1.0 SCOPE

This SEC Material Standard Specification (TMSS) specifies the minimum technical
requirements for design, engineering, manufacture, testing and performance of Packaged Air
Conditioning Units intended to be used in the system of Saudi Electricity Company (SEC).

2.0 CROSS REFERENCES

This Material Standard Specification shall be read in conjunction with the latest revision of
SEC General Specification No. 01-TMSS-01, titled "General Requirements for All
Equipment/Materials" which shall be considered as an integral part of this TMSS.

This TMSS shall also be read in conjunction with SEC Purchase Order or Contract
Schedules for projects, as applicable.

3.0 APPLICABLE CODES AND STANDARDS

The latest revision/amendments of the following Codes and Standards shall be applicable
for the equipment/material covered in this TMSS. In case of conflict, the
vendor/manufacturer may propose equipment/material conforming to one group of Industry
Codes and Standards quoted hereunder without jeopardizing the requirements of this
TMSS.

4.0 DESIGN AND CONSTRUCTION REQUIREMENTS

4.1 General Requirements

4.1.1 Design and Manufacture: Packaged air conditioning units shall be of the
manufacturer's standard designed and manufactured equipment with factory
and field-installed accessories required for a complete and fully operational
system. The unit shall be of direct expansion (DX) type evaporator coil and
air-cooled condenser.

4.1.2 Type: The unit shall be designed either for single packaged type or split type
with cooling and/or heating as required. Heating shall be either by electric
heater or by air-source heat pump where outdoor coil through a 4-way
reversing valve becomes evaporator absorbing available heat from the
outside air.

4.1.3 Certification: All units referred to in this specification shall meet ARI
certification requirements and shall be designed, constructed, assembled and
installed in accordance with the following:

a. Unitary Air-Conditioning, Air-Source Unitary Heat Pump Equipment


and Air-Conditioning Condensing Units

i. ARI 210/240 - for matching units with rated cooling


capacities below 40 kW.

ii ARI 340/360 - for matching units with rated cooling


capacities at or above 40 kW.

b. Other than the matched split type air conditioners as described under
clause. 4.1.3 (a) above, the following standards shall also be
considered:

i. ARI 365 - for condensing units with rated cooling capacities


40 kW and larger.

ii. ARI 430 - for air handling units with varying capacities
capable of use with duct work of total static resistance of at
least 62 Pa water gage.

4.1.4 Refrigerant Circuit: Each unit shall have two (2) independent refrigerant
circuits with a minimum capacity control steps of 0 - 50% and 50 - 100%. If
required, single refrigerating circuit shall only be selected with cooling
capacities below 40 kW with 0 - 100% capacity control.

4.1.5 Refrigerant: The unit shall be fully charged with refrigerant HCFC-22.

4.1.6 Safety Devices: Minimum safety devices of reset type shall include the
following:

a. Low pressurestat
b. High pressurestat
c. Fan motor protection (temperature sensitive)
d. Freezestat for evaporator coil
e. Anti-short cycling device

4.1.7 Retrofit Design: The unit shall be designed to allow easy conversion and
retrofitting of equipment to other environmentally acceptable (CFC-free)
refrigerant for future utilization.

4.1.8 Energy Management: The unit shall provide programmable energy saving
device to utilize during unoccupied periods or preset operational schedules.

4.1.9 Miscellaneous:

a. All condensing units main components such as compressors and fan


motors shall be listed by UL Standards and shall carry the UL label of
approval.

b. A copper ground bus shall be provided in the control panel and


connected to the grounding grid. Devices or equipment mounted on
the panel shall be grounded as required. Each grounding connection
to the ground bus shall be arranged so that any grounding can be
disconnected without disturbing the continuity of the ground bus.

c. Unit capacity and electrical characteristics shall be provided in


Section 6.0 - Data Schedule to demonstrate that all components of the
air conditioning system will satisfy the design requirements.

4.2 Design Criteria

All units shall be designed to operate satisfactorily at outdoor ambient conditions at


a location as specified in Section 6.0, Data Schedule.

4.3 Ratings

4.3.1 Sound Rating for outdoor units shall be determined by the procedures
outlined in ARI 270 and ARI 370 at rating conditions specified therein.

4.3.2 For cooling, Energy Efficiency Ratio (EER) at 35°C shall not be less than
2.34 W/W (8.0 Btuh/W) and 2.6 W/W (8.9 Btuh/W) for unit net cooling
capacities at or below 40 kW and above 40 kW respectively as prescribed by
ASHRAE 90.1.

