
feteria or other designated area for staff and official visitors. Provide

trees of sufficient size and foliage to shade 60 percent of these paved


areas within three years of installation.
6. Shade all walks and hardscape areas with trees of sufficient size
and foliage to shade 60 percent of these paved areas within three
years of installation.
7. Place plants to buffer the impact of existing or future zoned offsite
development.
8. Locate trees away from clear zones at perimeter walls and building
walls to deter tree climbing and entry into compound and buildings.
9. Coordinate planting design with security camera placement to avoid
restricting or obstructing views of buildings and site entries.
10. Place 600 mm (2 feet) wide band of river washed stone or gravel
at base of building walls adjacent to lawn as a mowing strip.

1.4 SUBMITTALS
A. General: Submit the following in accordance with CC&C, and Di-
vision 1 Contract Specification Sections:
1. Product data for each type of product specified, including ornamen-
tal features.
2. Qualifications: Submit qualifications for installation firm and installa-
tion supervisor to Project Director prior to the pre-installation confe-
rence.

3. Certification: Certify that selected plants are suitable for project.

4. Planting Schedule: Indicate anticipated planting dates.

5. Maintenance Record Calendar: Provide record calendar for use by


Post maintenance control of planting and lawns showing recommend-
ed and schedule of tasks, and providing data entry space for five
years of maintenance.

6. Maintenance Manual: Include maintenance guidelines for plantings,


lawns, and irrigation system. Provide instructions for plant placement,
pruning, watering, mowing, fertilization, weeding, disease and pest
control, and plant replacement.

a. Include product data sheets in manual, along with maintenance in-


structions and parts lists for those products.

1.5 QUALITY CONTROL


A. Installer Qualifications: Provide a qualified landscape installer.
The installer shall provide a full-time supervisor on site during installa-
tion. The supervisor shall have a minimum of 3 years of experience in
supervising similar projects in the region of the Project site.
B. Pre installation Conference Conduct conference at Project site.

1.6 SPECIAL WARRANTIES


A. Warranty Period:Plants shall be guaranteed for a period of one year after
the date of Acceptance of the planting installation by the Project Director.
B. Replacement: At the end of the warranty period, replace dead plants and
plants not in a vigorous, thriving condition, as determined by the Project Di-
rector, without cost to the Government. The replacement shall occur as soon
as weather conditions permit and within the appropriate seasonal planting pe-
riod.
1. Match: Replacements shall closely match adjacent specimens of the same
species. Replacements are subject to all requirements of this Section.
2. Repair work: Make necessary repairs due to plant replacements at no cost
to the Government.
3. Warranty extension: The guarantee of replacement plants shall extend for
an additional one year period from the date of their acceptance by the Gov-
ernment after replacement. In the event that a replacement plant is not ac-
ceptable during or at the end of the extended guarantee period, the Govern-
ment may elect one more replacement or a credit for each item.

PART 2 -PRODUCT

2.1 PLANT MATERIALS


A. Standards: See Section 329220 “seeding.”
B. Tree Size: The minimum size of shade trees at installation shall be 75
mm (3 in.) caliper.

PART 3 - EXECUTION

3.1 PREPARATION
A. Test Drainage: Test five plant beds and pits chosen by the Project Direc-
tor by filling with water twice in succession. The time at which the water is put
into the pit or bed for a second filling shall be noted. The Project Director
shall then be notified of the time it takes for pit or bed to drain completely.
Planting operations shall not proceed until Project Director has reviewed test
drainage results and accepted soil drainage conditions.
B. Plant Locations: Individual plant locations and outlines of shrub and
ground cover areas to be planted shall be staked by Contractor as indicated
on Construction Drawings in ample time to allow inspection by the Project Di-
rector. Digging shall not begin until locations are approved by Project Direc-
tor.
C. The dimensions of plant pits should be as follows:
1. Palm pit 1000 x 1000 x 1000 mm.
2. Tree pit 750 x 750 x 750 mm.
3. Shrub pit 500 x 500 x 500 mm.
D. PREPARTION FOR PLANTING GROUND-COVER:
1. Loosen subgrade of ground-cover areas to a minimum depth of 200
mm. Remove stones larger than 40 mm in any dimenion, sticks, roots,
rubbish and other extraneous matter. Limit preparation to areas which
will be planted promptly after preparation.
2. Spread top soil mixture to minimum depth required to meet lines,
grades and elevations shown, after light rolling and natural settlement.
3. Place approximately 1/2 thickness of total amount of top soil mixture
required. Work into top of loosened subgrade to create a transition

layer and then place remainder of planting soil. Add specified soil
amendments and mix thoroughly into upper 10 mm of top soil.
4. Apply specified commercial fertilizer at rates specified and thoroughly
mix into upper 50 mm of topsoil. Delay application of fertilizer if
ground-cover planting will not follow within a few days.
E. PREPARTION OF PLANTING BEDS:
1. Loose subgrade of planting bed areas. Remove 200 mm to 250 mm of
soil and replace with prepared planting soil mixture to meet elevation
shown, after light rolling and natural settlement.
F. PLANTERS:
1. Planters place not less than 100 mm layer of gravel in bottom of plan-
ters, install filtration/separation fabric and fill with planting soil mixture
consisting of one (1) part topsoil, one (1) partcourse sand, one (1) part
peat humus, and dolomitic limestone. Place soil in lightly compacted
layers to an elevation 40 mm below top of planter allowing for natural
settlement.

