EXECUTIVE SUMMARY

More than 60% of the population resides in cities, and it expected to continue to
grow relentlessly. Likewise, rapid urbanization led to uncontrolled developments, which
contribute to the deterioration of urban environment. Among this is the increasing traffic
congestion due to improper planning and inefficient traffic management. Pressure is
therefore mounting for Philippine local cities to address urban service requirements
including transportation, thus the capacity of local government units to deal with these
issues is a critical element in the promotion of sustainable urban development.

Traffic became a part of the people’s daily activity which people get used to as
normal but to most of these people traffic still has something to do with their productivity.
The traffic situated in Talamban may not only affect the people passing the main road but
also the residents living in the barangay. This study intends to address and acknowledge
the long-existing traffic problem of Talamban which also extends to its neighboring
barangays. Traffic became a part of the people’s daily activity which people get used to
as normal but to most of these people traffic still has something to do with their productivity.
The traffic situated in Talamban may not only affect the people passing the main road but
also the residents living in the barangay. This paper presents the proposed solutions to
address the problem of traffic in Baranggay Talamban, Cebu City

needed in the group to finish it, and the most important is, it made us opened our eyes to

encourage us in every way possible. Third, to our friends and loved ones who are offering

Chapter 1

INTRODUCTION

Rationale

Urbanization in the Philippines is one of the fastest in the region, as the Philippine
economy continues towards service and industrial orientation and away from rural
agriculture. Already more than 60% of the population resides in cities, and it expected to
continue to grow relentlessly. Likewise, rapid urbanization led to uncontrolled
developments, which contribute to the deterioration of urban environment. Among this is
the increasing traffic congestion due to improper planning and inefficient traffic
management. Pressure is therefore mounting for Philippine local cities to address urban
service requirements including transportation, thus the capacity of local government units
to deal with these issues is a critical element in the promotion of sustainable urban
development.

This study intends to address and acknowledge the long-existing traffic problem of
Talamban which also extends to its neighboring barangays. Traffic became a part of the
people’s daily activity which people get used to as normal but to most of these people
traffic still has something to do with their productivity. The traffic situated in Talamban may
not only affect the people passing the main road but also the residents living in the
barangay. Also, the more cars, buses, PUVs, etc. stuck in traffic, the more carbon
emissions are released by these vehicles which greatly affect the environment of the
barangay. We are making this concept plan to look into the different factors that make up
the Talamban traffic and suggest solutions that suits the geographic position of the place.

Significance of The Study

The main Significance of the Talamban Traffic with a Population record of 32,139 in the
year 2015 and is a percentage of 3.48% of the total population of Cebu City. Age range
20-24 years old – 3879 individuals 75-79 years old – 201 individuals.

The importance of this project is to recognize that the overall widening of road for more
access and influx of traffic as traffic can easily get cramped during certain hours in the

morning such as students struggling to enter on a bridge in Talamban due to small roads
and bridges funneling and slowing all cars to a crawl. Making majority of the students that
live outside of Talamban late. A traffic jam like that happens quite everyday making it a
scheduled jam every day of the week.

Since it is a traffic jam you can expect not only students being affected but the working
class as well since they are slowed from the traffic while being late from work. One of the
temporary possible solutions was to wake up at early (5 to 6 am) by beating the traffic
before it happens but with the road widening the increase of amount of traffic flow will help
and eliminate this problem.

Since this is a traffic jam it usually works both ways like students and workers outside
Talamban having a hard time going in, it also affects residents from Talamban going out
for work and students. Some not being able to go out as well due to living at the exact
point of where the traffic jam is located not allowing them to leave the house as exit is
blocked by cars stuck in traffic.

With all these cars at a certain hour every day of the week you can expect a lot of smoke
and pollution coming from the cars at one spot some even with poor maintenance
jeepneys with black smoke making concentrated pollution at the traffic jams affecting all
nearby residents and practically anyone who isn’t in an air conditioned vehicle.

Another benefit is more trucks and large vehicles can now access what was once cramped
or too small to access roads and bridges opening a shorter path than their usual longer
routes.

