B. INTRODUCTION
When doing day to day bodily functions of human beings there need be team work and
interrelationships between them to do an effective, creative work. That is not only for the day
to day works, but too can sink back into professional created works. Accordingly, in
organization there will be a different sort of people with different kind of social levels which
has to handle with. And then because of that teamwork is the most significant section of the
arrangement to accomplish company goals through their employees.
Throughout this assignment aforesaid facts can be affiliated to construction field and it will be
so much of valuable for our vocation.
i. Primary Estimate – Basically, before designing stage there must be a primary estimate for
getting a basic idea about the project because all other facts are based on that. As a
Quantity Surveyor of this project I gather details from previous projects such as Kandy
City Center 02, Kandy & SAARC Cultural Centre, Nawimana Matara projects. This
primary estimate really valuable help to the financial manager to find funding for the
project & get some kind of idea about the project.
ii. Detailed Cost Estimate – As a second step after all finalized designs I had developed a
detailed price estimate for the total project, it consist of all the renovations of existing
constructions, New building for quarters of management staff, Landscaping works, work
area etc..
iii. Alteration, deduction & additions of Estimate – After completion of the final cost
estimate project budget was exceeded, because of that there was some adjustment has to
done in the estimate. Later on various discussions with Architecture & Design Engineer I
had finalized the actual price for the labor.
iv. Procurement Procedure - To guide the procurement procedure I had to present supporting
documents for the procurement manager. Assisting to prepare contract agreement &
tender documents.
Preliminary considering about this project, our all team (Professional Six (Pvt) Ltd.) members
get together & share each other’s ideas prepare a basic proposal. Firstly assumed this existing
building was a 4 storied building & need to fulfil some of the client’s (ISD) main requirement
for this this existing building such as the Auditorium, office area, and temporary
accommodation facilities for visitors, Visitor’s information system, and support facilities for
permanent staff. And decide to construct a separate building for quarters for management staff
and also landscaping and other external constructions. In pre contract stage this project
budgeted for 145 Million rupees & submit this primary estimate for the finance manager.
Then finance manager done his financial feasibility studies and grant a report that estimated
amount 145 million is impermissible thing to do, because of this including all client funds &
investors' funds are not enough for extending out this task. Seeing all his facts & explanations
our team member agreed to reduce project’s budget to 130 Million.
As per second place, actually engineer’s estimate is the most significant component of the
project, therefore, to finalize the last estimate there arise some issues & arguments between
me and the Architecture to finalize the plans and actual price. As a Quantity Surveyor I
mainly consider about the decisive stages of the project it means mainly focused on high
expenditure items. Firstly Architecture issue the final drawings and there was an issue in the
management quarters building. Because he designed it in RCC structure if thus designed
construct it will exceed our budget. So as my previous experience I point out that steel
structured buildings are more time & cost, more effective rather than the RCC structure
buildings. It will deliver 20% cost than RCC structured building, so I suggested that to the
architecture & he redesigned the quarter building for steel structured building.
Though in that location was a sum kind of exceeding to budget from the external finishes of
the invention. It was projected to get ancient appearance which unique for the Kandy culture
by using expensive granite wall tile. See the above incident, I have arranged several meetings
with the Design Engineer to explain this. Her point is to get ancient above mentioned
appearance is one of most essential item for this entire project. Buy this item will affect
7.75% of the entire project cost, then this item took a major part of the labor cost. As QS, I
proposed so many alterations, but design engineer in her doctrine. Eventually I ask project
manager & Architecture to involve for the problem and adduced option for that. Architecture
proposed that area of above mentioned item can be reduced to allocate level and proposed
plastering method for getting ancient appearance by using new plastering methods and
textured painting. And also for roof, they designed for Calicut tile covering, but I explained
and request to change that into Zn/Al roof covering sheet which looks like Calicut tiles and
much cost effective than Calicut tiles. And also I had to allocate some amount of
sustainability strategy elements which proposed by Design Engineer.
After finalizing the Actual Cost report I had to deal with procurement Manager. Combination
of us two prepared tender documents for select best contractor to bear out the task. The task
needs to completion at the tide time schedule and work has to be catty out really quick time
because of that we decide to construction is giving way under “Lump Sum “basis and partial
completion accepted.
As a Quantity Surveyor in this Galle 02nd City Center project I had a huge responsibility and
working role for carry out this project. And that character can afford facts, whether the project
can carry on or quit. It would be a big helper for everyone by preparation of detailed cost
report.
From this cost report, we can build a cartel on the client that his requirements can fulfil under
this cost & it is in achievable level and also client would experience that his investors’ money
has some kind of value now.
Furthermore this cost report will serve to our Finance Manager to adducing it as an acceptable
document when meeting investors. In summation to that I had allocated some provision for
insurance & legal works under the preliminaries. In future likely loss of any property due to
the road reservation so avoid from these sort of incidents allocation some provision.
Pharrell to BOQ I had developed any other holding up documents which help to our team
members to ease away their work. Critical Path analysis, payment design, BOM, etc.… are
some of them.
Again payment plan will help with client for payment process. By critical path analysis report
I had given a valuable support and a clear idea about the critical stages of the project to the
project manager. He truly appreciates that work and it will aid him to confront those difficult
stages smoother than butter. And it will help me also for billing procedure.
F. ACTION PLAN
To successfully complete this project each and every person who involves needing to reach
their utmost support. To exercise that everyone need to groom their own goals and
obligations. As the Quantity Surveyor I had developed my own tasks & responsibilities which
I accept to carry out throughout the project. To devise this plan I collateral the SMART
Action Plan theory.
