Chevron U.S.A. Inc. or its affiliates, the contractor’s use of this document

SCOPE
This specification covers requirements for design, manufacture, testing, and shipping of
stationary-type batteries used in Purchaser facilities.
INTRODUCTION
1. Requirements for batteries are based on Process Industry Practice (PIP) ELSAP11, “Design
and Fabrication of Flooded-Cell Lead-Acid Batteries for Electrical Stations,” 2010.
2. Requirements of this specification are supplementary to PIP ELSAP11.
3. Changes to requirements in PIP ELSAP11 are identified as additions [Add], replacements
[Replace with], and deletions [Delete]. Requirements that are not revised remain applicable.
4. Paragraph numbers in this specification are the same as PIP ELSAP11.
PURCHASING REQUIREMENTS
Instructions to Supplier
1. Supplier’s proposal shall be in strict conformance with this specification and all attached
drawings.
2. If Supplier wishes to take exceptions or propose alternatives to this specification or the
drawings, Supplier shall describe the proposed deviations and shall indicate the adjustment to
the proposed price applicable to each deviation should Purchaser elect to accept individual
deviations.
3. Supplier’s proposal shall describe the equipment offered in detail. Each copy of the Supplier’s
proposal shall be accompanied by preliminary drawings, system configuration drawings,
system description, one-line diagrams, dimensions, bulletins, and descriptive literature as
required to evaluate the proposal.
4. Supplier’s proposal shall provide hourly or daily rate information for necessary field service
engineering at the job site to ensure proper installation and operation of equipment. Proposal
shall also indicate the extent of such field service included in the quoted price of this
equipment.

Note: In PIP ELSAP11, any references to PIP ELSAP11D, Data Sheet for
Design and Fabrication of Flooded-Cell Lead-Acid Batteries, should be
replaced by ELC-DS-6026.
4. REQUIREMENTS
4.1 General
[Add]
All references to PIP ELSAP11D, the data sheet, shall be replaced by ELC-DS-6026.
4.1.8 [Replace with]
The following cell size correction factors shall be applied to the calculated battery
capacity:
a. Design margin: 10%
b. Aging factor: 1.25
c. Temperature factor: 1.40
d. If the specified or calculated battery capacity exceeds manufacturer’s standard rating
by more than 5%, the next larger standard rating shall be selected.
4.1.10 [Add]
a. Power connection lugs shall be compression type.
b. Cable support clamps or interface connections shall be supplied to carry the weight of
the conductors attached to the lugs of the terminal connector. Cell terminal posts shall
never be used to support the weight of the conductors.
4.1.13 [Replace with]
If a fully charged battery is equalized from a battery charger whose minimum output is
rated 25% of the 8-hour discharge rate of the battery, the maximum hydrogen evolution
rate shall be indicated by the Supplier on the data sheet. If an antimony alloy type battery
is used, the “end of life” float current demand point shall be used for this calculation.
4.2 Cells
4.2.11 [Replace with]
Unless otherwise specified in ELC-DS-6026, cells shall be paralleled if individual cells
weigh more than 100 pounds (45 kilograms). Paralleling of cells shall be subject to
Purchaser’s acceptance.
4.6 Inspection and Testing

A constant current or power capacity test in accordance with IEEE 450 shall be performed at the
factory on all batteries to determine whether they meet the specifications. This shall constitute the
acceptance test.
4.7 Shipping
4.7.2 [Replace with]
Cells shall be shipped dry charged, with the electrolyte stored and shipped in approved
containers.
4.7.8 [Add]
Preparation for shipment shall be in accordance with the Supplier’s standards as noted
herein. The Seller shall be solely responsible for the adequacy of the preparation for
shipment, provisions employed in respect to materials and application, and shipping of the
materials to their destination in undamaged condition when handled by commercial carrier
systems.
4.7.9 [Add]
Instructions for storage of the battery cells shall be attached to the equipment.
4.7.10 [Add]
Removable elements or items shipped separately from the package unit shall be clearly
identified with proper description and location of installation. Equipment shipped in more
than one section or container shall have each section or container clearly identified with
equipment description and section number.
4.7.11 [Add]
Equipment shall be protected from weather elements and vibration during shipping and
storage.
4.7.12 [Add]
Seller shall ship one set of installation, operation, and maintenance manuals with the
equipment.
4.7.13 [Add]
Removable elements or items that are shipped separately shall be shipped in weather-tight
packaging, suitable for outdoor storage.
4.7.14 [Add]
Each shipping section shall be furnished with removable lifting angles and/or plates
suitable for crane hooks or slings. Lifting angles and/or plates shall be fabricated for use
with slings at no less than 45 degrees.
4.7.15 [Add]
The lifting lugs shall be designed in such a way that they are not loaded beyond 33% of
the basic allowable stress, as defined in AISC Steel Construction Manual, of the weakest
part at any time during a lifting operation.
4.9 Conflict Resolution

4.9.1 Any conflicts between the referenced documents shall be identified to Purchaser in writing
for resolution.
4.9.2 In general, when resolving conflicts, the following order of precedence shall apply:
a. Purchase order
b. One-line diagram, associated documents, and other Purchaser drawings
c. ELC-DS-6026
d. This specification, ELC-SU-6026
