QUALITY ASSURANCE PLAN (QAP)

1.0 THE PROJECT


1.1 Background
The National Highways Authority of India has been entrusted with the assignment
of Consultancy Services for preparation of DPR for development of Expressways,
Economic Corridors and Inter Corridors under Bharatmala Pariyojana Phase-II
(Lot-11). In pursuance of the above, Intercontinental Consultants and
Technocrats Pvt. Ltd. have been appointed as Consultants by NHAI to carry out
the “Preparation of DPR for development of Expressway, Economic Corridors
and Inter Corridors under Bharatmala Pariyojana Phase-II (Lot-11) (Package III) –
(i) Purvanchal Expressway to Patna (Patna Ring Road) and (ii) Ganga Bridge
Connectivity between NH-31 and NH-33 (Mokama to Munger)”.
In pursuance of the above, the consultancy agreement for the services was
signed on 10th March 2022 and the NHAI has asked the Consultants to
commence the consultancy services vide its letter no. NHAI/Bharatmala/DPR/
LOT-11/2021 dated 9th March 2022.
Accordingly, Consultants team had visited both the sites from 28th March 2022 to
1st April 2022 and submitted the Inception Report on 28th April 2022 vide ICT
letter no. ICT/NHAI/876/LOT-11/2738.
A meeting was held with the GM (Tech) Bharatmala at NHAI HQ and the options
proposed in Inception Report and surrounding road network were discussed in
detail.
However, NHAI decided to drop the proposal for preparation of DPR for stretch
Purvanchal Expressway to Patna (Patna Ring Road).
Moreover, NHAI vide its letter no. NHAI/Bharatmala/DPR/Lot-11/2021/78 dated
18th August 2022 has awarded the DPR preparation work of Southern part of
Hyderabad Regional Ring Road in the state of Telangana in place of Purvanchal
Expressway to Patna in the state of UP and Bihar after approval of Competent
Authority. Accordingly the final stretches for preparation of work are as below:

In fulfillment of ToR submissions, Stage-1, Clause 10.1 & 10.2, the Consultants
are here with submitting the Draft Inception Report including Quality Assurance
Plan Stretch wise. This submission pertains specifically to Southern part of
Hyderabad Regional Ring Road in the state of Telangana for approximate
length of 189.00 Km.

1.2 Objectives
The main objectives of the Consultancy services are:
 To establish the technical, economical, and financial viability of the project
and prepare detailed project reports; for rehabilitation and upgrading of the
existing road to 4/6/8 lane configuration for developing greenfield alignment
 Propose the Development of Corridors to at least 4-lane access controlled
(fully access control for Economic Corridors) in certain stretches, depending
upon traffic DPR for access controlled 6- laning/8-laning.
 Consult State/Central Governments, authorities, Corporations and bodies
dealing with works related to freight movement to assess the project
requirement.
 The viability of the Project shall be established taking into account the
requirements with regard to the rehabilitation, upgrading and improvement
based on highway designs, pavement designs, provision of service roads,
type of Intersections, rehabilitation and widening of existing and/or
construction of new bridges and structures, road safety features, quantities of
various items of works and cost estimates and economic analysis.
 The Detailed Project Report (DPR) would inter-alia include detailed highway
design, design of pavement and overlay with options for flexible or rigid
pavements, design of bridges and cross drainage structures and grade
separated structures, design of service roads, quantities of various items,
detailed working drawings, detailed cost estimates, economic and financial
viability analyses, environmental and social feasibility, social and
environmental action plans as appropriate and documents required for
tendering the project on commercial basis for international/local competitive
bidding.
 The DPR design should include the detailed project preparation incorporating
the aspects of value engineering, quality audit and safety Audit requirements
in Design and Implementation.
 Bring out through financial analysis the preferred mode of implementation
BOT/EPC/HAM (Govt. of India funding) on which the civil works for the stretch
is to be taken up.

