RESOLUTION APPROVING THE SK ANNUAL BUDGET FOR CALENDAR YEAR 2022 OF THE
SANGGUNIANG KABATAAN OF BARANGAY NAMOLAN, LINGAYEN, PANGASINAN ON
______________________________.

WHEREAS, Section 329 of the Republic Act 7160, otherwise known as the Local Government
Code of 1991 states that 10% of the General Fund of the Barangay shall set aside for the
Sangguniang Kabataan;

WHEREAS, Article XI of the 2019 of the Kalipunan ng Kabataan and Sangguniang Kabataan
Constitution and By-laws provide guidelines for the allocation of SK Funds;

WHEREAS, Section 3.3.2.1 of Joint Memorandum Circular (JMC) No. 01 Series of 2019, state
that the SK Annual Budget, which is the financial plan embodying the estimates of the income and
expenditures of the SK for one (1) fiscal year, shall be prepared in accordance with the approved
ABYIP and in Section 3.3.2.2 states that the SK Chairperson, with the assistance of the SK Treasurer
shall prepare the SK annual budget consisting the following: (i) estimates of income; and
(ii)expenditure program;

WHEREAS, the SK Chairperson together with the assistance of the SK Treasurer prepared
the SK Annual Budget of the Sangguniang Kabataan of Barangay Namolan, Lingayen, Pangasinan
from the period of January 01, 2022 to December 31, 2022 based on the approved Annual Youth
Investment Program (ABYIP) last ___________________________, in the amount of FOUR
HUNDRED SEVENTY ONE THOUSAND FIVE HUNDRED EIGHTY TWO & 50/100 PESOS ONLY (PHP
471,582.50) and presented the same for consideration of this honorable body;

NOW THEREFORE, on motion made by SK Kagawad ______________________________

duly seconded by SK Kagawad __________________________________, be it:

RESOLVED, as this body hereby resolved the approval of the SK Annual Budget for the
Calendar Year 2022 of the Sangguniang Kabataan of Barangay Namolan, Lingayen, Pangasinan.

RESOLVED FURTHER, to furnish the copy of this resolution to the SK Municipal Federation
President, the Municipal Accountant, the Municipal Budget Officer, the Office of the MLGOO, Office
of the Sangguniang Bayan and Office of the Sangguniang Barangay of Namolan, Lingayen,
Pangasinan for their information and guidance.

RESOLUTION APPROVING THE ANNUAL BARANGAY YOUTH INVESTMENT PROGRAM (ABYIP) FOR
THE YEAR 2022 OF THE SANGGUNIANG KABATAAN OF BARANGAY NAMOLAN, LINGAYEN,
PANGASINAN ON __________________________________________.

WHEREAS, Article 2 Section 12 of the 1987 Philippine Constitution states that “the state
recognizes the vital role of the youth in nation-building and shall promote and protect their
physical, moral, spiritual, intellectual and social well – being. It shall inculcate in the youth,
patriotism and nationalism and encourage their involvement in public and civic affairs;

WHEREAS, Implementing Rules and Regulations of Republic Act 10742 also known as the
Sangguniang Kabataan Reform Act of 2015 provides in Chapter II Section 8 paragraph (a) states that
“in consultation and with the concurrence of the Katipunan ng Kabataan, and within 3 months from
assumption of the office, formulate 3 year rolling plan, which shall be known as the Comprehensive
Barangay Youth Development Plan (CBYDP) for the year 2020 – 2022;

WHEREAS, the Sangguniang Kabataan, with concurrence of the Katipunan ng Kabataan of

Barangay Namolan, Lingayen, Pangasinan drafted and approved a Comprehensive Barangay Youth
Development Plan (CBYDP) for the year 2020 - 2022

WHEREAS, the Sangguniang Kabataan of Barangay Namolan, Lingayen, Pangasinan has

prepared the 2021 Annual Barangay Youth Investment Program in accordance with the approved
Comprehensive Barangay Youth Development Plan;

NOW THEREFORE, on motion made by SK Kagawad ________________________________

RESOLVED, as this body hereby resolved the approval of the Annual Barangay Youth
Investment Program of the Sangguniang Kabataan of Barangay Namolan, Lingayen, Pangasinan.

A RESOLUTION APPROVING AND ADOPTING THE COMPREHENSIVE BARANGAY YOUTH

DEVELOPMENT PLAN (CBYDP) CY 2020 - 2022 OF THE SANGGUNIANG KABATAAN OF BARANGAY
NAMOLAN, LINGAYEN, PANGASINAN

WHEREAS, the Sangguniang Kabataan with consultation and with the concurrence of the
Katipunan ng Kabataan shall formulate the three (3) year rolling plan which shall be known as the
Comprehensive Barangay Youth Development Plan (CBYDP) which anchored in the Local Youth
Development (LYDP) for calendar years 2020 – 2022 that shall contain program, activities, and
projects in conformity with Section 8 of the Sangguniang Kabataan Reform Act of 2015 (RA 10742);

WHEREAS, the CBYDP shall serve as the basis in the preparation of the Annual Barangay
Youth Investment Plan (ABYIP) and shall be compliant with Section 20 of RA No. 10742;

WHEREAS, the Sangguniang Kabataan, with concurrence of the Katipunan ng Kabataan of

Barangay Namolan, Lingayen, Pangasinan drafted and approved a Comprehensive Barangay Youth
Development Plan (CBYDP) for the year 2020 – 2022 last September 25, 2019;

NOW THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED BY THE SANGGUNIANG

KABATAAN OF BARANGAY NAMOLAN to approve its Comprehensive Barangay Youth
Development Plan (CBYDP 2020 – 2022).

RESOLVED FURTHER, to furnish the copy of this resolution to the SK Municipal Federation
President, the Municipal Accountant, the Municipal Budget Officer, the Office of the MLGOO, Office
of the Sangguniang Bayan and the Office of the Sangguniang Barangay of Barangay Namolan,
Lingayen, Pangasinan for their information and guidance.