G. EXCAVATION FOR TREES AND SHRUBS:


1. Excavate pits, beds and trenches withvertical sides and with bottom of
excavation slightly raised at center to provide proper drainage. Loo-
sen hard subsoil in bottom of excavation.
2. For bare root trees and shrubs, make excavations at least 300 mm
wider than root spread and deep enough to allow for setting of roots on
a layer of compacted planting soil and with collar set at same grade
level as in nursery but 30 mm below finished grade at site.
3. Allow for 250 mm setting layer of planting soil mixture.
4. For balled and burlapped, trees or shubs, mak excavations at least
one and half (11/2) times as wide as the ball diameter and equal to the
ball depth, plus following allowance for setting of ball on a layer of
compacted backfill:
5. Allow for 80 mm thick setting layer of planting soil mixture.
6. For container grown stock, excavate as specified for balled and bu-
lapped stock, adjusted to size of container width and depth.
7. Dispose of subsoil removed from landscape excavations. Do not mix
with planting soil or use as backfill.
8. Fill excavations for trees and shrubs with water and allow to percolate
out before planting.
3.2 PLANTING
A. PLANTING TREES AND SHRUBS:
1. Set balled and burlapped stock on layer of compacted planting soil
mixture, plumb and in center of pit or trench with top of ball at same
elevation as adjacent finished landscape grades.
2. Remove burlap partially from sides of balls, retain on bottoms. When
set, place additional backfill around base and sides of ball, and work
each layer to settle backfill and eliminate voids and air pockets. When
excavation is approximately two thirds (2/3) full, water thoroughly be-
fore placing remainder of backfill. Repeat wetering until no more is
absorbed. Water again after placing final layer of backfill.
3. Set bare root stock on cushion of planting soil mixture. Spead roots
and carefully work backfill layer are completely saturated. Plumb be-
fore backfilling and maintain plumb while working backfill around roots
and placing layer of soil mixture above roots. Set collar 25 mm below
adjacent finish landscape grades. Spread out roots without tangling or

turning up to surface. Cut injured roots clean, do not break. Set con-
tainer grown stock, as specified, for balled burlappe cut cans on two
(2) sides with an approved can cutter, wooden boxes so as not to
damage roots balls.
B. PLANTING GROUND COVER:
1. Spaceground cover plants not more than 300 mm o.c.
2. Dig holes large enough to allow for spreading of roots and backfill with
planting soil. Work soil around roots to eliminate air pockets and leave
a slight saucer indentation around plants to hold water. Water tho-
roughly after planting, taking care not to cover crowns of plants with
wet soil.
3. Mulch areas between ground cover plants, place not less than 50 mm
thick.
C. LAWNS:
1. Use paspalum sod on 30 mm compost layer.
D. Setting: Plants shall have same relationship to finished grade as in the
nursery. Plants shall be turned to desired orientation when directed by
Project Director.
E. Backfill and Planting Saucer: Pits shall be backfilled with planting soil.
Work soil carefully into voids and pockets, tamping lightly every 150 mm
(6 in.). Backfilling and tamping shall then be finished, and a saucer
formed around plant pits as indicated on the Construction Drawings.
Saucer shall be filled with water, and water left to soak into soil. Saucer
shall then be filled with water again.
F. Staking: Each tree shall be staked and guyed immediately following
planting. Plants shall stand plumb after staking and guying, but the stak-
ing and guying shall not be used as a means to straighten plants.
G. Pruning: Each tree and shrub shall be pruned to preserve natural cha-
racter of the plant. Pruning shall be done after delivery of plants, and af-
ter plants have been inspected and accepted by the Project Director.
Pruning procedures shall be reviewed by the Project Director before pro-
ceeding.
H. Mulching: Provide planting beds with minimum of 50 mm (2 in.) of gravel
or local mulch.
I. Edges: Provide plant beds and gravel areas with steel or concrete edge.
3.3 MAINTENANCE
A. Period: Begin immediately after each plant is planted, and continue until
end of warranty period..
B. Maintenance Tasks:
1. Maintenance consists of keeping plants in healthy growing condition,
and keeping beds and individual pits in neat appearance, and shall be
performed by qualified and approved individuals. Plants shall be pro-
tected from damage. Maintenance activities include, but are not li-
mited to, the following:
a. Watering: As necessary to promote natural growth. Apply in
amounts to prevent excessive runoff. Water shall be suitable for ir-
rigation and free from ingredients harmful to plant life.
b. Weeding and Cleaning: Keep planting areas free of weeds,
grasses, and trash.
c. Cultivating
d. Pruning
e. Fertilizing
f. Re-mulching

g. Tightening and repairing of guys: Remove stakes and guy wires


at end of warranty period.
h. Straightening of trees to a plumb position
i. Removal of dead material
j. Resetting plants to proper grades or upright position
k. Restore planting saucers
l. Protection from insects, pests, and disease
2. Spray insecticides or herbicides only by authorized personnel. Spray-
ing for insects, pests, and diseases shall conform to the National Ar-
borist Association Standards under the section entitled Standards for
Pesticide Application Operations as currently adopted and as ap-
proved by the Project Director. All insecticides, pesticides, and herbi-
cides shall be EPA approved.
3. During the maintenance period, any decline in the condition of plant-
ings requires the Contractor to take immediate action to identify poten-
tial problems and to undertake corrective measures. If the Contractor
does not sufficient expertise or if the problems persist, engage profes-
sional arborists and/or horticulturalists at no cost to the Government to
inspect plant materials and to identify problems and recommend cor-
rective procedures. Advise the Project Director immediately of such
actions. Inspection and recommendation reports shall be submitted to
the Project Director.
3.4 ACCEPTANCE
A. Plant areas will be accepted when plants are in compliance with the fol-
lowing conditions:
1. General Condition: Healthy, free of pests and disease, and in flourish-
ing condition.
2. Branches: Free of dead and dying branches and branch tips.
3. Foliage: Plants shall bear foliage of normal density, size, and color.
