Building Codes act as a primary source to guide the planning, design and construction of the buildings

for many decades. Code development, its approval and enforcement vary substantially in all countries.
The National Building Codes are developed either by the government or semi government
organisations and enforced all over the country. In some cases, where local government regulates the
construction, a model building code system is used. These model codes become regulations or attain a
legal status within a jurisdiction when adopted by a municipal authority. This convention is termed as
“adoption by reference”. Certain local authorities and local governments have chosen to develop their
own codes for regulating building construction.
ICBO, International Conference of Building Officials enacted Uniform Building Code in
1927. Its revision is published by a three (3) year cycle. International Building code was formed by
merger of Uniform Building Code, BOCA National Building Code and Standard Building Code. This
family of codes contain its variants for buildings, plumbing, electrical systems and zoning.
International Building Code was first developed in 2000 by the International Code Council (ICC).
Furthermore, American National Standards Institute (ANSI), Applied Technology Council (ATC),
American Society of Civil Engineers (ASCE), American Concrete Institute (ACI), American Society
for Testing and Materials (ASTM), American Institute of Steel Construction (AISC) issues standards
for special applications and referenced by numerous codes across the globe including IBC.
India introduced National Building Code in 1970 due to lack of uniformity in regional
policies and need for new materials and construction techniques. The code serves as a model building
code providing guidance to regulate building construction for municipal authorities. All municipalities
in India have developed their own codes which are variants of the National Building Code of India.
The National Building Code of India 2016 is composed of twelve (12) parts addressing
various aspects of the construction project life cycle from planning, design to the facilities
management and post-occupancy maintenance.
