33KV Indooe Spec
1. SCOPE:
1.1 This specification covers the design, manufacture, assembly testing, at manufacturer’s works,
supply, delivery, of 33kV Indoor switchgear. The specification gives functional requirements of
switchgear and broad details of construction aspects. The tenderer / manufacturer shall offer factory
assembled and tested switchgear complete with relays /BCPU, Substation Automation Systems (IEC
61850 ) control and supervisory equipment forming package substation system.
1.2 This specification shall be used in conjunction with all specifications, switchgear data sheets,
33kV switchgear single line diagrams, and other drawings attached to the specification / purchase
requisition
2.2 Any conflicts between the referenced documents shall be identified to the BUYER in writing for
resolution. In general the order of precedence shall be:

2.3 Climatic Conditions
The climatic conditions under which the equipment shall operate satisfactorily are as indicated in
Page (8) of general terms and conditions for the supply of the materials.
3. SCOPE OF SUPPLY
Switchgear to be supplied against this specification is indicated as below for each substation .However if
any additional material required for 33 KV Indoor switchgear as per the design apart from the following
material bidder has to supply such material as per the requirement without additional cost. Hence
bidder has to understand scheme thoroughly .

4.0 CONSTRUCTION
4.1 Service Condition Maximum Ambient Temperature: + 50 ºC Seismic Level Zone –III, as per IS
-1893, Year 2002
4.1.1 The switchgear shall, in all respects, be suitable for operation in service conditions typical
tropical environment. The possibility of condensation, as experienced during temperature
variations in humid atmosphere, shall be taken into account.
i) RATING :
5 Bus bars
5.1 Bus bars and connections of 33 KV shall be manufactured from hard drawn copper and shall
be rated for 3000A continuous for 33KV and Short time with stand current shall be 31.5
KA for 3Sec for 33KV
5.2. Bus bars Joints shall be silver or tin-plated. Provision shall be made at the bolted connections
to enable accessibility for maintenance and extension where appropriate.
5.3 Bus bars shall be of the same cross sectional area throughout the length of the switchgear.
5.4 All bus bars and cable connections shall be marked to indicate the phase colouring, which shall
be red, yellow and blue unless otherwise specified or explicitly precluded by relevant national
standards.
5.5 An two number earth copper bus bars, sized for the earth fault rating of the electrical system and
switchgear, shall be provided along the full length of the switchgear structure. Its cross sectional
area shall be 31.5KA for 3sec as a minimum that of the site earth cable connection as specified on
data sheets. The earth bus bar shall have the provision for earth cable connections at each end.
5.6 All phase and earth bus bars and connections shall be sized, braced and supported to withstand
the dynamic, dielectric stresses and thermal affects resulting from the switchgear rated short
circuit current over the full length of the switchgear and carry certification from a recognized
testing Authority.
5.7 The Bus bar at 33 KV shall be insulted with heat shrinkable tubes or insulating compound and
shall be vermin proof.
6 Earthing
6.1 All metallic non-current carrying parts of the switchgear shall be bonded together and connected
to the switchgear earth bus bar. The frame of each functional unit and each device requiring ear
thing shall be connected directly to the earth busbar. For direct connection to the station earthing
grid, earthing bolts of at least 10mm shall be provided at both ends of the main earth bar. The
earth bar shall be copper with 50 X 6 mm minimum.
6.2 An integrally mounted three phase earthingtruck , capable of carrying the prospective short
circuit current, and suitable for local, manual operation, shall be provided on all 33 KV switching
devices at the line side. It shall only be possible to close the earthing switch when all bus bar
disconnector are open. Circuit earthing device shall be arranged for local and manual operation
only.
Mechanical indicator shall be provided, showing position of earthing switch: close/open.
Padlocking facilities for locking the earthing device in the open and close position shall be
provided.
6.3 Integral earthing shall be provided on feeder/incoming circuit breakers for cable earthing, and on
incoming or bus coupler circuit breakers for busbar earthing.
