Questions:

• What is the National ID System?

-The National ID System is one of the official cards which can prove who you are, and can also
show unique human identities. It can help improve the delivery of government services.

-The Most basic requirement needed to make the necessary infrastructure in our country both
social and political.

-The government’s central identification platform.

• Explain the National ID System with the risks of data breach.

The National Privacy Commission assured Filipinos their personal data will be safe when the
proposed National ID System is rolled out in the country.

NPC on Tuesday said the Philippine Identification System or (PhilSys) will bear security measures
to ensure the protection of information from unauthorized use. This comes after some
lawmakers expressed concern over the ID system's data security, saying it could be hacked or
used to quell dissent.

"Safeguards on the PhilSys are also embedded in the bill. (Specific agencies are) required to
implement reasonable and appropriate organizational, technical, and physical security measures
to ensure the protection of information from unauthorized access, use, disclosure," it said in a
statement.

• Are you in favor of the National ID System?

Yes, so that things will be a lot better when a national ID system is adopted. Forget about the
right of privacy, as others think would be infringed. If you are not breaking the law then there is
nothing to worry about.

• Give its advantages and disadvantages.

Advantages:

 -Deal with illegal working and immigration


 -Combating crime and potential attacks by terrorists
 -Enhancing access to public services
 -Gathering the information in one card
 -Prevent forged identity
 -More convenience

Disadvantages:

 -Expensive to administer
 -Encroachment of privacy
 -Increased threat for fraudster to acquire people’s identities
 -Restricting the freedom and increasing monitoring
 -Potential abuses of identification cards

• Will it be able to help the country in its fight against COVID-19?

Yes because the health crisis has tested the efficiency of the delivery of social assistance to
citizens. Part of the challenge is being able to correctly identify constituents living in their
respective cities in order to ensure that aid is being given to whom it is due, and that the system
is not being abused.
