CHAPTER 1

INTRODUCTION

Background of the Study

Reserve Officer’s Training Corps also known as ROTC prior to the outbreak of

the second world war the Reserve Officer’s Training Corps (ROTC) was a long-standing

government program to prepare youth for military service and to be part of Armed Forces of the

Philippines (AFP) Reserve Force. This reserve force is expected to fill the demands of the army

in case of war or disaster. This is one of the courses in the National Service Training Program

(NSTP) of the government, which aims to prepare youth for service in the country. For being

also, to have a big part in patriotism the country.

Before, the amending of the NSTTP Law of 2001, ROTC was taking over the

Colleges and had no civilian welfare and literacy component. The perseverance, courage,

fortitude, and integrity of a cadet. The main reason is hazing and corruption for this is why it

resulted to the amending of NSTP Law of 2001. In the incidents of the students of University of

Santo-Tomas.

Mandatory ROTC program in Senior High School, that it should introduce and

develop deepen national love and good citizenship for Filipino youth. “Government offered a

mobilize reservists information campaign against drug use and the rehabilitation programs of

drug will disseminate the information” (President Rodrigo Roa Duterte, 2019).

Colleges and Universities are the first mandated to implement the Reserve

Officer’s Training Corps (ROTC) and has been stopped in 2002, the brutal death of Cadets

Galling UST, they were killed because of its exposure to ROTC training corruption in UST. The

Armed Forces of the Philippines (AFP) also pledge to have restriction in order to prevent

ROTC’s bad happenings (Jepoyo 2017).

In 1987 Constitution of the Republic of the Philippines Article II Section XIII, the

state recognizes the important role of youth in development of the country and must promote and

protect their physical, moral, spiritual, intellectual, and social welfare. It will be established in

the youth of patriotism and nationalism, and will encourage their participation in public and civil

activities.

Presently, Reserve Officer Training Corps Program (ROTC) mandated by

President Rodrigo Roa Duterte in his State of the Nation Address (SONA) 2019, This bill has

been effective for both male and female in Senior High School Students to participate (Mara

Cepedad, 2019) The House of Representative approved the third and final reading of the bill

making the mandatory to the students Grade 11 and Grade 12 (Rappler2019). Manila,

Philippines also substitute the approval of House Bill No. 5113, as amended in consolidation

with House Bills Numbered 5097 and 8651 in favor of the House Bill 8961 consist of legislators

with the vote of 167-4-0, implementing result the signing of memorandum of agreement between

the Department of National Defense (DND) and the Armed Forces of the Philippines (AFP).

Hence, Researchers found that this topic was a timely issue with the Senior High

School Students and also some students are lack of knowledge and experiences about ROTC.

Through this study the researches will be able to determine if this implementation is successful.

Statement of the problem

This research aims to study and discover the effectiveness of ROTC implementation among

Senior High School Students of Tañon College. Moreover, this study tends to answer the

following questions:

1. What is the level of effectiveness of ROTC Implementation in Senior High when

taken as a whole and when grouped according to academic strand, sex and age?

2. Is there a significant level of effectiveness of Prepared ROTC Implementation in

Senior High when the respondents are grouped according to academic strand, sex and

age?

Hypothesis

There is no significant difference in the level of effectiveness of the prepared ROTC

implementation among senior high school students when the respondents are grouped according

to academic strand, age, and sex.

Theoretical Background

Clausewitz’s Theory of War and Victory in Contemporary Conflict (Simpson,2017-2018)

Clausewitz’s posits how in the abstract: “if you want to overcome your enemy you must match

your effort against his power of resistance… But the enemy will do the same; competition will

again result and in pure theory, it must again force you both to extremes.” Crucially, however,

Clausewitz notes that a war would only conform to the ideal if it was a single decisive act

isolated from its political context, which for that reason, means that no war in reality has ever

met this ideal. That said, in the next chapter he notes “many wars have come very close” to the

abstract form.

The abstract form is to limit a narrow account of war as a purely military objective takes

place of the political aim, which is then classified as being outside war itself the focus during

war-the true aim of warfare- is on the military objective; There is a clear line between military

action in war and political action in peace.

In summary, to understand what Clausewitz means by the nature of war, it is necessary to

recognize that there is war. One is the abstract version found in the realm of logic, which

Clausewitz identifies as the nature of war. As Clausewitz stresses, “it must be observed that the

phrase the ‘natural tendency’ of war is used in its philosophical, strictly ‘logical’ sense alone and

does not refer to the tendencies of the forces that are actually engaged in fighting – including –

for instance, the morale and emotions of the combats.”

