CREATION/ ORGANIZATION OF BARANGAY TASK FORCE TO END LOCAL


COMMUNIST ARMED CONFLICT (ELCAC)

WHEREAS, Communist insurgency is a long drawn out critical problem of nationwide


portion that persist for decades and hounded and challenged one administration after the
other, with the President through the police and military needing to carry on his shoulder the
burden of containing the problem;

WHEREAS, to end the communist insurgency problem and attain long lasting peace and
sustainable development, all units, agencies, and levels of the government need to actively take
part and work together in pursuing more aggressive peace and development initiative in the
grassroots;

WHEREAS, pursuant to the foregoing President Rodrigo Duterte issued Executive Order
(E.O.) No. 70 series of 2018, in re; “Institutionalizing the Whole-Of-Nation Approach in Attaining
Inclusive and Sustainable Peace, Creating a National Peace Framework”;

WHEREAS, to implement E.O. No. 70, the Department of Interior and Local Government
(DILG) issued Memorandum Circular (MC) No. 2019-125 dated August 06, 2019, mandating the
creation/organization of City Task Force To End Local Communist Armed Conflict (ELCAC);

WHEREAS, pursuant to City Task Force ELCAC mandate to ensure the creation of
Barangay Task Force Which shall complement EO No. 70 within their areas of Jurisdiction ;

WHEREAS, with the creation of Barangay Task Force ELCAC, Barangay Mapalad, would
be able to undertake relevant programs consistent with the national peace framework and
thereby contribute in the nationwide bid to address and eventually extirpate once and for all
the problem on communist insurgency;

NOW THEREFORE, I, Hon. Jonar T. Limos, Brgy. Chairman of Barangay Mapalad, Tarlac
City, by virtue of the powers and authority vested in me by law, hereby ordain and decree that:

Section 1. There is hereby created the Barangay Task Force to ELCAC to be composed of the
following:
Chairperson : Hon. JONAR T. LIMOS Chairman
Vice Chairperson : Hon. EDUARDO M. GRAGASIN Kagawad, Committee on Peace and
Order
Members : Hon. NANETTE S. PANGILINAN Kagawad, Committee on Education
Hon. LOUIE M. MUSA SK Chairman
Mrs. SALOME REGUINDIN BNS Scholar
Mrs. MYRNA GATTOC GPTA President
Mrs. JESSICA RAMOS Daycare Worker
Mrs. MARLYN LIMOS Religious Group
Mrs. CONSUELO NAVARRO Senior Citizen President
Mrs. MARY JANE MEJIA Kaisa Women’s Organization President
Mr. ALEX MANZANO Chief Tanod
Mrs. Sally Dela Cruz 4Ps President
Section 2. The Barangay Task Force (ELCAC) with the Barangay Chairman Hon. Jonar T.
Limos as chairperson, shall have the following duties and responsibilities:
a. Take the lead in the planning and implementation of Retooled Community Support
Program (RCSP).
b. Enlist the assistance of any department bureau, office, agency or instrumentality of the
government, the government-owned or controlled corporations (GOCCs) and the state
universities and colleges (SUCs) in accordance with their respective mandates, in
coordination with the PTF in the implementation of RCSP.
c. Facilitate the convergence of all stakeholders and ensure participation of the community
members in development planning.
d. Adhere to the feedback mechanism prescribe by the City Task Force to ELCAC.
e. Ensure the delivery of services and inclusion of the policies, programs, projects, services,
and activities in the local plans based on identified solutions by the members of the
affected communities.
f. Strengthen and empower our Barangay-Based Institutions (BBIs).
g. Establish and strengthen citizenship and community participation mechanism to
guarantee sustainability of RCSP implementation.
h. And perform such other duties and functions of the City, Provincial, or Regional Task
Force may direct.

Section 3. The Barangay Task Force (ELCAC) shall meet as the need arises.

Section 4. This order shall take effect upon its approval.

Done this 15th day of January 2020 at the Office of the Barangay Council, Brgy. Mapalad,
Tarlac City.
