16SPM DE GUZMAN: Thank you Mr. Presiding Officer. A pleasant afternoon to all of us, to our dear
17 Vice Governor, my dear colleagues in this August Hall and to our guests and staff in the
18 gallery.

20 Don’t be alarmed as today is not about millions of questions. I rise today Mr. Presiding
21 Officer with a grieving heart. I join my barangay mates and the bereaved family mourns for
22 the lost lives of 3 children and so this speech is about and for them.
23
24 Yesterday, it was reported over the radio of a news where 3 children; a male-twin, 4-year-
25 olds and their sister, 2 year-old who died of drowning incident at a river located at Barangay
26 Pugo, Bauang, La Union.
27
28 Yes, Mr. Presiding Officer, in my own barangay and indeed it was so tragic.
29
30 There is an on-going dredging operations in that said river, spearheaded by the Department
31 of Public Works and Highways. As per interview over the radio, the Punong Barangay
32 admitted that he knew of this project and that the DPWH people made a courtesy call to him
33 regarding this dredging operation which had started almost 2 weeks already. The dredging
34 operation is to deepen the river to avoid overflowing and flooding the community during
35 rainy season.
36
37 Yes, Mr. Presiding Officer, it is this part of the river, where the father found the lifeless
38 bodies of his 3 children. As per report, said part of the river is already almost 10ft deep.
39
40 Yes, it would be very easy to fault the parents for negligence as it should be their
41 responsibility to take care, secure and keep safe their children from danger…..but my point
42 here Mr. Presiding Officer, since this is a government operation, aside from informing the
43 community, there should have been a barricade, a warning fence or barrier or a warning
44 sign that swimming or playing near the river is dangerous.
45
46 Actually, this reminds me of that Supreme Court case, Atty. Rey Mosuela was mentioning
47 before, that LGUs shall be liable for damages for the death of, or injuries suffered by, any
48 person by reason of its negligence. I don’t know if this could be applicable in this case.
49
50 Yes, children of their age could not have read said warning signs but if there were sufficient
51 barrier or fence that would keep children out of the dredging site, there could be a possibility
52 that the lives of the children might have been saved.
53
54 Last week Mr. Presiding Officer this August Body approved on third reading the Road
55 Warning Safety Device Ordinance, mandating all contractors to provide warning devices on
56 all on going road constructions or road projects…..this is to warn the public and therefore
57 avoid accidents….perhaps it is also high time that we enact an ordinace compelling
58 government agencies and contractors to install warning fences on on-going government
59 constructions, operations and/or projects.

61 I know this is not the proper body to determine if the DPWH or even the barangay is at fault
62 or negligent in this case. But then again my purpose of bringing this matter to this August

1 Body’s attention is that this is a matter of public safety…this practice of DPWH or any
2 contractor for that matter, be it construction of roads and bridges or dredging operations that
3 they blatantly disregard the safety of the people, that they do not put into mind that when
4 they left an on-going project with no warning signages, no barricades, no one, nobody to tell
5 the people not to go there – there could be a possibility of an accident, a very tragic accident
6 ----this practice has to be stopped, Mr. Presiding Officer. This is not too dramatic but what if,
7 who drowned in that river were our own children or the children of the people who
8 implemented the project.
9
10 I know there are rules governing the safety and security of the people in an on-going project
11 of the DPWH, thus may I pray, Mr. Presiding Officer that this matter be referred to the
12 appropriate committee or committees for proper investigation and to find out if there was
13 blatant negligence on the part of the concerned government offices and also to explore if
14 there is a need of a policy to regulate these activities for the safety and security of the
15 public.
16
17 My heart bleeds and mourns with the bereaved family. It is already tragic when a loved one
18 is lost through an accident, all the more 3 children at once. We pray for their souls and that
19 they find eternal rest and peace in God’s embrace. If in their passing, we can craft a policy
20 for public safety, then the work is at hand. Thank you very much, Mr. Presiding Officer.

29 – Govenor Mario Eduardo C. Ortega , to the Members of this August Body, friends, ladies
30 and gentlemen.

