INTRODUCTION
The position is located on a Forest Service unit. The incumbent participates in the
development, coordination, implementation, monitoring and evaluation of the Volunteers &
Service program.
MAJOR DUTIES
Applies an understanding of volunteers and service programs, policies, and Forest Service-wide
strategic focus areas to assist leadership in developing and implementing goals, objectives,
vision and values for the program. Ensures the Volunteers & Service program of work aligns
with the Forest Service Volunteer Strategy and the Sustainable Recreation goals of citizen
stewardship, workforce development, community enhancement, strategic partnerships, and
customer service.
Pursues a multi-sector approach to funding to support critical programs and services on the unit
including collaborative stewardship and restoration projects. Assists managers to provide
necessary resources to support volunteer engagement, maintaining existing partnerships and
developing new relationships with governmental, non-governmental, non-profit, tribal
government, media, academic, and other organizations to support Forest Service volunteerism
and service projects that are critical to program operations and implementation.
Serves as a technical expert that works in close collaboration with the Regional Partnerships,
Youth, Volunteer and/or Service Program Manager, and Leadership Teams. Coordinates with
managers across the forest to integrate program goals in support of the Forest Service mission.
Facilitates, reviews, coordinates, and requests modifications to partnership agreements with
Grants and Agreements personnel, ensuring approved agreements are aligned with unit
priorities. Identifies programmatic issues or conflicts and coordinates with the appropriate
manager to negotiate and/or resolve problems. Serves as agent for change management
helping the organization to faciliate volunteer and service partnerships as a way of achieving
success on the unit while facilitating partners and staff collaborations to support the Forest
Service mission.
Leads the unit’s efforts in planning and implementing a synergized Volunteers & Service
program that will enhance program implementation and results in the greatest value-added
projects. Specific objectives include the development and implementation of an outreach
strategy to identify potential partners and collaborations for high performing projects;
facilitation of continuous improvement, monitoring, reporting and accountability for the
Volunteers & Service program of work; delivery of training requirements and resources for the
forest, regional unit or national program; and the promotion, communication and transparency
across all levels of the organziation utilizing a wide range of mediums including social media,
intranet/internet, and other tools.
Works closely with staff, the media, and other interested parties as a unit spokesperson to
publicly promote the program by informing and educating key publics and stakeholders about
the volunteer and service opportunities on the unit.

Journey level knowledge in the area of volunteerism and service sufficient to develop and
implement unit goals, objectives, vision and values for the unit volunteers and service program.
Knowledge of volunteerism and national and community service programs including policies,
regulations, laws, and fiscal management to serve as the unit’s authority for this program of
work.
Skill in monitoring the issues and trends that could potentially affect the Volunteers & Service
program in order to review the potential impact.
The incumbent receives general supervision from a manager on the unit. The supervisor and
employee develop mutually acceptable work plans that typically include identification of the
work to be done, the scope of the work, and deadlines for completion. The incumbent is
responsible for independently planning, designing, and carrying out assignments, projects, and
studies, and resolving conflicts. Completed work is reviewed overall in terms of accomplishing
established goals and objectives. Reviews of completed work will generally be required.
Guidelines include general policy and program guides, agency and organizational strategic
plans, and fiscal and programming regulations. The incumbent adapts the guidelines to local
situations and recommends changes to meet local unit situations.
The work consists of planning tasks and projects that require a moderate level of analysis
regarding how public and private organizations and individuals may support unit programs.
Assignments are diverse in nature. The work requires selecting and using different but related
processes that are applied to a range of activities. Decisions concerning planning, organizing,
and implementing the program of work are not complicated. Complicated decisions are made
at a higher level.
The purpose of the position is to implement direction and provide technical advice in
communicating and managing the unit’s Volunteers & Service programs. The work results in
assuring that that those individuals and groups impacted by the this program of work have the
opportunity to provide input for the success of the unit’s program. The efforts of the work
contribute to the achievement of program objectives by clarifying the issues and alternatives
facing unit managers in communicating with the various publics affected by its programs or
policies.
Personal contacts are with line and staff involved in the Volunteers & Service and Partnerships
programs, state agencies, the media, academia, consultants, contractors, business managers,
representatives of professional organizations, partner organizations, representatives of public
and private agencies, and state, local, and federal elected officials.
Contacts are to propose new volunteer engagement and management opportunities and
maintain current ones, plus methods available to provide support, assistance, products and
services to a wide-range of existing and potential partners. Contacts often require the
incumbent to listen, influence and persuade customers and unit staff to accept new, revised or
modified plans, methods or techniques and to utilize the products and services. The incumbent
seeks opportunities to foster and implement a cultural change from traditional attitudes to
more modern business approaches.
Occasional physical activity is required to include walking, bending, or carrying light items.
There may be occasional brief trips to business, industrial, construction or national forest sites
to engage potential partners or various groups.
The work involves normal risks or discomforts requiring safety precautions typical of office
environment. The work area is usually lighted, heated, and ventilated. There may be occasional
exposure to outdoor conditions or travel required via government or commercial vehicles such
as planes, trains, buses, boats, ferries, or automobiles.
