Images, scanned copies of Certificates/documents and payment of fees etc.
Therefore, candidates are not required to send printout of application
form/verification form etc. to the University. OFFLINE APPLICATIONS ARE NOT
ACCEPTED.

Prospectus for admissions into "Under Graduate MBBS/BDS Courses under Competent Authority
Quota for the academic year 2022-23”
REGULATIONS:

The following are the Regulations for admission into MBBS/BDS Courses in all the Medical,
Dental Colleges affiliated to Dr. NTRUHS for the academic year 2022-23 under Competent Authority
Quota seats.
a) Seats available (after contributing 15% of seats to All India Quota) in Government
Medical/Dental Colleges
b) Category ‘A’ seats (50% of Intake) in Private Un-aided Non-Minority and Minority Medical and
Dental Colleges
c) 126 seats in MBBS course in Sri Padmavathi Medical College for Women (under SVIMS),
Tirupati. As per the NMC (Erstwhile MCI)/DCI Rules, the admissions into these courses will
be made through common counseling.
1. NUMBER OF SEATS UNDER COMPETENT AUTHORITY QUOTA:

• Total number of seats under Competent Authority Quota for the academic year 2022-23 in
MBBS / BDS Courses in Government Medical / Dental Colleges and Private un-aided
Medical / Dental Colleges is given in the Annexure-I.
Fee structure in respective of Private Un-aided Minority & Non Minority Medical & Dental
Colleges is as per the G.O.Ms.No.146, HM & FW Department, dated.05.11.2020.
• In case any new MBBS, BDS seats are permitted by NMC/DCI in the colleges affiliated to
the University for the Academic Year 2022-23, those seats also will be filled up.
NO FURTHER NOTIFICATION WILL BE ISSUED.

2. ELIGIBILITY: THE CANDIDATES WHO SECURED THE CUT-OFF MARKS OR MORE IN THE
NEET-UG 2022 AND FULFILLED THE FOLLOWING CRITERIA FOR ADMISSION INTO
MBBS/BDS COURSES HAVE TO SUBMIT THEIR ONLINE APPLICATION BY PAYING THE NON-
REFUNDABLE APPLICATION AND PROCESSING FEE THROUGH ONLINE AND UPLOAD THE
SCANNED CERTIFICATES/DOCUMENTS REQUIRED FOR COMPETENT AUTHORITY QUOTA
SEATS.

The candidates should secure the following cutoff scores in National Eligibility-cum-
Entrance Test (NEET) UG -2022, conducted by NATIONAL TESTING AGENCY, New Delhi as
per section (10) of Indian Medical Council Act, 1956.

2.1 (i) The candidate should be an Indian National and should satisfy the Local or Non-local status in
Andhra Pradesh (Residence requirement) as laid down in Andhra Pradesh Educational
Institutions (Regulations of Admissions) Order, 1974. Selection will be done as per the procedure
laid down in the G.O.P.No.646, dated 10.07.1979 as amended in G.O.Ms.No.42, Higher
Education (EC2) Department, dated. 18.05.2009.
NOTE:
a. As per G.O.Ms.No.254, HM & FW (C1) Department, dated.11.10.2022, the Government of Andhra
Pradesh issued amendments to the A.P. Government Professional Institutions (Regulation of
Admissions into Under Graduate Medical and Dental Professional Courses) Rules 2004 which reads
as follows:

AMENDMENT

In the said rules, in rule 3, in clause (a), after the words “Indian Nationals”, the following expression
shall be omitted, namely, -

“or Persons of Indian Origin (PIO) / Overseas Citizen of India (OCI) Card holders”

b. As per G.O.Ms.No.255, HM & FW (C1) Department, dated.11.10.2022, the Government of Andhra


Pradesh issued amendments to the A.P. Un-aided Non-Minority Professional Institutions
(Regulation of Admissions into Undergraduate Medical and Dental Professional courses) Rules 2007
which reads as follows:

AMENDMENT

In rule 3 of the said rules, for clause (a), the following shall be substituted, namely, -

“(a) Nationality and Domicile: The candidates should be Indian Nationals and should satisfy
Local, Non-Local status requirement as laid down in the Andhra Pradesh Educational Institutions
(Regulation of Admission) Order, 1974 as amended in G.O. (P) No.646 Education (W) department,
dated 10.07.1979.

