ODISHA PUBLIC SERVICE COMMISSION ADVERTISEMENT No.12 OF 2020-21 Recruitment to the posts of Post Graduate Teachers under Science Stream in Group-“B” of State Service for the Higher Secondary Schools functioning under ST & SC Development Department. AGE: A candidate must have attained the age of 21 (twenty one) years and must not be above the age of 32 (thirty two) years as on the 1* day of January 2021 i.e. he/she must have been born not earlier than 2"! January, 1989 and not later than 1* January, 2000 Provided that the upper age limit shall be relaxable by five (5) years for candidates belonging to Scheduled Caste, Scheduled Tribe, Socially and Educationally Backward Classes (SEBC), Women and Ex-Servicemen and by ten (10) years for Persons with Disabilities whose permanent disability is Forty percent (40%) and more, Persons with Disabilities belonging to SC/ST /SEBC categories are eligible for age relaxation benefits of 15 years, P.T.O8) SAVE AS PROVIDED ABOVE, THE AGE LIMITS PRESCRIBED CAN IN NO CASE BE RELAXED. Date of birth entered in the High School Certificate or equivalent certificate issued by the concerned Board/Council will only be accepted by the Commission. 4, EDUCATIONAL QUALIFICATION: (A) Essential Qualification: (i) A candidate must have a Master’s Degree in the subject concemed from a recognized University with at least 50% marks in aggregate; OR Must have possessed two years integrated Post Graduate M.Sc. Course from Regional College of Education NCERT in the concerned subject with minimum 50% marks in aggregate. (ii) Have B.Ed. or equivalent degree recognized by the National Council for Teacher Education, New Delhi as equivalent with B.Ed. from a recognized University. (B) Desirable Qualification: Diploma or Degree in Computer Application is desirable qualification subject to production of certificate in support of above qualification obtained from a recognized University or College or Institution, 5. EXAMINATION FEE: A candidate is required to pay a non-refundable and non-adjustable fee of Rs.S00/- (Rupees five hundred) only. Candidates belonging to Scheduled Caste and Scheduled Tribe of Odisha and Person with Disability (whose permanent disability is 40% and more) are exempted from payment of this fee, The candidates are required to make Online payment of applicable Examination Fee(s) through OPSC portal using Debit Card/Credit Card /Net Banking facilities and other financial instruments enlisted in the Payment Page/Gateway of the Odisha Government Treasury Portal. The fee(s) paid shall neither be refunded under any circumstances nor can be adjusted or held in reserve for any other examination or recruitment. 6. PLACE OF EXAMINATIO! ‘The written examination shall be held at Cuttack. It may also be held at Bhubaneswar/Balasore/Bethampur/Sambalpur depending on the number of candidates from the respective zones. ‘The candidates are to mention their choice of Examination Zone at appropriate place in the online application form. P.T.O4) 7, METHOD OF SELECTION: The selection of candidates for recruitment to the po: Written Examination and Viva Voce test. hall be made on the basis of () The Written Examinationwill consist of General English, Computer Aptitude, Pedagogy, General Knowledge and the subject concerned for which the vacancies have been advertised (ii) (a) The examination will be of Objective type, Multiple Choice Questions and will be covered in one paper consisting of 150 marks and 150 questions with 3 hours duration, (b) The paper shall comprise of 2_parts, ic. Part-A (Compulsory) and_Part-B (Concerned Subject). (©) Part-A (Compulsory) shall consist of 50 marks with 50 questions as under :~ () General English = 20. marks (ii) Computer Aptitude — 10 marks ii) Pedagogy ~- 10 marks (iv) General Knowledge — 10 marks 50 marks (ad) Part-B (Concerned Subject) shall consist of 100 marks with 100_questions covering the syllabus prescribed for P.G. Degree in the concerned subject, (ii) The candidates, who secure such minimum qualifying marks in the written examination, as may be fixed by the Commission, shall be called to appear at the Viva Voce test by the Commission in order of merit, normally equal to three times of the number of vacancies in the concerned subject or as the Commission may determine, on this behalf. Provided that for the vacancies up to 2, ten candidates and for the vacancies numbering 3 to 5, fifteen candidates shall be called by the Commission for Viva Voce test. The Commission shall conduct the Viva Voce test for 50 marks, Provided further that the number of such candidates to be called to the Viva Voce test belonging to each category of the vacancies shall be as determined by the Commission. (iv) The order of merit shall be determined on the basis of aggregate marks secured by a candidate in written examination and viva voce test taken together and the Commission shall forward to the Government in respect of each subject, a list of suitable candidates equal fo the number of vacancies advertised in order of merit, P.T.O6) 8. OTHER ELIGIBILITY CONDITIONS: (i) A candidate must be a citizen of India; (ii) A candidate should be able to speak, read and write Odia, and must (a) have passed Middle English School Examination in Odia as a subject; or (b) have passed High Schoo! Certificate or equivalent examination in Odia as a subject: or (©) have passed Odia as a subject in the final examination of Class-VII or above; or (A) have passed test in Odia in Middle English School Standard conducted by the Department of the School & Mass Education of the Government, Office of the Board of Secondary Education, Odisha. A candidate, who has more than one spouse living, will not be eligible for appointment unless the State Government has exempted his/her case from operation of this limitation for any good and sutficient reasons; (iv) Government servants, whether temporary or permanent, are eligible to apply provided that they possess the requisite qualification and are within the prescribed age-limit as provided under Para-3 and 4 of this advertisement. They