32 Rosella Noto Macuroy was only 41 years old when she passed to the great beyond on
33 August 15, 2020. A fish vendor, she was a hard working wife and a mother. At around 3:00
34 o’clock at dawn at August 15, 2020 she boarded a motorized Bangka at the Amburayan
35 River to go to the Bangar Public Market. Somewhere within the jurisdiction of Barangay
36 General Terrero, an accident happen. Allegedly, a speeding motorized Bangka from
37 upstream bumped the motorized she was riding. It was dark and it was inly later on that
38 rescuers found the lifeless body at sea.
39
40 She would still be alive today if Ordinance No. 059-294 enacted by this August Body on July
41 31, 2014 is seriously being enforced by all concerned. The ordinance mandates all
42 operators and passengers of water craft to use life vests while sailing in any body of water
43 within the jurisdiction of the province.
44
45 In this regard, Mr. Presiding Officer and the Honorable Members of this August Body, I
46 propose the passage of legislative mesure urging all law enforcement officers and the
47 authorities concerned in the component LGU’s to strictly enforce this ordinance. The
48 intention of which is the safety of our constituents. With a lifevest, we could avert the loss of
49 another Rosella Noto Macuroy.
50
51 Thank you so much for your time. May I request also Mr. Presiding Officer and to the August
52 Body that we extend burial assistance to the bereaved family of Rosella Macuroy.

54VICE-GOV. ORTEGA: It is with great sympathy and condolence hearing the events that happen in
55 Bangar. What you would want is a resolution to enjoin the different agencies to strictly
56 enforce. I think the one enforcing it along the seashore is the coast guard. Of course, the
57 other LGU’s will be furnished.

18 good afternoon. Ladies and gentlemen naimbag nga malem.

20 Nakakalungkot yong dalawang naunang privilege speech. Opo, buhay poi to tungkol sa
21 buhay at magbibigay inspirasyon sa ating lahat.
22
23 Last night, Vice President Leni Robredo delivered her speech entitled Ulat at Mungkahi Ukol
24 sa Pambansang Ekonomiya at Mensahe Para Sa Pamumuno at Pagkakaisa ni VP Leni
25 Robredo.
26
27 Sa mga comments through social media, disregarding comments from trolls, marami ang
28 namangha, may naiyak pa daw. For me, parang marami ang nauhaw at heto dumating ang
29 tubig. The speech was done in 20 minutes with clarity, competence and compassion and on
30 time as per announcement.

32 Part of her speech is, I quote, “Malinaw na handang sumagwan ang lahat; ang kulang na
33 lang, ‘yung magtututok sa atin sa dapat nating kapuntahan. ‘Yung magtitimon.
34
35 Hindi mahirap unawain ang sentimyento ng marami: Na para bang walang timon, walang
36 direksyon, walang malinaw na horizon kung kailan at paano masosolusyonan ang
37 pandemya.”

39 Mr. Presiding Officer, iyan ay sa pambansang sitwasyon dahil dito sa ating probinsya we
40 have our competent and compassionate timon, our Governor Pacoy assisted by by his co-
41 pilot, another seasoned, competent and compassionate Vice Governor Mario.

43 Isa pang sinabi ni VP Leni ay “Malinaw sa huling datos na agrikultura ang pinaka-resilient na
44 sektor ng ating ekonomiya.” Tama! Tumpak! Swak na Swak ang Vision ng province natin to
45 Make La Union as the heart of Agri-Tourism in Northern Luzon by 2025. By this time ang
46 mga magsasaka na binigyan ng probinsya ng mga buto ng mga gulay noong kakaumpisa
47 pa lang ng community quarantine, kasama na rin ang mga marami na nagkainteres
48 magtanim ngayon ay marami na silang ani, sa sariling tanim na sila kumukuha ng pang-
49 ulam. Salamat sa agaran at nauukol na aksiyon ng PGLU! Isa lang iyan sa mga
50 magagandang immediate response ng province. Our province is blessed to have TIMONS
51 na magkaiba man ang kulay noong panahon ng eleksiyon pero after that ay nagkakaisa
52 para sa kabutihan ng buong probinsiya. Salamat din sa mga work force na buong tapang,
53 buong pusong nakikiisa, nakikipagtulungan, uma-ambag.

33MR. MENDOZA: First of all I would like to thank this Honorable Body for inviting us to enlighten you
34 on the use of Hypochlorous acid and after this I’m assuring that you have now a better
35 option for a disinfectant solution.
36
37 This is in relation to the privilege speech of the Hon. Jonathan Orros regarding the use of
38 the misting machine. Here in the PGLU, in the capital ground, we have installed two misting
39 machines and we believe during the early days of this pandemic, the DOH and DILG don’t
40 have yet the guidelines. Actually they did not ban the use of misting machine in totality. They
41 still allow it to be used in hospitals and an isolation facility for those personnel’s who were
42 wearing full PPE suit without skin exposures. Because they believe that the disinfectant
43 being used in those machines are dangerous. Before anything else, we would like to
44 reiterate that the misting chamber is an extra precaution. We put emphasis on the word
45 extra because it is not a substitute to good personal hygiene, hand washing, sanitizing,
46 cough etiquette, it is not a substitute. But it is an extra precaution that we incurving the
47 spread of the infection.

