High Court of Delhi: New Delhi

The Delhi High Court has launched an online e-filing system to allow advocates and litigants to file cases and documents from anywhere without visiting court in person. The system was launched on June 13, 2020. For one week, both the existing urgent filing system and new online system will run simultaneously to allow time for registration. After June 22, all filings must be done through the new online system and email filings will not be accepted. The procedure for urgent matters mentions will continue as before until further notice. Non-urgent matters filed online will be taken up after normal court operations resume.

CIRCULAR

It is brought to the notice of all concerned that Online e-Filing System of Delhi High
Court has been e-inaugurated and activated on Saturday, i.e., 13th June, 2020, at 5.00 p.m.
by Hon’ble Mr. Justice D.N.Patel, Chief Justice, Delhi High Court in the august presence of
Companion Judges of Delhi High Court and other distinguished guests.

This facility will enable the Advocates/litigants-in-person to file fresh cases as well as
applications/reply/rejoinder/documents/vakalatnama etc. in the pending cases from their
chamber/office/residence or any other place at any time, without the necessity of personally
visiting the Filing Counters/Designated Counters.

Since the process for registration as Advocate/litigant-in-person requires one working


day, for their convenience and to enable them to register themselves on the Online e-Filing
Management System for smooth transition, the existing system of urgent filing and the new
Online e-Filing Management System will function simultaneously for one week and with effect
from 22.06.2020, all the filings will be done exclusively through Online e-Filing Management
System and any filing done through e-mails shall not be processed.

It is, however, clarified that the procedure already prescribed for mentioning of urgent
matters, as available through link https://tinyurl.com/y7se5gl2 OR
http://164.100.68.118:8080/DHC_FILING/, would continue to be available till further orders
and the Reference Number generated by such link shall be required to be mentioned
mandatorily while filing the matter through Online e-Filing Management System, to complete
the process.

The non-urgent/ordinary matters, filed through Online e-Filing Management System,


will be taken up for scrutiny only after the normal functioning of the Court is resumed, unless
otherwise directed by the authorities. The link created under Circular No.R-
195/RG/DHC/2020 dated 8th May 2020 stands de-activated forthwith.
