1.3.1 SCOPE
This manual describes the Quality Management System, which is established and
implemented at 3EG GROUP OF COMPANIES, Sharjah, United Arab Emirates, in
order to ensure that the quality of products and services we deliver meets or exceeds
customer requirements at optimum costs for the organization.
This Quality Management Manual is prepared based upon the requirements of the
international Quality Management System standard ISO 9001: 2000.
1.3.2.5 Queries:

2.1.1 Introduction:
E & E Engineering Consultant is a progressive company having their active presence in the
market for more than 5 years. The firm launched in 2002 as Emirates QACE at Sharjah,
Brushed with additional enhancements, the company emerged as E & E Engineering
Consultants in 2003 at Ajman.
We promote possessions to lay a hand on the firmament with full of radiance and customary.
We have executed numerous projects in U.A.E and dealt with all major contractors /
consultants and we believe in “The Measure of success is not just being good, but going
beyond expectations.
3EG.CONSULT FZE are part of 3EG GROUP ENTERPRISE having the operation
throughout Middle East operating from Ajman, Sharjah-U.A.E and with the Engineering
back office in India.
The parent company of 3EG GROUP is M/s. E & E Engineering Consultants and as part of
the progressive Growth Plans 3EG CONSULT FZE was established as a Free
Zone Company in Sharjah in late 2003.
3EG Consult FZE has established as a trading division handling two types of activities.

Doors division:
All our supply sources are having their international third party fire test certifications like
U.L, WARRINGTON, CHILTRON AND BMTREDA along with DUBAI CIVIL
DEFENSE APPROVAL, which is a mandatory requirement for any Fire rated product
supply in the U.A.E.
We believe in being solution providers to your Doors requirement with the effective project
management team of 3EG GROUP ENTERPRISES and look forward to add value with our

IT Division:
This division is completely deals with all type computers and spare parts trading and
computer networking
System Description:
The overall objective of the organization is continuous growth through improved business. We
understand this can be achieved only if we succeed to meet customer requirements. In order to
achieve this primary objective, quality objectives are established at relevant functions. Wherever
possible and required, the management has defined measurable objectives to evaluate the system
performance at defined intervals.
Some of the functional objectives are defined and are maintained department as well as division
wise. Those objectives are discussed during all management review meetings.
4.1 SCOPE
This section describes the structure of the documented quality management system
established and implemented by the organization. The documented quality system includes
all departments in the organization.
Concept of integrated Quality Management System is adopted and all the documents
together define the complete system for the organization. The management has identified
the various processes required for the operation of the organization and their sequence.
(Sec 5.2 - 3EG/QMM- Manual). Operations and processes are divided among various
sections as shown in the organization chart (Sec 2.2 – 3EG/QMM). All the processes are
controlled by documented procedures / instructions. The management provides
information and resources to support the processes and evaluates effectiveness of the
quality system periodically for necessary improvements.

Preparation, review and approval of documents are well defined in Document & Data
control system procedure [3EG/QSP/01]. A master list of quality system documents is
maintained which is the primary reference record for document control. Documents are
issued to the locations where tasks are being performed. Only “CONTROLLED” copies of
QM Manual, Quality System Procedures, and Work Instruction are issued within the
organization.
“Uncontrolled copies of Quality Manual and Procedures are issued to customers / external
auditing agencies at the discretion of CEO. Such documents are current only at the time of
issue and the organization has no obligation to issue revisions of those documents.
All documents subjected to change or revisions are distributed to those persons or sections
that received ‘CONTROLLED’ copies of the original documents. Obsolete or non-
applicable sections are withdrawn or marked suitably to prevent their inadvertent use.

LEVEL 1 MANUAL
1.0 PURPOSE
The purpose of this document is to establish the guidelines to achieve the highest
practicable safe working atmosphere in 3EG workshop/ fabrication yard and sites where
accidents and near misses are eliminated.
2.0 SCOPE
This procedure describes the rules and regulations to be followed by all personnel in order
to maintain their safety & health and avoid damage to property and environment.
3.0 RESPONSIBILITIES

