INFORMATION:
On 07/19/2019 I was in the area of 2F4 of Brookfest Acre campground. I was flagged down by an unknown male who stated that there
was a fight around the corner and the guy was bleeding out. I proceeded around the corner and a female came out and pointed me in
the direction of the fight.
OFFICER’S OBSERVATION:
I did observe there to be several subjects in the lot. One male had blood all over his face and a large gash on his head. I asked him what
was going on and several subjects in the crowd pointed to Eric Flores who was standing by his camper.
INTERVIEW WITH :
I approached the victim and asked him what happened. He pointed at Eric and stated that “he hit me with a piece of fire wood”. While
speaking to him other subjects, other people were pointing to a white male standing by a camper, the same male that pointed
out. was still arguing with this male. I told him to stop and asked a female that was with him to talk to him while I speak to
the suspect.
I approached Eric and asked him what was going on. He pointed at the victim and and said that they came over and shut his
generator off. At this moment approached his generator again and turned it off. Eric lunged over the generator and grabbed onto
I told Eric to stop. He proceeded to grab shirt. listened to my commands and I grabbed Eric by his arm and brought
him back to where we were talking. Due to his aggression and not following my commands, I told him to turn around and place his
hands behind his back. He asked why. I advised him again to turn around and put his hands behind his back. I told him that I was
handcuffing him until I figured out what was going on.
Eric began to show active resistance. I then grabbed his left wrist and placed a handcuff on him. I used the handcuff as leverage and
attempted to do a wrist lock with it. I told him to stop pulling his arm away from me. He kept pulling away still. I then performed two
knee kicks on his right thigh, and attempted to pull him to the ground. He was able to maintain his balance. I told him put his hands
behind his back again and was able to put the other handcuff on him. I walked him to the rear of my patrol car. While standing in the
door he refused to sit down. I told him to stop resisting and to sit down. When the other units started to pull up he sat down.
Eric is 6’0 and 130lbs. He was acting intoxicated, I could smell a strong odor of intoxicants on him and he had slurred speech.
