CONCEPT PAPER

21st Semester, Academic Year 2020-2021

I. INTRODUCTION

The coronavirus pandemic has spurred the adoption of distance learning at all education levels.
Thousands of colleges and universities, as well as hundreds of thousands of K-12 institutions, closed
nationwide. The mass transition will be a proving ground for online education. Ramping up online
education under present circumstances may not be ideal, but Melissa Venable, Ph.D., Online Education
Advisor for Best Colleges states that "The focus is not about experimenting with technology, but an
emergency response." The digital systems that our government build to support students now will
outlast the coronavirus and inform the digital approach to higher education going forward. Successes
could even galvanize schools to expand online offerings.

Now that our government decided to pursue student's education through distance learning,
internet or anything that can access internet has become a necessity. People may consider this way of
studying as something simple, but unfortunately not many people are finding this way easy. The DepEd
however gave a way for the students to learn through “modular learning” in which class lessons are
printed and handed out to students so they will study it on their own and submit it to their teachers.

But despite the “modular learning", students still find it difficult for them to learn without the
help of a teacher so they will take time to themselves to go through their computers and search up
more information to take in for their lessons. The students still need supplemental research on more
complex assessments. That's a problem, given a DepEd survey showing that, of the 6.5 million students
who have access to the internet, approximately 20 percent is computer shops or other public places to
go online. Worse, 2.8 million students have no way of going online at all. It is specially common in the
rural areas where 53 percent of the population live and where both internet access and speed can be a
challenge

Philippines is one of the countries that has the slowest internet connection even before the
pandemic. According to the data that is recorded by Ookla's Speedtest in August (2020), the Philippines
is in the lower rungs of the global index in terms of average mobile and broadband speeds. We clocked
in a snail's pace of 16.44 Mbps for mobile downloads placing us at the 119th spot out of 139 and 25.34
Mbps for broadband landing us at 106th spot out of 1174.

In this study, the researchers are going to find out how the students, aging 14-18, accessed the
internet without it being available to them. The researchers believe that sstudents whose internet aren’t
available can be a hindrance towards their academic performances.

II. Scope and Limitation

This study is delimited to investigate the Internet Connection's Availability As The Main Tool In
Student's Performance In Pagadian City. This study considered the students living in Brgy. Banale aging
from 14-18 as the respondents of this study.

This study only focuses on the students and how they are able to access internet without it
being available for them.

III. Research Question

This study delved on the availability of internet connection as the main tool in student's
performance in Pagadian City. This was conducted during the 2nd semester of the school year 2020-
2021.

Specifically, this study sought to answer the following questions:

Is there a significant difference between the performance of the students who have available
internet connection and to those who do not have?

IV. Significance of the Study


The outcome of this study provides a solution when it comes to the availability of internet
connection as the main tool in student' performance in Pagadian City. Thus this study is valuable
towards the students from different grade level as well as the teachers.

The most important beneficiary of this study are the students, because they will be able to find
an easy way to access the internet without having any difficulty.

The teachers would be able to contact their students and search up more information to input in
the modules that they will hand out to the students. The outcome of this study provides a solution when
it comes to the availability of internet connection as the main tool in student' performance in Pagadian
City. Thus this study is valuable towards the students from different grade level as well as the teachers.