For heating, Coefficient of Performance (COP) shall be minimum of 2.8 and


1.9 for unit net heating capacities at 8.33 db °C and -8.33 db °C respectively.

4.3.3 Unit Power Input shall be the total power input to the compressors and
evaporator/condenser fans including controls and other factory-installed
electrically-operated auxiliary equipment.

4.3.4 All standard ratings shall be verified by tests conducted in accordance with
ASHRAE 37, ARI 365 and ARI 430 for Unitary Units, Condensing Units
and Air Handling Units respectively.

4.4 Manufacture

4.4.1 Single Packaged Type A/C Unit

a. The unit shall be self-contained, factory-prewired, prepiped and


precharged with refrigerant and compressor oil; and ready for field
connections to utilities and ducts.

b. The unit shall be completely factory-assembled and tested and shall


include compressors, condenser coil and fans, evaporator coils and
fans, operating and safety controls, air filter devices and other
necessary components mounted in all-weather resistant steel cabinet
with baked enamel finish with standard color as specified in 01-
TMSS-01. Heating shall be specified as per clause 4.1.2 as
required.

c. The unit shall be configured to a ducted air distribution system with


either upward, downward or horizontal fan discharge. The unit shall
also have openings for return and make-up air systems.

d. The unit shall be provided with an integral control panel in NEMA


class 4 enclosure and that is suitable for remote thermostat control
and a 5-minute off-cycle timer to prevent rapid recycling of the
compressor.

4.4.2 Split Type A/C Unit

a. The unit shall be complete, consisting of evaporator unit (indoor


unit) and remote air-cooled condensing unit (outdoor unit). Heating
shall be specified as per clause. 4.1.2 as required.

b. Indoor unit shall either be horizontal or vertical draw-through


construction and shall either be free air blow or ducted type as
required.

c. The separate assemblies shall be designed to be used together and


ratings are based on matched assemblies.

d. The outdoor unit control panel in NEMA Class 4 enclosure shall be


designed for easy connection with terminal blocks clearly identified
for easy termination of power and control wiring with the indoor unit.

e. The outdoor unit shall be assembled on a heavy-gauge integral steel


base, designed for outdoor installation, complete with weather proof
control panel.

4.4.3 Casing

a. Unit enclosures (panels) shall be galvanized steel conforming to


ASTM A653, G90 zinc coating of lock forming quality,
phosphatized and finished with baked on enamel coating with
standard color as specified in 01-TMSS-01. As applicable, the
minimum metal thickness shall be 1.50mm (16 gauge) and 1.00mm
(20 gauge) for outer and inner panel respectively.

b. Screws shall be coated with zinc-plus-zinc chromate.

c. Double-walled access panels shall be 1.20mm minimum thickness (18


gauge), screw fastened. Access doors shall be provided with hinges
and latches or handles for easy access to control panels, filters,
outside-return air dampers, evaporator, supply fan section and
compressor compartment. All access doors to have neoprene gaskets.
One piece roof assembly shall be curved for natural drainage and
joints filled with sealant. The panels shall be rigid enough to resist
warping when removed for maintenance and must fit tightly.

d. All evaporator section panels shall be of double-walled type with


fiberglass or any other approved insulation materials of the required
thickness (with U-value not greater than 0.85 W/m2 -°K) applied
between the outer and inner panels.

e. Unit lifting lugs shall be provided to accept chains or cables for


rigging. Lifting lugs shall also serve as unit tiedown points.

f. Cabinet shall be designed for easy access to internal filter rack.

g. Knockouts shall be provided for utility and control connections.

h. The unit base shall be of frame construction and properly rust-proofed


before painting. The frame shall be of suitable design and members
of suitable size to resist torsion and bending while the unit is in transit
or under repair, or when permanently installed.