And this theory connects the purpose of this research, for a long-standing government

program to prepare youth for military services and to be part of armed forces of the country. And

to prepare students in case of a sudden war in the community or in the country.

SCOPE AND LIMITATION OF THE STUDY

This study covers the students in Grade 11 in Tañon College. It will also focus on the

effects on ROTC on its academic performance and to assess their outlook and knowledge about

ROTC implementation.

This study will only limit to answer questions and provide information with having a

crucial time that involves the students who are in Grade 11 from the views of ROTC

implementation. The names of the students are confidential.

This study will be conducted at Tañon College located at Ylagan Street, San Carlos City,

Negros Occidental.

SIGNIFICANCE OF THE STUDY

This study is significant to provide more information and knowledge for learners,

globally capable of contending to other country and be sensible of what is happening in our

country.

This study will be significant to the following:

Readers. This study will help the readers to have awareness and have an outlook in the

government mandatory of Reserve Officer Training Corps for gaining and initiatives and to

obtain knowledge on the program.

School Administrator. This study will be helpful because the students can be disciplined and to

avoid unnecessary doings

Armed Forces of the Philippines (AFP). This study will be able to help to get easily trained

those young people who wants to be part of army.

Students. This study will inform the students regarding the mandatory Reserve Officer Training

Corps to have understanding for the betterment and advantages of this program.

Parents. This study will help the parents to enlighten their knowledge and understanding about

implementation of ROTC in Senior High School.

Community. This study will benefit the community, to open their understanding and to slowly

accept the mandatory ROTC.

Government. This study will be beneficial to the government, to have an idea of the

effectiveness of their program.

Teacher/School Staff. This study will be able to provide adjustment for changes of the new

program in their respective schools.

Future Researchers. This study will allow the other researchers in such a way they serve a

contribution on the development of our knowledge in possessing the qualities of the work and to

enhance the readers’ perception on how they understand and how to clarify the issue of ROTC.

Definition of Terms

ROTC is clearly a wide term. And some of the students and readers doesn’t have enough

knowledge, here are some of the keywords that might help you understand.

ROTC or Reserve Officer Training Corps operationally defined as a program of that

consist of military instruction through training, interview and physical training, mandated by

President Rodrigo Roa Duterte in all Senior High School across the country.

Conceptually defined organization that trains people to become officers in the armed

forces, so that they are ready to join a military operation if they are needed. ROTC is an

abbreviation for ‘Reserve Officer Training Corps’. (Collins English Dictionary)

SONA refers to the State of the Nation Address in where the President Rodrigo Roa Duterte

states his accomplishments and future plans for our country.

Conceptually means constitutional obligation and yearly tradition, wherein the chief

executive reports on the status of the country, unveils the government’s agenda for the coming

Department of National Defense (DND) refers to guarding against external and internal threats

to peace and security.

Conceptually means it exercise executive supervision over the Armed Forces of the Philippines

(AFP), the Government Arsenal (GA), the office of Civil Defense (OCD), the Philippines

Veterans Affairs Office (PVAO), and the national Defense College of the Philippines (NDCP).

Commission on Higher Education (CHED) refers to an institution for tertiary also known as

College.

Conceptually means a part of a broad agenda of reforms on the country’s education system

outlined by the Congressional Commission on Ed8ucation. (EDCOM) in 1992. Part of the

reforms was the trifocalization of the education sector into three governing bodies: the CHED for

tertiary, basic education, higher education and graduate education. (ched.gov.ph)

National Service Training Program (NSTP) refers to a program in where the students are

instituted by the government to be consciousness and defense preparedness.

Conceptually speaking is a law otherwise known as republic Act 9163 or the NSTP Act of 2001,

refers to the program aimed at enhancing civic consciousness and defense preparedness in the

Youth in this study refers to the young people who are taking up K-12 program

Conceptually means a person ranging from 15-30 years old (Community Engagement)

Senior High School refers to a 2-year program for the preparation in College

Conceptually means covers kindergarten and 12 years of basic education (six years of primary

education, four years of Junior High School, and two years of Senior High School to provide

sufficient time for mastery of concepts and skills, developing lifelong learners, and prepare

graduates for tertiary education, middle-level skills development, employment, and

REVIEW OF RELATED LITERATURE

The Reserve Officer Training Corps (ROTC) programs conducted in state colleges and

universities and other similar institution of learning nationwide had remain as the primary source

of the country’s reservists who recognized by the amending law. College respondents who have

finish the new one-year basic course and they directly obtain into AFP reserve force, ready to be

in duty in case of national emergency and or in war or national defense, while ROTC

Programming (advance ROTC) additional two years in voluntarily and optional to provide basic

philosophy of these practices among Filipinos (Manaligod, Manuel W., 2017).

