SCOPE AND CONTROL OF THE MANUAL

1.3.1 SCOPE

This manual describes the Quality Management System, which is established and
implemented at 3EG GROUP OF COMPANIES, Sharjah, United Arab Emirates, in
order to ensure that the quality of products and services we deliver meets or exceeds
customer requirements at optimum costs for the organization.

The brief scope of operations of the organization is described in section 2.1


(organization profile) of this manual.

This Quality Management Manual is prepared based upon the requirements of the
international Quality Management System standard ISO 9001: 2000.

1.3.2 CONTROL OF THE MANUAL

1.3.2.1 Authority for preparation and approval:


This manual is prepared and reviewed by the Management Representative, and
authorized by the Chief Executive Officer [C.E.O] of the organization.

1.3.2.2 Revision status:


The contents page lists the date and revision status of individual sections. The revision
number of the contents page is the revision status of the manual.

1.3.2.3 Manual Issue:


The Management Representative holds master copies of the manual and issues
“CONTROLLED” copies within the organization using a document Transmittal Note.

1.3.2.4 Manual re-issue after a revision:


The manual is subject to revision from time to time as per changing requirements of the
organization and the adopted standard. All holders of “Controlled” copies are also
issued the revisions. Only the section(s) revised, the revised contents page and
revision history page are re-issued.

1.3.2.5 Queries:
All Queries regarding the manual are to be addressed to the Management
Representative.

1.3.2.6 “Controlled” and “Uncontrolled” copies:


Manuals issued/ re-issued to the designated copy holders within the organization,
decided by the Management Representative are termed as controlled copies. The
controlled copies in the possession of the manual holders are always current (i.e., the
latest revision).
“Uncontrolled” copies are issued to clients, assessment bodies or any one else decided
by the Managing Director. The uncontrolled copies of this manual are current only
at the time of issue.

1.3.2.7 Document control:


Is carried out as per section 4.4 of this manual. Photo copying of the manual for use is
strictly prohibited.

E & E Engineering Consultants parent company of 3EG Group Enterprises has established
to cater the development of present construction sector requirements. We cater our services
in areas of Quantity Surveying, MEP-Design, Consulting & Supervision, Value
Engineering, and Contract Management for Engineering and Architectural consultants,
contractors and Project Managers based on their specific needs in Middle East.

E & E Engineering Consultant is a progressive company having their active presence in the
market for more than 5 years. The firm launched in 2002 as Emirates QACE at Sharjah,
Brushed with additional enhancements, the company emerged as E & E Engineering
Consultants in 2003 at Ajman.

We provide echo-friendly consultation in Quantity Surveying and Contracts Management.

We promote possessions to lay a hand on the firmament with full of radiance and customary.

We have executed numerous projects in U.A.E and dealt with all major contractors /
consultants and we believe in “The Measure of success is not just being good, but going

ORGANIZATION PROFILE

The parent company of 3EG GROUP is M/s. E & E Engineering Consultants and as part of
the progressive Growth Plans 3EG CONSULT FZE was established as a Free
Zone Company in Sharjah in late 2003.

3EG Consult FZE has established as a trading division handling two types of activities.

1] Doors trading
2] Computer spare parts trading [IT division]

Doors division:

All our supply sources are having their international third party fire test certifications like
U.L, WARRINGTON, CHILTRON AND BMTREDA along with DUBAI CIVIL
DEFENSE APPROVAL, which is a mandatory requirement for any Fire rated product
supply in the U.A.E.

The quality products of 3EG.CONSULT FZE (Doors Division) is backed up by a Provided


Pre and after sales team of Engineers.

This section describes the structure of the documented quality management system
established and implemented by the organization. The documented quality system includes
all departments in the organization.

4.2 SYSTEM DESCRIPTION

Concept of integrated Quality Management System is adopted and all the documents
together define the complete system for the organization. The management has identified
the various processes required for the operation of the organization and their sequence.
(Sec 5.2 - 3EG/QMM- Manual). Operations and processes are divided among various
sections as shown in the organization chart (Sec 2.2 – 3EG/QMM). All the processes are
controlled by documented procedures / instructions. The management provides
information and resources to support the processes and evaluates effectiveness of the
quality system periodically for necessary improvements.

4.3 GOVERNING DOCUMENTS

Quality Management System is defined in four levels of documents viz,


1. Quality Management Manual,
2. Quality System Procedures,
3. Work Instruction, Job Descriptions,
4. Quality Records. (Forms / reports etc)

4.3.1 Quality Management Manual (Level 1)


The Quality Management Manual is the primary document (Level 1) of the documented
quality system. This document describes the Quality Policy defined by the CEO, Quality
Objectives, the Organization Chart and responsibilities and authorities of the key personnel
performing, verifying and managing the various processes in the organization. Each
requirement of ISO 9001: 2000 and how they are fulfilled by the organization, are
individually addressed in this document under sections 5.0, where references are made to
other documents. The scope and control of the quality manual are listed in section 1.3.

