as rccorded during JPC conducted during the one-year pcriod lionr 01.01 .2019 to 30.06.19, was put up lbr kind
pcrusal of GM, in rcfercnce to Itcm 04 of MOM 3512020 held on 02.06.2020.

CM/WR has instructed that "CTE & CSE should issue a joint instruction so os to prevent occurring of
these deJiciencies. Ll/e need to concentrate on predictive maintenance basetl on this anolysis".

The ren.rarks on all the 3 aspect should be clearly given properly. Adequate block lbr
opcning ol ground connection shall bc obtained by SSE/Pway at the tirnc of
packing.

Thc SOD stipulatcs minimum throw of switch to ll5rnrn. It is also scen that
housing improvcs with incrcasc in throw o1'switch, so attempt may bc donc
to itnprove housing by highcr throw o1'switch also along with other lneasurcs
to incrcasc lhc sctting.
4 Stretcher Bar/Slide Half headed bolts should be ensured to be replaced at prescribed fiequency.

5 Burr on stock rail llngg and S&T ollrcials during their scheduled inspection shall rcrnain
(8.e2%) watchful for such any burr fonnation in stock rails. If they observe that burr
formation is reaching in sr"rch a stagc that it may a{fcct function of point, it
should bc grindcd irr timc.
6 Opcning o1- tongLre rail. It must be ensured by engineering and S&T staff to maintain minimum throw
(6.e4%) of switch to be more than I l5mm as stipulatcd by IRSOD. It is also seen that
housing improves with increase in throw of switch, so throw of switch should
always be maintained more than I l5 mm to avoid the incidence of less throw

8 Switch Replacement / ln tne changes rn protorma of turnout inspection, knife edge as well as wear
Reconditioning (3.8 I %) considerations from Annexure no. 4/3 & 4/3A of Para 429 of IRPWM have been
renroved. So judicious decision should be arrived at by Engineering regarding
whether the tongue rail is damaged.
Switch replacetnent and reconditionin-u should be prornptly done 1ln condition basis
or on stipulated lif'e basis, whichever happens earlier.
For condition-based rcnewals, p-way and S&'l- offrcials should bc vrgilant during
thcir routine inspection and any deficiency noticed it should bc reported to their

amended vide correctiorr slip No.143 of lRIlWM. r\s trrer the amendment, at all interlocked and
partially interlocked Stations, the Signal Staff will bc responsible for rhe pe riodical cleaning and
lubrication of those slide chairs in which signal and interlocking gears are connected fgene rally
up to third sleeper from tne of switctrJ in all poinrs interlr:ckcd with signals or provided with
Iocks. The Permanent Way Inspectors shall he rcsponsible for the cleaning and lubrication r:f
remaining slide chairs of all interlockecl points.

As per Para 237[5J [dJ, a Joint Proforma is being maintained for inspection and
maintenance of points ilnd crossings. 'l'he itern of cle aning & lubrication of slide chairs may ;rlso
be included in the proforma to ensure that the slide chnirs are cleaned ancl well lubricatecl for
smooth operation of point switches.

Recently. sorne of the railways have raised certain issues related to maintenance tk

of Thick web switch {Tws} rurnouts and Track circuit insulation problems which involved **

irsues pertaining to Track maintenance as well as signaling. fhe issues raised by the
Railways **r. *r*ined in consultation with Signal ote. of RDSO and in this regard a
joint note was issued vide reference at ii) above and a copy of the same is enclosed for
ready reference.

The issue in pornt no B of the Joint lnspection note at reference (ii) above, was
regarding the length of spring of SSD in Thick-Web Switch which was stated that it varies
when it is set for left & right Rail and leads to varying force/thrust on Tongue Rail. lt was
observed that SSD is to be laid on sleeper symrnetrically w.r.t" central line of the Track
and when the laying is not as per drawing, this problem can arise. lt was therefore
proposed that inspection of SSD can be jointly done by Engineering & Signal depafiment
as per the present frequency of once in a month and suitable proforma for loint
lnspection of Thick Web Switch including SSD can be jointly issued based on the proforma
in vogue in various Railways.

ln order to address the issue mentioned at point no. 8, Track Directorate had
explored various proforma's in use on zonal railways. lt was found that Joint lnspectron n;
protorma of Points & Crossin6s developed & issued by Western Railway dated ..!
