METHOD STATEMENT FOR ELECTRICAL WORKS
1. INTRODUCTION
Electrical works will form part of the camp facilities carried out prior to full mobilization of
personnel to the jobsite.
The works will consist of the all camp buildings electrical works for excavation, electrical works for
installation, electrical test and energizing as detailed in Section 3 below will form part of the camp
facilities carried out prior to mobilization of all personnel at site.
2. PURPOSE
The purpose of this method statement is to:
Provide a clear description and step by step guide for carrying out the work
To detail specific roles and responsibilities for the work
To ensure that the quality requirements for the fabrication, construction, and erection of
camp buildings are specified and implemented during the construction.
Detail specific HSE requirements that have to be considered for carrying out the works.

5. PERMIT TO WORK
A permit to work (PTW) is to be obtained and issued before the start of the work. The following
typical documents will be required for the PTW:
Permit to work
Method Statement
Task Risk Assessment or JSA
General Lay out Plan of Camp Area
Safety induction records
Permit to work&JSA to be approved by company
PTW renewing period shall be regulated according to company documentation procedure.
Permit to work should be taken for every activities prior the work
Permit to work should be renewed in case the conditions are changed
6. ACCESS CONTROL FOR PERSONNEL
6.1 Access Control Persons
The site may be accessed by persons working for Dorçe or as a subcontractor of Dorçe. The site
may also be accessed by visitors such as deliveries.
Minimum PPE requirements have to be fulfilled (Hard Hat, long sleeves overall Safety
Shoes, Safety Glasses)
No prohibited items may be on the person (Alcohol, Drugs or Weapons)

Ensuring all materials used and work performed are as per specifications; overseeing the
selection and requisition of materials and plant
Agreeing a price for materials, and making cost-effective solutions and proposals for the
intended project
Managing, monitoring and interpreting the contract design documents supplied by the
client/architect;
Liaising with any consultants, sub-contractors, supervisors, planners, quantity surveyors and
the general workforce involved in the project
Day-to-day management of the site, including supervising and monitoring the site labour
force and the work of any subcontractors
Planning the work and efficiently organising the plant and site facilities in order to meet
agreed deadlines
Overseeing quality control, health and safety matters on site
Preparing reports as required
Resolving any unexpected technical difficulties, and other problems that may arise
7.3 Safety Supervisor
Provide support to the Construction Supervisor for issuance and validation of PTW
Revise Task Risk Assessment as may be required during execution of works
Monitor all aspects of site HSE during establishment as defined in HSE Site Preparation
Procedure
7.4 QA/QC Inspector
To realize the all inspections defined in related ITP
To record check results on the related form
To witness all third party inspections performed by Client

8. WORK DESCRIPTION
8.1 Electrical Works for Excavation, LV Site Cabling, Termination and Testing
Electrical cables will be laid out in excavated trenches as required by the LV power distribution
plan and cross section plan.
Single core and multicore N2XRY (armored) cables will be used for outdoor electrical
distribution.
Cables will be directly buried to ground except main road crossings where mechanical
protection will be provided by PVC conduits with cement finish on top of it.
Only MV cables will have concrete tiling as per Turkish National Standards (TSE).
Cable markers will be installed on cable route to identify buried cable at a depth of 150mm.
The cable depth will be approximately 800mm

Electrical cables will be connected to junction boxes, distribution panels, generators and
transformers as required.
For up to 600v direct buried cable depth to be 600mm (24”) minimum.
Cables will be tagged at termination points to distinguish conductor phases and feeder
locations. Tagging will be made according to single line diagrams and load schedule.
The project QC Inspector will inspect received materials and make sure that the delivered
materials are as per the approved material submittal and design.
Panel schedules and single line diagrams will check for correct cable to be pulled at site.
Make sure that the containment system is tidy, clear and ready for pulling the cables for
main road crossings.
Cables will be checked for make and cross section area as per approved material submittals
and single line diagram/load schedules.
Manpower and/or mechanical assistance will be used for cable pulling process.
Cable drum will placed on cable jack at required locations.
Cable route will be prepared and required manpower will be distributed.
Start pulling while the people at the drum side release it at proper speed along with the
speed of pulling. Leave adequate length on both ends of the cable for termination.
Cable ends points will be capped and/or protected (isolated) to protect them from
environmental conditions.
Cables will be glanded when entering outdoor electrical panels.
Visual checks will be performed after cable pulling process to ensure the correct laying,
proper glanding, correct termination, and labeling etc.
Continuity and isolation tests will be performed with megger before energizing process.
Insulation resistance between cores and armor is to be measured with a 500V megger and
the readings to be verified within the permissible limits (measured value > 1 mega ohms).
Continuity test should be performed before energizing underground cables, megger should
be connected to both end of the cable and reading should observed via megger. Result should be
very low (close to 0 ohms)
Cables will be terminated via compression lugs for each core of the conductor.
Cable dressing inside the panel board shall be neat and clean. Cables will be striped for the
minimum length required for connection, to leave no exposed length of conductor after
termination.
Ensure that strands are not damaged when stripping cable cores. Strands will be twisted
together wherever necessary and number of strands will not be reduces. All strands will terminate
at adequate termination points.
Safety precautions to be strictly followed during installation, testing as well as charging of
any electrical equipment.