6.4 Mechanical and electrical interlock shall be provided to prevent earthing of an incoming supply
which has not been isolated and switching on an incoming supply which is earthed; to prevent
earthing of feeder circuit when the circuit breaker is in the closed position or switching on a
circuit breaker when the circuit breaker or feeder is earthed.
6.5 Withdraw able parts shall be effectively earthed until they are completely withdrawn with all
power and control connections disconnected.
6.6 Provision shall be made, adjacent to the cable termination, for connecting earthing cable armoring
to the earth bus bar.
6.7 Clear instructions, preferably pictorial, shall be provided showing methods of earthing.
7 Secondary Wiring
7.1 Secondary wiring shall be 600V/1000V grade PVC or XLPE insulated with stranded copper
conductors. Minimum cross sectional area for cables shall be 1.5 mm 2 except instrumentation
wiring. Wiring for CTs and VTs shall be a minimum of 2.5 mm2. Wiring shall be flame retardant
and suitable for the temperature envisaged during operation.
7.2 Secondary wiring within the switchgear shall be securely held in position (either loomed or run in
conduit/trucking). Where wiring enters or passes through compartments containing high voltage
apparatus, it shall be run in earthed continuous metallic conduit/trucking without gaps, holes or
joints.
BIDDER shall adequately size all internal conduit/trucking for internal and field cabling and
wiring as necessary.
Care shall be taken that all cable compartments shall be vermin proof.
7.3 Secondary wiring layout shall permit alterations to individual circuits without requiring shutdown
of the complete switchboard.
7.4 Bus wires for closing, tripping, control, indication, heaters, etc., shall be run within the
switchgear.
7.5 Separate fuses/MCBs shall be provided for each control, indication and protection circuit for each
breaker.
7.6 Wiring identification shall be by numbered and/or lettered interlocking ferrules, of insulating
material adjacent to the terminals and shall be correctly orientated for reading. They shall be
indelibly marked and removal without disconnecting the wire from its terminal shall not be
possible. Seller shall allow sufficient wire length to facilitate some re-identification of wires with
out causing new wire to be run as terminal is cut off, shortening wire and installing new terminal.
7.7 Flexible cables shall be used for connections to door mounted equipment. Wiring shall be
loomed/wrapped in flexible PVC conduit and be firmly clamped at both ends to prevent
movement at terminations.
7.8 All wiring for external connections shall be brought out to individual terminals on a readily
accessible terminal block.
8 Cable Terminations
8.1 Power cables shall be bottom entry, unless specified otherwise necessary cable glands for power
cables as per the field requirement . Facilities shall be provided for cable testing and current and
voltage injection. A socket and plug assembly shall be provided for the field power cables. Cable
sizes for the incomers and outgoing feeders shall be as per SLD at Annexure
8.2 Cable terminating facilities and terminals shall be for the specified cable type, gland and
conductor size. SELLER shall design terminal arrangement, cable boxes / cable management
systems to allow necessary space for cable bending, application of earth connections onto
screen/shield tapes, installation of cable stress relief elements and accurate dimensioning of gland
plates.
For control Cables;
8.3 Terminal blocks shall be arranged and positioned to afford easy access for carrying out external
cable termination, testing, inspection and maintenance.
There shall be clear space allowed between the terminals and the gland-plate for the spreading
and termination of external conductors.
8.4 Terminal blocks shall be mounted in a single deck arrangement in a common area such as a wire
ways as far as possible.
8.5 The panel wiring shall be on one side of the terminal block only. No more than two wires shall be
connected to a terminal.
8.6 Terminal blocks shall be shrouded or provided with transparent covers. Pinch screw type
terminals are not acceptable.
8.7 Terminals for different voltages shall be separated by partitions. CT wiring and control wiring
shall not be on the same terminal stripe.
8.8 A terminal box or chamber with un-drilled gland plate or entry panel of sufficient dimensions to
terminate the specified cables shall be provided. Directions of cable entry shall be as stated on the
single line diagram or elsewhere.
