ACTIVITY PROPOSAL
I. RATIONALE
“Reading proficiency is essential for a wide variety of human activities — from following
instructions in a manual; to finding out the who, what, when, where, and why of an event; to
communicating with others for a specific purpose of transaction,” the summary of the PISA 2018
results reads.
In 2018 Programme for International Student Assessment (PISA), a worldwide study that
examines students’ knowledge in reading, mathematics, and science, the Philippines, out of 79
participating countries, scored the lowest in reading comprehension

Another results of the 2019 Southeast Asia Primary Learning Metrics (SEA-PLM) showed
that 27 percent of Filipino pupils in Grade 5 were only able to recognize single words, while only 10
percent of them developed reading proficiency to allow their proper transition to secondary education.
The Philippines showed an even more dismal performance in writing literacy, in which 45
percent of the students only had limited ability to present their ideas in writing, while only 1 percent
could write cohesive texts with detailed ideas and a good range of vocabulary.
In 2019 Trends in International Mathematics and Science Study 2019 (TIMSS), Filipino
students ranked lowest among 58 countries in an international assessment for mathematics and
science for Grade 4 students.
These three international results are alarming. The Department of Education recognizes the
urgency “of addressing issues and gaps in attaining quality of basic education in the Philippines.” It
added that it will lead a national effort for quality basic education by implementing aggressive
reforms in the following key areas: K to 12 review and updating, improvement of learning facilities,
teachers and school heads’ upskilling and reskilling, and engagement of all stakeholders for support
and collaboration.
Senator Winston T. Gatchalian, Chair for Higher Education admittedly call this a major crisis
in the education of the country.
II. OBJECTIVES
This webinar on Reading Literacy Instruction which is a back-to-back activity in English and
Filipino aims to:
1. enhance content knowledge, and pedagogical skills on literacy development;
2. develop and organize feasible action plan for school reading programs in the new
normal;
3. instill strong commitment and advocacy towards reading literacy .

Female dominates the teacher participants with one hundred fourteen (114) participants. Only
thirteen (13) male teachers are involved in this virtual classroom.
This is cascading the Division Webinar on Literacy Instruction last December 15-18, 2021.
There shall be a separate training matrix for Reading Literacy Instruction in English and in Filipino.
Topics in English consist of fourteen (14) Sessions while Filipino has sixteen (16) Sessions plus
additional package on grammar.
Every end of the day, participants shall answer the evaluation using the link provided by the
Program Management Team or the In-charge of the Daily Management of Learning (MOL).
V. ACTIVITY METHODOLOGIES
Every topic presentation, participants shall be immersed with the guide questions for them to
answer before the sessions and validate the same after the video presentation.

X. EXPECTED OUTPUTS
Each participant shall make a portfolio of learning – reflection for each session using the
guide questions: (1) What did I learn from the session? (2) What is the impact of this learning in my
teaching delivery? Overall, participants shall apply reading pedagogies in teaching and learning
despite the pandemic.
At the end of the three day webinar, Teachers as implementers shall provide learning
opportunities for literacy instruction as a foundational tool to help the learners acquire the
competencies required in every content area; enhance instructional competencies to strengthen the
teaching of advanced skills of comprehension and analysis and intensify literary practices particularly
in this times of pandemic, to close achievement gaps versus the three poor international assessments
in PISA 2018, PISA 2019 and SEA – PLM.

Reading Literacy Instruction which aims to continuously fulfill its mandate to produce literate who
will contribute to nation building.
3. The webinar schedule and their participants are identified in the succeeding box.
4. Participants are requested to download in advanced soft copies which are sent to District 2
chatrooms, in messenger for advanced reading and for overall view of the literacy training.
5. There shall be only one link during the plenary (opening and closing program) and another link for
the break-out sessions for English and Filipino.
6. Participants shall register online using their DepEd email on or before 12:00 noon on Tuesday,
January 20, 2021 so they can receive the webinar link. Link shall be provided on January 15, 2021,
three days before the conduct of the rollout. A Certificate of Participation shall be given to the
participants upon completion of the three-day training and submission of requirements and outputs.
7. Expenses relative to the conduct of the 3-day training activity shall be charged against School
MOOE / Local Funds subject to the usual accounting and auditing rules and regulations.