4.3.2 Quality System Procedures


They are the documented procedures as required by the ISO 9001: 2000 standard and
designed to define various processes in the operation of the organization. They are the
documents, which clearly define the flow of activities and information, responsibilities and
the records to be maintained to demonstrate the Quality Assurance measures adopted by
the organization to ensure the effective operation of the Quality Management System.
These system defined in these documents are implemented by various staff to manage
quality in all activities.

4.3.3 Work Instruction, Quality Plans and Job Descriptions (Level 3)


They form the third level of the documented quality system. Work Instruction describes
the systematic management of specific processes to achieve quality in jobs. Job
descriptions are established to define the responsibilities and authorities of different level
of staff in the organization. They are communicated to responsible employees to improve
their awareness and commitment.

4.3.4 Quality Records (Level 4)


Records that form level 4 of the quality system are generated and maintained as evidence
of Quality System implementation. Section 4.5 of QC Manual and procedure 3EG/QSP/02
describes the control and analysis of quality records. The particular record to be generated
and the standard formats to be used are detailed under the relevant procedures. Quality
records as required by customers are issued upon request / if contractually agreed.

4.4 CONTROL OF QUALITY SYSTEM DOCUMENTS

4.4.1 Documents prepared within the organization


The Quality Management Manual, Quality System Procedures, and Work Instruction are
coded with unique identification number, document title, date of issue/ reissue, revision
status and signatures of persons who approved the document. All forms carry the title,
document number and revision status.

Preparation, review and approval of documents are well defined in Document & Data
control system procedure [3EG/QSP/01]. A master list of quality system documents is
maintained which is the primary reference record for document control. Documents are
issued to the locations where tasks are being performed. Only “CONTROLLED” copies of
QM Manual, Quality System Procedures, and Work Instruction are issued within the
organization.
“Uncontrolled copies of Quality Manual and Procedures are issued to customers / external
auditing agencies at the discretion of CEO. Such documents are current only at the time of
issue and the organization has no obligation to issue revisions of those documents.

4.4.2 Documents of external origin


National / International standards applicable to the industry are updated by the Sr.
Surveyors / MR as and when revisions are published. Customer specifications / purchase
orders / drawings / contracts are controlled as defined in relevant procedures. A separate
list should be available with MR for the External documents.

4.4.3 Document changes / modifications


As and when required the documents are subject to revision to reflect the current practices.
The M.R reviews all such requirements and ensures its adequacy.

All documents subjected to change or revisions are distributed to those persons or sections
that received ‘CONTROLLED’ copies of the original documents. Obsolete or non-
applicable sections are withdrawn or marked suitably to prevent their inadvertent use.

4.5 CONTROL OF QUALITY RECORDS


In order to establish evidence for the implementation of quality system, records are
generated by various departments and sections and maintained. These records are the
evidence for systematic quality management in the operation of the organization. These
records are reviewed periodically to identify the trend and weaknesses in the system and
hence to initiate actions to prevent them. (Ref. 3EG/QSP/02).
The retention period of records is defined based upon their importance.

1.0 PURPOSE
The purpose of this document is to establish the guidelines to achieve the highest
practicable safe working atmosphere in 3EG workshop/ fabrication yard and sites where
accidents and near misses are eliminated.

2.0 SCOPE
This procedure describes the rules and regulations to be followed by all personnel in order
to maintain their safety & health and avoid damage to property and environment.

5.0 DESCRIPTION

5.1 SAFETY POLICY


It is a policy of 3EG Group Companies to ensure that their workers conduct activities by
giving proper regard to the safety and health of their employees and avoid damage to
property and environment when carrying out work. Workers are encouraged to attain
environmental and health safety standards.

This policy is developed on the following broad outlines:

a. Conduct safety-training programmes for all employees emphasizing


advantages of working safely.
b. Develop interest and enthusiasm among employees for safe working.
c. Create a safe working environment and establish safe working
procedure/practices.
d. Management at all levels is responsible for safety and must develop personal
responsibility at various levels of management.
e. All injuries must be prevented.
f. Give equal importance to safety as other objectives of the business.

5.2 COMMON RESPONSIBILITY FOR SAFETY

3EG Group Companies believes that Safety is a common responsibility of the


Management, supervisory staff and employees of any company. Management has to
ensure that the equipment provided and facilities installed are maintained in a safe
condition and safe operating procedures are followed. Foreman must be vigilant ensuring
that operations are carried out safely and unnecessary risks are not involved. Safety
therefore can be defined as a line management responsibility. A system must exist in the
organization where responsible persons are held accountable for the safe performance of
the unit under their control/supervision.