4.4.4 Compressor and Refrigerant Circuits

a. The compressor shall be either hermetically or semi-hermetically


sealed machine in accordance with ARI 520. Preferably, each type of
compressor shall be used for the following power ranges:

i. Hermetic compressor : 0.12 to 7.46 kW


ii. Semi-hermetic compressor : 7.46 kW to 112 kW

b. Compressor shall be directly driven by an induction motor rated for


power supply voltage as indicated in Data Schedule and capable to
operate continuously at + 10% of the rated voltage.

c. Compressor bearing shall be sleeve, anti-friction type. Compressor


shall be pressure lubricated and shall be furnished with:

i. Suction strainer
ii. Oil strainer
iii. Oil sight glass.

d. Compressor motor cooling shall be by suction gas.

e. Capacity control if provided shall be automatic and one of the


following types:

i. Suction valve lifting


ii. By-pass cylinder heads to suction.

f. Compressor synchronous speed shall be not more than 1800 rpm for
low speed and 3600 rpm for high speed at 60 Hz operation.

g. Compressor oil return shall be with crankcase separated from suction


manifold, oil return check valves, equalizers, spinners, and foam
breakers for semi-hermetic type and crankcase common with suction
manifold for hermetic type.

h. Compressors shall be provided with spring vibration isolators.

i. Compressor materials such as motor insulation and rubber materials


shall be compatible with the refrigerant and oil mixtures.

j. The compressor shall be capable to operate satisfactorily during


minimum and maximum outside ambient temperature specified in
01-TMSS-01.

k. Compressor shall have internal pressure relief valve, sump heat


internal break overload and over temperature protection and
thermostatically controlled crankcase heater.

l. Compressor shall be designed for all types of dynamic loads.

m. Suction and discharge gas muffler and flexible connectors shall be


provided to minimize noise and vibration.

n. Each compressor shall be provided with heavy duty, glacier filled


pressure gauges with cocks to monitor suction/discharge refrigerant
and compressor oil pressures (as applicable).

o. Each refrigerant circuit shall be provided with liquid line replaceable


core type filter-dryers, liquid line moisture and liquid indicator (sight
glass), thermal expansion valve, insulated suction line, liquid line
service valves and gauge ports, liquid line solenoid valve, charging
valve, compressor discharge line flexible pipe connector, compressor
suction and discharge service valves, and filter-dryer isolation valves.

For air-source heat pump, solenoid operated 4-way reversing valve,


bi-directional liquid line filter-dryer and reverse-flow type
thermostatic valves shall be furnished instead.

p. Alternate Refrigerant Compressors: Scroll compressors mounted on


anti-shock vibration isolator and equipped with factory-installed
crankcase heater and micro-electronic monitoring for motor
protection can also be used in the packaged unit. Scroll compressors
are hermetically sealed type and only applicable to units not more
than 7.46 KW power rating.

4.4.5 Evaporator Coil

a. Direct expansion coil shall be of corrugated fin-and-tube type,


constructed of seamless copper tubes with minimum wall thickness
of 0.356mm, mechanically bonded to aluminum fins. Fin spacing
shall permit cleaning when required; 5.5 fins per centimeter is
preferred maximum.

b. Coil shall have a minimum of 3 rows. Selection of coil characteristic


shall be made carefully to insure maintenance of space humidity
requirement at maximum ambient relative humidity condition.

c. A thermal expansion valve and distributor header shall be used to


control the refrigerant flow to the evaporator coil. This shall have
soldered connections with interchangeable-replaceable components.
Evaporator coils having 13.75 kPa pressure drop or greater shall be
provided with external equalizer to overcome the effects of pressure
drop.

d. Casing and tube support sheets shall be 1.20 mm thick galvanized


steel, formed to provide structural strength.

e. Suction header shall be seamless copper tubing. Supply headers shall


consist of distributor header which distributes the refrigerant liquid
through seamless copper tubing equally to all circuits in the coil. The
distributor tubing shall be provided with plastic spirals or sleeves as
protection from metal to metal rubbing that causes refrigerant leaks.

f. Tubes shall be circuited to ensure minimum pressure drop and


maximum heat transfer. Circuiting shall permit refrigerant flow from
liquid inlet to suction outlet without causing oil slugging or restricting
refrigerant flow in the coil.

g. Each coil shall be tested in the factory at not less than 2070 kPa air
pressure while submerged in water and shall be suitable for a
minimum 1380 kPa working pressure. Coil shall be certified in
conformance with ARI 410.

h. Each coil shall be completely dehydrated, charged with combination


of refrigerant HCFC-22 and Nitrogen and sealed at the factory upon
completion of pressure tests.

