Job Description
Oxfam is a global movement of people working together to end the
injustice of poverty.

The Role
Technical

 To lead and provide professional and technical support to the WaSH


team in Taiz and Ibb governorates to be able to assess, design, implement
WASH humanitarian, recovery and resilience programme activities.
 Foster and cultivate balanced WASH Engineering and Public Health
Promotion teams working modalities for effective and sustainable
implementing of WASH projects.
 Lead to identify capacity building needs of the Oxfam WASH (PHP AND
PHE) team staff and build their capacities to develop stronger WaSH team in
Taiz and Ibb, this includes PHAST, CHAST, CLTS, CATS, CE among other
approaches etc. Play a coaching role to Oxfam WASH (PHP AND PHE) team on
Public Health issues and provide/ arrange high quality training to Taiz and Ibb
WASH (PHP AND PHE) team.
 Lead and support to develop quality and professional implementation
ways of working, design, drawing, BoQs, etc for smooth implementation of
WaSH activities at field level.
 Focal point to participate and represent Oxfam in sub-WASH cluster
coordination including liaison among relevant sector actors including
government line departments working in Taiz and Ibb in order to build
effective relationship.
 Support, develops and contributes to WASH (PHP AND PHE) proposals
and donor reports that are of good quality and in accordance with Oxfam and
donor requirements.
 Through regular discussions and monitoring field visits, provide
technical feedback and hands on coaching to WASH (PHP AND PHE) staff of
Taiz and Ibb.
 Ensure proper learning and feed-back mechanisms. Incorporate best
practices in projects and guide WASH (PHP AND PHE) team on sharing
strategies, procedures, successes and lessons learnt.
 In liaison with MEAL team, lead on developing and establishing an
effective process and impact monitoring system for public health programs.
Develop additional M&E tools where required and introduce in system.
 Working closely with other team e.g. EFSVL, Gender, Protection etc to
ensure that WASH approaches are appropriately integrated.
 Lead in procurement of WASH (PHP AND PHE) related materials/
equipments/ services/ tools in close liaison and coordination with Logistic
team.
 To ensure that all work is carried out in a way that is sensitive to
government, WaSH cluster, OI affiliates, community needs, protection and
gender issues. To promote the full and equal participation of women in all
aspects of the work and to ensure that Oxfam’s response is in line with the
needs of the affected people.
 Ensure that interventions strive to conform to Yemen Govt relevant
policies, Yemen WASH & EFSVL strategies, SPHERE standards and adhere to
OI guidelines and protocols as noted above.
 The work will include management and administrative duties and co-
ordination with other members of the project and with staff of other
organisations.
 To be familiar with and abide by the NGO/Red Cross Code of Conduct,
the People in Aid Code, Oxfam International procedures and other regulatory
codes (e.g. Inter Action Field Co-operation Protocol).

Leadership

 WASH TL carries out the necessary leadership roles of the WASH Team
and leads in the reporting roles on all WASH activities in the both
governorates.
 Support PM and the Head of WASH as and when required.

Management

 WASH TL will lead a team of Engineering Officers and manage their day-
to-day activity planning and implementation.
 Lead his/her team through performance objective setting and carryout
performance reviews when needed.
 Identify capacity gaps and plan capacity building for WASH team
members under his supervision.
 To take lead assessment of emergency needs, as requested, especially
taking in the broader perspective of Public Health.

What we are looking for


 BSc/Master’s degree in Water resource management, Civil Engineering
or Environmental Engineering with proven practical/hands-on experience in
implementing WASH in Emergencies.
 Proven experience in WASH facility design and modelling in emergency
context in a complex emergency.
 At least 6 years’ experience in working in an integrated WASH and
Emergency food security and vulnerable livelihoods (EFSVL) that includes Cash
transfers, Cash-for-work and livelihood support to the most vulnerable
displaced persons and host communities.
 Experience in Coordination externally, internally and working with
partners.
 Ability and willingness to work in an insecure environment with basic,
shared facilities.