1.3 Brief Scope of Consultancy Services


The scope of service, inter-alia, covers the following main activities:
Scope of services comprises of but is not limited to
(i) The improvement of the existing road to 4/6/8 lane as required and the
widening/improvement to be carried out within the existing right of way
reserve avoiding the acquisition of land except for locations having
inadequate width and where provision of the short bypasses, service
roads, modification of alignments. However, the proposal of bypass to be
considered in urban areas where the improvement to 4/6/8 lane of the
existing road is not possible. Also the Upgradation of existing road from 2-
lane to 4/6/8 lane will be done to examine the possibility of retaining the
existing 2-lane road for one way traffic and separate one way 2-lane
greenfield with interlinking between the two to avoid higher LA Cost,
avoiding shifting of utilities and felling of trees depending upon the specific
site conditions and economic considerations.
(ii) Carry out comparative cost-benefit analysis while recommending
development of existing route/alignment vis-a-vis alternate option of a
green –field alignment considering the extent of land acquisition and the
associated costs, Number of structures required to be acquired along their
extant and costs, quantum of utilities and costs required for their shifting
and extent of tree –felling and the associated cost & time for obtaining the
requisite permissions.
(iii) Greenfield option may not be resorted to in cases where growth of traffic
is such that ultimate capacity does not require widening beyond 4 lanes in
future.
(iv) In case of green field alignment option works out to be a preferred option
then land acquisition for entire ROW (60m -70m) for National Highways
and 100-120m for Expressways shall be acquired for a maximum capacity
of 8 lane main carriage way with provision for service roads considering
initially 4 lane carriage-way with 4 lane structures shall be developed with
additional land left in the median for future expansion, provision for
service roads in inhabited areas, preferably of 10 mtrs width, with
maximum access –control for the main carriage way, provision of access
to the towns/cities/establishments located on the existing National
Highway, through spurs from the green field route
(v) Effort will also be made to avoid the road alignment through National
Parks and Wildlife Sanctuaries and to that extent if required a longer
route/bypass will be examined. Under absolutely unavoidable and
necessary to keep the alignment through such reserve forest / restricted
areas, land would be acquired with RoW of not more than 30 mtrs. The
cross-section in such areas may be kept as 3.25m (shoulder / Utility
Corridor) + 10.5m (three-lane one side carriageway) + 2.5m (Median) +
10.5m (2nd three-lane carriageway) + 3.25m (shoulder/Utility Corridor).
(vi) The Scope also includes the provision of short bypasses, service roads,
alignment corrections, improvement of Intersections wherever necessary,
practicable and cost effective. The bypass proposal will however be
considered where the improvement of alignment in urban areas is not
possible.
(vii) Protection of the acquired RoW against any possible encroachments is
extremely important. The Boundary wall of 1.5 m height shall be provided
at the ROW boundary as per the Bharatmala circular issued in year 2019.

(viii) The land acquisition details to be furnished as per the revenue


records/maps for the processing of the Land Acquisition. The Land
Acquisition details to include the 3a, 3A, 3D and 3G draft notification for
the acquisition of Land.
(ix) The scope of work includes the identification of the possible locations and
also the design of toll plaza, wayside amenities required on tolled highway
are also to be indicated. The local and slow traffic may need segregation
from the main traffic and provision of service roads and fencing may be
considered, wherever necessary to improve efficiency and safety.
(x) The scope of services includes the items indicated in the Letter of
Invitation and also the TOR. The study shall include the suitable proposals
for the widening/improvement of the existing road and the strengthening
of the carriageways as required in the appropriate time to maintain the
Level of Service (LOS) over the Design period.
(xi) Environmental Impact Assessment and Environmental Management Plan
and Rehabilitation and Resettlement Studies to be carried and in line with
the requirements of Govt. of India or the lending agencies like ADB/World
Bank/JICA, etc.
(xii) The Bid Documents to be prepared for the BOT/EPC/HAM Contracts for
each of the DPR Assignment.
(xiii) The General Scope of Services consists of the following:
 Review of the available reports and other information about the
Project Road
 Environmental & social impact assessment including such as related
to cultural properties, natural habitats, involuntary resettlement etc.
 Public consultation, including consultation with Communities located
along the road, NGOs working in the area, other stake-holders and
relevant Government departments at all the different stages of
assignment (such as inception stage, feasibility stage, preliminary
design stage and once final designs are concretized).
 Detailed reconnaissance survey
 Identification of the possible improvements in the existing alignment
including the provision of bypasses for the congested locations with
alternatives, evaluation of different alternatives comparison on techno-
economic and other considerations and recommendations regarding
most appropriate option
 Tie-in of on-going/sanctioned works of MORT&H/ National Highways
Authority of India/ other agencies
 Traffic studies including traffic surveys and axle load survey and
demand forecasting for the next thirty years
 Inventory and condition surveys for road including bridges, cross-
drainage structures, other Structures, river Bank training/Protection
works and drainage provisions;
 Detailed topographical surveys using Drone/LiDAR equipped with
minimum engineering grade system.
 Pavement investigations
 Sub grade investigations