Provided that, Persons of Indian Origin (PIO) /Overseas Citizen of India (OCI) Cardholders
are eligible for admission only against any Non-Resident Indian seat or any supernumerary seat;

Provided further that, the OCI Cardholder shall not be eligible for admission against any
seat reserved exclusively for Indian Citizens.”

2.2 (ii) The candidate should have passed Intermediate (10+2 pattern) or its equivalent
examination with Physics, Chemistry, Biology (Botany, Zoology)/ Biotechnology and
English.
• OC candidates including candidates claiming EWS reservation, should
obtain > = 50% marks in science subjects.
c. BC/SC/ST candidates should obtain > = 40% marks in science subjects.
d. OC- PH candidates should obtain > = 45% marks in science subjects.

(iii) The candidate should have completed 17 years of age as on 31-12-2022. The candidates who
do not complete 17 years as on 31-12-2022 are not eligible.

2.3. ELIGIBILITY CONDITIONS IN RESPECT OF CANDIDATES WHOSE DOMICILE IS
ANDHRA PRADESH / TELANGANA
The candidate shall satisfy Local / Non local status as per G.O.P.No.646 Education (W1)
Department dated 10-07-1979 and Presidential Order. The procedure indicated in the
above G.O. for Selection of candidates as amended in G.O.Ms.No.42, Higher Education
(EC2) Dept., dated 18-05-2009 shall be followed.
The Non-local candidates are eligible for 15% Unreserved seats only. The Local
candidates are eligible for both 15% unreserved seats and 85% respective local area
seats.

2.3.1 The verification fee and registration fee once paid will not be refunded or adjusted to a future
date. Therefore, candidates are advised to check eligibility conditions thoroughly before
applying for Competent Authority seats.

3. RESERVATION IN FAVOUR OF THE LOCAL CANDIDATES:


3.1 Admission to 85% of the available seats shall be reserved in favour of the Local candidates
in relation to the local area as provided in A.P. Educational Institutions (Regulation of
Admission) order, 1974 as given in Annexure-III of G.O. (P) No. 646, Edu. (W1) Department,
dt.10-7-1979.

3.2 STATE-WIDE COLLEGES:


Admission into State wide colleges shall be regulated as per the provisions in the A.P.
Educational Institutions (Regulation of Admission) Order, 1974 as given in Annexure-IV of
G.O.(P) No. 646, Edu. (W1) Department, dt.10-7-1979.
3.3 LOCAL AREA:
3.3.1 The part of the State comprising the Districts of Srikakulam, Vizianagaram, Visakhapatnam,
East Godavari, West Godavari, Krishna, Guntur and Prakasam (Andhra University Area) shall be
regarded as the local area for the purpose of admission to the Andhra University, and to any
other education institution (other than a State-wide University or State-wide Educational
Institution) which is subject to the control of the State Government and is situated in that part.
3.3.2 The part of the State comprising the Districts of Adilabad, Hyderabad, Rangareddy, Karimnagar,
Khammam, Mahaboobnagar, Medak, Nalgonda, Nizamabad and Warangal shall be regarded as
local area for the purposes of admission to the Osmania University,
** ( the Kakatiya University) and to any other educational institution (other than a State-wide
University or State-Wide Educational Institution) which is subject to the control of the
State Government and is situated in the part.
3.3.3 The part of the State comprising the Districts of Ananthapur, Kadapa, Kurnool, Chittoor and
Nellore (Sri Venkateswara University) shall be regarded as local area for the purpose of
admission to Sri Venkateswara University and to any other educational institution (other than a
State-wide University or State-wide Educational Institution) which is subject to the control of the
State Government and is situated in that part.