8.9 Positioning of cable terminations shall avoid obstruction of other cable terminations, removable
covers, etc and provide for easy access for terminating cables.
8.10 Cable supports shall be provided (where practicable) by SELLER to avoid undue strain on the
cable termination.
8.11 Separate terminal arrangements shall be provided for each panel and for power and control
cables.
8.12 Termination of single core cables shall be through a non-magnetic metal panel or gland plate and
provision made for bonding and earthing any armour and/or concentric earth conductors.
Minimum air clearances shall be maintained over and above cable lugs and fixing bolts.
9 Auxiliary Supplies
9.1 Auxiliary supplies (control, protective devices, indication, heaters, etc.) shall be in accordance
with the single line diagram or as specified elsewhere.
9.2 Circuit breaker tripping, control and indication power will be provided by 220 V DC BIDDER
shall specify required standing load, peak load and permissible voltage variation at the time of
proposal.
9.3 All auxiliary supplies shall be individually fused/MCB protected within each circuit breaker
housing.
9.4 For shunt trip circuits the protection shall be rated at least 300 % of the load.
9.5 Anti-condensation heater supplies shall be fed from a single source for each bus bar section. The
heaters shall be thermostatically controlled hygrostat shall be included in the control circuit 240V
single phase independent power source. The heating system of each cubicle shall be separately
protected and switched for isolation purpose by means of miniature circuit breaker in
combination with an earth leakage protection device of 30mA. When the heating system is live, it
shall be indicated by means of a prominently situated white light. Provision shall be included to
power the space heater circuit temporarily during the storage after delivery at the site and prior
installation
9.6 Incoming auxiliary supplies shall be fused/MCB protected at the point of entry to the switchboard
BIDDER shall ensure discrimination with individual circuit protective devices.
10 Instrument Transformers
10.1 Voltage and current transformers shall be provided as shown on the single line diagram.
10.2 BIDDER shall provide details of ratio, output, class and accuracy for all instrument transformers
in its supply.
10.3 The secondary windings of instrument transformers shall be earthed at one point through a
removable link, with provision for attaching test links.
10.4 Current transformers shall be rated to withstand the thermal and magnetic stresses resulting from
the maximum available through fault current, the momentary and time rating requirements same
as that of the switchgear.
10.5 BIDDER shall provide calculations together with current transformer magnetization curves to
prove the through fault stability of the protection up to the switchgear fault rating.
10.6 Secondary terminals of current transformers and voltage transformers shall be wired to
disconnecting type terminal blocks, located at an accessible place in air filled low voltage
compartment. The CT TBs shall be provided with short circuiting links for each CT shorting and
connection to earth. Alternatively, facilities for testing the CTs shall be provided by means of
separate test blocks associated with each set of CTs. Each CT connection to the TBs shall be
provided with ring type lugs. All wiring shall be colour coded. Facility to change the CT ratio in
the LT compartment by selection of suitable links shall be provided.
10.7 Use of current and voltage sensors with high linearity over the entire working range and
incorporating potential/capacitive divider circuit for connection to voltage indicator lamps shall
be provided on line side for 33 KV breakers and bus side on 33 KV HV and feeder breakers.
10.8 Instrument transformer nameplates shall be fixed in a position so that details can easily be read
when fitted in the cubicle.
10.9 Bus bar voltage transformers shall have provisions for safely disconnecting the fuses and
transformers from energized bus bar. Where plug in withdraw able types are used, shutters shall
be provided to automatically seal off the high voltage spouts when the transformers are
withdrawn.
10.10 Accessible test links and terminals, with the following facilities, shall be provided for each CT
and VT:
· Source side short circuit of CT secondary
· Burden side short circuit of CT secondary
· Insertion of external device (including injection test set) in secondary lead of each CT or star
point lead