5.3 ROLE OF 3EG GROUP COMPANIES IN PROMOTING SAFETY WITH


WORKERS

3EG Group Companies personnel will assist in stimulating safety awareness by:

a. Visits to work sites to bring to the attention of staff unsafe acts/unsafe


conditions and to recommend remedial action.
b. Directing investigation in case of accident, injury, damage to property etc,
reporting of such incidents helps in analysing what went wrong and enables
steps to be taken to prevent a recurrence.
c. Monitoring /reviewing accident records.

5.4 TRAINING

Safety should be one of the subjects included while training the staff on the job or in
organised courses. The objective of training is to demonstrate to the personnel how to do
their jobs without accidents. The supervisors and operatives should be introduced to the
specific hazards of their job and should be fully aware of all safety precautions to ensure
that their activities do not endanger personnel, property or the environment. All employees
must be trained in basic fire fighting procedures and know how to use fire extinguishers.

The supervisors in particular should be trained to identify unsafe conditions/acts and must
be motivated as well as authorised to correct any hazardous situations they find. The
supervisors must be encouraged to give on the spot instructions to the operatives whenever
they witness unsafe conditions or acts.

5.5 REGULATIONS FOR 3EG GROUP COMPANIES WORKSITES (GENERAL)

5.5.1 Smoking

Smoking is not permitted at the yard and work sites except in places set aside for the
purpose.
5.5.2 Alcohol/Drugs

The use of alcohol and drugs in the company premises and sites is strictly prohibited. Any
person found under the influence of alcohol/drugs will be expelled from the work site.
Anyone using, possessing, selling, distributing or concealing prohibited substances while in
3EG GROUP COMPANIES premises will be immediately discharged.

5.5.3 First Aid Box

First Aid Box containing adequate dressing, bandages, ointment etc, must be kept at the
work site. Additional facilities for washing eyes e.g. optical lotion, eyeglass etc. must be
provided while carrying out welding or painting.

5.5.4 Traffic Rules

The vehicles must be driven by persons holding valid U.A.E driving licenses and should
not exceed speed limit. The drivers must strictly observe all roads signs e.g. No. Parking,
No. Entry, Stop engine, etc.

5.5.5 Housekeeping

Good house keeping is a major aid to safe and efficient operation. The work sites as well as
areas around temporary buildings must be kept clear of rubbish, oily/paint covered rags,
waste papers, empty cans and loose timber, etc. Any packing cases/card board cartons etc.
required on hand must be stored in an orderly manner. Tools and other equipment should
be returned to the proper storage position on completion of work.

5.6 SCAFFOLDING, LADDERS AND LIFTING EQUIPMENT

5.6.1 Scaffolding

Scaffolding must be properly designed and should be erected under expert supervision.
The base of vertical supports must rest on firm and level footing and entire structure must
be stable in gusty winds. The working platform on the scaffolding must be, as close to the
working surface as practically possible and a proper guardrail must be provided around it.

5.6.2 Ladders

The materials used for constructing the ladders must be sound and adequate strength. They

should not be used if cross stays or rungs are missing or defective or if the uprights have
any faults. Missing of defective members should be replaced by new ones of same design
and quality as the original.

The centre of long ladders should be braced to prevent undue swinging. The top end of
ladders should be provided with a handhold at least 1m above the highest rung.

5.6.3 Lifting & Transporting Equipment

The rated capacity of lifting and transporting appliances must be clearly marked on them.
The rated capacity of the appliance should not be exceeded at any time. The appliances in
regular use must be properly maintained and should be inspected weekly. When the
appliances are not used regularly they must be checked and inspected before use.

Cranes & Forklifts shall be inspected and certified in every six months and the operators
are well trained& certified by reputed agencies/ client approved as per Govt. regulations.

All types of lifting cables, slings, chains, hooks, clamps and shackles shall be inspected and
certified prior to use. The Foreman shall arrange for the inspection & re-certification of
these items in every six months. In addition to this, the operators shall visually check the
condition of lifting instruments daily before use.

5.7 PROTECTIVE CLOTHING AND EQUIPMENT

Personal protective clothing and equipment play an essential part in protection of


employees. Their use does not eliminate hazards but controls the individuals’ exposure so
as to prevent injury or other adverse effects. The following protective clothing/equipment
should be generally used. It should be put on prior to entering the work area.