3.4 LOCAL CANDIDATES:

3.4.1 A Candidate for admission shall be regarded as local candidate in relation to a local area.
i) If he/she has studied in an Educational Institution or Educational Institutions in such local
area for a period of not less than 4 consecutive academic years ending with the academic year
in which he/she appeared or as the case may be first appeared in relevant qualifying
examination.
(or)

ii) Where during the whole or any part of the four consecutive academic years ending with the
academic year in which he/she appeared or as the case may be first appeared for the relevant
qualifying examination, he/she has not studied in Educational Institution(s), if he/she had
resided in that local area for a period of not less than 4 years immediately preceding the date of
commencement of the relevant qualifying examination, in which he/she appeared or as the
case may be first appeared.
(or)
iii) Local Status Certificate issued by MRO for claiming as AP local as per Circular Nos.
4136/SPF&MC/2015-5, dated.08.08.2016,4136/SPF&MC/2015-13, dated.20.11.2017 &
G.O.Ms.No.129, dt: 28-10-2019 of General Administration Dept.

3.4.2 A candidate who is not regarded as a local candidate under sub-regulation (3.4.1) above in
relation to any local area shall,

i) If he/she has studied in educational institutions in the State for a period of not less than 7
consecutive academic years ending with academic year in which he/she appeared or as the
case may be first appeared for the relevant qualifying examination be regarded as local candidate
in relation to:
a) Such local area where he/she has studied for the maximum period out of the said
period of 7 years.
b) Where the period of his/her study in two or more local areas are equal, such local
area where he/she has last studied in such equal periods.
(or)
ii) If during the whole or any part of the seven consecutive academic years ending with academic
year in which he/she appeared or as the case may be first appeared for relevant qualifying
examination, he/she has not studied in the educational institution in any local area, but he/she
has resided in the State during the whole of the said period of 7 years be regarded as a local
candidate in relation to
a) Such local area where he/she has resided for the maximum period out of the said period
of 7 years.
(or)
b) Where the period of his/her residence in two or more local areas are equal, such local
area where he/she has resided last in such equal periods.

3.4.3 The following categories of candidates are eligible under 15% of the available seats,
i.e. Un-reserved, in terms of the Presidential order:

a) All local candidates defined in the Presidential order.


b) Candidates who have resided in the State for a total period of ten years excluding
periods of study outside the State or either of whose parents have resided in the State
for a total period of ten years excluding periods of employment outside the State.
(Annexure –III (a) – for student) & Annexure – III (b) – Parent Resident )
c) Candidates who are children of parents who are in the employment of this State or
Central Government, Public Sector Corporation, Local Bodies, Universities and other
similar quasi Public Institution within the State; and (Annexure – III (c) ).

d) Candidates who are spouses of those in the employment of the State or Central
Government Public Sector Corporations, Local Bodies, Universities and educational
institutions recognized by the Government or a University or Other competent authority
and similar other quasi Government institutions within the State. (Annexure – III (c) )

N.B.: The Scanned copies of relevant certificates must be uploaded for verification along with
online application. In respect of residence certificate, the certificate should be obtained
from the Revenue authorities clearly specifying the years.

4. RESERVATIONS:
A. Reservation for Scheduled Castes (S.C.) and Scheduled Tribes (S.T.):
Out of the seats available for admission under University, 15% seats shall be reserved for
candidates belonging to SC, 6% of seats shall be reserved for candidates belonging to
Scheduled Tribes in each local area.
i) In the event that if any seats reserved for S.T. not being filled up, they will be open
to the candidates belonging to the Scheduled Castes and vice-versa.
ii) In the event of the candidates from the SC and ST are not being available, these seats
shall be allotted to the candidates under open competition.
iii) Candidates of the Scheduled Castes and Scheduled Tribes belonging to the State of
Andhra Pradesh only which are specified by the Govt. of A.P from time to time shall be
considered.
B. RESERVATION FOR BACKWARD CLASSES:

29% of the available seats for admission in each local area Under Dr. NTR UHS for MBBS, BDS
courses shall be reserved for candidates belonging to Backward Classes as follows:-

BC-A -7%, BC-B-10%, BC-C-1%, BC-D-7% & BC-E*-4% as per the G.O.Ms.No.1793,
Education, dt.23.09.1970 and G.O.Ms.No.23, Backward Classes Welfare (C2), dated.07-07-2007
and G.O.Ms.No.231, Health Medical and Family Welfare (E1) Department, dated 11-07-2007.
(* Subject to further orders of the Government of A.P. / High Court.)
If qualified candidates belonging to Back Ward Class of particular group are not available, the
leftover seats can be adjusted for the candidates of next group. If qualified candidates
belonging to Back Ward Classes are not available to fill up the 29% seats reserved for them,
the leftover seats shall be treated as Open Competition seats and shall be filled up with
candidates by merit.
Note:-The Social Reservation provided for BC’s SCs, ST’s in the ratio of 29%, 15% and 6%
respectively shall be vertical reservation.

C. RESERVATION FOR ECONOMICALLY WEAKER SECTIONS (EWS):
The reservation of 10% in favour of Economically Weaker Section (EWS) candidates who are not
covered under existing scheme of reservation for SC/ST & BCs will be made as per the
procedure/ guidelines issued by the Government of AP in the Government Medical Colleges
where additional seats are permitted by NMC/Govt. of India for the purpose. The persons
seeking the benefit of reservation under EWS category shall obtain the Income & Asset
Certificate for Economically Weaker Section (EWS) valid for the year 2022-23 issued by the
Tahsildars on or after 01.04.2022 pertaining to AP - Non State wide Institutions and Tahsildars
of AP & Telangana pertaining to State wide Institutions.
5. RESERVATION FOR WOMEN CANDIDATES:

33 1/3% of seats are reserved for women candidates which are horizontal reservations.

6. SOCIAL STATUS CERTIFICATE:

The candidates belonging to Scheduled Castes, Scheduled Tribes and Backward Classes have to
upload a latest Certificate in the Prescribed Proforma, with barcode, in support of their claims.
The social status of Schedule Castes, Scheduled Tribes and Backward Classes candidates shall
be scrutinized in terms of G.O.M.s.No.58, SW (J) Dept. Dt. 12-05-1997.
The candidates are informed that they will not be considered for the caste claimed by them
unless they upload the latest Integrated Community Certificate with Barcode, prescribed by
the Government and issued by the Revenue Authorities (Vide G.O.Ms.No.58, Social Welfare (J)
Department, dated. 12-05-1997). (Annexure-II)

In case of Minority candidates, the Minority certificate issued by Minorities Welfare


Department, Government of AP to be furnished in support of their claim.

7. RESERVATIONS UNDER THE SPECIAL CATEGORIES, i.e. CAP / NCC / SPORTS & GAMES,
PHYSICALLY CHALLENGED (PwD) AND POLICE MARTYR’S CHILDREN (PMC), FOR
ADMISSION INTO MBBS/BDS COURSES
7.1 Seats shall be reserved in each course and in each category for the following to the extent
indicated against them see ANNEXURE -V

7.2 The Reservation for Special categories mentioned above shall be provided on the basis of
compartmentalized horizontal reservation for each category of OC, BC, SC and ST’s as per the
G.O.Ms.No.231, Health Medical and Family Welfare (E1) Department, dated.11-07-2007.

NOTE A:
a. The Reservations and priorities in respect of the above categories will be as per the
Government orders and subsequent amendments issued from time to time in the
respective categories.

b. The guidelines of Govt. of India and Regulations of NMC (Erstwhile MCI) shall be observed
in making admissions of persons with disabilities (Physically Handicapped) candidates.