49 Misting or fogging is another type of application of disinfecting. Para lang po siya na inispray
50 natin yong alcohol sa kamay natin. It’s just that here, yong buong tao po yong inaano natin
51 when he/she pass through the disinfection chamber. Now, ang problema lang po dito is
52 yong ginagamit natin. Bakit siya nagiging dangerous? It’s because of the used of dangerous
53 infectant solution.

55 In the early days of Covid and this pandemic we use bleach and chlorine granules dissolved
56 in water. So yon po yong nagiging problema natin which is very dangerous. It is irritating to
57 the eyes and the respiratory system. So now, when there is available safe and effective
58 disinfectant na pupuwede nating gamitin then the misting machine now becomes useful.
59 Hindi na siya nagiging dangerous. It is largely dependent only on the disinfectant used.

61 The reports on deaths and injuries cause using this disinfectant chambers are cause by
62 using concentrated solution of bleach and chlorine. And I think kung bakit po ni-reiterate ulit

1 ni DOH at DILG yong pag stop sa paggamit ng mga misting machines is because yong
2 death po ng police officer na naisprayan ng concentrated solution ng chlorine. But misting
3 machines are used in Vietnam. One of the countries with the lowest cases of Covid-19. And
4 in the early days of this pandemic, it is being installed by various LGU’s in Manila, around
5 the country. The logic of using the misting machine is also embedded in the infomercials of
6 the DOH. Yong pagpalit agad ng damit kapag uwi. It’s because there are studies na
7 nagsasabi na pupuwedeng mag stay yong virus or yong microbes sa inanimate objects like
8 the cloth, yong leather ng belt natin, yong watch natin, I think that is the logic of using the
9 misting chamber. If we have a safe and effective disinfectant, the misting machine now
10 become useful in curbing the spread of the infection. We will reiterate again, I think the Hon.
11 Jonathan Orros has already mention about the hypochlorous acid. To give you a quick run
12 through of what is hypochlorous acid and how effective it is.
13
14 What is hypochlorous acid? Hypochlorous acid with chemical formula HOCL. The chemical
15 formula is very similar with water. With just one hydrogen atom replaced by chlorine. It is a
16 weak acid. A very simple molecule and with that characteristic it is a powerful oxidant that it
17 is effective against invading bacteria, fungi and viruses by means of substitution and
18 oxidation.

20 Hypochlorous acid is uncharged and has relatively low molecular weight. It is better abled
21 that other chlorine species that penetrate microbial cell walls. For our information,
22 hypochlorous acid is 80 to 100 times more effective than our usual bleach or chlorine
23 granules. That is why we can use it at a very dilute solution. Actually, effective concentration
24 po ng hypochlorous acid is 50 ppm. That’s 50 parts per million. And what we are using, I
25 think you have a machine here that produce hypochlorous acid. What we are producing
26 here is 100 parts per million. The highest concentration that it can produce is 200 parts per
27 million. From 50 to 200 parts per million concentration of hypochlorous acid, these are the
28 effective concentration. They are very dilute, yet they are very effective disinfectant.

30 Hypochlorous acid is naturally found inside the body. Its produce by neutrophil, cells of the
31 immune system. What is the difference of Hypochlorous acid with bleach? The difference
32 lies in its chemistry, in the pH of the solution in which it is present. At pH 4 to 7, yong simple
33 bleach natin, kasi ang bleach po natin is basic po siya, we adjust the pH and then ang
34 magiging dominant species na po natin doon is hypochlorous acid which is more effective
35 than chlorine. And sodium hypochloride, yon po yong mga bleach natin.Sodium
36 hypochloride, Calcium hypochloride. But when we adjust the pH, tataas po yong
37 concentration ni hypochlorous acid. Ayon po yong ginagamit na principle po ni machine
38 natin sa may Mabanag na paggawa ng Hypochlorous acid. Actually we have three methods
39 of production of Hypochlorous acid. First, we can dissolve chlorine gas in water to produce
40 Hypochlorous acid. But that’s dangerous because chlorine gas as it is very toxic. Then we
41 have the electrolysis of saline solution. The problem with this one is sodium chloride lang po
42 yong gagamitin natin and then you pass it through a electrolytic chamber then you’ll
43 produced Hypochlorous acid. But the problem with this is you cannot produce large
44 quantities. Unlike with the acidification of hypochloride, you have sodium hypochlorite and
45 you acidify it with hypochloric acid. May machine po tayo na gumagawa noon. Siya na po
46 yong gagawa ng solution and then you have serious water or the hypochloric acid solution.