The Community

Talamban is a barangay in Cebu City. Its population as determined by the 2015 Census
was 32,139. This represented 3.48% of the total population of Cebu City. Talamban’s
neighboring barangays include Bacayan, Busay, Budla-an, Banilad, San Jose among
others. It has a fast growing economy; more small scale and medium scale businesses
are opening up in the barangay due to the dense population of the place. Properties in
Talamban pays a high price because of its suburban ambiance yet still be within close
proximity to the city center. Workers and students from the North pass through the

Talamban roads to reach their destination in the city. Talamban has one of the busiest
roads on weekdays especially on rush hours.

CHAPTER 2

NEED AND OPPORTUNITY ANALYSIS

Overview of Social Problem

Traffic is a common problem that most of us face every day. We can really never
enjoy our daily activities and errands right away because every time we travel the
traffic is always there. In Talamban, road widening projects are being done however
this is not enough to solve the traffic problem because there are still many cars on the
road that make up the traffic plus traffic violators and accidents are very rampant in
the area. With this problem it did not only affect the people traveling every day but also
the people living inside the barangay. As more people get stuck in traffic every day, a
large amount of carbon emissions that are also exhausted by these vehicles which
highly affects the air quality of the place.

External Environment

 Political environment
It needs stability to regulate the place for the cars to pass through and restriction
for what kinds of car have to pass through when using the road.
Also it need a policy when cars stopping at the road because behind that car
stopped, there will be cars passing through and it takes time to adjust when one
other side is available.
 Economic environment
People buys car for travel uses, deliver uses and service uses but too much cars
make it more traffic since people are rich and spending much since there is no
policy for how many cars can you buy for it.
 Socio-cultural environment
The education and lifestyles affect people that views on parking on which car
should be stop for how many minutes or not and proper driving that whether the
right time or when to avoid making accidents.
 Technology and ICT environment
The traffic lights also affect traffic since there will be more cars passing through in
late morning and after work. And also blackout when no one is guiding the cars to
whom when crossing other roads in intersection.

 Environmental or Natural environment


Plants and animals produce traffic because animals walk on the street and road
without knowing it since they have less intelligent. Leaves fall down from the tress
and make a bit crowded since it is blocking the view of the driver and make a
accident.

Commencing of cars without restriction will not solve the traffic since they can drive
whenever they want and no policy for the limit of cars to be bought.

Environmental Landscape

The main solution providers for fixing the traffic in Talamban is the Department of
Public Works and Highways and the Cebu City Traffic Operations

o Institutions/Persons Addressing the Social Issue


 Yes, there are institutions that are addressing the traffic issue in Talamban.
 The government institutions are the Department of Public Works and
Highways and the Cebu City Traffic Operations and also the BanTal
(Banilad-Talamban) Traffic Management Board.
 There a lot of solutions presented by these institutions like road-widening
and putting traffic enforcers to manage the flow of vehicles.
 A road widening was proposed by the City Government last 2016.
o Matching Interventions with expectations
 Yes, since a lot of people pass through the main roads of Talamban their
action to the problem is highly expected.
 Yes, because this road marks as one of the main roads of the City and if
these interventions will not be addressed, the harder will it be to fix traffic.
o Assessment of Effectiveness of the Implemented Intervention
 No, the traffic problem is still present in the area and it is way too far to be
fixed in a short run.
 We would rate it a 3. Traffic in the area is very terrible.
 The basis of our evaluation is through personal experience.
 We believe it they don’t see it as effective because they also experience
the traffic every day.

Chapter 3

SOCIAL ENTREPRENEURIAL OPPORTUNITY

Social Entrepreneurial Opportunity

With all the problems caused by traffic and how the entire landscape of the area
our innovative solution is to encourage people to take public utility vehicles and allow
large capacity vehicles only to operate on the road. When one vehicle can transport a
lot of people at one time, it would only take a lesser space on the road. Let us use an
example of 40 people going for their 7 am job. If these forty individuals ride their own
cars on the road it would only make a kilometer-long pile of cars on the road whereas
a 40 seater bus can also transport 40 people, the difference is it just takes one vehicle
and it used a smaller space on the road compared to the cars. If we allow this, it would
really make a big difference on the time traveled by the people.

