In the interest of the service and in line with the OPLAN TESDA Abot
Lahat and the 2020 Planning Guidelines, in which strategies must be
developed to adapt to the "new normal" state due to the COVID — 19
pandemic, the Operating Procedure for the conduct of Virtual Assessment for
Trainers Methodology Level I (TM I) is hereby issued.

I. BACKGROUND

The Government imposes different tiers of community quarantine


nationwide to protect the general public from direct contact and or human-
to-human transfer of the COVID-19 virus.

Amid this situation, TESDA needs to continue to perform its mandate and
certify- the competence of the Filipino workforce. Given the current health
and safety protocols, physical distancing, and restrictions in face-to-face
activities, the Agency is coming up with innovative ways to implement its
programs utilizing technologies that will allow UL"I1U1

flexible delivery modes.


TESDA is introducing a flexible assessment arrangement using a
combination of technology and alternate set of activities without
compromising the integrity of the assessment process and certification
system.

II. OBJECTIVE

This Operating Procedure aims to provide a set of instructions to guide


TESDA staff, assessment centers, assessors and applicants on the detailed
activities to be undertaken in the conduct of the Virtual Competency
Assessment for Trainers Methodology Level I (TM I).

III. SCOPE AND COVERAGE

1. This Operating Procedure covers the activities involved in the


conduct of Virtual Competency Assessment for TM Level I, to
include: orientation or provision of information to the applicants,
checking of portfolio, organizing the conduct of virtual competency
assessment, conduct of virtual competency assessment, review and
evaluation of assessment result, submission of report and publication
of results.

2. This Virtual Competency Assessment for TM I shall be adopted in


areas / regions where conduct of face-to-face assessment is not
allowed.

IV. RESPONSIBILITIES

Director General Approves guidelines and operating procedures in


the conduct of competency assessment; and
Appoints the Regional Expert Panel Members
(REPMs).

National Quality Monitors the effectiveness of the operating


Management Committee procedures through regular review and reporting of
(NQMC) the outcomes by the Regional Quality Management
Committees and Process Owners.

Executive Director, Recommends to the Director General, through the


Certification Office (CO) NQMC, related policies, guidelines and procedures.

Regional Director (RD) Manages and oversees the conduct of the Virtual
Competency Assessment for Trainers Methodology
Level I and ensures compliance to quality
procedures in the delivery of assessment and
certification services.

Provincial Director (PD) Endorses to the RD the list of candidates and


documents submitted by candidates; and
Promotes and advocates the program.

Provincial Office Reviews the completeness of the documents

Regional Office Technical Monitors and maintains the Zoom, Google or other
Support Officer (RO video conferencing platforms or applications,
TSO) systems; installs and configures hardware and
software, solves technical problem, shares google
docs during the conduct of assessment.

TESDA Representative Oversees the conduct of the assessment process


and shall evaluate the performance of the
assessors. Shall prepare the assessment
proceedings.

V. DEFINITION OF TERMS

Assessment a process of evaluating an individual's knowledge,


skills, attitudes (competencies) based on the
predefined standards.

Assessment and a program aims to assess and certify the


Certification competencies of the middle-level skilled workers
through Philippine TVET Competency Assessment
and Certification System (PTCACS).

Assessment a technique used in gathering different types of


Method evidence to evaluate a candidate for a particular
qualification

Assessor's a set of documents which contains information that


Guide serves as reference of the Assessor during the
evidence gathering process.

Calibration a process which enables all assessors for a particular


qualification to have shared understanding of the
standard method of conducting assessment including
the assessment guidelines, the nature of evidence,
how evidence is collected and the basis on which
assessment decisions are made based on the
nationally developed Competency Assessment Tools.

Certificate of a document issued by the Technical Education and
Competency Skills Development Authority (TESDA) to individuals
(COC) who were assessed as competent in a single unit or
cluster of related units of competency, as defined in
Section 4 of the National Assessment and Certification
Arrangements of the Training Regulations.

Certification a formal process of recognizing that an individual is


qualified in terms of particular knowledge, skills and
attitudes based on industry standards.

Competency the acquired knowledge, skills and attitude in

Electronic information or the representation of information, data

assessment for TM I in the region.

Regional Office A TESDA personnel who monitors and maintains the


Technical Zoom or Google platforms and other video
Support Officer conferencing applications/systems, installs and
(RO TSO) configures hardware and software, solves technical
problem, shares Google Docs/Sheets/Drive/Form
during the conduct of assessment.

TESDA Shall oversee the conduct of the assessment process


Representative and shall evaluate the performance of the assessors.
Shall prepare the assessment proceedings.

