Eco Park
WHEREAS, the NSWMC approved Resolution No. 26, Series of2009 on June25,2009
Adopting Eco-Park as an Option to Sanitary Landfill;
WHEREAS, paragraph no. 3 of Resolution No. 26 states that "LGUs classified as 3rd to

6 class cities/municipalities find it hard to comply with the requirements of Section 37 of
Republic Act (RA) 9003 and of the DENR Administrative Order (DAO) No. 30, Resolution No.
6, Guidelines on the Categorized Final Disposal Facilities;"
WHEREAS, paragraph no. 5 of same Resolution describes the Ecology park as "a site
where the combined processes for biodegradable, non-biodegradable, recyclable and residual
wastes are being conducted which may include composting, vermi-composting and Materials
Recovery Facilities (MRFs) and said LGUs are developing their waste disposal sites into
Ecology parks showcasing their best practices;"
WHEREAS, the SWM focal persons from the LGU and the Regional Offices of the
Environmental Management Bureau seek clarification on the title, definition and components of
an Eco-Park, its environmental permitting requirements, qualifier, and the classification of LGUs
that may establish the same;
WHEREAS, this Resolution shall revise the terminology and provide clarification on the
establishment of an Eco-Park;
WHEREAS, the Eco-SWM Park is a site for environmental advocacy with showcase of
best SWM practices (including crafts from wastes) and activities that will enhance the balance of
the ecological system and may be part of an integrated SWM facility with a central materials
recovery facility (MRF) with processing of biodegradable and recyclable materials, storage of
special wastes, and temporary Residuals Containment Area (RCA) for segregated wastes to be
used as alternative fuels and raw materials (AFR) for co-processing facilities, use of technologies
developed or verified by the Department of Science and Technology, or other technologies that
may be developed;
WHEREAS, that an Eco-SWM Park is not an option for waste disposal, does not replace
a sanitary landfill and cannot be used to extend the operation of open and controlled dumps;
WHEREAS, the Site Selection and Operation of an Eco-SWM Park shall conform to the
Guidelines set by the DENR;
WHEREAS, any LGU or private entity may establish an Eco-SWM Park provided that
all the requirements prescribed by the environmental laws are completed and properly complied
with;
RESOLVED FINALLY, that the DENR shall issue specific guidelines to implement
this Resolution.
