DEBATE FORMAT FOR MUET IN KISAS


(i) TEAM FORMATION
a. Each team must only consist of three speakers from the same class.
b. Each person is assigned to a role as either the first speaker, second speaker or the third speaker.
c. Reply speaker must be either the first/second speaker from each team.
d. The leader of each team need not always be the first speaker.
e. Team members must always remain the same once the debate commences.

ii) DEBATE PROCEDURE

iii) ALLOCATION OF MARKS


a. Marks are awarded to each debater according to substance, style and strategy.
b. Individual marks of each speaker including for a reply speech will contribute to the overall marks as a team.
c. Primary speech will be assessed based on :
i. Substance (40%)
• Covers the arguments that are used. Must show understanding of the issue.
• Is done from the standpoint of an average reasonable viewpoint.
• Covers the reasoning of arguments and explanations given to support the arguments.
• Use of evidence and statistics is encouraged but not a pivotal point of arguments.
• Mature treatment of the topic.

ii. Style (20%)


• Covers appropriate body language and facial expressions.
• Covers speed, intonation, pronunciation from the viewpoint of an average reasonable person.
• The use of palm cards and notes are allowed but heavy reading will be penalised.

iii. Strategy (40%)

a. Structure
• Covers the beginning, middle and end of the speech presented.
• Logical flow of arguments.
• Each team must present a clear case/issue, stand, main arguments and explanations.
b. Timing
• Each speaker will be given 5 minutes to deliver his/her primary speech.
• The bell will be rung once at the 4th minute and twice at the end of 5th minute of a primary speech.
• Things spoken after the time limit will be invalid for assessment.
• Covers the ability to speak within the time limit.
• Covers the ability to allocate appropriate amount of time to the important issue.

c. Language
• Covers grammatical accuracy, sentence structures and the use of precise vocabulary and expressions.
• Must show effective use of sequence connectors.
• Use of interesting expressions such as idioms and proverbs will be given merits.

d. Reply speech will be assessed based on :

i. Substance (40%)
• Covers the rebuttals of arguments put forward by the opposing team.
• Covers the summary of arguments of own team.
• Must not introduce new arguments.

ii. Style (20%)


• Covers appropriate body language and facial expressions.
• Covers speed, intonation, pronunciation from the viewpoint of an average reasonable person.

iii. Strategy (40%)


a. Structure (Refer to c.iii.a)

b. Timing
• Each team represented by either first or second speaker will be given 3 minutes to deliver his/her reply
speech.
• The bell will be rung once at the 2nd minute and twice at the end of 3rd minute of a primary speech.
• Things spoken after the time limit will be invalid for assessment.

c. Language(Refer to c.iii.c)

iv) ROLE OF SPEAKER


a. The first speaker should :

i. greet the audience : Good morning/good afternoon’


ii. state the motion :The motion for today’s debate is ............
iii. define the motion :The definition for today’s motion is .......... [G]
accept/refute the definition
: I’d like to accept/refute the definition given by the government. [O]
: We accept the definition of .(the word/phrase)...
: We refute the definition of ..(word/phrase)... because we define .(the word/phrase)...as..(another
definition)..
iv. state the stand
: Our stand is ..(the motion).....because/as.....(the stand) [G]
:Our stand is we disagree that ..(the motion)..because/as ..(the stand) [O]
v. state all the 3 arguments
vi. explain the 1st argument
vii. reaffirm the stand : I’d like to reaffirm our stand which is ...(refer to iv)
viii. close the argument : ‘Thank you’.
b. The second speaker should :

i. greet the audience


ii. state the motion
iii. state the stand
iv. explain the 2nd argument
v. explain the 3rd argument
vi. reaffirm the stand
vii. close the argument

c. The third speaker will :

i. greet the audience


ii. state the motion
iii. state the stand
iv. give rebuttals : list out all the fallacies of the other side
v. summarise the arguments : make it brief, this is the team’s conclusion
vi. reaffirm the stand
vii. close the argument

v) RESULTS
a. Judges will observe whether each debater has played his/her role.
b. Marks are awarded immediately after each debater has delivered his/her speech.
c. The winning team will be decided on the ability of the team to present their arguments as a whole.
d. Comments may/may not be given prior to the announcements of the results.
e. One team will be announced as the winner for each round of debate based on the overall score of the
team.
f. One best speaker will be announced for each round based on the individual score of the speaker.
g. The judges’ decision is final.

vi) DECORUM
o No assistance in any form either from the team member or the audience is allowed when a speaker is
delivering his/her speech.
o Speakers are to sit at his/her place throughout the debate.
