1. Based on the video, as a group, brainstorm on issues and concerns from past
disaster response operations.
2. Write the top five (5) issues and concerns in meta-cards/ flip chart sheets and post
them on the designated wall/board.

EXERCISE 2
Materials:
Blind-fold (or tissue paper)
Playing cards
Duration: 20 minutes
5 minutes instruction
10 minutes group activity
5 minutes processing
Instructions:
1. Group yourselves into 4.
2. Your task is to arrange the deck of cards according to number/letter: eg Four As,
Four 2s, Four 3s, etc.
3. Consider the following parameters:
a. Not all members of the group can touch the deck of cards.
b. If you want to touch the card, you will be blind-folded.
4. Strategize among your group how many members will be blind-folded.
5. The group who arranges the cards the first will win the game

Instructions:
1. IMPORTANT: All training materials should be closed. Assuming that your actual
group is designated to manage the operations for an earthquake incident in a
locality, brainstorm among your group how you will manage the response
operations.
2. Develop an organization structure reflecting your names and corresponding
positions.
3. Present your organization structure to the plenary.
Note: The facilitator will review and process your outputs at the end of the module.

1. Read the Midgar Earthquake scenario.
2. Using the map provided, draw the location of ICS facilities needed for the duration
of the response.

Midgar Earthquake
The southern area of Midgar Municipality was struck by what felt like a moderate
earthquake. Damage is being reported in various locations, but there is no current accurate
assessment of the overall damage.
Police officers on scene report damage to buildings in the downtown district. It appears,
however, that the most severe damage is in the southern and eastern areas of Midgar. Initial
reports received state that the earthquake triggered a landslide in those areas.
Several sources also indicate that there is damage to Ridge School. Police who have arrived
on scene report that some students may be trapped in a partially collapsed building at the
school.
Communication, water and power supplies have been disrupted in the southern and eastern
part of the municipality. There are also reports of landslides in multiple locations on the
national highway, east and west of Midgar, effectively closing the highway and access in
and out of the municipality.
Many residents in the southern and eastern parts of Midgar are digging through the debris
of collapsed houses looking for family members and neighbors. Some government
employees have voiced their availability to respond, but many are preoccupied with the
whereabouts of family members and others who cannot be located.
