19handling and transport, treatment, reuse and disposal of domestic sludge from cesspools,
20communal septic tanks, Imhoff tanks, domestic sewage treatment plants/facilities, and septage
21from household septic tanks. Further, the scope of this IRR applies to all local government units
22for the provision and maintenance of drainage system.

23SECTION 2: DEFINITION OF TERMS

24As used in this rules and regulations, the following terms shall mean:

26 and Chemical Oxygen Demand (COD) to determine the capability of the sewage to be
27 degraded biologically.
282.2 BIOSOLIDS/TREATED SLUDGE – the dewatered, primarily nutrient-rich organic
29 material generated as a by-product of biological wastewater treatment processes that can
30 be recycled (such as for use as a soil amendment).
312.3 COMBINED SEWER – the utilization of the storm drains for the diversion of the
32 industrial, commercial and residential wastewater together with the storm water to an
33 existing Sewage Treatment Plant for treatment prior to discharging in nearby creek or
34 body of water.
352.4 DESLUDGER – also known as excavator that removes the accumulated septage or
36 fecal sludge from a septic tank and other sewage treatment facility for treatment and
37 reuse or disposal.
382.5 DESLUDGING – the process of removing the accumulated sludge or septage from a
39 septic tank and other sewage treatment facility by pumping out or vacuuming, and
40 transporting it to a treatment facility.
412.6 DOMESTIC SEWAGE - wastewater of residential strength, or effluent from a septic
42 tank or other primary treatment device. It may include wastewater from commercial or
43 food service sources, but not industrial wastes.

45 conveying it to water bodies.
462.8 DRY WEATHER FLOW – the flow of wastewater in a combined sewer system during
47 dry weather. Such flow consists mainly of wastewater with no storm water included.
482.9 ENGINEER – a Sanitary Engineer

567Establishments such as market and abattoirs, slaughter houses, dairies, poultries, piggeries and
568other facilities as enumerated in DA AO No. 08 series of 1999 including industrial, laundry,
569mining, hospitals, clinics, funeral parlors, laboratories, schools, hotels, resorts, apartments,

5756.1 CRITERIA
576
577 As defined in this Order, special establishments are waste generators that produce
578 wastewater which possess a biodegradability index of values ranging from 0.1 to 1. The
579 following are types of wastewater generated from special establishments:
15
DRAFT 5

580
581 6.1.1 DOMESTIC WASTEWATER - wastewater generated from establishments
582 which includes but not limited to apartments, apartel, hotel, motel and other
583 similar establishments.
584
585 6.1.2 COMMERCIAL WASTEWATER - wastewater generated from
586 establishments which includes but not limited to restaurants, shopping malls,
587 markets, resorts, and other similar establishments.
588
589 6.1.3 INDUSTRIAL WASTEWATER - wastewater generated from any producing,
590 manufacturing, processing trade or business or any other operations

591

5926.2 CATEGORIES OF WASTE BASED ON BIODEGRADIBILITY

593
594 Determination whether the liquid waste can be treated by biological process or not is
595 crucial in choosing the appropriate treatment design for an establishment or facility.
596 Thus, the ratio of BOD5 to COD or Biodegradable Index can be used to determine its
597 biodegradable capacity.
598
599
600 6.2.1 BOD/COD > 0.6 – the wastewater is fairly biodegradable and can effectively
601 treated biologically.
602
603 6.2.2 0.3 < BOD/COD < 0.6 – seeding is necessary to treat it biologically, as the
604 process is slow and so the acclimation of the microorganisms that will help in the
605 degradation process.
606
607 6.2.3 BOD/COD < 0.3 – wastewater cannot be treated biologically. This is due to the
608 fact that the wastewater generated from these establishments inhibits the activity
609 of microorganisms due to toxicity.
610
6116.3 PRE-TREATMENT AND TREATMENT
612
613 Establishments are required to provide pre-treatment and treatment systems to reduce the
614 pollution loading of wastewater as defined in this Order and comply with the effluent
615 and biosolids standards of DENR and DOH.

616

16
DRAFT 5

617 6.3.1 Special Establishments that involves food preparation or any activity in which
618 grease is a by-product of production shall provide or install a suitable grease
619 trap/ interceptor conforming to Uniform Plumbing Code of the Philippines.
620 6.3.2 Special establishments in areas where sewerage system is available shall employ
621 pre-treatment to lower its strength before discharging to wastewater treatment
622 facility using the wastewater acceptance criteria).
623 6.3.3 In areas where sewerage system is not available, all special establishments shall
624 install an onsite treatment facility and the effluent quality must conform to the
625 standard set by the DENR.

626

6276.4 REUSE AND APPLICATION OF (TREATED) EFFLUENT AND BIOSOLIDS

628 (TREATED SLUDGE)
629
630 The specific reuse or application of effluent and biosolids shall be subject to the
631 following guidelines:
632

1305 must be avoided.
1306 e. Avoid areas with earthquakes, slides, and faults, underlying mines, sinkholes and solution
1307 cavities.