 Identifications of the sources of construction materials


 Detailed design of road, its x-sections, horizontal and vertical
alignment and design of embankment of height more than 6m and
also in poor soil conditions and where density consideration require,
even lesser height embankment.
 Detailed design of structures, preparation of GAD and construction
drawings and cross-drainage structures and underpasses etc.
Identifications of the type and design of Intersections
 Design of complete drainage system and disposal point for storm
water
 Design of toll plaza and identification of their numbers and location
and office cum residential complex including working drawings Design
of weighing stations, parking areas and rest areas
 Value analysis / value engineering and project costing preparation of
Bill of Quantities (BOQ) and project costing
 Economic and financial analysis
 Financial viability of project for implementation and suggest the
preferred mode on which the project is to be taken up
 Preparation of social plans for the project affected people as per policy
of the lending agencies/ Govt. of India R&R Policy
 Contract packaging and implementation schedule
 Preparation of detailed plan, profile and other drawings
(xiv) Preparation of the Detailed Project Report, cost estimate, approved for
construction Drawings, rate analysis, detailed bill of quantities, bid
documents for execution of civil works through budgeting resources.
2.0 THE QUALITY ASSURANCE PLAN
2.1 General
The Quality Assurance Plan (QAP) is the Consultant’s commitment to produce
a quality Detailed Project Report for the NHAI. As a part of the contract for
professional services, one of the first steps for the Consultant is to prepare a QAP
and is approved by NHAI before the Consultants start the field work.
2.2 Quality Goals and Objectives
The primary role of any quality system is to provide an effective means to ensure
that the Client’s requirements are fully met.
The Quality Assurance System is designed to achieve, sustain and improve the
quality of service and to give assurance to the Client, that internal controls
exercised are effective and adequate. In this way, Consultant can provide
assurance to the Client that the services provided conform fully to the
requirements.
2.3 Concept of Quality Assurance
The achievement of quality, through compliance with codal requirements and
tender specifications, implicitly depends upon “Human skills” for successful and
reliable applications. Quality Assurance (QA) is essentially the system of
planning, organizing and controlling “human skills” to assure this compliance.
That Quality Assurance must be an integral part of every work function and, for
project preparation, is the clear responsibility of the Consultant. The total system

of planning of internal and external controls, acceptance criteria and


documentation is covered in the Quality Assurance System (QAS).
2.4 Purpose of the QAP
The Consultant strongly believes in and will adhere to a firm commitment to
delivering a quality product. Quality Assurance is based on the promise that two
independent, responsible and qualified individuals agree on the correctness of
each work product before it is delivered to the client or is used as input for
another product. This will ensure that the final documents of the design efforts in
the Detailed Project Report (DPR) are of high quality.
Equally important is the interaction between the Consultant and the NHAI during
the development of the DPR, which requires continuous joint reviews of design
alternatives and the progress. Such reviews help to ensure that the interim
documents and presentations are also of high quality. The reviews will cover all
field studies, topographic surveys, traffic surveys, engineering surveys and
investigations, design and documentation activities.
The purpose of the QAP is to spell out in clear terms, the sequence of steps that
are to be followed by the design team of the Consultant to ensure quality output
for each of the significant engineering processes.
The processes generally consist of:
 Data collection
 Field Surveys (topographic, traffic & engineering) and investigations
(pavement, material and sub-soil)
 Analysis of Field data
 Preliminary recommendations and designs
 Final designs and documentation
The above processes will be carried out in the following fields of highway design
required by this project.
 Geometric design
 Drainage
 Traffic capacity
 Sub-soil, sub-grade, geotechnical, pavement and materials investigations
 Pavement design
 Preliminary design of Bridges and other structures
 Traffic safety measures
 Environmental and social concerns with mitigating measures and LA Plans
 Economic analysis
 Financial analysis and project viability with preferred mode of implementation
under PPP/BOT/EPC/HAM
 Drawing and documentation
 Preparation, checking, approval and filing of calculations, identification and
tractability of project documents etc.
Further, additional information as per format shall be furnished regarding the
Details of personal who shall be responsible for carrying out/ preparing and
Checking/ verifying various activities forming part of feasibility study and project
preparation, since inception to the completion of work.