Trainers Consist of competencies a TVET trainer performing


Methodology functions of trainer and assessor must achieve. A
Certificate Level I TVET trainer is a person who enables a learner or a
(TM1) group of learners to develop competencies to
performing a particular trade or technical work

TESDA Training a Web-based System developed/designed to


Management facilitate the organized collection, processing,
Information analysis and dissemination of all Technical-
System (T2MIS) Vocational Education and Training (TVET) data.

Virtual is a networked application that allows a user to


environment interact with both the computing environment and the
work of other users. Email, chat, web-based
document sharing applications are all examples of
virtual environments. Simply put, it is a networked
common operating space.

Virtual a process of collecting evidence to determine the

VI. PROCEDURE DETAILS
A. The Certification Office prepares and converts into digital format
and forwards to the RO Certification Unit the following:
1. Specific Instructions to the Candidates;
2. Competency Assessment Results Summary (CARS);
3. Rating Sheets;

B. The Certification Office conducts calibration of all RO and PO


CAC Focals, Processing and RO Technical Support Officers (RO
TSO) and REPMs on the conduct of TM I Virtual Competency
Assessment.

C. PO informs the applicant/s on the requirements and the process


of applications for TM I Virtual Competency Assessment.

1. PO disseminates information on the conduct of virtual


assessment for TM1 either by email, posting in the website, FB
page or any form of social media.

2. The Applicant inquires from the PO about the process for TM I


Virtual Competency Assessment.

3. The PO orients the applicant/s thru telephone, email, mobile


message, video conferencing or any form of electronic or social
media, on the following:

a. Application Form (TESDA-OP-CO-05-F26) to include:


• Self- Assessment Guide (TESDA-OP-QSO-02-F07);
• Virtual Readiness Checklist Form (Annex E);
b. Assessment and Certification arrangements;
c. Specification of photo requirement (soft copy, colored,
passport size, (3.5cm x 4.5cm with head size ranging from 27
mm to 31 mm; white background, with collar);
d. Submission of Portfolio 3 days before the scheduled
assessment;
e. Other requirements and preparation to be undertaken as may
be required in the Competency Assessment Tools (CATs);
f. TESDA approved Assessment Fees;

g. Release of TMC/COC from the TESDA Office or by email,
whichever is applicable;
h. The agreed platform to be used in affixing signatures in the
assessment documents such as Docusign, Adobe Acrobat,
PDFescape and others;
i. Virtual environment requirement for Candidates:
• Must have Internet connection of at least 5 Mbps; and
• Must have least 2 web cameras or mobile phone camera
to see what the candidate and their learners are doing;
• Must be in a Venue / room where the candidate can be
alone or with the learner, during demonstration.

4. The applicant signs the Certificate of Concurrence expressing


that he/she is oriented on and agrees to the assessment
requirements.

D. The applicant submits application documents

1. The Applicant accomplishes the electronic copy of the Application


Form (TESDA-OP-CO-05-F26), Self- Assessment Guide
(TESDA-OP-QSO-02-F07), which can be accessed from the
TESDA website www.tesda.qov.ph, and the Virtual Readiness
Checklist Form (Annex E). The Data Privacy agreement form
(TESDA DPA Form 2) shall be accomplished by the candidate.

2. The PO CAC Focal evaluates the electronic copy of the


accomplished SAG and Application Form. If the SAG shows that
the applicant is ready and qualified for assessment, the PO CAC
focal advises the applicant to comply with the requirements
specified in Section C.3 of this Operating Procedure and submits
the same online or by email to the TESDA PO official email
address.

3. The PO CAC Focal checks the completeness and correctness of


documents submitted. The PO CAC Focal prepares and submits
a List of candidates and endorses to the PD.

4. The PD endorses the list of candidates to the RD. The PO CAC


Focal uploads the application documents via Google Drive or a

platform developed by the RO for the purpose.

5. The RO-designated Processing Officer encodes the profile of the


prospective candidates in the T2MIS and assigns the Reference
Number. The Unique Learners Identification Number is
automatically generated by the T2MIS.

E. RO organizes the conduct of TM I Virtual Competency


Assessment.

1. The RO CAC Focal checks the virtual environment of the


Candidates;

a. Internet connectivity of at least 5mbps;


b. Applications downloaded in the candidates' laptop (Zoom or
Google Meet, or other video conferencing platforms, and
electronic signature applications);
c. Laptop with camera and additional camera that has full view
of the room and close enough to show what the candidate is
demonstrating:
d. Area to be used in the conduct of assessment: and
e. Ability to use e-signature in various platform.

2. The RO CAC Focal schedules the conduct of assessment for the


approval of the RD.

3. Maximum of only five (5) candidates per batch will be


accommodated.

4. The RO CAC Focal facilitates the setting up of the virtual


competency assessment environment and platform and adhere
to the guidelines on data privacy for the recording of the
assessment proceedings.

5. The Regional Director assigns the three- member Expert Panel


through a Letter of Appointment. Assignment of Expert Panel
members shall be on a rotation basis.

