Patrol and Investigation


OBJECTIVES:
• To know the importance of Patrol and
investigation in our criminal justice
• To be knowledgeable in the use of Patrol and
Investigation in terms of Crime Prevention
and Implementation of Laws

Patrol

Are law enforcement officers assigned to


monitor specified geographic areas—that is, to move
through their areas at regular intervals looking out for
any signs of problems of any kind. They are the
officers most commonly encountered by the public, as
their duties include responding to calls for service,
making arrests, resolving disputes, taking crime
reports, and conducting traffic enforcement, and other
crime prevention measures.

The Goals and Objective of Police Patrol

Police patrols serve a variety of purposes, all with the underlying objective of keeping a
particular area of a municipality safe and crime-free. Patrol activity may include the
following activities:

• Monitoring suspicious or unusual activity


• Responding to calls for assistance or investigation
• Issuing citations for traffic or parking violations
• Investigating abandoned vehicles
• Dispersing unauthorized, non-permitted crowds
• Trouble shooting issues such as traffic lights being out, missing children or senior
citizens

There are myriad goals of a patrol officer which vary according to circumstances, and are
often different every day. In addition to doing their jobs effectively, police patrol officers
must also ensure their own safety and the safety of their partners and the general public
when responding to criminal activity. Some of the key objectives include:

• Professional, lawful approach to law enforcement


• Careful documentation/reporting of alleged criminal activity
• Assisting citizens by responding to emergency calls in a timely fashion or providing
referral to other appropriate agencies
• Ensuring no criminal activity is taking place during shift
• Reading Miranda Rights
• Arresting offenders without injury or incident
• Safely transporting detained suspects
• Logging detailed reports
• Maintaining the integrity of crime scenes and aiding in the collection of evidence
• Testifying in court, as required

In short, the over-arching goal of a police patrol officer is to ensure the health and safety
of the communities she serves while carrying out the lawful mission of the law
enforcement agency the officer represents.

A. Criminal Investigation

The importance of Criminal Investigation in Administration of CJS.

Criminal Investigation is important in the


administration of the CJS because one of the purposes
of criminal investigation is to gather and preserve
evidence that will justify their enforcement action in the
particular case as well as enable the fact finding
process of the courts and the prosecution of the case
successfully and obtain conviction.

Criminal Investigation

Criminal Investigation is an art, which deals with the identity and the location of the
offender and gather evidence of his guilt in criminal proceedings

Who is an Investigator?

An investigator is one who is charged with the duty of carrying the objectives of
investigation, such as:

1. Identify the criminal


2. Locate the Offender
3. Provide (gather) evidence for his guilt.

Qualities of a Good Investigator

1. Professionalism

This is a quality required for any career stream. As a professional investigator, you
have to be extremely professional. This goes a long way in building credibility and
reputation in your field. You have to be committed to the tasks you undertake and have
an inclination towards continuous improvement and excellence.

2. Integrity

One of the most important virtues of a professional investigator is integrity. As an


investigator, you will be dealing with a variety criminal cases where you would have
access to people’s private lives. It’s up to you to be discreet and confidential about your
work and to not use this information in ways that is inappropriate.

3. Persistence

Investigating cases of fraud and crime can be frustrating at times. This is because,
most criminal require persistent and proactive work until the end when the case is closed.
Basically, a professional investigator does not have the option of giving up.

4. Self-driven

When you are a professional investigator, you are mostly working tirelessly on your
own. You do not have someone else directing your work. It is you who decides everything.
So, in order to be a successful professional investigator you have to be self-driven.

5. Problem Solver

You need to have analytical skills and the ability to think logically. Only a good
problem solver will be able to work under immense pressure and successfully close the
case.

6. Reliable

When people come to you with their private cases, you have to be able to give
them the assurance that you will help them with their problem. People should have
complete faith in your ability to investigate cases and unmask the culprit. You should be
reliable and keep your client up to date on all progress.

7. Courage

The job of a professional investigator can be risky at times. You might have to deal
with people who are potentially unsafe for you. You should be prepared to deal with all
kinds of situations to become a successful professional investigator.

Crime Prevention

is the anticipation, recognition, and appraisal of a crime risk, and the initiation of
action to remove or reduce it.

Crime Prevention is an active approach utilizing public awareness and preventive


measures to reduce crime.

Crime Prevention reflects a philosophy of self-defense where the police and the
community take action before crimes are committed.

Crime Preventions programs will reduce crime, stimulate public awareness concerning
crime prevention and enhance our communities.

Crime prevention works. It is cheaper, safer, and healthier for communities to prevent
crime than to have to treat its victims, deal with its perpetrators, and lose civic health and
productivity.

But the responsibility of crime prevention doesn’t fall on one person – it’s everyone’s
business. Law enforcement agencies, however, often are the focal point in community
crime prevention.

This can be beneficial to prevention efforts because these law enforcement
officers:

• Know what crime is happening, where it is happening, and by whom


• Have the expertise to stop crime before it happens
• Can bring community members, police departments, and government officials
together

Police Image in the Administration of the Criminal Justice System

The importance why the police needs to enhance its Public Image

It is important for the police to enhance their image so that full cooperation of that
community is attained.

It is a fact that the concerns about crime are not solely a police concern. It is also
a community concern. Therefore, there must be a police community partnership in
tackling the issues about crime prevention and law enforcement. This police
community partnership is referred to as the concept of COMMUNITY ORRIENTED

POLICING.

The police should be able to help the community organized itself. The community
should strengthen and organized against crime. A community that is disorganized or
chaotic is the breeding ground of delinquent behavior and of criminal activities. This
is described as the “Broken Window “ theory by Wilson and Kelling.

Police Discretion in relation to the Administration of the Criminal Justice


System

What is Police Discretion?

Defining discretion in Law Enforcement.

Discretion refers to an official action that is taken by a criminal justice official


i.e. police officer, lawyer or judge etc. in which they use their own individual judgment,
to decide the best course of action.