10.11 The current transformers shall be designed to carry continuously a current of atleast 125% of the
rated current.

11.13 One No. control switch pistol grip type for breaker trip / neutral / close positions with spring

wired for breaker in-service and test position.
11.19 One No. 3 phase 4 wire TVM of 0.2S class preferably SECURE/L&T make suitably scaled to
work on 110 VAC 50 Hz 1 Amp to suit the ranges of CTs indicated – Static meter suitable for
data acquisition and remote metering with optical port RS 232 and RS485 port with mod bus
protocol of both utilities shall be provided for all cubicles with 0.2S class of accuracy.
11.20 Test terminal block with CT and PT terminals with links for testing ammeter and energy meter of
reputed make
11.21. One Set auxiliary relay, alarm bell and push button for alarm on fault and acceptance of alarm
(EE make or ER make).
11.22 1x12 windows Annunciation panel should be mounted on bus coupler cubicle. A spare hooter for
each annunciation fascia shall be provided.
11.23 TNC Switch shall be heavy duty preferably EE with at least two spare contacts. The wiring
for the spare contacts shall be done in spare terminal blocks.
11.24 Lockable local remote switch shall be provided. All electrical operations shall be done if the
switch is in local position. In remote facility for tripping and closing from SCADA shall be facilitated. 2
Nos. of potential free contacts shall be available in a spare terminal blocks.
11.25 Multi function meter shall be of digital type for current, voltage, MW, MVAR, MVA, PF etc.,
with class of accuracy 0.5 class minimum of reputed make with 110V auxiliary.
11.26 Spring charging multiplier with 2 NO/ 2 NC shall be available and shall be wired to the spare
terminal blocks.
11.27 Auxiliary switch contact multiplier shall also be incorporated in the control panel and shall be
wired to the spare terminal blocks.
11.28 Protective relays shall have Self-reset facilities and clear operation indication.
11.29 All protection relays shall be fully configured by BIDDER prior to factory acceptance tests.
Configuration shall provide the functionality detailed in the single line diagrams and elsewhere.
11.30 when indicated on the single line diagram, datasheet or elsewhere relays with multiple trip and
alarm functions shall have separate operating contacts for each function wired out to separate
terminals.
11.31 Test block for injection testing of relays and measuring devices shall be provided on each panel.
Current injection test blocks shall be provided with short circuiting links.
11.32 Indication lamps shall be LED (green-open, red-closed, amber-tripped, blue-trip circuit healthy
plus Service Position and Circuit Earthed) shall be provided for each circuit breaker. Status of
spring charging mechanism (Charged or Discharged) and positive drive mechanical position
indicators, visible without opening the cubicle door, shall be provided for each circuit breaker.
Volt-free contacts for remote indication shall be provided. Indications may be incorporated in the
multifunction relay via relay LEDs
11.33 Control of circuit breakers shall be carried out from a control switch at the low voltage
compartment door. Provisions shall be implemented at the switchgear for breaker control from a
remote control panel. Where a multifunction relay is specified, the control feature available in the
relay may also be used. Switchgear mounted and remote manual tripping facilities shall act direct
on the trip coil. Manual trips via relays are not acceptable.
11.34 In the event of loss of interrupting media, local alarm indication shall be provided with contacts
for remote indication.
11.35 As minimum, the following signal/indication shall be provided locally and remotely.

13 Labels/Name Plate
Equipment should be provided with name plate giving full details of manufacture, capacities and
other details as specified in the relevant ISS/SS. The purchase order No. date and words
APTRANSCO must be etched on the name plate.
13.1 Labels shall identify switchgear cubicles, compartments and components. Nameplates, rating
plates and labeling of equipment and wiring shall be in accordance with the relevant Standards
and ISO 3864. Functional unit label designations shall be located at front and rear of panel, be of
laminated engraved black and white plastic with black lettering approximately 20 mm high giving
the designations shown on the single line diagram. All withdraw able components shall have a
circuit label.
13.2 Each device including relays, meters, push buttons, lamps, fuses, contactors, and timers shall be
clearly labeled to indicate its purpose. Labels shall be positioned to provide easy identification
and correspond to the designation on the panel drawings. Such labels shall have minimum
lettering sizes of approximately 6 mm high for external labels and 4 mm high for internal labels.
Fuse labels shall show the rating of each fuse.
13.3 Where devices such as selector switches are attached to doors, a label with the same designation
shall be fixed to the reverse (panel-wiring) side.
13.4 Internal labels shall be secured adjacent to the equipment but not on removable covers. They shall
be positioned to allow replacement of labels, equipment or fixings. Internal labels may make use
of a durable proprietary labeling system unless specifically indicated otherwise.
13.5 External labels shall be engraved on laminated plastic / Al Sheet and fixed by riveting.
13.6 A main nameplate shall be affixed in a prominent position on each Switchboard giving the
following minimum information:
· Manufacturers name or trade mark
· Purchase Order number
· Switchgear designation
· Rated system voltage, phases, wires and frequency
· Rated fault current
· Bus bar rating
· Insulation Gas Type and rated filling pressure for insulation
· Alarm pressure for insulation
· Minimum functional pressure for insulation
· Minimum functional pressure for operation
· Design pressure of gas filled compartment
· Year of manufacture
· Purchasers name
· Serial no