2.5 Elements of the Quality Assurance System


For preparation of a road project, the following are the essential elements.
 Assessing and meeting the requirements of the project
The Quality Assurance System (QAS) has to meet the specification
requirement depending upon the type of road facility, design criteria, design
life and minimum acceptable level of quality.
 Choice of quality materials and design
More often, alternative materials of different engineering characteristics are
available for the project. Choice of materials to be incorporated in pavement
crust would largely depend on volume of traffic and designed riding quality.
The thickness and composition of the pavement can be worked out following
the set design procedures accounting for assessed traffic, sub-grade soil
characteristics and climatic conditions.
 Development of design standards, technical specifications and acceptance
criteria
Design standards and material specifications for the study will be evolved
primarily based on IRC publications, MoRT&H specifications and relevant
recommendations of international standards as applicable. The design
standards will cover all aspects of detailed design including the design of
geometric elements, pavement design, drainage system, bridges and culverts
design and traffic safety.
 Field supervision and quality control on various surveys and site
investigations
 Design Verification
At appropriate stage of design preparation, design verification will be
performed to ensure that the final product is conforming to all laid down
relevant standards and specification, is cost effective and can be effectively
implemented at site. The design verification will include activities such as
performing alternate calculations, adoption of a proven design method/
concepts. Also, the road safety audit of the design shall be carried out.
2.6 Approach and Methodology
Based on the objectives and scope of the consultancy services, an appropriate
methodology has been developed in order to address the various requirements of
the project. Since the scope of the services to be provided covers both
independent and inter-dependent activities, it has been proposed to adopt a Task
Approach to ensure that the entire scope of services are completed
comprehensively and with reasonable accuracy.
The work of the project has been divided into different tasks as indicated in
Table 1. The Key Personnel responsible for the tasks have also been indicated
in this Table.

2.7 Team of Experts
The consultants have selected a team of key professionals who have extensive
experience of carrying out works of similar nature within India and abroad. They
possess the necessary range and balance of skills required to comprehensively
address the diverse issues and problems that may arise during the project
preparation. International best practices, including use of the state-of-the-art and
computer-based survey and design techniques will be used to ensure accuracy of
data and built-in quality assurance systems.
All tasks relating to the field surveys and investigations, preparation of designs,
drawings and documents for the project will be carried out under the full guidance
and involvement of the team’s key personnel, who are experts in their respective
fields. All such tasks will be carried out by one team and cross-checked by
another. The Organization Chart is given in Fig. 2. The team of key personnel
assigned to the project along with their main duties and responsibilities is given in
Table 2. Team of sub-professionals assisting the key personnel deployed in the
project is given in Table 3.

A Three-Stage Process given in Fig. 3 will assure quality.

2.8 Quality Assurance Cell


The Quality Assurance Methodology has been enumerated to comprise 3-stage
check. Each of project activities is first carried out by a sub-professional of the
Consultant’s Team mentioned for this purpose under the supervision of the key
professional of the Consultant’s team. The Team Leader then carries out the final
quality check. Apart from the procedure for ensuring quality for each of the
activities leading to project formulation, the company maintains a Quality
Assurance Cell at Headquarters comprising the following set-up:
QUALITY ASSURANCE CELL

Each of the project report coming from the site is reviewed by the President with
the help of the Team Leader and concerned Heads of the Departments (HODs)
to ensure that data is authentic and accurate and the tasks undertaken fully
comply with the requirements of the TOR as also the specifications and
standards prescribed there. This system provides an overall quality assurance,
ensuring that the final product conforms fully to the required specifications and
standards.
2.9 Quality Assurance Methodology
The Quality Assurance Methodology proposed to be followed for carrying out
various surveys, investigations and designs are described in details in
Appendices 1 to 9. The area covered by each Appendix is listed below:

Appendix-1

TOPOGRAPHIC SURVEYS

Objectives
The basic objective of topographical surveys is to acquire data in X, Y, Z coordinate
system of all ground features along the alignment so as to have Digital Terrain Model for
preparation of strip plan and designing and working out improvement, rehabilitation and
upgrading of the project road stretch and review of existing facilities and plan and design
additional facilities, alterations and additions for its development.
Following survey instrument will be used:
i) GPS Leica GX1230GG (5mm+0.5ppm), Trimble R4 (Accuracy 3mm+/-0.1ppm)
ii) Total Station Leica, Switzerland Model TS06, TS02, - Resolution 2”
iii) Digital levels, Leica Switzerland with measurement accuracy of 1.5 mm
iv) Drone Photogrammetry
The anticipated accuracy of control points will be:
i) Planimetric accuracy of GPS control network = Better than 1:20,000
ii) Planimetric accuracy of secondary traverse control points fixed by total station:
better than 1:10,000
iii) For elevations using Digital levels, the agreement with the reference benchmarks
will be better than 12 K mm, K stands for distance surveyed between the
benchmarks in kilometers.
Quality Assurance Procedure
The following steps will be taken to ensure quality output:
 The carrying out of topographic surveys will be one of the most important and crucial
field tasks under the project. Technologies which can meet the following accuracy
levels shall be adopted. For land based surveys (a) Fundamental horizontal accuracy
of 5 cm or better (b) Fundamental vertical accuracy of 5 cm or better (c) More than
50 points shall be measured per sq. m and for aerial based surveys (a) Fundamental
horizontal accuracy of 5 cm or better (b) Fundamental vertical accuracy of 5 cm or
better (c) More than 10 points shall be measured per sq. m. To establish accuracy, a
check point survey using DGPS (for horizontal accuracy) and Auto Level (for vertical
accuracy) shall be carried out to establish the fundamental horizontal and vertical
accuracy. A minimum of 25 check points, or check points once every 4 km should be
established, and these should be strictly different from any geo-referencing or control
network points.
Detailed Topographic Survey using Drone Photogrammetry
To meet the above requirement Consultant will carry out the Topographic survey by
Drone photogrammetry by using UAS (Unmanned Aerial system) commonly known
as “Drones”.

 Methodology
The methods and data process adopted for the study is shown in figure below

i. Reconnaissance Survey
A desk study will be carried out by studying the alignment of the road based on
the available documents. The Senior Surveyor will visit the site to plan the best
way to undertake the studies.
Each BM pillar will be coordinated by running closed traverse line between two
GNSS control pillars using RTK GPS.

ii. Flight Planning


Flight Planning on satellite imagery after site recce will be done using special
flight planning application installed on laptop considering important factors of
flying height, Resolution, height of existing structures, landing and take-off
spaces, clear weather condition etc. as given below
a) Flying Height - 200 Feet
b) Resolution Target-5cm.
c) Nadir Images – (90 degree to the ground)
d) Overlap- 80% forward and 50-70% Lateral
iii. Aerial Imagery Capture
Based on the flight planning the drone will be
operated in autonomous mode to ensure Nadir
Images (90 degree to the ground with correct
overlaps & angle will captured for precise
topographical mapping and Orthophoto
development.
Oblique aerial Images will be captured at the
angle of 45 degree -75 degree for 3D reality
model development to ensure side of the
structures (Buildings) will be visible.
All Imagery Captured Geotagged (Latitude, Longitude, Elevation) for further
photogrammetry processing
iv. Stereo Photogrammetry Processing
Images captured from UAS\drones will be
transferred in professional stereo
photogrammetry software to develop the
accurate & updated Topographical Maps
(CAD & GIS Ready), high resolution scale
corrected distortion free Orthophoto,
Contours, Digital Elevation Model & 3D reality
model.
 GPS Control stations will be fixed at an interval approximately 5 km apart and
coordinated with differential GPS Receivers in static mode. The series of precise
GPS control points acts as primary frame work within which the network of secondary
control points will be fixed by Total Station traverse and subsequent topographical
surveys will be carried out. This ensures “whole to part” principle and limits
propagation of errors.
 Secondary network of control points will be fixed in between two consecutive GPS
control points along the project road and coordinates fixed using Total Stations
(TS/DGPS) traverse. This will ensure dense network of control points necessary for
accurate survey of all ground objects.
 Heights of all primary and secondary control points shall be fixed with Digital Level
connected to nearest GTS BM available in the area. Leveling between two
consecutive control points will be carried out in forward and backward direction to
ensure that desirable accuracy is achieved.
 Based on the precise coordinates of primary and secondary control points by GPS
and Total Station traverse and respective levels with Digital level, x, y and z
coordinates of all physical objects available in the project corridor will be picked up
using Total Station with appropriate feature codes.