All appropriate safety protective gear, i.e. helmet, safety shoes, gloves, goggles, etc. should
be worn by workmen.
Work site should be kept clean and tidy.
Adequate lighting and ventilation should be provided in work area.
Two way voice communications will be provided at both feeding and pulling ends of the
cabling.
To minimize back reel tension accelerate slowly and smoothly from rest to constant pulling
speed. Avoid stopping the pull midway through the installation; the drag due to friction is greatly
increased when pulling is restarted.
Minimum bending radius will be observed during training cable into final position.
Suitable mechanical protection will provided for exposed cables during project construction.
8.2 Building Electrical Installation Works
Conduit and junction boxes for electrical lines installation
Cabling between socket, lighting and other electrical outputs by the project.
All electrical, data, fire alarm and etc. installation are done according to projects.
Air conditions, lighting fixtures are fixed and connected.
AC units, Switches, sockets and junction boxes are installed.
All cables are double insulated.
8.3 Electrical Test and Energizing
Electrical panel cable connection and generator cable connection should be checked.
Earthing connections for building electrical panel and generator should be checked.
Only authorized person must be stay in energized area.
Insulated gloves should be used in energized panel
Turn on the generator.
Check the main distribution panel (voltage value of phase, neutral earth) and switch on the
breakers.
A switch on the sub distribution panels and switch on the voltage between phases between
neutral and earthing connections.
Check the output loads (lighting, sockets, AC units)
8.4 Housekeeping, Waste Streams, Road Maintenance and Dust Control
Housekeeping to be maintained throughout the activities, and final sweep on completion of
work.
Waste streams to be collected in a central area and disposed of as required.
Dust control for road work will be produced on required basis
Damages to the construction road will be repaired in timely basis

9. QUALITY CONTROL
The items to be inspected by the witness of the client representative accordance to the project
specific Inspection Test Plans. During the inspection, related forms are processed by QA/QC
Inspector shall notice mentioned activities below and kept in QC department.
Check the excavation depth, slope, line and drawings according the installation type (pulling
the electric cables, waste water piping, potable water piping, fire hydrant piping, etc.). All the
check results are recorded on the relevant forms.
Check the system's functionality according to the project design documents and practicality
at real life situations.
Check functionality of all lighting fixtures and lighting control switches.
Check functionality of power sockets
Checking grounding of all metal surfaces
Checking the enclosure of electrical power distribution board if live parts are touchable or
not.
Checking the cabling and terminations in power distribution board.
Operational test check by socket tester.
Checking type and condition of the cables.
Dorçe HSE Plan and Manual, and the HSE site preparation procedure will be strictly followed
during execution of the works. The site Safety Supervisor will provide oversight for the works;
however the Construction Site Supervisor has ultimate responsibility to ensure that the work is
carried out safely. The site Safety Supervisor will also support the Construction team with relevant
interface with 3rd parties as may be required.
The work will be executed under PTW, and before the job starts the JSA will be reviewed again. A
tool-box talk will be carried out before the start of each activity and the specific hazards and control
measures will be discussed before commencement.
The Safety Supervisor on site will also be responsible to monitor the weather (temperature, wind
etc.) and communicate any specific concerns with the Construction team. The specific elements
that will be focussed on during site establishment works are:
1) PPE Control
2) Security Management
3) Risk Management/JSA
4) PTW & TRA
5) Heat Stress Management

All these elements are covered in the HSE plan and should be strictly followed by all personnel.
Safety is the first priority of all personnel on site, and special attention is required during this initial
stage of work.
