Job Summary
The Program Manager will be responsible for managing the completion of project deliverables,
developing project budgets and work plans under the direction of the Program Director, and
ensuring execution of key programmatic meetings and activities.

Roles and Responsibilities


 Project implementation and monitoring including supporting the technical teams to
develop and implement work plans, managing the completion of project deliverables and
planning and ensuring execution of key project meetings and activities;
 Oversee the County transition agenda
 Ensure that project resources are aligned to enable delivery of project goals including the
development of procurement plans for the grant;
 Develop and monitor budgets and work plans to support program implementation
 Monitoring project burn rates to ensure activities are implemented within the accepted
timeframe and budget;
 Conduct routine reporting as per donor requirements
 Program representation at key stakeholder forums including the county and national
government
 Support relationship management with donors and stakeholders for partnership
engagement. Building and maintaining relationships and operational partnerships with
implementing partners.
 Support sub award management within the region
 Overseeing staffing needs of the program, involvement in program recruitment processes.
 Participate in writing of program reports and proposal development.

Required Qualifications:
 Bachelors degree in a business related field
 Masters degree in health related field preferred
 Project Management Certification
 7 years’ experience in program management, 2-year experience at supervisory level

Job Summary

Roles and Responsibilities

Job Summary
The Continuous Quality Improvement (CQI) Lead will collaborate with the county and
subcounty Health Management Teams, to integrate quality improvement principles and
practices in all aspects of health programming in adherence to the Kenya Quality Model for
Health (KQMH) and Kenya HIV Quality Improvement Framework (KHQIF) for improved
health service delivery. The CQI Specialist will establish/strengthen quality improvement
teams functions at county, subcounty and facility level

Roles and Responsibilities


 Oversee the establishment of strong quality improvement teams at all levels in the counties
including strong county QI technical working groups
 Provide mentorship and capacity building to county and sub county QI focal leads
enhancing their capacities to support strong facility QI teams through training on KQMH
and KHQIF
 Review QI activities as reported by the county and sub-county teams routinely and provide
technical support on CQI models for health care delivery improvement including use of
Plan Do Study and Act improvement methods
 Coordinate documentation of QI projects for dissemination and sharing of best practices

Required Qualifications

 Bachelor’s degree in Clinical Medicine, Nursing or Public Health


 Master’s degree will an added advantage
 At least 5 years of clinical hands-on experience providing integrated HIV services to
diverse patients in a large program-linked facility or very busy clinical practice.
 Training in and experience implementing quality improvement models in the health sector

Job Summary
The Key population Lead will provide technical leadership and project oversight for the
provision of comprehensive HIV servicers for key populations including FSW, MSM and
PWID. The position will further lead the provision of biomedical prevention, including
voluntary medical male circumcision (VMMC) and oral pre-exposure prophylaxis (PrEP), as
well coordinating Gender Based Violence (GBV) activities, in alignment with donor and
country policies and procedures. S/he will be guided by the organizing principles of continuous
quality improvement through use of data (MER indicators. MPRs and SIMS reports) for
evidence-based decisions on the continuum of HIV services.

 Design and lead project CQI initiatives to create demand and scale up of comprehensive
evidence-based HIV prevention services for KPs
 Design interventions to strengthen linkage of KPs to appropriate HIV prevention services
including condoms, HTS, ART, MAT, IEC
 Implement high-impact VMMC, PrEP and GBV services at multiple service delivery points
at facilities
 Lead the implementation and scale up of the risk based screening tool that determines
eligibility of those at highest risk at facility for PrEP and provision of PrEP to eligible HIV
negative priority subpopulations (Discordant Couples, AGYW, Negative Pregnant and
Breastfeeding Women, Men), high-risk populations (FSW, MSM) and delivery of high
quality and impact services
 Design and lead project initiatives and technical assistance to increase uptake of VMMC
(young men and men age 15 – 30 years)
 Implement strategies for enhance linkage of HIV-infected clients on PrEP to care
 Oversee and/or update HIV prevention, guidelines, in-service training
approaches/curricula, standard-operating procedures and job aids as needed
 Provide technical assistance in HIV prevention interventions at national, county, facility
and community level, including at youth-friendly facilities including participation in
national and county HIV prevention technical working groups
 Lead the development of the project’s HIV prevention plans and oversee the development
and successful implementation of the service delivery annual work plans
 Support M&E planning to answer key HIV prevention questions such as retention including
assisting in the development and tracking of indicators
 Ensure that learning, best practices, evidence-based and relevant approaches are
incorporated into HIV prevention services
 Oversee MAT services in coordination with the MAT Specialist
 Coordinate linkage to and referral from DREAMS services