4.4.6 Evaporator Fan

a. The fan shall be of centrifugal type conforming to AMCA 210 and


shall be double-width, double-inlet with forward curved blades or
backward-inclined airfoil blades specifically designed and suitable for
the required operating pressure. Fan motor shall be mounted on
adjustable base with a locking device to secure the assembly in the
proper position. Fan motor drive shall be provided with an adjustable
pitch pulley with a minimum of two (2) matching fan belts such that if
one belt is broken, the other may be able to operate satisfactorily a
certain period of time. Belt and pulley guard is required on bigger
AHU for safety purposes.

b. Fan wheels and shafts to be dynamically and statically balanced and


to be adequately sized for quiet operation within the conditioned area.
If shaft length is greater than 0.90 meter, two fans driven by a double
pulley motor shall be used.

c. Fan scroll, wheel, shaft, bearing, drives and motor shall be mounted
on a structural steel assembly which shall be isolated from the outer
casing with factory-installed deflection spring isolators and vibration-
absorbent fan discharge seal.

d. Operation shall be selected against fan total static pressure or an


external static pressure (not including pressure losses within the unit)
as specified in Data Schedule.

e. Bearings shall be either self-aligning, regreasable ball or roller type


with minimum average life of 200,000 hours operation. For unit
with over 3.0 m2 coil area, bearings shall be rated for 400,000 hours
average life. Vendor/manufacturer to specify type of bearing to be
used in Section 6.0, Data Schedule.

f. Entire assembly shall be easily accessible for in-place maintenance


and cleaning.

g. Caged service light with micro-switch installed at the access door


shall be provided at fan section.

h. Vendor to provide two (2) sets of matching fan belts for every unit.

4.4.7 Condenser Coil

a. Condenser coil shall have extended surface corrugated aluminum fin-


and-tube type mechanically bonded to seamless copper tube at a
minimum spacing of 3 fins per centimeter. Maximum coil depth, 4
rows.

For unit installed in coastal area, copper tube with copper fins
condenser coil shall be provided. Coil shall be sprayed and coated
with black-epoxy or other similar protective coating from
deterioration with no or very little effect on heat exchange.

b. Joints shall be brazed with 93% copper and 7% phosphor brazing


material or approved equal.

c. Air flow over coil shall be equally distributed to obtain maximum coil
performance.

d. Coils shall be factory tested for leakage. After testing, coils for
remote or split type units shall be dried to remove free moisture, and
capped to prevent entrance of foreign matter. Coils are evacuated,
charged and sealed at the factory.

e. Condenser coil shall also serve as receiver to accommodate all the


refrigerant charge during pump down operation.

f. Condenser coil shall be protected with PVC coated steel wire against
any object that can cause heat exchange obstruction.

4.4.8 Condenser Fan

a. Condenser fan shall be propeller type, direct drive, upward discharge


and adequately sized to minimize operating noise.

b. The fan shall be statically and dynamically balanced.

c. Condenser fans shall be provided with fan cycling control to respond


to outdoor temperature to ensure correct condensing temperature for
the application. Control shall be set for a minimum of 35°C saturated
refrigerant condensing temperature or to suit the application.

d. The assembly shall be accessible for in-place cleaning and


maintenance.

e. Bearings shall be as described in clause. 4.4.6(e) of this Specification.

f. Fan shall be provided with protective grilles mounted to the casing.

4.4.9 Motors and Motor Protection

a. Compressor and fan motors shall conform to NEMA MG-1 and MG-
2.

b. Compressor motor shall be constant speed, squirrel-cage induction,


hermetically or semi-hermetically sealed, low starting current, high
torque type and furnished with line break protection

c. Evaporator fan motor shall have open drip-proof (ODP) enclosure


while condenser fan motor shall be totally enclosed (TE) type.

d. Motor starters shall be of magnetic contactors, across-the-line type


and shall be mounted in the weather-resistant control box.

e. Three-phase motors shall be protected with 3-phase under voltage


relay.

f. Motor overload protection and over current protection shall be as per


Article 440, Part F and Article 240 of National Electrical Code
respectively.

g. Compressor motor shall be protected with temperature and current


rise rate combination devices.

h. Condenser fan and evaporator fan motors shall be rated at 50°C


ambient with minimum 1.15 service factor.

i. Motor shall be selected for operation with torque capable of


accelerating itself and driven machine within 10 seconds.

j. The motor nameplate voltage rating shall be in accordance with the


Table below:

k. Motor enclosures for compressors and condenser fans shall have


degree of protection IP54 in accordance with International
Electrotechnical Commission (IEC 529).

l. All protection relays shall be suitable for outdoor use.

m. Stator windings shall be "Class F" insulation for compressor motors


and "Class B" for evaporator /condenser fan motors.

