AGENT HANDLING AND MANAGEMENT

I INTRODUCTION:

The effective agent management plays a vital role in the operational cycle of
the collection process in the intelligence cycle. Agent handler and its efficient management
of his agents in any special collection effort would determine the degree of success and
accomplishment of any given mission.

Based from the principle of operational security, the intelligence operation must be
conducted only when information cannot be obtained in any other means. This can be
achieved through the effective agent handling management of the agent handler.

II DEFINITION OF TERMS:

A. AGENT – one of the most important elements in any special collection effort is
the agent. The agent maybe classified according to his function within an operation.

1. PRINCIPAL AGENT – The PA is a managerial agent. In most


situations, he is the leader of an agent network. He performs those tasks within the network
which would normally be accomplished by the Case Officer, but which later cannot perform
because of the security restrictions, language barriers, inaccessibility etc.
2. AGENT HANDLER - Is an organic member of an intelligence unit who
supervises and manages the activities of action agents in order to enhance the success of a
case operation.

3. CASE OFFICER - Is an officer directly in-charge of running a case


operation.

4. ACTION AGENT – the AA is the “doer” of clandestine task, and maybe


further classified according to the task he is assigned: espionage agent, propagandist,
saboteur, guerilla, strong arm, provocateur, etc.

ESPIONAGE AGENT – The espionage agent clandestinely procures information.

PROPAGANDIST – The propagandist undertakes to mold the attitudes, opinions, and


actions of an individual, group, or nation.

SABOTEUR – The saboteur undertakes positive action against an unfriendly power,


resulting in the loss of use temporarily or permanently of an article, material, facility, process
or other physical resource.

GUERILLA – A guerilla is a member of paramilitary group organized to harass the enemy in


a hot war situation.

STRONG ARM – The strong arm agent is available to provide special protection during the
dangerous phases of clandestine operation. He is also prepared to undertake aggressive
action in the accomplishment of an assigned task and assist in the operations directed
against target personnel.

PROVOCATEUR – A provocateur is an agent who induces an opponent to act to his own


detriment by revealing his true purpose or identity. Provocation may also divert the opponent
from an intended objective. The opponent may be an individual, group or nation.

5 THE SUPPORT AGENT – The SA engages in activities which support the


clandestine operation.

6 THE INFORMANT AS DISTINGUISHED FROM AGENT – an informant is an


individual who openly or secretly obtains or assists n obtaining information for intelligence or
counterintelligence purposes in exchange for some recompense, monetary or otherwise.

OPERATIONAL CYCLE – it is the chronological development of collection activities from the


time of receipt of mission requirements to the time of submission of the final products.

AGENT HANDLING AND MANAGEMENT – is the art of directing, guiding, motivating,


handling, testing, controlling, supporting, rewarding, communicating with and necessary
disciplining and or terminating an agent relationship.

III ROLE OF THE OPERATIONAL CYCLE:

The phases or stages of the operational cycle should be considered as a series of


guidelines, which assist the staff planner, the special collection unit and particularly the agent
handler in planning and carrying out special collection effort.

IV PRINCIPLES IN CONDUCTING SPECIAL COLLECTION OPERATIONS:

Since the agent handler (AH) and special collection operation are important aspects
of the operational cycle, it is important to know the following basic principles of special
collections effort:

A. Dedicated personnel are required because of the different problems


encountered in special collection operations.

B. Special collection operation are undertaken only when other means have
been tried and have failed, because of the high cost and time required for
carrying out special collection operations.

C. The special collection operations must have operational data which is defined
as “information about the operational environment, including the bas area and
other factors that may affect the mission of the special collection unit.

D. Risks must be taken in special collection operations just as in any other


military or police operations. A risk is therefore an inherent element in such
operations.