Qualifications:
 MS in epidemiology or microbiology or MPH; with clinical degree (MD, nursing) or PhD
in Epidemiology or microbiology preferred.
 At least 10 years’ experience in implementing HIV programs, with at least 3 focused in
HIV prevention and working with KPs.
 Knowledge or experience in social, behavioral change communication implementation
science. Demonstrated experience with a mix of practical technical skills in HIV prevention
necessary for strengthening service delivery at the national, county or community-level.

Duties and Responsibilities


 Provide strategy for the provision of HIV prevention messaging and counselling services
to key populations including HIV testing services as per the national guidelines
 Lead the design of structural interventions to prevent HIV among key populations,
including those that address gender inequalities, stigma and discrimination and the legal
rights and status of key populations, and economic barriers
 Support the development and rollout of new and emerging approaches to HIV case finding
including HIV self-testing, testing for partners and family members of index-patients,
partner notification services, social networking strategy for key populations, and other
novel approaches as they emerge
 Lead the formulation of approaches for scale up of integrated HIV prevention services,
including PrEP scale up within public health services for key and vulnerable populations
 Coordinate assessments, site strengthening, follow-up and supervision of integrated HIV
prevention and treatment services for key, priority and other at-risk populations
 Provide high quality clinical patient care including leading clinical effectiveness efforts,
ensuring implementation of recommended clinical protocols and national guidelines;
 Support clinical team in implementation of harm reduction strategies including
management of HIV and related diseases
 Provide mentorship to clinical teams with the goal of performance improvement in the
overall patient care of HIV infected individuals accessing treatment in supported sites
 Ensure continuous capacity building through targeted mentorship; organize, co-ordinate

Qualifications:
 Degree in social sciences, public health, community development or a related field.
 At least three (3) years working experience in key populations in Kenya with two
years’ experience in HIV prevention activities in community settings with skills in
training and facilitation, monitoring and evaluation.
 Familiarity with Kenya’s HIV epidemic and the status of HIV programs among key
populations is desirable.
 Computer literate and able to work with minimal supervision.
 Ability to work independently but also as a team member.

Job Summary
The Laboratory Specialist will implement and monitor laboratory systems strengthening
initiatives according to international standards, donor and Ministry of health requirements. S/he
will implement a laboratory capacity building and networking strategy and support laboratory
training, mentorship, technical assistance, and quality assurance activities to build the capacity
of facility staff, government counterparts and local partners in supported laboratory facilities.
S/he will take lead in the lab-clinical interface to improve patient monitoring and use of
laboratory results for clinical decision making.

Roles and responsibilities


 Prepare and oversee implementation of laboratory work plan in consultation with sub
county and county medical laboratory coordinators (s/CMLC)
 In liaison with county and subcounty medical laboratory technologists, support and
strengthen an effective specimen transportation system for CD4+, GeneXpert, Viral
load, Recency DNA PCR, HIV genotyping, hematological and biochemistry testing.
 Provide technical assistance/guidance on laboratory testing processes, infection
prevention and control, and quality of HIV testing and HIV/TB care and treatment
 Development, implement and review laboratory standard operating procedures (SOPs)
to be applied in HIV testing and treatment services
 Coordinate performance and documentation of daily internal quality control and
participation in external quality assessment in supported facilities
 Design and lead project CQI initiatives and technical assistance to increase utilization
and delivery of high-quality lab services
 Ensure provision of consistent and structured technical assistance to facilities for
enhanced service delivery and strengthened quality management services and support
identified facilities towards upgrading and accreditation
 Support M&E planning to answer key lab questions including assisting in the

Required Qualification

 Degree in Medical Laboratory Sciences.