The Medical Board constituted by the Competent Authority will examine and assess the
percentage of disability of differently abled candidates, who have applied for admission
under PH quota. The report of the Medical Board is final for considering a candidate under
PH quota as per rules.
As per G.O.Ms.No.106, HM & FW (E1) Dept., dated 16-07-2013 and as amended from time
to time, the percentage of reservation under Police Martyrs Children (PMC) category is
0.25% for admission into undergraduate Medical and Dental Courses.

NOTE B: The Original certificates of the candidates claiming reservation under Special Category,
i.e. CAP, Sports & Games, NCC and Police Martyr’s Children, will be scrutinized and
the genuineness of the said certificates will be confirmed by the officials of the
concerned Departments after Certificates Verification. The Merit list /Priority wise
list submitted by the Concerned Authorities after Scrutiny and Confirmation is Final,
basing on which the selections into MBBS/BDS Courses under the Special Categories
will be made by the University.

7.3 RESERVATION FOR ANGLO-INDIAN COMMUNITY IN MBBS COURSE:

One seat shall be reserved in MBBS Course for Anglo-Indians at Siddhartha Medical College,
Vijayawada as per G.O.Ms.No.183, HM&FW (E1) Department, dated. 30-06-2004. The
candidate has to upload the certificate in support of his / her claim in the prescribed proforma
issued by M.R.O. subject to scrutiny and confirmation by the Secretary, Dept. of Minority
Welfare, Govt. of Andhra Pradesh.
8. APPLICATIONS THROUGH ONLINE:

8.1 The on-line application form for determining merit position for Competent Authority quota
seats using NEET UG – 2022 scores will be available on the website

https://ugcq.ntruhsadmissions.com from 10.00 A.M on 13-10-2022 to 20-10-2022


upto 06.00 PM
Note: The candidates are advised to take a print out of the Prospectus / Instructions from the website

http://ntruhs.ap.nic.in or from https://ugcq.ntruhsadmissions.com and verify the

Eligibility under Local/ Non-local category before proceeding to fill the online application form.

8.2 The candidate should fill the online application form available in the Website with the data
required-for and upload the scanned Certificates/Documents in support of their claim through
internet. The online application form can be filled through any computer with internet
connection (home/internet cafe/net center). The candidate is advised to fill the online
application form after going through the Prospectus by keeping all the Certificates ready to enter
the correct data and uploading of the scanned copies of certificates/documents, photo and
signature after payment of fee through online.

8.3 The candidate should furnish correct information in the online application form and upload
scanned original certificates with application. The applications with incorrect
information, invisible documents will not be considered and automatically rejected. If it is
found that the candidate has furnished incorrect information or uploaded fake or forged
documents, the University takes action that deems fit as per rules against the candidate
including cancellation of seat / admission without any notice.

9.0 APPLICATION AND PROCESSING FEE:


OC/BC - Rs.2950/- (Rs.2500/- + Rs.450/- (GST @ 18 %) Bank charges extra
SC/ST - Rs.2360/- (Rs.2000 + Rs.360/- (GST @ 18 %) Bank charges extra
Fee shall be paid online through Debit Card/ Credit Card / Net Banking /UPI.

9.1 The candidate should sign at the declaration area in the print out of the online application form
and submit at the time of joining at the allotted college. The candidates need not submit
Printout of Application by post/by hand to the University.

Do's and Don'ts

Do not use mobiles and tablets to Apply.


Use only computers with Internet Explorer – 11 version, Google Chrome, Mozilla Firefox
(latest version) to fill the application form.
Do not select or enter false information which can be liable for Criminal Action.
Avoid using slow internet facility.
Keep your mobile with you while applying and do not block SMS.
The Registration number sent to the registered mobile number after entering the basic
details should be noted for further use. It should be kept confidential and not to disclose
to others.

1. There are 4 steps to Register for UG admission program i.e Mobile and Email Registration, Payment of
fee, updating of data and uploading of Certificates. Open the website
https://ugcq.ntruhsadmissions.com/ Home page displayed as follows.
2. Monitor Resolution to be set to maximum, Best viewed in 1920 X1080 pixels.
Enter your NEET UG – 2022 Roll Number.