4.4.10 Air Filter Devices

a. Air filter devices shall be provided to air-conditioning unit for


cleaning of all the air passing through the evaporator coil. Air filter
performance shall be rated and tested in conformance with UL-900
Class 1 or ARI 850. Vendor to provide, at least two (2) extra sets(as
spares) of the required number of filters installed for each unit.

b. Filter media shall be both or either one of the following, when


specified:

1. High Efficiency Air Filters (Bag Filters)

i. Media: Ultra-fine fiberglass.

- Holding Frame: Galvanized Steel.

ii. Performance Rating:

- ASHRAE 52-76/EUROVENT 4/5 Test Method


Average Efficiency: 92.5%

- Rated Air Flow Capacity at 152 Pa: 1180 L/sec.

- Recommended Final Resistance: 250 Pa.

2. Washable Permanent Panel Filters

i. Media: 14 mesh aluminum, alternate layers of flat and


herringbone crimp, four layers per inch (25mm), rod
reinforced.

- Frame: 16 gage (1.5mm) galvanized steel.

- Thickness: 50mm thick

ii. Performance Rating:

- Initial resistance at 2.54 m/sec.


Face velocity: 25 Pa w.g.

- Recommended final resistance: 2.54 m/sec.


Face velocity: 125 Pa w.g.

c. Filter surface shall be such that air filter operates at its optimum face
velocity for efficiency.

d. Filters shall be located so they are readily accessible and easily


removable for cleaning and replacement.

4.4.11 Condensate Drain Pan

a. Insulated double-wall condensate drain pan constructed of 18 gauge


galvanized steel with mastic coated liner for additional corrosion
protection; sloped toward drain fitting with a recessed vertical exit
non-trapping design with integral elbow for side discharge and FPT
connection. Drain size shall be as per manufacturer's
recommendation.

4.4.12 Copper Tubing and Connections

a. Refrigerant copper tubing shall be hard-drawn seamless type


conforming to ASTM B 280, Type ACR, hard drawn or annealed.

b. Provision shall be made in the design to allow for expansion stresses


in lines and to provide for stresses due to movement of unit in
shipping and handling.

c. All joints shall be properly brazed.

d. All suction lines shall be thermally insulated. Insulation material


shall be as specified in TES-K-100.

4.4.13 Refrigerant Controls

a. Thermal expansion valve shall be as specified in clause. 4.4.5 (c).

b. High and low pressure cut-outs shall be provided with adjustable


range suitable for high side operation, 31 ± 0.70 MPa (450 ± 10 psig)
and low side operation, 1.7 ±0.35 MPa (25 ± 5 psig), to prevent
freezing on evaporator coil. Oil pressure switch of manual reset type
shall be provided, as applicable.

4.4.14 Electric Power Supply and Controls

a. Packaged air conditioning unit shall be rated for the power supply
voltage indicated in Section 6.0, Data Schedule.

b. Power connection shall be through an unfused disconnecting means


mounted adjacent to the unit and conforming to the applicable
provisions of Article 430, Part H, and Article 440, Part B, of the
National Electrical Code, NFPA 70. Outdoor type enclosures for
disconnecting means shall be NEMA Class 4X, 3 mm thick, stainless
steel.

For a split type system, the air handling unit and the remote air-cooled
condensing unit shall be supplied by its own dedicated feeder with a
disconnect switch from the HVAC Power Panel. The feeder circuits
shall be protected by fuses or circuit breakers per Article 240 of the
National Electrical Code, NFPA 70.

c. Single packaged type unit shall be pre-wired in the factory as to


require only the connection of the power supply to the unit terminal
box. For a split type system, the air handling unit and the remote air-
cooled condensing unit shall be equipped with its own control panel
mounted within the unit. All internal power and control wiring shall
be factory-wired by the Manufacturer, and shall be either in
galvanized rigid steel conduits or dust tight/water tight flexible
conduits suitably attached to the equipment or enclosure to eliminate
any loose wiring.

d. Single packaged type unit shall be protected against overload per


Article 440, Part F, of the National Electrical Code, NFPA 70.

e. All control wiring for the HVAC control system, including


interlocking circuitry, shall be factory prewired by the Manufacturer.
For split type system, the field wiring for the interlock between the
evaporator fan motor and the compressor shall be as per
manufacturer's wiring diagrams.

f. Wiring:

All wiring shall be heat and flame retardant, rated 90°C maximum
operating temperature, type SIS as listed in ANSI/NFPA 70 or
approved equivalent, rated 600/1000V, with insulated, tinned,
stranded annealed copper conductor, and shall not be smaller than 2.5
mm².