 Minimum of 7 years’ experience in implementing Lab programs, with at least 5 years’
experience in implementation of HIV related medical laboratory activities in a donor
funded project.

POSITION TITLE: CLINICAL IMPROVEMENT SPECIALIST

Job Summary
The overall function of this position is to ensure effective implementation of quality HIV Care
and Treatment services in supported counties. Responsible for working closely with the MOH
and County Health teams, partners, and service providers in the region to strengthen health
systems and ensure that the quality of HIV prevention, care and treatment and TB supported
across the program is consistent with the national MOH/County Health Services quality
standards and guidelines. Responsible for supporting the training, on-site technical supportive
supervision, mentorship, coaching and regular updates to service providers in PMTCT, HIV
care and treatment and TB care for all populations.

Roles and Responsibilities


 Co-ordinate the planning, conducting, analyzing and disseminating results of site
capacity assessments at supported facilities.
 Provide technical support through training and on site mentorship to facility
multidisciplinary teams in management of HIV, TB and related diseases as per the
recommended national guidelines
 Examine facility operations and systems and recommend ways to improve processes
geared towards enhancing patient level outcomes
 Represent the organization in technical capacity at county and facility level meetings
 Ensure achievement of program’s annual service delivery targets for the region and
develop remedial plans where the targets fall short.
 Ensure synergy with the sub county technical team in site level supervision.

Job Summary
The SI Lead will manage all monitoring, evaluation and learning and strategic information

S/he will be expected to develop a strong monitoring and evaluation plan consistent with

Roles and Responsibilities

 Oversee, implement and monitor all monitoring and evaluation activities for the
program.
 Develop a robust strategic information approach that can track the immediate and
intermediate effects of program activities, including changes in knowledge, attitudes,
responsiveness, data use and technical assistance demand.
 Design and implement an M&E system capable of timely tracking performance and
using the data to adjust implementation for optimal performance
 Conduct training and workshops related to M&E for program, county, sub-county and
facility teams
 Ensure timely reporting of supported activities to county, MoH and donor through
DHIS2 and DATIM
 Scale up use of HMIS systems for HIV including eHTS, KenyaEMR

Qualifications:
 Masters of Science in Epidemiology and/or Statistics with 10 years of experience in
international health programs, at least 5 of which are with PEPFAR-funded programs
and 3 of which are CDC-funded.
 Proven expertise in quantitative and qualitative methodologies, evaluation and
implementation research, health information systems, reporting, data quality

 Track issues to resolution updating the internal knowledge base and/or communicating
learning’s with relevant business units;
 Act as a liaison between staff and technical escalation teams;
 Manage corporate accounts for services and contracts obtained from IT service providers;
 Perform IT inventory management;
 Planning and scheduling clean-up jobs on Performance Maintenance contracts and in
addition performing performance maintenance of all computers;
 Support health facilities supported by CIHEB-Kenya in IT related issues including training
of staff on IT issues; troubleshooting of computers and related peripheries; handling
networking issues; basic repairs for site computers, printers and related peripherals

Qualifications and Experience


 Bachelor’s degree in Computer Science/Information Technology/Information Systems
 3 years’ relevant experience
Professional Qualifications
 Microsoft Office Specialist Training
 Microsoft Certified Systems Engineer (MCSE)
 Microsoft Certified Technology Specialist (MCTS)
 Microsoft Certified Technology Specialist
 Cisco Certified Network Associate (CCNA),

CIHEB-Kenya is collaborating with the county governments of Mombasa, Kilifi, Kwale, Taita

and expansion of high quality, sustainable and comprehensive HIV prevention, care and
treatment programs and expansion of COVID-19 vaccination with funding from the President's

Job Summary
The Human Resource & Administration Assistant will support in day-to-day administration
and Human resource tasks. He/she will report to the Human Resources and Administration
Officer and will ensure the efficient day-to-day operation of the office, and support the work
of management and other project staff

