ORDER:

In the circumstances reported by the Chief Electrical Inspector to Government in

the letter fourth read above and in exercise of the powers conferred under sub-rule (1)
of Rule 3 of the fee for Inspection of Maps, Plans, Sections and testing and inspection
for services of Electrical Inspector Rules, 2012 issued in G.O.Ms.No.8, Energy
(Services) Department, dated 13.2.2012 and in supersession of the orders issued in
G.O.Ms.No.55, Energy and Forests (PR..II) Department, dated 25.03.1994 and
G.O.Ms.No.45, Energy (PR.II) Department, dated 04.05.2002, the Government of
Andhra Pradesh hereby direct that Fee shall be levied/paid by the consumer or
Licensee or person or owner for inspection of maps, plans, sections and Testing and
Inspection fee for services of Electrical Inspector in accordance with the scale specified
in the schedule to this Order subject to the following conditions:-
1. Payment of Fee:

(i) For inspection of Maps, Plans, Sections and Testing and inspection, carried
out by the Electrical Inspectorate Department, prescribed fee shall be remitted by
the Payee into the Government Treasury in Andhra Pradesh or branches of State
Bank of India which operates the Andhra Pradesh Government accounts or the
State Bank of Hyderabad and credited to the following Head of Account:

Major Head: 0043 -Taxes and Duties on Electricity.

Minor Head: 102-Fee for Services of Electrical Inspector, Rules, 2012 and
C.E.A. Regulations.
Sub-Head (01) -Fee for Services of Electrical Inspector, Rules, 2012 and
C.E.A. Regulations.
DDO Code : As per the concerned Officer’s DDO code.

(ii) Penal fee for late payment of fee will be levied under sub-rule 1 of rule 4 of
“The Fee for Inspection of Maps, Plans, Sections and Testing and Inspection for
services of Electrical Inspector Rules, 2012”
2. All apparatus sent for testing shall be provided with suitable terminals or leads
so that they can be readily connected to the testing circuit without soldering.
They shall bear the manufacturing name and number for purposes of
identification. No apparatus shall be received at the Laboratory, if it does not
bear the name of the manufacturer and if the application therefore is not
accompanied by a Treasury Receipt referred to above.

3. Every reasonable care shall be taken for the safety of the apparatus while it is
in the Laboratory. The Government of Andhra Pradesh, the Electrical
Inspectorate or the Officer-in-charge of the Standards Laboratory will not,
however, be responsible for any damage to any apparatus or for any loss
sustained in consequence of the test and also of time that may elapse
before the apparatus is removed from the Laboratory.
4. Any electrical testing and inspection other than those covered in the schedule
to this order shall be undertaken only on specific sanction of the Chief
Electrical Inspector to Government after the fees fixed by him for the purpose
have been realized.

Explanation:-

(1) Installation means composite electrical unit utilizing Electrical energy.

(2) The Installation may consist of EHV, HV, MV and LV electrical equipment.
(3) The total inspection fee leviable on consumer, supplier, Licensee and owner shall
be the sum total of inspection fee for EHV, HV, MV and LV electrical equipment
assessed independently to the extent possible as prescribed Above.
(4) Kilo Volt Ampere shall be taken as Kilo Watt wherever the machine or equipment
is so rated and Horse Power shall be taken as 0.75kW for the purpose of
computing the fee.
(5) The Equipments like capacitors, stabilizers, Boosters, Regulators, Reactors etc.
Which are meant for system stability / voltage Regulation shall not be taken as
load for the purpose of fee calculation.
(6) Highest voltage or rating (kilowatt/KVA) mentioned on the equipment shall be the
criteria for categorization of an equipment.

II. For deciding any case of difference or disputes arising
between supplier, owner or consumer etc referred to the
Electrical Inspector, the following rates of Fee shall be
charged:
A. For improper supply/use of energy/Service Line
(i) In case of single phase service ` 500/-
(ii) In case of three phase service ` 800/-
(iii) In case of H.T. service ` 1200/-
(iv) For one sitting with discussions ` 4000/-
Besides this, the amount spent towards the journey
performed and stay involved is also payable by the
concerned authorities based on the amount of work.
(APTA bill amount is payable by the concerned as
ordered by C.E.I.G., depending on the merits of the
cost).
B. For defect in electrical wires; fittings, works and
apparatus which are not in good condition, either of
Licensee or the consumer likely to effect injurious of the
use of energy by Licensee or others.
(i) In case of single phase service ` 1000/-

III. For issue of authorization to the private agencies or
contractors for testing the Fire-Extinguishers and issue
of certificates thereof, Transformers Oil Test Kits , Relay
Test Kits and issue of Test Certificates, Testing of
Transformer Oil, samples for acidity and issue of
certificates, Insulation Resistance values testing &
issues of Test Certificates, measurement of earth
resistance and issue of Test Certificates for each item
independently (periodicity of authorization is limited to 3
years only).

This is in addition to the D.A. & T.A. of the concerned
officer in charge of this work. A.P.T.A Bill amount is
liable to be paid.
NOTE:-
(1)Transport chares of equipment and personnel shall be levied extra for tests
Conducted outside the Laboratory.
(2)For the purpose of tests at the Laboratory attached to the Office of the Chief Electrical
Inspector to Government (or) the Laboratory under the Department the transport and
handling charges from the site to the Laboratory and back to its destination shall be
charged by the person requisitioning such tests In addition T.A. & D.A. of the
concerned staff member will also be added.
