1.3 - HSE Responsibility and Appointment
Notwithstanding the hierarchy shown above, all employees and third parties in the operation of FEL
have immediate access always to the Managing Director on Health, Safety and Environmental
matters.
All members of staff have a responsibility for ensuring and demanding a safe working environment
and hence all staff has an important role to play in creating a safe working environment.

Managing Director
As the chief executive of the company, he makes resources available for managing HSE in projects
execution.
He is briefed at regular intervals on HSE matters. He takes final decision on HSE matters.
He is the most senior HSE focal point.
He drives HSE into every facet of the company operations.
HSE Manager
He has the responsibility of briefing Management on the implementation of Community Affairs,
Safety, Health, Environment, and security (CASHES) Policies as it is vested on the HSE
MANAGER. He is responsible to the Managing Director. The responsibility of the HSE Manager is
as follows: -
• Reviews and advises Company on HSE related policies and implementation thereof.
• Review HSE performance of Company and advises management of areas of unacceptable
performance and develops action plants to improve HSE performance.
• Develops and evaluate HSE training program.
• Programs, advises Management on the acceptability of current programs, evaluates the need for
modification of existing programs or implementation of new programs.
• He is responsible for the selection, evaluation, and training of HSE officers, who are selected to
represent the HSE program in the field.
• Evaluates HSE facilities and advises Management of status and evaluates the need for
modification or improvement of existing facilities.
• Evaluates related issues.
Project Manager
The Administrative responsibility of Health, Safety, environment, and Security Policy for the project
is vested in the Project Manager, who is responsible to the Managing Director.
QA/QC/Site Supervisor
He is responsible for the safety of the men; the safe condition of the assigned work area and the safe
operation of equipment is vested in the supervisor / foreman who is accountable to the Site Engineer.
The responsibilities of the Supervisor / foreman are as follows: -
• Enforces all phases of the established HSE Policy as well as special controls issued by Site
Engineer with all members of his crew and is responsible for obtaining results.
• He is responsible for the safety of his entire work area, including anybody, or anything not
connected with his crew, entering, working in or leaving the work area.
• Continues inspection of his work area to detect hazards, takes necessary corrective measures.
Reports to Site Engineer condition he is made to handle amicably. This inspection includes
QA/QC/Site Engineer
He is responsible for the safety performance in his assigned area, which is accountable to the Project
Manager. His responsibilities include:
• Enforces all phases of the established HSE program as well as special controls issued by the
Project Manager and he is responsible for obtaining results.
• He participates with the Project Manager and HSE Officer in making a HSES Survey and Job
Hazard Analysis prior to the commencement of the project and wherever the need arises.
• Communicates safety information to foremen and alert them daily on potential dangers / hazards
that may develop in their daily operations.
• Initiate a workable housekeeping program, assigns duties to individual assistance, and foremen
to make daily checks area, makes weekly housekeeping inspections, keeps record of conditions
found and corrective actions taken; maintains safety awareness, signs, warnings and bulletin
boards in clear and legible condition of offices.
• Develops and maintains a workable safe schedule for all equipment.
• Sees that foremen enforces all employees to make proper and judicious use of personal protective
equipment.
• Makes spot checks covering housekeeping, unsafe conditions, condition of equipment and
observance of safety rules.
• Personally, reviews all non-disabling injuries with injured foremen and participate in the
investigation of all recordable accidents, major equipment damages or environmental spills.
• Maintains an effective line of communication of HSE matters to the foremen.
• Instils in all personnel, by action, example, and training, a sincere altitude toward HSE, develops
a better understanding of efficiency in accident prevention.
• He facilitates safe waste disposal and environmental friendliness.
He is responsible for the safety of the individuals assigned to work with him, the safe condition of
the assigned work area, and the safe operation of equipment. He is accountable to the Supervisor /
Foreman. The tradesman HSE responsibilities are as follows: -
Other Employees
All employees are expected, as a condition of employment for which they are paid to work in a
manner, which will not cause damage to property, injury to themselves or to those with whom they
work. It is important to the concept of safety that the employees understand that the responsibility
of their safety is part of their job requirements. They will hold themselves responsible for the
following: -
• Make every effort to understand the job.
• Anticipate every way in which anybody might be injured and conduct their work to avoid
accident.
• Use the personal equipment provided.
• Be constantly alert to unsafe condition and report them to their supervisors.
• Report every injury no matter how small to his foreman.
• Attends toolbox and safety meetings on a regular basis.
• Facilitate good housekeeping, adequate waste disposal and environmental sanitation.
Safety Officer
It is the responsibility of the CASHES officer to provide to field construction management and
supervision with the necessary service relative to safety activities and required advice for the
promotion of safety programme.
He is administratively responsible to the CASHES Manager and accountable to the foremen with
the functional activities relating to the Health, Safety, Security and Environmental Procedures for
safe operations. Other responsibilities of the HSE officer are as follows:
• Maintain current knowledge of published safety literature, safety regulations and other
communications and advises management of compliance and of conditions requiring attention.
It is the responsibility of the Safety Officer to carry out an induction/orientation for new hires and
visitor entering the project site for the first time.
He shall carry out a:
• Brief description of company main line of operation.
• Staff reporting profile/introduction to management personnel.
• Basic safety requirement expected to be observed while in the site.
• Reporting procedure of unsafe act/condition/situation.
• Report all accidents cases immediately to line supervisors.
• Briefing on emergency exits, mustering stations and conveniences.
• Brief on the judicious use of personal protective equipment.
• Brief on the importance of warning signs.
• Presentation of company safety policies and safe work handbook.
• Questions and answers.
• Closing remarks.