 Computers (PC) with requisite software will be established in the field itself very near
to the works sites, which will enable down loading of the data every day and
processing/verification of data and completion as may be necessary
 Senior survey engineer has been placed as in-charge of the total operation in the
field. He will be assisted by other survey engineers for day to day supervision of work
carried out by surveyors using Total Stations and digital Levels
 The over-all planning and execution of topographical surveys for the project will be
carried out under the guidance of designated survey engineer to ensure successful
completion of the project surveys with desired quality and within time frame as
required in the TOR for the project.
The surveyed alignment will be transferred on to the ground as under:
 Reference Pillar and Bench Mark/ Reference pillar of size15 cm X 15cm X45cm shall
be casting RCC of grade M15 with a nail fixed in the centre of the top surface. The
reference pillar shall be embedded in concrete up to a depth of 30cm with CC M10
(5cm wide all around).The balance15cm above ground shall be painted yellow. The
spacing shall be 250m apart, incase Bench Mark Pillar coincides with Reference
Pillar, only one of the two need be provided.
 Establishing Benchmarks at site connected to GTS Benchmarks at a interval of 250
metres on Benchmark pillar made of RCC as mentioned above with RL and BM No.
marked on it with red paint.
 Mapping sub surface utilities:
Ground Penetrating Radar (GPR) shall be utilized for mapping sub surface utilities
within project RoW upto a depth of 4m differentiating between live electric cables and
other utilities and producing results in appropriate format such s PDF or JPEG.

therefore, needed in planning and programming the various traffic surveys.
The programming of traffic counts will lie in choosing a suitable number of census points

Appendix-3

SUBGRADE, PAVEMENT AND MATERIALS INVESTIGATIONS

Objectives
Through Quality Assurance Plan, the Consultant commits to provide quality services by
adopting an appropriate quality system and also to provide an effective means to ensure
fulfilling the Client’s / ToR’s requirements and exercising effective internal control.
Quality Assurance Plan of Subgrade, Pavement and Material Investigation will mainly
cover the following aspects:

 Control of data and documentation which includes documents related to all field
investigation, laboratory testing and reports
 Methodology of Field and Laboratory Testing
 Traceability and product identification
 Calibration of testing apparatus / equipment
 Verification Tests
 Review and approval of test results

Organization
The organization of the team responsible for conducting investigation is shown in the
Organization Chart presented in main chapter of Quality Assurance Plan. Under the
overall supervision and guidance of The Material-cum-Geotechnical Engineer, a team of
field Pavement-cum-Material Engineer, field technicians and laboratory technicians will
carry out the sub-grade, pavement and material investigation work under the scope.
Control of data and documentation
The reference documents which will be followed for the investigation are
 Requirement of Terms of Reference (ToR)
 Manual of Specifications and Standards for 4-laning of Highways (IRC:SP:84-2019)
and Manual of Specifications and Standards for 6-laning of Highways (IRC:SP:87-
2019 and Manual of Specification and Standards Expressway IRC:SP:99-2013)
 All available reports and published documents about the project road and project
influence area
 Updated version of applicable IRC design Guidelines and Material specifications,
reference of which have been made in the Manual IRC:SP:84-2019 and IRC :SP:87-
2019 and IRC:SP:99-2013.
For quality assurance of works, each and every operation and activities connected with
the investigation works will be documented and the record of observed data, test results,
work progress will be maintained in the standard formats as specified in the relevant
codes. A register will be maintained in the laboratory to record the day-to-day testing
details and these records will enable to trace any unusual observations which may come
to notice afterwards.
Methodology of Field Investigation
The investigation work will be carried out and completed principally in four sequential