6. The RO CAC Focal checks the virtual environment of the

assigned Expert Panel Members.

7. The Expert Panel Members fill up the Data Privacy and


Confidentiality Form before the RO CAC Focal sends the link to
access the list and portfolio of the candidates.

8. The RO CAC Focal encodes the following assessment details in


the T2MIS:
a. Assessment Schedule;
b. Assigned Assessor; and
c. List of Candidates.

9. The Regional Director assigns the TESDA Representative


among the RO TESDA personnel. The TESDA Representative
oversees the conduct of virtual assessment and monitors if the
assessment process conforms with the requirements specified in
the Competency Assessment Tools (CATs) and this Operating
Procedure.

10. The RO CAC Focal orients the TESDA Representative, RO TSO,


and assigned Expert Panel Members to prepare for the proper
and smooth conduct of the virtual competency assessment, at
least one day before the assessment.

11. The RO CAC Focal sends the link of the Attendance Sheet to
the candidate/s to affix his/her e-signature. The signed
Attendance Sheet shall be available before the assessment starts
for the Assessors' validation during the orientation.

F. RO Conducts Virtual Competency Assessment

1. The RO CAC Focal shares the link of the virtual competency


assessment and the assessment package composed of
documents as follows:

a. Specific Instructions to the Candidates;


b. Competency Assessment Results Summary (CARS);
c. Rating Sheets;
d. Assessor's Guide;

e. Attendance Sheet;
f. Narrative Feedback Form; and
g. Summary Rating Sheet.

2. The RO TSO checks the internet connectivity and access links of


the REPM to the digital documents.

3. The Expert Panel Members shall be given temporary access to


the assessment package documents. The access time shall only
be for 12 hours or until the end of the assessment.

4. The Expert Panel prepares for the conduct of assessment in


accordance with the methodology and procedures in the TESDA
promulgated CATs and this Operating Procedure.

The Expert Panel:

a. Reviews the CATs for the Qualification or units of


competency to be assessed.

b. Checks the virtual environment of the candidate where the


assessment activity will take place (both for the candidate
and panel) if it complies with the following requirements and
purpose of assessment and the occupational safety and
health requirement/protocols and the capacity/stability of
internet connections:

• Laptop/desktop and a second camera (or mobile phone) and


internet connection including audio and video;
• Checks the internet connection of each candidate if it
complies with the required capacity at least five (5)
mbps for a virtual interview in a zoom or google meet or
other platform.
• Checks audio (headset) and video cam of the candidate
and REPMS.

c. Checks the completeness and accessibility of the


Assessment Package with corresponding reference number
of the candidates. The Expert Panel shall be given temporary

access to review the Assessor's Guide and Rating Sheet.
The access time shall only be for 12 hours or until the end of
the assessment.

5. The Expert Panel conducts virtual orientation using a PowerPoint


presentation, to all the candidates on the day of the scheduled
assessment. The orientation will include the following:

a. Context and purpose of the virtual and portfolio assessment


b. Qualification/ Units of competency to be assessed
c. Tasks to be performed, time limits and evidence to be
collected;
d. Virtual assessment procedures to be undertaken;
e. Special needs to be considered during assessment;
f. Allowable/reasonable adjustments in the virtual assessment
procedures;
g. The DO's and DON'Ts inside the virtual Competency
Assessment Center/Venue;
h. Guidelines to follow during the assessment process using the
Google Meet /Zoom or other platforms;
i. The rights and appeal system; and
j. Issuance and Validity of TMC Level I.

6. During the virtual assessment process the candidate must be


alone in the room/area specially during the interview or Oral
Questioning. The camera of the candidate should focus on the
whole part of the room/area before and during the assessment to
ensure the confidentiality of the assessment process.

7. The presence and participation of other persons during the


demonstration of the candidate should be established during
orientation, i.e. who and at what part they shall be allowed to
enter the assessment area, at the time that they are needed.

8. The Expert Panel orally explains the Specific Instructions to the


Candidate during the virtual orientation.

9. The Expert Panel uses the Assessor's Guide in the evidence

gathering process at all times.

10. The Expert Panel must conduct assessment in accordance with


the methodologies specified in the Evidence Plan and Specific
instructions for the Expert Panel. The Expert Panel must also
implement the Evidence Gathering Process according to the
principles of competency-based assessment, i.e. Validity,
Reliability, Fairness and Flexibility.