One of the ROTC’s renewal has developed dye to the conflict of the Chinese in the

regional territorial dispute with the West Philippine Sea and were claimed by the Chinese and if

ROTC requires every Senior High School students should follow and will be prepared as official

in both the intellectual and martial guard of democracy in which they defer the country of any

occupation. The ROTC also receive the significance of the recent phenomenon that the Visayas

region had encounter where many died and destroyed property the ROTC cadet can help in

served the victims to save and deliver relief good when it times of disaster (Villanueva, Rhodina,

2016).

Through ROTC program, Filipino youth are able to protect our country and potentially to

defend our nation. The resurgence of the Reserve Officer Training Corps is also filed by defense

secretary Coranzana the RA 7077 of “Citizen Armed Forces of the Philippines Reservist” act to

be mandatory for ROTC and that is approved by the newly President Rodrigo Roa Duterte and

his Cabinet (Pinol2017).

“If the youth would envision the purpose of training that will equip their many skills such

as basic life support, first aid training, basic self-defense combat preparation, survival skills and

others” (Padilla, 2017). The importance of ROTC is not only the benefit of the nation but we also

learn many not only in defensing our country but also in disciplining and respecting ourselves as

an individual member of the society (NB, GMA NEWS, 2017).

The Commission on higher Education is also studying the proposal of the program

revival aside from inculcating nationalism and discipline among youth. House Bill 2399 or the

ROTC abolition act of 2016. Comprehensive community service, community-based health and

nutrition program, community immersion, disaster preparedness, ecological services, and human

rights educated (Elago,2016) should be proposed and abolished not only in personal interest of

the President Federal Tyrpooe but in fighting in a form of heightening the military Capabilities to

some extent (Mara Cepeda, 2019).

The Armed Forces of the Philippines (AFP) is studying the renewal of the collaboration

of the Reserve Officers Training Corps program on the K-12 and ROTC program would work

and the plan not yet be discussed between the AFP and the DepEd to still ongoing (Rhodina

Villanueva, 2016).

President Duterte has called for the resurgence of mandatory ROTC and the AFP is

happy, ROTC graduates would have enhanced military skills and would have enhanced military

skills and would become more patriotic, just like other country in Singapore and Korea that

implement a two-year mandatory military service, but Commission on Higher Education

(CHED) Chairman Patricia Licuanan is not convinced. There are other ways to instill patriotism,

nationalism and good values among the values (Padilla, 2017).

The ROTC program was maintained as a mandatory that institutionalize the belief that

democracy is best protected among citizens and soldiers. ROTC program was lauded as instilling

young Filipinos with a sense of discipline, shared identity and the love of country. The ROTC is

just one of three trades of the National Service Training Program (NSTP) the Civic Education

Program which since 2002 has been a requisite for graduation at all Filipino Colleges,

Universities and more vocational schools (Pampubliko, 2016).

The Department of National Defense (DND) that Friday it has started the ball rolling to

bring back a mandatory, college-based, military training program. The DND revealed in a Friday

symposium which is expects to file in Congress in February 2017 for the Reserve Officers

Training Corps (ROTC) (David Santos, 2016).

The mandatory ROTC revival grade 11 and grade 12 Senior High School students in both

private and public schools are expressed by the army official with full support to President

Rodrigo Duterte’s Plans (Mart Sambaluo, 2018).

The deliberation and discussion bet. Department of National Defense (DND), the

Department of Education (DepEd), and the Armed Forces of the Philippines (AFP) with the issue

of implementing ROTC has been resulted in signing of memorandum of agreement (Philippine

News Gazette, 2019).

Over a 10-year period from 2002-2012, the civil warfare component produced

10,614,000 graduates, followed by the ROTC component, with 1,435,000 Armed Forces of the

Philippines Reservist and the literacy training with 535,700 graduates (Commission on Higher

Education, 2019).

CHAPTER 2

METHODOLOGY

This chapter discuss the research design, participants, instruments, measures, and procedures

employed in the study.

