All the praises and thanks for almighty ALLAH who is an entire source
of knowledge and wisdom to mankind and whose uniqueness gave me enough
courage, knowledge and ability to accomplish this research report. I am also
thankful to our prestigious institution Sir Syed University of Engineering &
Technology and especially to Guidance & placement center of the University
who made untiring efforts for my official allocation in OGDCL. I am also
thankful to honorable teacher Sir Usman Yousuf, who guided me at each and
every level of difficulty and guided me at every step during my internship
therefore I could be able to prepare this report under his kind cooperation
and supervision. I am also thankful to Manager OGTI, Administrator, Sr.
Admin Officer, Admin Officer- RO Karachi and whole staff of the Organization
who gave me their precious time and behaved me not as an intern but as a
colleague. I really acknowledge all the great efforts, guidance, supervision and
their positive attitude and behavior during the whole period of my internship
at OGDCL.
EXECUTIVE SUMMARY
INTRODUCTION
OGDCL is the national oil & gas corporation of Pakistan and the star of the
country’s E&P segment. The Company is the local market spearhead in terms
of assets, production and acreage, and it is registered on all three stock
exchanges in Pakistan and also on the London Stock Exchange since December
2006. The Company is all set to ride the wave of E&P activity, equipped with
its Vision & Mission, Business and Strategic Plan, a debt-free and robust
balance sheet and healthy cash reserves. The Company is ready to take on the
challenges of a volatile E&P industry.
COMPANY BACKGROUND
Prior to OGDCL's emergence, exploration activities in the country were
carried out by Pakistan Petroleum Ltd. (PPL) and Pakistan Oilfields Ltd. (POL).
In 1952, PPL discovered a giant gas field at Sui in Baluchistan. This discovery
generated immense interest in exploration and five major foreign oil
companies entered into concession agreements with the Government. During
the 1950s, these companies carried out extensive geological and geophysical
surveys and drilled 47 exploratory wells. As a result, a few small gas fields
were discovered. Despite these gas discoveries, exploration activity after
having reached its peak in mid-1950s, declined in the late fifties. Private
Companies whose main objective was to earn profit were not interested in
developing the gas discoveries especially when infrastructure and demand for
gas was non-existent. With exploration activity at its lowest ebb several

To revive exploration in the energy sector the Government of Pakistan signed
a long-term loan Agreement on 04 March 1961 with the USSR, whereby
Pakistan received 27 million Rubles to finance equipment and services of
Soviet experts for exploration. Pursuant to the Agreement, OGDC was created
under an Ordinance dated 20th September 1961. The Corporation was
charged with responsibility to undertake a well thought out and systematic
exploratory program and to plan and promote Pakistan's oil and gas
prospects. As an instrument of policy in the oil and gas sector, the Corporation
followed the Government instructions in matters of exploration and
development. The day to day management was, however, vested in a five-
member Board of Directors appointed by the Government. In the initial stages
the financial resources were arranged by the GOP as the OGDC lacked the
ways and means to raise the risk capital. The first 10 to 15 years were devoted
to development of manpower and building of infrastructure to undertake
much larger exploration programs.

This section is managed by Sr. Admin Officer and functions of Admin/HR are:
On the very first day of my internship, I visited the Sr. Admin Officer Mr.
Masood Memon, he told me about Admin/HR setup and then he described his
duties which are primarily performed by him. He told me the complete
process of promotions of officers is based on the following steps:
Another day, I met with Admin Officer Mr. Farooq for complete information.
Mr. Farooq told me that we also deal in personnel files of all existing
departments which are mentioned as under:

(8)R.C Karachi Office (9) R&I Section (10) Protocol section (11) Technical
Coordination section.
He told me that the personnel file of an employee includes all the information
concerned about that employee from appointment to retirement. The
functions and benefits for all sections are the same. The benefits which are
provided by OGDCL to all employees (including officers and staff) are
mentioned following:
Leaves are also provided to all employees of OGDCL as per the following
structure:
ix. Ex-Pakistan leave is granted to all employees for performing umrah &
Hajj.
Later this draft sent again to M.D for further process and signature. After the
signature of M.D the same draft is sent to Recruitment department for
publication. Then applications for jobs are gathered and reviewed and only
recommended (shortlisted) candidates are for written tests. Written tests are
conducted by OGDCL itself and sometimes this task is assigned to Testing
services agency like NTS, Later interview is conducted by board/panel and
this panel is constituted by higher authorities of OGDCL. Candidates’
performance is measured according to following schedule:
Then a merit list is prepared and the following schedule shows the procedure
of allocation of seats on the basis of regional quota: process is mentioned
below;

SWOT Analysis:

• There is no check and balance to monitor.
• A lot of time was wasted sending and receiving documents.
• Environment is initiative killer Bureaucratic form of administrative
setup.
• Greater distances in hierarchy.
• Delayed decisions due to prolonged procedures.
• Sometimes Political influence & favoritism is being exercised for
recruitment.
• Company is unaware of the importance of Marketing in the success of
one company.
• The attitude of the employees towards work is not prudent because of
job security factors. They have a fair idea that no one can expel them
from this organization.
• There is no check to measure the performance of the employees.
➢ OPPORTUNITIES:
• Substantial unproven gas and oil reserves exist in Pakistan.
• Inflationary trend in the prices of oil in the international markets.
• Massive consumer market.
• Government incentives to Energy Sector for doing better projects.
• There is no tough competition faced by OGDCL from any company
having the same large setup with such huge finances.
• Minimum price allowed by the Government at different locations is a
great support for those fields where price after discount is less than
official price.
➢ THREATS
• Any decrease in future oil prices may prove to be a great threat for
OGDCL.
• Fear of unproductive well is a source of threat for OGDCL.
• Being a government owned organization, Government has maximum
interference while deciding its investment policies.
RECOMMENDATIONS:
For hopeful results, achievements and to overcome these weaknesses. I want
to suggest some practical steps and to improve the existing practices.