Impact Indicators

What we would like to achieve is that amount of time it takes to a destination is


lesser than what the problem is today. If there are lesser cars are on the road and
people and getting into public vehicles well, we would consider it a success on our
part.

Broadcasting where we competed from divisions to regionals, representing not only our
school but our province.

My big family clan is known in different fields but excels in business and medical. It is
why we have connections in different places. Ever since, I enjoy helping my family with
their businesses like managing gasoline stations, buy and sell of farm crops, lodges, and
many more. I also help my mom with her work in a pharmaceutical company where she
trains me in handling people and how to talk with different types of person in the field.

Growing up being an only child, I really thought I knew what I really want to do in life,
helping other people as their doctor in the hospital like my cousins and other family
members. I took up Science, Technology, Engineering, and Mathematics (STEM) in
Southwestern University and continued my studies in the same university taking up
Medical Technology for a year. Medical course really isn’t easy, emotional breakdowns
are often developed because of stress. I did fine in academics but I really feel that the
field is not meant for me, I can’t see myself every day in the hospital anymore, I prefer
managing businesses like our farm and live a peaceful life.

Shifting to this course is a bold decision for me since it changed my life. I can’t be happier
today as I felt the satisfaction that I made because I know I belong in this field. I am now
a grown-up woman who is very responsible of my actions and decisions, and this course is
teaching me how to be better in every aspect of my life.

I am Jeoelle Ann F. Sabagkit a 1 st year Bachelor of Science Major in


Entrepreneurship student in University of San Carlos Cebu, City. I am 19 years old and I
am from Naval, Biliran. I finished Senior High School at Saint Paul School of Professional
Studies in Palo, Leyte. I took up the Accountancy, Business, and Management strand.
When I was introduced to ABM, without hesitation I immediately knew that this strand is
for me. Good thing I did not regret my decision to pursue this strand because ever since I
really want to be in the field of business. Things went good for me with taking ABM and

most of the lessons taught to us, I have brought it to college like in this subject, we were
taught about the Lean Start-Up Model and in this semester, we were able to tackle it too.
I believe that the decisions I made before make me who I am today. I am an aspiring
Entrepreneur; what I learned before and what I am going to learn will be my foundation in
building this dream.

Growing up, I am very interested with doing business even in little ways like selling
food at school or trading good things with my classmates. I like the feeling of receiving
cash and giving the change or basically just being a cashier. We used to have an extension
of a sari-sari store at home so I was really taught to take care of the store even I was
young. When I reached Senior High School, I moved to my Aunt who owns a family-owned
oil and gas retail distribution in the region. There, I render 12 hours of my time every
Sunday to work as a cashier. I also got the chance to do some inventories, giving salaries
to the pump attendants, some records and stuff. What I like the best from that job is
counting money and handing over it to the manager. There are times I fell short with the
amount of money that should be on the counter so I got face the consequence. However,
this taught me to be careful with handling cash especially if it amounts to thousands
already. Also as a Cashier, I am responsible with facing the customers who have
complaints if they don’t get their receipts right and I think I learned how to manage them
well. Huge transportation companies like PhilTranco and Silverstar who travel from Luzon
to Mindanao also go there to fill their tanks. I got to face different people when I was there,
I believe that I developed a good relationship with our customers.

The person I look up to is my aunt, Annaliza F. Yu the owner of the gasoline station
I mentioned above, Palo Petron Service Station. She started from scratch and now she
lives with all the best things in life can offer. I admire her perseverance and grit as she
established her business. She married at an early age of 16 and ten years later she started
her business that changed her life. Until now, her business is successful and it’s far
enough from failing. I also admire because she never forgets where she come from and
continue help those people who need her help. Her life story even changed other people’s
life and now they do better in life. I see myself in her, I can see myself being successful in
the near future.

About 5 years, I’ve worked as a salesman as part of my part time job in my family shop. It
told me how to manage, talk to customers and see their perspective on the things. I am
still studying in University of San Carlos as a student on my first year.