13.7 Each circuit breaker shall be fitted with a label giving the Serial No., circuit description and the
following information:
· Type / Model No.
· Month /Year of Manufacturing
· Current and voltage rating.
· Rated fault making and breaking current.
· Circuit designation.
13.8 Labels shall have black characters on a white background. Danger labels shall have white
characters on a red background. Warning labels shall have black characters on a yellow
background. Labels shall be made of a non corrodible material.
13.9 Seller shall install prominently red labels displayed at each access area of the high voltage section
of switchgear that requires working

13.10 Finish
13.11 The colour and finish may be in accordance with the Manufacturer standards for the service
conditions specified, subject to Buyer’s approval. The switchgear shall be fully tropicalized.
14 SURFACE TREATMENT AND PAINTING OF STEEL PARTS :
Before painting all ungalvanised parts shall be completely cleaned and made free from rust scale
and grease and all external rough surface cavities on castings shall be filled by metal deposition.
The interior parts and internal structural steel work shall be cleaned of all scale and rust by sand
blasting or other approved method.
All external surfaces shall receive a minimum of 3 coats of paint.
All equipment furnished by the contractor shall be completely painted for final use, with the
exceptions of those parts or surfaces that are expressly designated as unpainted for instance Aluminum
Alloy parts. The contractor shall perform all painting work in his shop before dispatch and only a field
touch-up shall be performed after installation. (The paint used for field touch up shall be delivered by the
supplier, and shall be of the quality and colour shade as used in shop painting).
The paint shall be guaranteed for 5 years from the date of receipt of the material.
15. EMBEDDED PARTS AND ANCHOR BOLTS :
The supply shall include all steel supports and necessary embedded parts and anchor bolts for
thoroughly fastening and securing the equipment. Embedded parts will be installed by the civil contractor
in due time according to the construction schedule. Information on floor loading and impact forces must
be supplied in due time for the final building design. Each of the switchgear module shall be provided
with rollers for movement in handling and installation.
16. WORKMANSHIP :
Workmanship shall be of the highest grade and conform to the best modern practice for the manufacture
of high grade machinery and electrical equipment.
a) Field welding of the equipment are to be avoided and erection at site shall be kept to a
minimum. Sub assemblies erected and tested in the factory are limited only by the transport
conditions and handling facilities at site.
17. DRAWING AND LITERATURES ETC. :
The drawings with plan elevation and cross section of the switchgear with complete dimensions
and weights of module shall be enclosed. Floor loadings for design of civil structure shall be included in
G.A drawings. The drawings shall include control circuit drawings for circuit breakers etc. Technical
literature covering instruction booklet and O&M manuals of the equipment shall be enclosed to the offer.
Tenders not accompanied by the above are liable to be rejected. Six sets of these drawings and literature
(Instruction booklets and O&M manuals) The photographs (front and side views) of the equipment
offered shall be furnished.
18. OVERALL DIMENSIONS :
The manufacturer shall give the necessary information as regards to the overall dimensions of the circuit
breakers. All the equipments shall be packed in suitable crates with suitable steel bands so as to withstand
rough handling and storage at destination.
19. TESTS & TEST CERTIFICATES:
The tests shall be carried out as per relevant IS/IEC latest versions and test certificates shall be
furnished for approval. The tenderer shall indicate the details of the equipment available with him for
carrying out the various tests as per relevant IS/IEC latest versions. The tenderer shall indicate the source
of all materials and collaborators if any. They shall also indicate the name of the supplier and make of
constructional steel etc. Copy of the type test certificates for the equipment offered shall be enclosed to
the tender invariably, failing which tender is liable for rejection.

