The villages that have been powered up are Vangxon, Khokmay and Napaly.
The unveiling of the electrical system took place on June 7 at Khokmay village,

2. School Construction Program Officer (Re-advertised)


The School Construction Program Officer (SCPO) is based in Oudomxay and Savannakhet provinces. S/
he is responsible for implementing all aspects of the School Construction Program including surveying
potential project sites, training communities, supervising construction, monitoring and evaluation, and
project reporting. S/he will provide technical oversight and assistance to school/partner construction
committees as well as the School Construction Program Associates (SCPAs) who report to him/her to
ensure high quality and timely implementation of construction projects. The SCPO will report directly to
School Construction Program Manager (SCPM) and/or the Program Director and will supervise SCPAs.

Main responsibilities:
• Oversee the progress and quality at 25-30 construction sites at the same time;
• Work with school construction committees to assure their understanding of the design and time
line of the project based on specifics approved by the SCPM;
• Provide community orientation and training at all construction project sites;
• Coordinate with SCPM to survey and selection construction project site;
• Provide data need for annual program budget and collaborate with SCPM to develop annual SC
program plan;

The Ministry of Planning and Investment (MPI) has initiated preparation of a Technical Assistance (TA) in the
amount of US$2.7 million, which is supported by the World Bank who is acting as administrator of grant funds
provided by Japan under the Japan Policy and Human Resources Development Technical Assistance Program to
Support the Government of Lao PDR in its efforts to strengthen the institutional authority and implementation
capacity of the Government of Lao PDR at national and sub-national levels to mainstreaming disaster risk
management and climate change adaptation into public infrastructure investments, thereby potentially decreasing
the vulnerability of the population and national economy to climate change and natural hazards. This Program
of Support will be coordinated by the Ministry of Planning and Investment. The implementing partners will be
Ministry of Agriculture and Forestry (MAF), and Ministry of Public Works and Transport (MPWT).

The development objectives are expected to be achieved by:


• Integrating climate and disaster risk management into strategic national and sectoral planning and
development policies, especially for Roads, Housing, Urban planning, and Irrigation sectors;
• Improving the consideration of disaster and climate resilience in the implementation of public infrastructure;
• Enhancing the human and institutional capacity through training at national, provincial, district, and
community level in the design and implementation of resilient infrastructure; and
• Demonstrating the implementation of strategic structural and non-structural measures to enhance resilience
by means of Pilot Studies in two risk-prone provinces
The scope of the project includes (i) risk assessment, (ii) develop data base of the disaster vulnerable infrastructure,
(iii) improvement of the disaster resilience standard and technical guidelines, (iv) improvement of planning
process and mechanism for disaster resilience public investment within the implementing Ministries and between
Implementing Ministries and MPI, (v) design and monitor pilot projects, (vi) provision of training to agencies
concerned on the guidelines.

It is expected that two years of consultancy services will be required to complete the tasks described above, started
from September 2012.

  Compiling and preparing information for reports provided to external stakeholders,
 including document translation

The Sustainable Silk Production Partnership in Rural Lao PDR Project (SSPP) is a project funded by the Government of Japan,
Ministry of Finance through the World Bank-Japan Social Development Fund (JSDF) to the Government of Laos (GOL) with
total grant USD 1,876,200. The objective of this project would be to pilot an innovative model establishing silk production
partnerships that will link rural communities to markets via lead firms and therefore provide diversified income-generating
opportunities to an estimated 1,200 disadvantaged households. The SSPP comprises of three main components namely: (1)
Formation of rural silk production partnership groups; (2) Investment in rural silk production; and, (3) Monitoring and evaluation,
project management and administration.

With regard to the implementation and coordination, the Integrated Framework National Implementation Unit (IF NIU) has been
set up within the Department of Planning and Cooperation of the Ministry of Industry and Commerce (MOIC).

This project will be implemented as part of activities aimed at Improving Export Competitiveness and the Business Environment
under the Trade Development Facility - Component C (TDF-Component C) which is presently implemented by the Department of

Market Linkages Specialist.