3EG Group Companies personnel will assist in stimulating safety awareness by:
5.4 TRAINING
Safety should be one of the subjects included while training the staff on the job or in
organised courses. The objective of training is to demonstrate to the personnel how to do
their jobs without accidents. The supervisors and operatives should be introduced to the
specific hazards of their job and should be fully aware of all safety precautions to ensure
that their activities do not endanger personnel, property or the environment. All employees
must be trained in basic fire fighting procedures and know how to use fire extinguishers.
The supervisors in particular should be trained to identify unsafe conditions/acts and must
be motivated as well as authorised to correct any hazardous situations they find. The
supervisors must be encouraged to give on the spot instructions to the operatives whenever
they witness unsafe conditions or acts.
5.5.1 Smoking
Smoking is not permitted at the yard and work sites except in places set aside for the
purpose.
5.5.2 Alcohol/Drugs
The use of alcohol and drugs in the company premises and sites is strictly prohibited. Any
person found under the influence of alcohol/drugs will be expelled from the work site.
Anyone using, possessing, selling, distributing or concealing prohibited substances while in
3EG GROUP COMPANIES premises will be immediately discharged.
First Aid Box containing adequate dressing, bandages, ointment etc, must be kept at the
work site. Additional facilities for washing eyes e.g. optical lotion, eyeglass etc. must be
provided while carrying out welding or painting.
The vehicles must be driven by persons holding valid U.A.E driving licenses and should
not exceed speed limit. The drivers must strictly observe all roads signs e.g. No. Parking,
No. Entry, Stop engine, etc.
5.5.5 Housekeeping
Good house keeping is a major aid to safe and efficient operation. The work sites as well as
areas around temporary buildings must be kept clear of rubbish, oily/paint covered rags,
waste papers, empty cans and loose timber, etc. Any packing cases/card board cartons etc.
required on hand must be stored in an orderly manner. Tools and other equipment should
be returned to the proper storage position on completion of work.
5.6.1 Scaffolding
Scaffolding must be properly designed and should be erected under expert supervision.
The base of vertical supports must rest on firm and level footing and entire structure must
be stable in gusty winds. The working platform on the scaffolding must be, as close to the
working surface as practically possible and a proper guardrail must be provided around it.
5.6.2 Ladders
The materials used for constructing the ladders must be sound and adequate strength. They
should not be used if cross stays or rungs are missing or defective or if the uprights have
any faults. Missing of defective members should be replaced by new ones of same design
and quality as the original.
The centre of long ladders should be braced to prevent undue swinging. The top end of
ladders should be provided with a handhold at least 1m above the highest rung.
The rated capacity of lifting and transporting appliances must be clearly marked on them.
The rated capacity of the appliance should not be exceeded at any time. The appliances in
regular use must be properly maintained and should be inspected weekly. When the
appliances are not used regularly they must be checked and inspected before use.
Cranes & Forklifts shall be inspected and certified in every six months and the operators
are well trained& certified by reputed agencies/ client approved as per Govt. regulations.
All types of lifting cables, slings, chains, hooks, clamps and shackles shall be inspected and
certified prior to use. The Foreman shall arrange for the inspection & re-certification of
these items in every six months. In addition to this, the operators shall visually check the
condition of lifting instruments daily before use.
5.7.1 Coveralls
Their use eliminates use of clothes with loose ends, or robes by workmen. Such clothes
may get entangled in moving plant and machinery or may cause a fall. Workmen must
wear coveralls at all times during working.
The normal shoes and boots cannot be considered as protective clothing as they cannot
protect against various hazards e.g. contact chemicals, puncture from nails/shot objects,
slippery or oil surface, impact of heavy materials e.g. full oil-drums, constructional
materials etc. Appropriate shoes must be worn depending on the circumstances. Safety
5.7.3 Helmets
Safety helmets must be worn in all areas designated hard-hat area. They are used to protect
the wearer against impact or penetration damage.
Welders and Grinders shall wear suitable goggles and face shields to protect the eyes.
Other Operators can wear safety goggles depending upon their work/ instruction from
safety officer.
5.7.5 Gloves
For the majority of applications, the use of simple leather, plastic or cotton gloves are
adequate. When used they protect hands against chemical or physical hazard e.g. handling
corrosive or toxic materials and sharp edged articles. Welders shall use welding gloves.
Specially used for workmen carrying out jobs at heights or on scaffolding. Safety
belts/harness shall use while working at height above 3m.
Noise is a cause of fatigue, nervous disorder and loss of hearing. During the 8-hour
working day the constant noise level should not exceed 85dB (A). The use of hearing
protection aid e.g. plugs/muffs is mandatory where the process or activity is associated with
noise levels in excess of this limit.
Armoured cables must be used for supplies to sub distribution boards located at the nearest
point on the work site. The distribution board must have an isolating switch and the use of
glands. The equipment used on the distribution board should be approved by Foremanand
must have an earth leakage device of maximum 30m, A operating within 30m etc.
All Equipment torches, handheld lamps, power tools, communication system, radios,
telephones, alarm bells, etc. used on worksites must be approved by the safety Officer.
Flexible metallic screened or covered cable should be used for connecting portable
Apparatus to a switchboard. Insertion of bare leads of cable into plugs/sockets/ glands
must be used for such connections. Twisting the wires and covering with tape should not
join extension cables. In such case fuses (relative to Proper junction box or plugs and
socket) must be used. The correct capacity (Relative to current taken be equipment) must
be used. The cable joints must be protected from contact with water product and no cable
should be placed under tension.
Power tools should not be operated from lighting circuits. The tools should not be left on
overhead cross arms, poles, ladders or roof from which they might fall.
Defective electric cables, apparatus, motor, fans, welding gears must be rectified before
work commences.
During break in the work and also when work is finished for the day, electric motors,
inspection lamps, welding apparatus are to be switched off.
Damaged or worn hand tools cause accidents to the user and lead to inferior workmanship,
which may indirectly also cause accidents. Only good tools must be used at all times. The
common examples of damaged worn tools are given below.
The use of a chisel as screw driver or wedging the jaw of an oversized spanner with a file
or screwdriver never allowed. The correct size of tool should always be used. Extensions
should not be used on the handles of pipe wrenches as they may not be designed for
addition load and could crack or give way cause injury to the user.
5.10 VEHICLES
All vehicles must be fitted with safety belts on the front seats. The driver and his co-
passenger in the front seat must wear safety belts at all times.
The vehicles should never be loaded exceeding the manufacturer’s recommended payload.
Every work site shall be provided with adequate portable fire fighting – equipment to
extinguish a minor fire.
Work site shall be constructed, arranged, equipped, maintained and operated to avoid
undue danger to the occupants from fire, smoke, fumes and any other untoward incidents.
Work site shall be provided with safeguards of kinds, numbers, locations and capacities
appropriate to the structure, the fire protection available at the working area and other
factors necessary to provide occupants with a reasonable degree of safety.
Ensure that all fire protection facilities are inspected/maintained/ serviced on required date
to attain its optimum serviceability in the events of any fire.
