meeting was held on 31.03.2016. So, it is requested to please put the attached agenda in the
coming meeting of BOG (EC in our case).

Report of Activities of TEQIP-II project for the period (01.04.2016 to 20.12.2016)
The faculty of the Engineering and Technology of the University has been granted Rs. 12.5 crores
under TEQIP phase-II for scaling up postgraduate education and demand driven research & development and
innovation under sub-component 1.2 for improving quality of education. Seven engineering departments
(BTE, CHE, CE, CSE, EE, ECE and ME) were allowed to participate in the project. The Executive council of
the University was allowed to act as BOG for the faculty of the Engineering and Technology for this project.
Rupees 800 lakhs has been released by NPIU/SPFU in four equal installments. Rs 821.02467 lakhs has been
spent upto 20.12.2016 on different activities under the project. Further, grant likely to be released by
NPIU/SPFU by the end of December, 2016. The period of the project will be over on 31.03.2017.
During the period (01.04.2016 to 20.12.2016), Rs. 434.38746 lakhs has been spent on different
activities of the project. The brief of the above activities is given below :-
1. Procurement (Phase-III & IV) of amounting to Rs. 351.85106 lakhs has been completed. The details
of equipments procured are attached. The process of 5th phase of procurement is initiated with the
approval of chairman (BoG).
2. Eleven short term courses have been organized by the participating departments under FSD head and
proposal of five more STTP has been approved by the competent authority.
3. Assistantship of Rs. 51,86,913 has been given to 105 M. Tech. students and 34 Ph.D. research scholar.
4. Eight faculty members attended conference held at other institute. Four research scholar and a M.
Tech. student also attended conference at other institute.
5. One conference was organized at the institute and one more conference is approved to be held in
March, 2017.
6. Twenty six faculty members attended STTP at other institute.
7. Three faculty members/officers of the university attended Capacity Development Programme at IIM
Trichi/ ESCI Hyderabad.
9. Two meetings of Action Plan Drawing-up and Follow-up Committee were held on 06.05.2016 and
02.06.2016, respectively under the Chairmanship of Hon’ble Vice Chancellor.
10. An Internal Audit (Aaryaa & Associates, CA, Panchkula) and Statuary audit (Agarwal A Kumar &
Associates, CA, Sec 32 Chandigarh) have been conducted in the month of July, 2016 by the auditors
appointed by SPFU for the financial year 2015-16.
11. Dr. Radhakrishanan, Mentor of the project visited in the month of July, 2016. Data audit for the
academic year 2014-15 & 2015-16 of the project was done by Mr. M L Bansal, Professor, HAU Hisar
in the month of September, 2016. Performance audit was conducted by Dr. N K Mehta, Prof. IIT
Roorkee in the month of October, 2016. Mentor, Data auditor and Performance auditor were
appointed by NPIU.
12. Four review meetings were held with the officers of NPIU (June, 2013), Principal- Secretary GOH
(July, 2016), MHRD officers (August, 2016) and Principal- Secretary GOH & MHRD Officers
(October, 2016). All the meetings were attended by Nodal Officers/ Coordinator (TEQIP).
The details of above activities are attached (under item 1) to note and approve by Executive Council of the
University. The proposal of above activities/associated expenditure has already been approved by Chairman,
BOG (EC) of the project.

The followings activities were held under TEQIP after last meeting of Executive Council held
on 31.03.2016.
The process of purchase of the following items has been completed as per the guidelines of
the SPFU/NPIU:

teaching assistantship to 08 student of Ph.D for the duration of 4 months (July, 2016 to October,
2016).
2. Sanction of Rs 8 40 000/- has been issued vide office TEQIP 528-540 dated 09.08.2016 to
provide teaching assistantship to 14 student of Ph.D for the duration of 4 months (July, 2016 to
October, 2016).
3. Sanction of Rs. 1 62 000/- has been issued vide office order No. 572 dated 17.09.2016 to provide
teaching assistantship to 09 student of M.Tech. for the duration of 3 months (August, 2016 to
October, 2016).
4. Sanction of Rs. 10 32 000/- has been issued vide office TEQIP 541-553 dated 09.08.2016 to
provide teaching assistantship to 43 student of M.Tech. for the duration of 4 months (July, 2016
to October, 2016).
5. Sanction of Rs. 6 00 000/- has been issued vide office order No. 717 dated 08.11.2016 to provide

The above activities in Agenda item no. 1 were approved by Hon’ble Vice Chancellor and are
placed before Executive Council to note all these activities.
Item 2. Regarding recovery of membership fee from faculty members:
It is intimated that the following faculty members were granted membership fees, DA etc. during
the financial year 2013 -14.
Vide this office letter No. TEQIP/43 to 49 dated 21.01.2016, the above faculty members were
requested to deposit the amount mentioned against their names as recovery amount as per
instructions received from Sh. Navneet Kakkar, Chartered Accountant, Chandigarh appointed as
statutory audit by Director-General, Technical Education, Department, Panchkula.
In reference to the above letter, faculty members have deposited the membership fees except Dr.
D.K. Jain, Professor, Dr. Surender Dahiya, Associate Professor and Mrs. Sanju Saini, Assistant
Professor, Department of Electrical Engineering. The above three faculty members have again
requested to re-consider their cases so as to honour the decision of the University (provisions
provided in letter No. DCRUST/TEQIP/3399-413 dated 14.10.2013 and DCRUST/TEQIP/124-
137 dated 4.3.2014).
The case was put up again to the competent authority on 19.05.2016 for re-consideration and
orders. The then Hon’ble Vice-Chancellor has ordered to put up the case in next EC meeting.
The meeting of Executive Council (BOG) could not be held till date whereas SPFU pressing hard
to recover the amount, so that the audit report for the financial year 2013-14 may be finalized.