48 Kung bakit po hindi siya ganoon kasikat si Hypochlorous acid as disinfectant and hindi siya
49 commercially available. Wala po siya sa shelves ng groceries and ng drug stores is because
50 of its instability. Very unstable po si Hypochlorous acid. That’s why kelangan siyang i-
51 produce on site for us to make use of its disinfectant power. Kelangan palagi siyang freshly
52 produced so that’s why we always remind the people doon po sa kumukuha sa Mabanag
53 and the personnel ng Kapitolyo na we can only use the Hypochlorous acid solution up to
54 seven days lang. Because very unstable nga po, nagde-degrade siya eventually as time
55 goes by.

57 Comparing Hypochlorous acid with common disinfectants used in hospitals and in
58 households, malawak po yong anti-microbial spectrum ni Hypochlorous acid. From four
59 forming bacteria, these are bacteria na napak tough, they are the toughest bacteria to yeast
60 like fungus common bacteria. Kaya niya pong patayin and we have studies also to prove
61 that. Ito po yong mga table but run down lang po doon sa e-coli, yong mga usual standards
62 natin when we test for disinfection. E-coli staff, mga bacteria po not one minute. Less than to

1 the detection limit na yong after application ng Hypochlorous acid. Usually sa virus, doon sa
2 mga limes, yong mga ginamit nilang strains here are from livestock’s and poultry. And then
3 we have the veridical effect. One of our colleague in Taiwan who bottles Hypochlorous acid.
4 Because in Taiwan they are able to bottle it and sell it. Actually, it is available in Taiwan,
5 Malaysia, white factor po ito. Using the machine we have here in the PGLU, yong 500 ml
6 they sell it at P2000. And they are able to because yong container po nila specialized. Para
7 po maging stable.

9 Anyways, they have a study in Taiwan na effective si Hypochlorous acid against corona
10 virus/the Covid-19. So these are the international standards that we have. These are tests
11 for disinfectants. So we have the European standards EM1040 and EM1276. Ito po yong
12 mga standards sa Europe and then we have the American standards virucidal activity. Dito
13 po yong mga ginamint nilang strains to test the virucidal effect o nakakapatay ba ng virus
14 yong isang solution specifically yong hypochlorous acid. They use H1N1, the H7N9 and
15 then the corona virus 19. Yong po yong mga international standards. And we have tests po
16 diyan.

18 As for the toxicity, yon palagi ang hinahanap ni DOH. Safety and efficacy. Yong safety part
19 because we are going to use it sa human body. When you pass through the misting
20 machine, may contact po yan sa skin, sa eyes and then possible inhalation. Although yong
21 mga ininstall po natin dito we have warning signs na you have to wear mask before you
22 pass through the misting machine. During the animal and safety study conducted by Food

31 especially yong prinoduce ni Cirius. Yon po yong pangalan ng machine natin sa Mabanag
32 na gumagawa ng Hypochlorous acid. Ito po yong mga application nila sa Japan. Actually
33 Hypochlorous acid as a food contact notification in the USFDA. Concentration of 50-70 ppm,
34 puwede mo po siyang pang hugas ng food, ng mga vegetables, ng meat. Approve yan ng
35 USFDA, they have food contact notification.

37 Here we have the smaller version of the Cirius machine, the well clean t.e yon ang
38 ginagamit po sa kitchen sa pag disinfect po ng mga surfaces, panghugas din po ng food. 50
39 ppm po yong kayang gawin niyan. Actually yong misting po natin na ginagawa is nakukuha
40 nila yan sa animal industry because very sensitive ang mga animals sa infection. They are
41 very careful with cross contamination lalo na kung galing yong tao sa labas at pupuwede na
42 magdadala siya ng microbes, ng bacteria, ng virus papasok doon sa animal house. Air
43 shower and disinfecting water mist parang disinfection chamber din po yan ng tao bago
44 pumasok. This is in Japan po.

46 The Hypochlorous acid is used in bottling industry in Japan. Very food safe po ang
47 Hypochlorous acid. And I think using Hypochlorous acid with our misting machine po we can
48 guarantee the safety of the misting machine. Yong mga misting machine po diyan may naka
49 label po doon do not use chlorine, alcohol or bleach. Kasi very irritating and toxic. But with
50 Hypochlorous acid wala tayong magiging problema po sa mga ganon. If you have questions

29 magdi-disintegrate lang po siya into water and sodium chloride, basically salt.