3. Click on the Mobile and Email Registration. The candidate should have a valid /working Mobile and Email Id. OTP
will be sent to registered Mobile and Email Id at different stages. The candidate should keep the Mobile and Email
Id active till completion of the counselling process. The candidate has to enter OTP’s received to mobile and Email
Id for registration and Verification of Mobile and Email Id.

10. VERIFICATION OF CERTIFICATES:

10.1 The eligibility of a candidate will be verified basing on the uploaded copies of scanned
certificates/ documents.
The candidates who are claiming reservation under Special Categories i.e. PwD, Sports &
Games, NCC and CAP have to watch the University website for further notifications, Notices,
if any, for scrutiny of original certificates of respective special category.

Note: The candidature of the applicant will not be considered for admission to MBBS/BDS courses, if
online application is submitted without uploading the scanned copies of required
certificates/documents as per regulations.

In view of COVID 19 and PANDEMIC CONDITIONS, the eligibility and community


Certificates verification will be conducted basing on the scanned original certificates
which are uploaded by the candidates.
11. MERIT LISTS:
The Provisional Merit Position of the candidates those who have applied through online in
response to the notification issued by Dr. NTRUHS for Competent Authority Quota seats into
MBBS/BDS shall be determined by NEET UG-2022 scores after verification of uploaded
certificates by the University and officials of concerned departments as per eligibility rules/
regulations. The Provisional Merit Position will be placed on University website
http://ntruhs.ap.nic.in duly calling for objections, if any.

11.1 THE UNIVERSITY WILL RELEASE FINAL MERIT POSITION OF ELIGIBLE


CANDIDATES FOR EXERCISING WEB OPTIONS.

12. WEB COUNSELING:-

The notifications for exercising web options for admission into MBBS/BDS courses will be
issued separately and placed on the website http://ntruhs.ap.nic.in from time to time.
Only one time options shall be exercised for all MBBS and BDS seats available in all the
colleges under Competent Authority Quota.
13. PROCEDURE OF SELECTIONS:
Procedure of selections for admissions into MBBS/BDS courses shall be as Presidential Order

Further, the Orders, if any, as amended from time to time by the Government of Andhra
Pradesh, National Medical Council/Dental Council of India/Government of India are applicable.

14. ADMISSION RULES:


14.1. The Selected candidates have to download the allotment order from the website
http://ntruhs.ap.nic.in after payment of University fee through payment gateway.

14.2. The candidate should submit the printout of the filled in online application form duly
signed provisional allotment order and original certificates along with one set of attested
copies of all relevant certificates to the Principal of the allotted college at the time of
joining for final verification. In case of any discrepancy, the provisional allotment will be
cancelled.
14.3. If it is found at the time of admission or later that he/she has furnished incorrect
information or uploaded fake or forged documents, the University takes action
that deems fit as per rules against the candidate including cancellation of seat /
admission without any notice.

15. ANTI RAGGING ACT: Placed on University Website for information.

NOTE: Sri Padmavathi Medical College for Women, Tirupati under SVIMS, Tirupati is a Non
State wide Institution. Out of 126 seats available under Competent Authority Quota,

II. The relevant Association/Federation shall give a certificate to the person claiming sports quota
duly authenticated by Sports Authority of India or Government of India that they were cleared
for International participation by the Standing Committee at Government of India level which
meets every week and clears sportspersons for International events with their support. This
instruction relates to International events.

III. Participation certificate shall be considered only when they are backed with medal/actual
participation in the game at the below level competition. To illustrate, the point participation in
International level will be accepted subject to authentication proposed by the Sports Authority of
India. or Government of India when there is evidence of participation/medal at the National level.
Similarly participation at National level should be backed up by participation/achievement of
Medal at the State level competition.

IV. No preference shall be given to the candidates having represented more than one game or sport.
The priority will be decided based on the highest entitlement from among the priorities admissible
to a particular candidate based on his/her representation in different games/sports.