Research Design

This study used the descriptive research to describe the current state of the level of

effectiveness of prepared ROTC implementation among Senior High Students. To conduct

according to the quantitative descriptive method. The researchers view on how senior high

school students of Tañon College evaluate the level of effectiveness upon implementing the

mandatory ROTC.

Respondents. The respondents in the research are 50 grade 11 Senior High School Students

officially enrolled in Tañon College, for academic school year 2019-2020. The population of the

study consisted of two hundred nighty-six (296) Senior High students of Tañon College from this

population three hundred (300) were chosen as a sample using a random sampling.

Measures. The data gathering instrument is a researcher-made survey questionnaire that has undergone in

a validity test by three evaluators: Mrs. Charmaine S. Cantones, Mrs. Alexis T. Tugbo, and Ms. Francis

Joan E. Mendoza. The questionnaire gained a validity score of 4.89 which means that it is valid and

consistent. The questionnaire is made up of 15 statement and answerable of yes, maybe and no. The scale

use is the Nominal dichotomous yes/maybe/no data Krippendorff alpha rater reliability which no is the

lowest level and yes is the highest level. In order to determine the level of effectiveness of the prepared

ROTC implementation among senior high school students, the following range of score will be used.

Data Gathering. The researcher first chose a topic for the research and ask the adviser

for the researchers to have some help. Ask an approval to the principal of the school to conduct a

research among the senior high school students of Tañon College. Before conducting a survey,

the researcher must start writing background of the study, find the related literature and making

questionnaires.

Since the researchers have the consent, they convey surveys to the given respondents.

Gathering information and examine the outcomes or discoveries and translate the information in

an easy way of the gathered outcomes.

The data gathering instrument is a research-made questionnaire designed for student. The

questionnaire measures the level of effectiveness of prepared ROTC implementation among

senior high students.

Finally, after collecting the data, the tabulation, analysis, and interpretation using the

statistical tools will follow.

Data Analysis Procedure. In the analysis of the quantitative data, different analysis, and

statistical tool were used.

For descriptive problems, the descriptive analysis will be used and this could be

measured using mean and standard deviation.

For inferential problems, the comparative analysis will be used and this could be

measured using t-test and ANVOVA.

Ethical consideration. The researchers gave orientation on the purpose of the participants’

involvement in the study. Their dignity and well-being were protected all the times. They were

given the freedom to disclose or not to disclose their answers to certain questions and have the

right to be replaced of their views. Although the researches may obtain the participants’

permission to use their real names in the research report, the research data will remain

confidential throughout the study.

CHAPTER 3

RESULTS, DISCUSSIONS, AND IMPLICATIONS

This chapter presents the results, discussion, and implications of the data gathered based

on the problem and hypotheses of the study.

Results and Discussion

This section shows the descriptive and inferential result of the statistical treatment.

Table 3 shows the level of effectiveness of the prepared ROTC implementation among

senior high school students in terms of age, sex, and educational attainment. The results obtained

in the age category are as follows: the students aged 16-17 got a mean score of (M=1.29

SD=0.07) while the students aged 18-20 got a mean score of (M=1.40 SD=0.13), Ages 16-17

were interpreted in a low level of effectiveness while ages 18-20 were interpreted in an average

level of effectiveness of the prepared ROTC implementation among senior high school students.

The results obtained in the sex category are as follows: the male respondents got a mean score of

(M=1.31, SD=0.16) while the female respondents got a mean score of (M=1.31, SD=0.16). Both

were interpreted as average which means that the respondents have average level of effectiveness

of the prepared ROTC implementation among senior high school students of Tañon College. In

the educational attainment category, the respondents who are the STEM students gathered a

mean score of (M=1.24, SD=0.07) and interpreted in an average level of effectiveness, ABM

students got a mean score of (M=1.32, SD=0.07) and interpreted in an average level

effectiveness, while the HUMSS students got a mean score of (M=1.4, SD=0.08) and interpreted

in a low level of effectiveness of the prepared ROTC implementation of senior high school

students in Tañon College.

Implications

The senior high school students of Tañon College as a whole will far outweigh the issues

and concern that are being thrown against the program and the issues of monetary

considerations, funding and manpower. Although the government will be inculcating among the

senior high school students including with its educational institution.

When educational attainment is used as a basis for comparing the student’s levels of

effectiveness of amending implementation. It would have difficulty in managing their time and

priorities. This implies than the school did not fail to provide quality education for the students in

spite of the prepared implementation.

