Key Concepts Pre-Entry Phase of Copar

The pre-entry phase involves preparing institutions to serve communities, selecting initial sites through investigation and surveys of economically depressed areas without peace or order issues or competing organizations. Potential municipalities and communities are identified through consultation and coordination with residents, government, and NGOs, with the final community chosen based on need for the program and positive political climate.