5.7.1 Coveralls

Their use eliminates use of clothes with loose ends, or robes by workmen. Such clothes
may get entangled in moving plant and machinery or may cause a fall. Workmen must
wear coveralls at all times during working.

5.7.2 Safety Shoes and Boots

The normal shoes and boots cannot be considered as protective clothing as they cannot
protect against various hazards e.g. contact chemicals, puncture from nails/shot objects,
slippery or oil surface, impact of heavy materials e.g. full oil-drums, constructional
materials etc. Appropriate shoes must be worn depending on the circumstances. Safety

shoes are mandatory at 3EG GROUP COMPANIES work areas.

5.7.3 Helmets

Safety helmets must be worn in all areas designated hard-hat area. They are used to protect
the wearer against impact or penetration damage.

5.7.4 Goggles / Spectacles or Face Shield

Welders and Grinders shall wear suitable goggles and face shields to protect the eyes.
Other Operators can wear safety goggles depending upon their work/ instruction from
safety officer.

5.7.5 Gloves

For the majority of applications, the use of simple leather, plastic or cotton gloves are
adequate. When used they protect hands against chemical or physical hazard e.g. handling
corrosive or toxic materials and sharp edged articles. Welders shall use welding gloves.

5.7.6 Belts, Harnesses and Lines

Specially used for workmen carrying out jobs at heights or on scaffolding. Safety
belts/harness shall use while working at height above 3m.

5.7.7 Hearing Protection and Ear Plugs

Noise is a cause of fatigue, nervous disorder and loss of hearing. During the 8-hour
working day the constant noise level should not exceed 85dB (A). The use of hearing
protection aid e.g. plugs/muffs is mandatory where the process or activity is associated with
noise levels in excess of this limit.

5.8 ELECTRICAL EQUIPMENT

5.8.1. Temporary Electric Supply

Armoured cables must be used for supplies to sub distribution boards located at the nearest
point on the work site. The distribution board must have an isolating switch and the use of
glands. The equipment used on the distribution board should be approved by Foremanand
must have an earth leakage device of maximum 30m, A operating within 30m etc.

5.8.2 Portable Electrical Equipment /Handheld Extension Lamps

All Equipment torches, handheld lamps, power tools, communication system, radios,
telephones, alarm bells, etc. used on worksites must be approved by the safety Officer.
Flexible metallic screened or covered cable should be used for connecting portable
Apparatus to a switchboard. Insertion of bare leads of cable into plugs/sockets/ glands
must be used for such connections. Twisting the wires and covering with tape should not
join extension cables. In such case fuses (relative to Proper junction box or plugs and
socket) must be used. The correct capacity (Relative to current taken be equipment) must
be used. The cable joints must be protected from contact with water product and no cable
should be placed under tension.

Power tools should not be operated from lighting circuits. The tools should not be left on
overhead cross arms, poles, ladders or roof from which they might fall.

Defective electric cables, apparatus, motor, fans, welding gears must be rectified before
work commences.

During break in the work and also when work is finished for the day, electric motors,
inspection lamps, welding apparatus are to be switched off.

5.9 HAND TOOLS

Damaged or worn hand tools cause accidents to the user and lead to inferior workmanship,
which may indirectly also cause accidents. Only good tools must be used at all times. The
common examples of damaged worn tools are given below.

- Spanners with worn jaws


- Loose heads on hammers
- Split handles
- Barred or ragged edges of screw drivers
- Dull cutting edges of chisels
- Damaged insulated handles of electrical pliers, screwdrivers

The use of a chisel as screw driver or wedging the jaw of an oversized spanner with a file
or screwdriver never allowed. The correct size of tool should always be used. Extensions
should not be used on the handles of pipe wrenches as they may not be designed for
addition load and could crack or give way cause injury to the user.

5.10 VEHICLES

All vehicles must be fitted with safety belts on the front seats. The driver and his co-
passenger in the front seat must wear safety belts at all times.

The vehicles must be maintained in sound mechanical condition. Besides the

The vehicles for brakes, mirror, lights, horn, tires, steering and windscreen wipers.

The vehicles should never be loaded exceeding the manufacturer’s recommended payload.

5.11 FIRE PROTECTION FACILITIES

Every work site shall be provided with adequate portable fire fighting – equipment to
extinguish a minor fire.

Work site shall be constructed, arranged, equipped, maintained and operated to avoid
undue danger to the occupants from fire, smoke, fumes and any other untoward incidents.

Work site shall be provided with safeguards of kinds, numbers, locations and capacities
appropriate to the structure, the fire protection available at the working area and other
factors necessary to provide occupants with a reasonable degree of safety.

Ensure that all fire protection facilities are inspected/maintained/ serviced on required date
to attain its optimum serviceability in the events of any fire.
