MANDATED PROGRAMS, PROJECTS, AND ACTIVITIES OF THE STUDENT


GOVERNMENT FOR SCHOOL YEAR 2021-2022

1. In accordance with the pertinent provisions of DepEd Order No. 47, s. 2014,
otherwise known as Constitution By- Laws of the Supreme Pupil Government (SPG)
and Supreme Student Government (SSG) in Elementary and Secondary Schools
and R.A. 11469, otherwise known as the “Bayanihan to Heal as One Act”, the
Department of Education (DepEd) hereby directs the flexible delivery and
implementation of SPG and SSG programs during the Coronavirus (COVID-19)
pandemic.

2. In order to synchronize its programs, projects and activities (PPAs), the


following are mandated to be implemented at the school level annually by the SPG
and SSG:

2.1 Lead the following activities:

a. Student Leadership Formation Programs;


b. International Youth Day Celebration;
c. National Children’s Month;
d. National Students’ Day
e. National Day of Remembrance for Road Crash Victims, Survivors
and Families;
f. Core Values Advocacy and
g. World Teachers Day/National Teachers Month

2.2 Assist the following activities:

a. Global Handwashing Day;


b. Brigada Eskwela;
c. Early Registration;
d. Children/Adolescent Health;
e. Disaster risk reduction
f. Peer Coaching Activities
g. Other DepEd youth-related activities

3. In line with the guidelines on the implementation of blended learning, the
SPG/SSG shall adopt applicable approaches to ensure continuous delivery of its
programs, projects and activities in consideration of the Inter-Agency Task Force
(IATF) safety protocols. The following shall be observed:

a. The SPG/SSG shall maintain the operations and its programs


during the regular school year;

b. The SPG/SSG shall strictly follow the health and safety protocols
and guidelines of the Department of Health (DOH);

c. The SPG/SSG are highly encouraged to create offline (e.g. hotlines)


and online channels (e.g., Viber, Facebook, Messenger, Zoom) to
facilitate communication between SPG/SSG officers, advisers and
Youth Formators;

d. The SPG/SSG shall always ensure the observance of ethical


standards and data privacy act of students during the delivery of
the mandated PPAs;

e. The SPG/SSG shall submit an annual accomplishment report duly

endorsed by the School Head to the PDO I /Youth Formation


Coordinator using the prescribed template;

f. The SPG/SSG shall submit the consolidated list of the approved


and recognized pupil/student clubs and organizations using the
prescribed template.

4. The following organizational support mechanisms shall be provided by DepEd at


all levels to ensure that the above mentioned PPAs are implemented:

a. establishment of Federation of SPGs and SSGs in the district (as


the
case maybe), division, regional and national level as ready
mechanisms for learner consultations and as sources of feedback
and policy recommendations on issues and concerns that affect
them;

b. adaption of the revised Constitution By-Laws (CBL) of the SPG and


SSG;

c. organization of the District, Division, Regional and National


Advisers Associations of SPGs and SSGs as support groups for the
implementation and monitoring of SPG/SSG.

d. conduct of recognition and awards programs and activities for


outstanding SPG and SSG organizations, officers and advisers
through district, division, regional and national led activities;

e. programs, projects and activities must be funded under Learner


Development Fund (MOOE and Local Funds), School and Annual
Improvement Plans subject to usual accounting and auditing
rules;

f. conduct of the synchronized SPG and SSG elections and requisite


turn-over of responsibilities, financial statements and other
records and properties to the succeeding set of officers;

g. implementation of the synchronized elections of all other school-


based pupil/student organizations;

h. conduct of student leadership trainings for Student Government


and school-based pupil/student organizations at the school,
division, regional and national levels provided it is in accordance
with the existing DepEd policies.

5. All Regional Directors, (RDs), Schools Division Superintendents (SDSs), and


school heads/principals, are tasked to ensure the smooth implementation of
the Student Government Program by appropriating funds. The Division
Youth Formation Coordinators are required to monitor the compliance of
the SPG and SSG. The Education Support Services Division (ESSD) shall
actively coordinate with all the SDOs on the implementation of the Student
Government Program (SGP).