b) Making current test.
c) Double line to ground fault test.
d) Single phase test.
e) Capacitor duty test for C2 category.
f) Cable charging for C2 category.
g) Internal arc tests for all high voltage compartment for 31.5 kA 1 sec.
h) Short time rating for 31.5 KA for 3 seconds
i) Short time rating of earthing circuit for 31.5 KA for 1 sec.
j) Fault making test for earth switch

c) Lightning impulse test.
d) Determination of errors or other characteristics according to the requirements of
the appropriate designation or accuracy class.

23.2. CONTROLHOUSEBUILDING:
a) The customer will provide a control house building of reinforced concrete with brick walls in
which switchgear is to be installed.
b) The tenderer shall provide the general layout design of the switch house to ensure that the
most suitable arrangement is obtained for housing, fixing and supporting the switchgear.
c) The tenderer shall also provide a complete floor plan detailing the fixing positions level and
size, fixing bolt pockets Drawings giving similar details for any fixing positions, bolt hole
pockets in the walls of the control house shall also be provided.
d) All static and dynamic loads plus dimensional tolerances shall be given on the drawings to
enable the civil work design to be complete.

25 Accessories
25.1 A complete set of any special tools required for operation, maintenance and testing of the
switchgear including Gas filling equipment including one spare Sf6 gas cylinder if any shall be
provided. A metallic storage box or wall mounted rack shall be provided.
25.2 Drawings and Data
25.3 Bidder shall provide drawings and data in accordance with the material requisition and it’s
attachments including the "vendor/seller drawing and data requirements".
25.4 Training
25.5 The bidder shall arrange the training through Supplier for APTRANSCO team, at site during
erection & commissioning. The training should cover engineering, erection & commissioning &
O & M aspects including trouble shooting.
26 INSPECTION & TESTING
26.1 SELLER shall provide test certificates for each design and rating of switchgear for TYPE tests
per IEC 622271-200, including Short Time Withstand, Internal Arc Fault and Impulse Withstand.
Test certificate shall be submitted with bid, and issued by independent testing laboratories.
26.2 Inspection and test shall be carried out on the complete assembled switchgear. Transportable
units can be wired together instead of completing bus bar joints. BUYER reserves the right to
witness the following tests:
· Routine tests on the switchgear as specified in the relevant standards (refer to clause
2.0).
· Operational (electrical and mechanical) tests on all components
· Dielectric test in accordance with IEC 60694
· Insulation resistance test applying a 5kV Megger, between each phase against earth,
with two remaining phases connected to earth (ensure that VT is isolated during the
Megger and tested separately). The insulation test shall be carried out with all manually
operated and latched type switching devices in the service and closed position and all
main fuses installed.
· Protection operation by primary injection of current and voltage as agreed.
· Verification of availability and correct operation of all protection and control functions
of all protection relays.
· Interchangeability test for withdraw able items.
· Type tests where carried out for this specification. SELLER shall notify BUYER of test
at least two calendar weeks prior to commencement.
26.3 APTRANSCO/Buyer reserves the right to inspect switchgear at the Manufacturer's works at any
time to prove compliance with specification. Certificate for witnessed tests shall be available for
signature on the day of the tests.
28 DEVIATIONS
28.1 Deviations from this specification are only acceptable where bidder /manufacturer has listed in
his quotation the requirements he cannot or does not wish to comply with and BUYER has
accepted, in writing the deviations before order is placed. If bidder /manufacturer is able to offer
the alternatives resulting in technical or price advantages, bidder /manufacturer shall submit a
supplement to the main tender with a separate list of deviations.
28.2 In the absence of a list of deviations, it will be assumed by BUYER that bidder /manufacturer
complies fully with this specification.