All wires shall be adequately rated for thermal withstand of short


circuit currents, in accordance with back-up tripping time.

All wiring shall be made without splices. The control wires shall be
multi-stranded flexible and shall be terminated with size 1 hooked
crimps or ring type terminals. Spade type, pin type or boot lace type
crimp terminals are not acceptable.

Cable supports shall be provided for wiring run directly to


instruments or devices. Wiring extensions from raceways or bundles
to instruments and devices shall be neatly formed, securely tied or
clamped. Bends in the wiring shall be carefully made in such a
manner that the insulation is not damaged.

All internal wiring terminations shall be identified by legible


markings at the device terminals in accordance with the connection
diagrams. Each end of every wire leaving a terminal block shall be
identified indicating local termination point and destination. All
internal wiring shall have identification showing both locations of
termination at each end of the wire. Markers shall be of ferrule type,
permanently marked and shall be made of material that will not
deform or deteriorate and shall withstand a temperature of 90°C.
Adhesive type terminal markers are not acceptable.

g. Interlock shall be provided to facilitate cycling of condenser fans


based on the compressor operating load.

4.4.15 Electric Heating Coils

As an alternative and/or supplemental to air-source heat pump, electric


heating coils, as described below, shall be installed in the evaporator section
or in separate pre/reheating section :

a. Coils shall be an open-wire type, 80% nickel, 20% chromium


resistance coils, insulated by floating ceramic bushing and supported
in a galvanized steel frame. Bushing shall be recessed into embossed
openings and stacked into supporting brackets spaced on not more
than 100 mm. centers. Thermal cut-outs for primary and secondary
over temperature protection shall be provided to meet UL and NEC
requirements. Maximum element heating density shall be 8.53
watts/cm2 (55 watts/sq. inch).

Integral Control Box: NEMA 1 (for indoor use) enclosure complete


with automatic reset thermal cut outs, primary and secondary control,
sub-circuit fusing, air flow switch and fused control transformer. For
outdoor installation, NEMA 4 enclosure shall be used.

b. Heating coils shall be uniformly distributed over cross-sectional area


of unit with vertical support to prevent coil element from sagging and
suitable for operation on equipment utilization voltage.

c. Heater components shall be prewired and in most cases field wiring


shall only be limited to making connections to the line voltage, fan
interlock and control terminal blocks from field supplied step
controller, thermostat and other control devices.

4.4.16 Nameplate

a. Each air conditioning unit shall be equipped with a permanently


marked stainless steel nameplate in English to include the following
minimum information:

b. The nameplate shall be fastened to the equipment by stainless steel


screws or rivets.

4.4.17 Field Installed Accessories

a. For Single Packaged Type A/C Unit

i. Roof Curb: Made from 16 gauge galvanized steel with wood


nailer strip and capable of supporting the entire unit weight. It
shall be provided for roof-mounted unit having both direct
downward supply and return air openings.

ii. Make-up Air Intake Assembly: Fresh air intake assembly


directly attached to a single packaged type unit shall be
fabricated of heavy gauge galvanized steel and furnished
consisting of manual opposed blade volume damper, 25mm
thick aluminum flat/washable filters, 13mm stainless steel
birdscreen and rainhood.

iii. Space Thermostat: Thermostat shall be electronically


programmable type, wall-mounted, one or multi-stage cooling
and/or heating and with provisions for preset operating
schedules. The thermostat shall have the capability to control
both systems i.e. automatically switching from cooling to
heating and vice-versa as determined by the selected
temperatures. In the case where a DDC controller is utilized, a
compatible thermostat shall be selected.

Control Panel: Shall be aesthetically fabricated enclosure that


displays room temperature, mode of operation and which
system is currently on. It shall also be equipped with
indicator lamps to assert filters status, compressor status, etc.

A thermostat guard, tamper-proof clear plastic cover shall be


provided.

iv. Remote HVAC Control: If required, control system shall be


as specified for Split-Type A/C Unit.

b. For Split Type A/C Unit

HVAC Control System

i. Control Unit

Complete controls shall have Direct Digital Control (DDC)


that can also be used as stand-alone unit and interlock devices.
The DDC shall have an alarm history log and capable of
storing at least 20 last events. The latest event(s) shall succeed
the previous event(s) and shall have dates & times of
occurrences. During normal operation, the DDC shall display
the Substation name, month, day, year and time. Numeric
display i.e., Temperature and hours shall have one decimal
point. A maintenance tool set (lap top computer) shall be
provided including the software program copy for future use.