3 Resources Office (ENRO) shall perform the following functions:

6 implementation of measures to prevent and control land, air and water pollution
7 with the assistance of the DENR;

9 b. The ENRO is an operational unit that is responsible to develop and implement
10 plan and strategies on environmental and natural resources program upon
11 approval of the Provincial Governor;

13 c. Formulate measures for the consideration of the Sanggunian and provide
14 technical assistance and support to the Governor, as the case maybe, in carrying
15 out measures to ensure the delivery of basic services and provision of adequate
16 facilities;

18 d. Develop plans and strategies and upon approval thereof by the Governor, as the
19 case maybe, implement the same, natural resources programs and projects
20 which the Governor is empowered to implement and which the Sanggunian is
21 empowered to provide for;

23 Section 9. Creation of Position. There is hereby created an Environment and Natural
24 Resources Officer (Salary Grade 26) in accordance with the provisions of Section
25 484 of Republic Act No. 7160.

27 Section 10. Mandates/Functions of the Environment And Natural Resources Officer.
28 The Environment and Natural Resources Officer (ENRO) shall perform the following
29 functions:

31 a. Establish, maintain, Project and preserve communal forests, watersheds, tree
32 parks, mangroves, greenbelts and similar forest projects and commercial forest,
33 like industrial tree farm and agroforestry products;
34
35 b. Provide extension services to beneficiaries of forest development projects;
36
37 c. and technical, financial and infrastructure assistance;
38
39 d. Manage and maintain seed banks and produce seedlings for forests and tree
40 parks;
41
42 e. Provide extension services to beneficiaries of forests development projects and
43 render assistance for natural resources – related conservation and utilization
44 activities consistent with ecological balance;
45
46 f. Promote the small scale mining and utilization of mineral resources, particularly
47 mining of gold;

2 g. Coordinate with government agencies and non-governmental organizations in

8 environment during and in the aftermath of a man-made and natural calamities

11 i. Recommend to the Sangguniang Panlalawigan and advise the Governor, as the
12 case maybe, on all matters relative to the protection, conservation, maximum
13 utilization, application of appropriate technology and other matters related to the
14 environment and natural resources; and

16 j. Exercise such other powers and perform such other duties and functions as may
17 be prescribed by law or ordinance.

19 Section 11. Qualifications. Pursuant to RA 7160, the following are the qualifications
20 of the position of Provincial Environment and Natural Resources Officer:
21
22 No person shall be appointed environment and natural resources officer unless he is
23 a citizen of the Philippines, a resident of the local government unit concerned, of
24 good moral character, a holder of a college degree preferably in environment,
25 forestry, agriculture or any related course from a recognized college or university,
26 and a second grade civil service eligible or its equivalent. He must have acquired
27 experience in environmental and natural resources management, conservation, and
28 utilization, of at least five (5) years in the case of the provincial or city environment
29 and natural resources officer, and three (3) years in the case of the municipal
30 environment and natural resources officer. The appointment of the environment and
31 natural resources officer is optional for provincial, city, and municipal governments.

61agencies to synchronize all their timepieces and devices to follow a standard time and explicitly
62verbalized on said law, the conduct of a continuing information campaign about the value of time

2synchronizing the official time;

4 WHEREAS, relative to the above-cited national law, Provincial Ordinance No. 095-2016
5authored by Hon. Nancy Corazon M. Bacurnaywas enacted that required all Local Government
6Units in the Province of La Union to Put Up their Own Public Clock and for all other Government
7Offices/Agencies, Hospitals and Business Establishments to Install a Clock Within Their Building
8that is Visible Enough for the Public and their Clients;

10 WHEREAS, obviously on this present era, Time Rules Us All. In the workplace like the
11SangguniangPanlalawigan, the importance of a clock is undeniable because a precise time setting
12is very much a need as thein and out of each employee is being recorded and monitored. The
13presence of a reliable master office clock will allow employees to set their own watches to the office
14time which in turn will keep all clocks in the whole workplace run in accord that will ultimately lead
15for employees punctuality and the office’ efficiency and productivity;
16
17 WHEREAS, the requested Outdoor LED Digital Clock is projected to be displayed at the
18upper front wall of the Speaker Pro-Tempore Francisco I. Ortega Legislative Building and Session
19Hall within the Provincial Capitol premises and is undoubtedly not to be used alone by the
20SangguniangPanlalawigan employees but all other employees of the provincial capitol and clients
21who come to avail of the services of the provincial government;

23 WHEREAS, the brightness and easy to read numbers of a Large Outdoor LED Digital Clock
24will create better visibility for all who happens to have a glance on it even from a long distance;

26 WHEREAS, the Provincial Legislative family will be very grateful if this request be granted
27by the Department of Science and Technology (DOST), Region I as it will show the oneness of the
28national along with local governments as development partners in pursuing the success of the
29nation;