When sex is used as a basis for comparing the student’s levels of effectiveness of

amending implementation. It appears that males are not more interested compared to females,

Females have an average or more likely determine differ from males.

When age is used as a basis for comparing the student’s levels of effectiveness of

amending implementation. It shows that aged 16 to 17 years old are more likely disagree and

some are not likely interested while aged 18 to 19 years of age are mostly undecided.

There are no significant differences in the levels of effectiveness of prepared ROTC

implementation among senior high school students when taken as a whole and when group

according to sex, age and educational attainment. When taking the ROTC wouldn’t mean one

could become an automatic member of the AFP it is only to assess and to provide experiences

about military training among senior high school students.

CHAPTER 4

CONCLUSIONS AND RECOMMENDATIONS

Conclusion

We the researcher learned that the level of effectiveness of the prepared ROTC

implementation among senior high school students in Tañon College should take and should

follow the law implemented by the government. The implemented act according to the

government that the senior highschool students including the school should require and apply,

but the school need to have required facility first. The implemented law was not totally complied

by the educational institution. Based on the results of our study the amending Republic Act no.

7077 in mandating the institutionalization, development, training, organization and

administration of basic reserved officers training corps (ROTC) in grade 11 and grade 12 both

public and private educational institutions, and for other purposes. We also found out that there

are some senior high school students who don’t have enough knowledge, application and proper

guidance of the amending ROTC implementation.

We the researchers accepts the Null hypothesis when it comes to educational attainment,

gender and age because we found out the proposed implementation of ROTC in senior high

school students was not properly explain among itself and doesn’t comply in the mandated law.

Thus, the results have presented great differences, lack of knowledge and ignorance among the

people in general. In the line with this, we can refer to the theory that we have in study: the

Clausewitz’s Theory of War and Victory in Contemporary Conflict stated that the influence and

discourse of the amending implementation will affect the efficacy of the prepared

implementation. Furthermore, as the government and the different existing organizational

interests seek to keep radical technological changes out of the agenda at many levels.

There was a significant difference in the level effectiveness between the demographic

profiles of respondents to the effectiveness of the prepared ROTC implementations among senior

high school students. Therefore, the results indicate that the null hypothesis of this study was

rejected.

Recommendations

The recommendations below are advised to the following:

Government. We the researcher suggest that the prepared implementation of ROTC among

senior high school students must strengthen their commitment in pushing the law to be

regulated nationally.

Educational Institutions. The educational institutions both public and private educational

institutions must make sure to orient the following senior high school students to prepare

a background knowledge about the amending of ROTC implementation and must take

more action and attention in improving and providing the important needs of this

implementation.

Other researchers. Other researchers must utilize the result of this study in order to find out if

there is still a problem to be addressed and the descriptive detail in the study of the

prepared ROTC implementation among the senior high school students.

School faculty and staff. The researchers recommend the faculty and staff of the school to be

more considerate the time and priorities of every students in senior high school students.

Students. We can recommend students to cooperate the ROTC drill if it is implemented and if

there will be.

Parents. They should also think about how the ROTC implementation will affect their children

positively in their individual’s leadership, geography, civics, health, global awareness and

life skills.

CHAPTER 5

Many students tend to shy away from participating in an ROTC program

because they have no intention of joining the military after finishing high school, but

what many students may not know is that ROTC teaches skills that colleges and

employees want but aren’t, typically taught in a high school curriculum. Regardless of

your military intention, ROTC helps to cultivate skills that position you better for success

inside and outside of the classroom. Motivating young people to be better citizens and to

provide quality leadership, character, and leadership development, while fostering

partnership with communities and educational institutions. With this focus on leadership,

core values, abilities and self-discipline so that students will have a better positioned to

function in life itself, even if they never go into the military (Knees 2019).

Program Objectives

General Objectives. The ROTC preparation program served the needs of the nation and

various communities and teaches individuals leadership, geography, civics, health, global

awareness and life skills.

Specific Objectives

1. Provide quality leadership, character and leadership development.

2. To motivate young people to be better citizens.

3. Allows them to show their patriotism and desire to serve their country.

4. Teaches valuable life skills that these skills aren’t taught at home and that school

don’t emphasize such as leadership skill, self- confidence, discipline, communication

and collaborative skill, community service skill, accountability, time- management

and problem-solving skill.