11. The Expert Panel ensures that only authorized personnel are
allowed in the demonstration area.

12. The Expert Panel collects appropriate evidence guided by the


following:

a. Written Reports - are obtained using secured Google Docs


While preparing the written report the second camera must
be positioned at the back of the candidate to ensure that no
other windows in computer are open. The Written Report is
accessed and rating is accomplished simultaneously by the
Expert Panel Members.

b. Portfolio - accessible through the Google Drive including the


scoring rubrics in Google Sheets. Secured access to the
documents is given to the Expert Panel Members two (2)
days before the assessment. Access shall be removed once
the Summary of Ratings are generated and signed and
assessment schedule is over. Probing questions to establish
authenticity should be asked on the assessment day.

c. Demonstration and Oral Questioning or Interview are


conducted on the day of the virtual competency assessment
using the selected video conferencing platform. For the
demonstration, two ( 2) cameras should be used, one (1)
has full view of the room and one (1) that is close enough to
show what the candidate is demonstrating. Materials for
demonstration of skills should be in accordance with the

CATS and should have been checked by the Expert Panel
prior to the demonstration.

13. The Expert Panel evaluates the evidence in terms of the


following:

a. four dimensions of competency (task skills; task management


skills; contingency management skills; and job/ role
environment skills).

b. Rules of evidence:
• Valid - if the evidence is related to the unit of competency
that is being assessed.
• Current - if the evidence reflects the current knowledge
and/or skills in the relevant aspect/s of work.
• Sufficient - if the evidence covers the full range of
performance criteria and illustrates that the candidate can
meet the four dimensions of competency.
• Authentic - if the evidence is the candidate's own work or
contribution.
• Consistent - if the evidence presented by the candidate
and/or collected by the assessor shows that the candidate
consistently meets the standards under workplace
conditions.
• Recent - if the evidence presented is from the past close
to the present (not more than three years).

14. The Expert Panel records the assessment outcome using the
prescribed Rating Sheet (TESDA-OP-QSO-02-F09) and the
Summary of Ratings. Decision is made based on the candidate's
performance in all the assessment methods.

15. The Expert Panel provides feedback on the outcome of the

16. Upon completion of the assessment process, the Expert Panel
accomplishes and affixes e-signature on the following:
a. Rating Sheets;
b. CARS; and
c. Attendance Sheet.

17. After the Expert Panel had provided the feedback, the ROTSO
shares to the candidate the Summary of Rating with reference
number together with the CARS to affix his/her e-signature in
PDF format.

18. If in case the candidate contests the outcome of assessment and


refuses to sign the Summary of Rating, he/she may file a Letter
of Appeal thru email as to why he/she refuses to sign and accept
the result of the competency assessment. The TESDA
Representative will take note of the situation in the Report of
Proceedings. The Expert Panel shall also write an incident
report.

19. The RO CAC Focal accomplishes the Performance Evaluation


Instrument (PEI) for each member of the Expert Panel at the end
of each assessment and sends copy to the Expert Panel.

20. The TESDA Representative sends to selected candidates to


accomplish the PEI in Google Form.

21. Re-assessment may be applied by the candidate/s who were


found to be not yet competent anytime at the nearest TESDA
Provincial Office. They may opt for an online or face-to-face
assessment following the procedures in applying for assessment.

22. If a candidate fails the assessment for two (2) consecutive times,
he/she shall be advised to go through a refresher course before
taking another assessment.

G. RO undertakes post assessment activities.

2. The RO CAC Focal removes the candidates' and Expert Panel


Members' access to shared digital documents.

3. The TESDA representative prepares Report on the Assessment


Proceedings at the end of each assessment.

4. The RO CAC Focal reviews the assessment-related documents.

5. The RO issues e-copy of CARS to each candidate after the


assessment process. Where applicable, the RO CAC Focal
orients the successful candidate/s on how the CoC/TMC will be
released.

6. A digital copy (with watermarks "For Viewing Only") of CoC/TMC


shall be issued to the candidate/s via email who were found to be
competent, three (3) days after the assessment. However, due to
the security features of the CoC/TMC, the serial number shall not
be provided when transmitted to the certified Trainer
electronically.

7. The Regional Office issues the original copy of TMC, subject to


the conditions in the area based on the IATF and LGU
guidelines.

VII. RISK MANAGEMENT


1. The conduct of Virtual Competency Assessment which shall be
done through online communication platforms and applications
has potential risks, such as:

a. Limited number of applicants due to connectivity issues and


other unexpected events that may occur due to vulnerability

b. Unavailability of the REPMs due to limited connectivity for
virtual competency assessment;
c. Leakage of Assessment Tools in the Internet; and others.

2. To mitigate and manage the identified risks, the Regional Office


is tasked to manage this Virtual Competency Assessment
Procedure.

3. The Certification Office and ROs shall implement Action Plans to


be specified in the Registry of Related Risks and Opportunities.

VIII. PROGRAM MONITORING AND REPORTING

1. The Regional Offices shall be responsible for monitoring and


reporting of the assessment which shall be encoded in the T2MIS
and uploaded in the TESDA website.

2. The Certification Office shall conduct technical assistance as may


be necessary.

This Circular with all Annexes shall take effect as indicated.