Roles & Responsibilities


1. Reception
 Respond to general physical and phone inquiries in a professional and courteous
manner
 Direct phone inquiries to the appropriate staff members
 Reply to general information requests with the accurate information
2. Recruitment and orientation
 Prepare interview documents
 Prepare orientation documents and organize for orientation meetings for new
employees
 Coordinate with insurance company for staff enrolment (GPA/Medical)
3. Staff Records Management
 Ensure all staff files are complete in accordance with institutional policies
 Ensure all statutory documents/policies are signed and recorded in staff files.
 Maintain staff files (both hard and soft copy).
 Update staff lists on a monthly basis as required.
 Maintain staff leave records
4. Office Administration
 Sort incoming mail and courier deliveries for distribution
 Prepare and send outgoing mail, and courier parcels
 Forward incoming general e-mails and calls to the appropriate staff member
 Purchase, receive and store the office supplies ensuring that basic supplies are always
available
 Code and file material according to the established procedures
 Update and ensure the accuracy of the organization’s databases
 Provide secretarial and administrative support to management and other project staff
 Make travel/flight bookings, meeting and other arrangements for various project staff
 Coordinate the maintenance of office equipment. i.e. Printers
5. Procurement
 Maintaining a proper filling system according to established records management
procedures.
 Receiving the approved requisitions and checking if it’s of the right specifications as
directed by the user requirements.
 Process accounts payable ensuring timeliness and accuracy of information.
 Assist with proper documentation and maintenance of all supply documents including
invoices and delivery note awaiting payment.
 Preparations of various information/ reports as may be requested.
6. HR Reporting
 Consolidate HR reports
 Prepare monthly payroll changes

Required Qualification
 Degree in Human Resource Management
 Higher Diploma in Human Resource Management
 2-3 years of working experience in a similar capacity
 Ability to communicate and cooperate with everyone in the team
 Good report writing and analytical skills
 Highly organized and attention to details.
 Knowledge of basic MS Office (email, spread-sheets, word, job-related software, etc.)
 Team-work and participation.
 Must be a member of IHRM

To ensure financial transactions are accurately and completely recorded on a timely basis,
Coordinating logistical and administrative support from office to field locations for effective
& efficient program operations.

Duties and Responsibilities


 Assist in processing all payments.
 Reconcile all vendors accounts as well as maintain and update the commitment
database weekly.
 Assist in issuing program activity and travel advances to staff and follow up on
retirement of the same after conclusion of activities and/or travel.
 Assist in banking activities for the organization
 Attach payment references from the bank to all payment vouchers.
 File all payment vouchers and journal vouchers sequentially and maintain an effective
filling system in line with organizational requirements
 Ensure the front office, work stations, common areas, etc. are maintained, kept clean
and tidy;
 Managing booking of conference and meeting rooms and ensure the rooms are ready
before scheduled use
 Managing the office store, requisition and distribution of supplies to staff members and
all the sites that are supported by the office.
 Allocating work related tools to staff (phones, computers, desks, stationery) as
appropriate to all staff.
 Managing office customer care, office bills payments and staff credit allocations.
Receive visitors, answer telephones and transfer calls to the appropriate departments or
staff members.
 Receiving and forwarding all utility bills to procurement for payment processing.
 Responsible for external dispatch and delivery of mails and parcels.
 Maintaining a routinely updated register of all fixed assets and consumables.
 Managing of project assets and consumables – making project heads aware of what is
available in store, developing an asset inventory
 Maintaining supplies inventory by checking stock to determine inventory level;
anticipating needed supplies; placing orders and verifying receipts.
 Adopting and ensuring use of acceptable standards and tools for inventory management
including asset registers, goods received notes, bin cards and goods movement forms;
and
 Receiving and tagging all items delivered and maintaining an orderly system of goods
storage.
 Maintaining delivery notes, Goods Received register for all supplies received and
delivered to the programs.
 Advising the procurement department on quantities of items in the store and preparing
a monthly report reflecting stocks purchased, distributed and replenished.
 Liaising with travel section to assist in air ticket bookings and accommodation.
 Receiving visitors, answer telephones and transfer calls to the appropriate department
or staff member
Qualifications and Experience
 Degree in Accounting / Finance, Business management or Business administration and any
other related course.
 Certified Public Accountant (CPA-2).
 At least 3 year of relevant working experience in a similar position
 Team player with excellent communication skills.
 Attention to detail, problem-solving, analytical and interpersonal skills.