Interlock controls shall be provided with SCADA (for


unmanned facilities) and FACP to remotely monitor status of
the HVAC Systems, modifications of setpoints and
parameters, and to trip the A/C unit and exhaust fan in case of
smoke/fire detection, respectively. Likewise, provision shall
be made on control panels not to trip A/C operation on manual
checking of fire alarm.

Control unit shall have digital portable operator's terminal


mounted on the panel door and shall also provide two
communication interface ports for future Building
Management System (BMS) connections.

ii. HVAC Control and Monitor Panel

A remote HVAC control and monitor panel shall be provided


to perform the following functions:

• Status indication of the following:

- AC unit operating or duty/standby, as


applicable

- SCADA system interlocked (in case of fault/


trouble)

- FACP system interlocked (in case of fire)

- Cooling Mode and Stage(s)

- Heating Mode and Stage(s)

• Visual and audible alarm indications of the following


faults/conditions (All alarms shall have latching
circuits and shall persist until corrected or rectified.
Each alarm shall be treated as a digital input for alarm
history purposes. Provide a DDC power failure relay
with a set of dry contacts in series with SCADA
building high temperature alarm.):

- Power Supply: ON

- AHU Fan Status: ON/TRIP and start/stop push


buttons

"Lamp Test" button shall be provided


including a "Reset Switch" button for resetting
the system back to normal after the fault(s) has
been corrected.

• Interface with the SCADA System (if


applicable) for remote signaling of any
fault/conditions stated above to the Power
Control Center. A Set of dry contact shall be
provided in the remote control panel.

• Interface with the FACP for the shutdown of


HVAC units and closure of all motorized
fire/smoke dampers in case of fire.

• Remote signaling of any fault/trouble condition


to the central Control Room, if applicable.

Temperature/Humidity room sensors, electronic type,


for measuring and controlling of temperature only or
both temperature and relative humidity for all
considered sensitive areas, as applicable. Readings
shall be displayed in the Portable Operator Terminal.

Duct temperature sensors, one in supply and one in


return shall be provided monitor operating air
temperature via Portable Operator Terminal.

For any system having duty and standby A/C units,


control system shall be equipped with a 7-day/24-hour
timer switch or an adjustable digital timer (0-200 hrs)
to alternate the operation of the duty and standby units.
An automatic transfer switch, with an adjustable time
delay, 0 - 300 seconds, shall be provided to start the
standby unit in case the duty unit trips or fails to start.

For a multi-unit system (system with two or more


units), with a standby unit, a duty selector switch with
an automatic switch over circuit to operate the standby
unit in case of failure of any of the duty units shall be
provided.

Control panel shall have a knob-type "HAND-OFF-


AUTO (H-O-A)" selection switch for each A/C unit.

Ammeter and voltmeter, with reading ranges of 0 to


150 % of compressor rating, shall also be installed on
the panel for each compressor.

The remote control panel enclosure shall be NEMA


Class 4 and shall have a hinged lockable door.

All functions, devices, switches and indicating lights


shall be clearly and permanently labeled. All labels
shall be in both English and Arabic languages.

HVAC Control System may be supplied by any


company specializing in manufacturing of HVAC
Controls other than the packaged A/C unit Vendor.

HVAC Controls shall be tested and commissioned in


the field where the equipment is being installed, to be
witnessed by SEC representative. The Vendor shall
conduct Field demonstration/training for operation and
maintenance purposes.

5.0 TESTS

5.1 Factory Testing: All units shall be factory-tested in accordance with the applicable
performance test as prescribed in ARI 210/240, ARI 340/360, ARI 365 and ARI 430.
Cooling coils shall be tested at 2760 kPa pressure submerged in water conforming to
ARI 410.

All motors shall be tested in the assembled unit with voltage and ampere readings
verified. Each motor shall bear a factory certification run test label to verify
compliance.

All refrigerant containing parts shall be pressure tested in accordance with


ANSI/ASHRAE 15.

5.2 Field Testing: Unit performance tests, to be witnessed by SEC Representative, shall
be carried out in the field where the equipment is being installed. Field test reports
shall be submitted to SEC for review and acceptance.
