Job Summary
The Key population Lead will provide technical leadership and project oversight for the
provision of comprehensive HIV servicers for key populations including FSW, MSM and
PWID. The position will further lead the provision of biomedical prevention, including
voluntary medical male circumcision (VMMC) and oral pre-exposure prophylaxis (PrEP), as
well coordinating Gender Based Violence (GBV) activities, in alignment with donor and
country policies and procedures. S/he will be guided by the organizing principles of continuous
quality improvement through use of data (MER indicators. MPRs and SIMS reports) for
evidence-based decisions on the continuum of HIV services.
Design and lead project CQI initiatives to create demand and scale up of comprehensive
evidence-based HIV prevention services for KPs
Design interventions to strengthen linkage of KPs to appropriate HIV prevention services
including condoms, HTS, ART, MAT, IEC
Implement high-impact VMMC, PrEP and GBV services at multiple service delivery points
at facilities
Lead the implementation and scale up of the risk based screening tool that determines
eligibility of those at highest risk at facility for PrEP and provision of PrEP to eligible HIV
negative priority subpopulations (Discordant Couples, AGYW, Negative Pregnant and
Breastfeeding Women, Men), high-risk populations (FSW, MSM) and delivery of high
quality and impact services
Design and lead project initiatives and technical assistance to increase uptake of VMMC
(young men and men age 15 – 30 years)
Implement strategies for enhance linkage of HIV-infected clients on PrEP to care
Oversee and/or update HIV prevention, guidelines, in-service training
approaches/curricula, standard-operating procedures and job aids as needed
Provide technical assistance in HIV prevention interventions at national, county, facility
and community level, including at youth-friendly facilities including participation in
national and county HIV prevention technical working groups
Lead the development of the project’s HIV prevention plans and oversee the development
and successful implementation of the service delivery annual work plans
Support M&E planning to answer key HIV prevention questions such as retention including
assisting in the development and tracking of indicators
Ensure that learning, best practices, evidence-based and relevant approaches are
incorporated into HIV prevention services
Oversee MAT services in coordination with the MAT Specialist
Coordinate linkage to and referral from DREAMS services
Qualifications:
MS in epidemiology or microbiology or MPH; with clinical degree (MD, nursing) or PhD
in Epidemiology or microbiology preferred.
At least 10 years’ experience in implementing HIV programs, with at least 3 focused in
HIV prevention and working with KPs.
Knowledge or experience in social, behavioral change communication implementation
science. Demonstrated experience with a mix of practical technical skills in HIV prevention
necessary for strengthening service delivery at the national, county or community-level.

Job Summary
The SI Lead will manage all monitoring, evaluation and learning and strategic information
components of the program. S/he will be responsible for the design and implementation of
monitoring, evaluation and reporting (MER) systems that document, report and enable timely
use of results, as well as strengthen and use relevant national and county reporting systems.
S/he will be expected to develop a strong monitoring and evaluation plan consistent with
donor’s results framework, including appropriate indicators, baseline assessment plan/ data,
targets and plan to evaluate performance and produce timely, accurate and complete reporting.
S/he will be responsible for the design and implementation of the learning agenda, as well as
implementing key findings in the program in collaboration with the technical director. S/he
will coordinate the collection of data and conduct field visits for data validation, quality, and
completeness of data sets. He will be responsible for building the capacity of the supported
facilities, county health team and project staff in collecting, utilizing, and disseminate data as
well as ensuring harmonization of all data.
Oversee, implement and monitor all monitoring and evaluation activities for the
program.
Develop a robust strategic information approach that can track the immediate and
intermediate effects of program activities, including changes in knowledge, attitudes,
responsiveness, data use and technical assistance demand.
Design and implement an M&E system capable of timely tracking performance and
using the data to adjust implementation for optimal performance
Conduct training and workshops related to M&E for program, county, sub-county and
facility teams
Ensure timely reporting of supported activities to county, MoH and donor through
DHIS2 and DATIM
Scale up use of HMIS systems for HIV including eHTS, KenyaEMR
Work with PI/PD/Senior Technical Advisor to establish networks for collaboration
between CDC, other stakeholders and donors, academia, research institutes, and other
CDC funded programs in country
Work with PI/PD and technical team in developing program goals and objectives as

Collaborate with the project team in identifying project activities, processes and
outcomes for documentation and sharing lessons learned and best practices
Collaborate with MOH M&E department, Health informatics and Data warehouse to
create platform for dialogue, data sharing, and addressing key M&E issues within MOH
Strong understanding of Kenya health information systems, and issues related to data
(e.g. data security; tracking through the cascade etc.) on key and priority populations
Qualifications:
Masters of Science in Epidemiology and/or Statistics with 10 years of experience in
international health programs, at least 5 of which are with PEPFAR-funded programs
and 3 of which are CDC-funded.
Proven expertise in quantitative and qualitative methodologies, evaluation and
implementation research, health information systems, reporting, data quality
assessments, data analysis, and presentation.
Must have prior experience in capacity building, such as developing content, planning,
and facilitating trainings
and providing technical assistance.
Preferred familiarity with adult learning principles/techniques and demonstrated ability
to design and facilitate learning opportunities for adults.
Proficient in use of data management and analysis tools and advanced skills in MS
Excel or statistical packages such SAS, SPSS or R.

The HTS/Longitudinal Care Improvement Specialist will work with the County Health

Roles and responsibilities
Design and implement innovative strategies to enhance the HIV care continuum from
linking patients from the HIV testing services points to treatment, retention and life-
long support.
Adapt systems and tools to support implementation of differentiated care models for
different population groups and provide framework for improving retention and
successful treatment outcomes across population groups and facilities.
Support county implementation of the MOH community strategy for sustainable patient
support.
Support the health facilities and other service delivery point’s care for patients, carry
out infection control, adherence including defaulter management and other related
duties at the health facilities and surrounding community.
Utilize site data to inform quality of care performance at the site and show staff how to
make use of such information to improve operations
Examine facility operations and systems and recommend ways to improve outputs and
outcomes
Exemplify the roles of nursing and care giving staff as part of healthcare team in patient
care and how they interact with others and other departments
Streamline appointment and defaulter tracing systems
Ensure treatment literacy is provided to enrolled clients
Assist in developing HIV prevention and care components, processes and SOPs for the
adherence, health facility and community.
By use of innovative training methodologies adapt curricula to support training of
health care workers. Support development and implementation of different curricula in
different settings
Organize and facilitate in various CPDs
Assess trainings and evaluate impact of training activities and share recommendations
Provide onsite Mentorship to adherence nursing staff, community health workers/
volunteers, counselors with the goal of performance improvement in the overall patient
care.
Work closely with Ministry of Health, County and sub county health management
teams, health facility and community to realize and showcase examples of successful
mentorship.