must submit “No Objection Certificate” issued by the competent authority during document verification; (%) Ifa candidate has at any time, been debarred for a certain period/chance(s) by the Odisha Public Service Commission or other State Public Service Commission or ULP.S.C. from appearing at any examination/Viva Voce test, he/she will not be eligible for such recruitment for that specified period/chance(s); (vi) A candidate who claims change in his/her name after having passed the High School Certificate Examination or equivalent examination, is required to furnish copy of publication of the changed name in local leading daily newspaper as well as copy of notification in the Gazette in support of his/her change of name; (vii) Only those candidates, who fulfill the requisite qualification & are within the prescribed age limit ete. by the closing date of submission of online application, will be considered eligible; 9. IMPORTANT POINTS: (i) Online applications submitted to OPSC if found to be incomplete in_any respect _are liable to_rejection without entertaining _any correspondence with the applicants on that score; P.T.0©) (i) Admission to the Written Examination / Viva Voce Test will be provisional. If oon verification at any stage before or after the written examination / viva voce test, it se Tound that a candidate does not fulfil all the eligibility conditions, his/her ature will be Tiable to rejection. Gv) Concessions meant for S.T/S.C. by birth and SEBCs are admissible to the juled Tribe, Schedule Caste and Socially Educationally Backward Classes of Odisha only; (Community / Caste status_onee_mentioned by the candidates _under_the appropriate box of the online application form will be treated as final and the same shall not be changed subsequently under any cireumstancess (vi) Any misrepresentation or suppression of information by the candidate in the online application, will result in cancellation of his/her candidature or penalty, as decided by the Commission be imposed on the candidate, 10, CERTIFICATES/DOCUMENTS TO BE ATTACHED: Candidates those who are called for the Viva Voce test will be required to bring with them the hard copy of online application form along with copies of certificate, mark sheets ete. and originals of the same for verification prior to the date of Viva Voce test which will be notified Tater on in due course, failing which helShe shall not be allowed to appear at the Viva Voce test The candidates are required to mention on copy of each document “Submitted by me” and put their full signature & date on the same ()_HS.C. or equivalent certificate in support of declaration of age issued by the concerned Board /Couneil; (ii) Master’s Degree Certificate issued by recognised University in concemed subjects; (iii) B.Ed, or equivalent Degree recognized by the National Council for Teacher Education, New Delhi as equivalent with B.Ed, from recognized University: (iv) Diploma or Degree certificate in Computer Application, if any; (v) Mark-sheets in support of Master's Degree and BEG issued by the concemed University; (vi) Document indicating the recognition of the B.Ed Institution/College by the NCTE; P.T.0.q) (a) Candidates who have not been awarded percentage of marks, but only “GRADE MARKS”, should, along with their applications, produce the conversion certificate from the concerned University indicating the actual equivalent percentage of marks and the conversion formula failing which, their applications are liable to be rejected. (b) While filling up the marks in the online application form, the candidate has to mention the actual marks secured by him/her in each Semester/Annual examination in Master's Degree/ B.Ed. ete. (vii) Two recent passport size photographs (unsigned & unattested) which has been uploaded with Online Application Form. (viii) Caste Certificate by birth in support of claim as $.T/S.C. and $.E.B.C. whichever applicable. (ix) Required Odia Pass Certificate from the competent Authority; (6) Ifa candidate claims to possess qualification, equivalent to the prescribed qualification, the rule/authority (With number and date) under which it is so treated, must be furnished with the printou/hardcopy of the online Application; (xi) Permanent Disability Certificate (indicating percentage of permanent disability i.e. 40% and more); (xii) Ex-Servicemen are required to attach copy of Discharge Certificate issued by the Commanding Officer of the Unit last served. They must submit an affidavit undertaking that he / she has not been appointed against any civil post after retirement from military service , wherever applicable; (xiii) No Objection Certificate from the competent authority in case of Government Servant; (xiv) Any proof of identity. NOTE 2: ( Candidates claiming to be belonging to S.T. /S.C. / S.E.B.C Category of Odisha by birth are required to submit copy of the relevant Caste Certificate as mentioned in their online application form and issued by the competent authority in the prescribed form. Candidates of SEBC category (other than Creamy Layer) must submit copy of Caste Certificate issued by the competent authority wi three years by the closing date for submission of Online App! ion fort (ii) The SEBC certificate which is more than three years old by the closing date of submission of online application form is liable for rejection. Ed Degree Certificate/ Caste Certificate, Odia Test Pass Certificate, Discharge Certificate of Ex-Serviceman and Permanent Disability Certificate of Person with Disability (indicating percentage of Permanent Disability) ete. must have been issued within the last date fixed for submission/ receipt of online application form, 11. | GROUNDS OF REJECTION OF APPLICATION: Applications of candidates will be rejected by the Commis grounds:- n on any of the following (a) In-complete online application form. (b) Non-submission of hard copy of online application form at the time of verification of original documents. (©) Not signing declaration (full signature) in the hard copy of online application form.