With the above-mentioned objectives in view, the following investigations will be
undertaken:
a. Determination of the thickness and the material characteristics of the existing
pavement components by deflection testing followed by laboratory testing of samples
representing pavement layers.
b. Evaluation of existing subgrade characteristics by digging test pits down to 1 m depth
below bottom of existing crust at 500m interval. In each test pit, in-situ density and
moisture shall be determined.
c. Determination of the existing sub-grade strength by conducting dynamic cone
penetration (DCP) test.
d. Identification of the sources (nearest to project road) of construction materials and
collection of samples for determining their engineering properties.
e. Testing of materials sampled during investigation in the Consultant’s laboratory which
will be set-up at field
f. Preparing Pavement and Material Investigation Reports incorporating field and
laboratory test results and their analysis which will form the basis of pavement
design.
The program of all field investigations detailing the interval scheme and laboratory
testing schedule will be finalized in consultation with NHAI. The laboratory for testing of
material will be got approved from NHAI before start of work.
These proposed investigations will be executed as per procedures detailed in the
Inception Report.
Traceability and Product Identification
All the reference documents as mentioned above, observed data, test results and quality
records will be given a unique reference number for easy traceability and identification of
the same at any time.
Representative samples collected from the test pits (excavated for collecting existing
sub-grade soil / pavement material and borrow area soil samples) and quarries will also
be provided unique identification label for easy traceability and identification as explained
in the following paras:

Calibration of testing apparatuses and equipment
It will be ensured that all the apparatuses and equipment that will be used in carrying out
the scheduled tests are properly calibrated. A register showing the calibration date and
its expiry for each of the equipment / apparatus will be maintained so that advance action
is taken for re-calibration.
Verification Tests
As a part of quality audit, Material engineer will carry out the verification tests in regular
interval. Verification test is defined as the sampling and testing which is carried out
independent of sampling and testing as per schedule prepared and approved at the
inception stage. Thus, Material Engineer-cum-Geotechnical Engineer cum Geologist will
randomly select samples which have already been tested at field laboratory and carry
out tests independently and then compare the test results so obtained with the
corresponding test results reported and recorded by the laboratory team. Thus, it will
ensure that the reported and recorded results of Laboratory Team are correct
corroborative and meeting the testing criteria.
Review and approval of test results
While the subgrade, material and pavement investigations will be carried out by
competent supporting technical staff comprising trained technicians and well qualified
engineers, the record of the work will be regularly checked by the Highway cum
Pavement Engineer and the Material Engineer – cum – Geotechnical Engineer cum
Geologist for strict adherence to the laid down procedure. In order to facilitate the
monitoring and checking of work, the engineers at site will be required to maintain a
complete data-wise record of all important activities related to the pavement and material
investigations carried out by them. The records will be maintained in appropriate forms
designed for this purpose.
The test results reported by laboratory testing team will be first reviewed by the Material
Engineer – cum – Geotechnical Engineer cum Geologist. Any inconsistency noticed
during review will be identified and the testing team will be accordingly advised to re-test
the samples and the results will be reported back to the field Material engineer. The test
results so finally reviewed will be incorporated in the Material Report. Client’s Comments,
if any, on the test results will also be addressed within one week of its receipt. Findings
of the Material report will form one of the major pavement design inputs.
Safety during Field Investigation and Laboratory Testing
Adequate safety measures will be taken during field investigation as well as testing in the
laboratory. While excavating trial pits along the existing road during field investigation,
safety measures like using safety cones, mobilizing additional worker to control
movement of vehicular traffic at the testing location will be adopted. The field workers,
laboratory technicians and helpers will wear safety shoes and hand gloves, spectacles
etc. while engaging in pit excavation, sample collection from quarry/borrow areas and
conducting laboratory tests.

HIGH EMBANKMENT

Objectives
The geotechnical investigations will be carried out for determining the engineering
characteristics of the sub-soil underlying the foundations of the proposed bridges, road
over-bridges, viaducts, interchanges, etc. and high embankment.
Quality Assurance Plan of Geotechnical Investigation will mainly cover the following
aspects:
 Organization
 Control of data and documentation which includes documents related to all field
investigation, laboratory testing and reports
 Methodology of Field and Laboratory Testing
 Traceability and product identification
 Verification Tests
 Review and approval of test results
 Safety during testing
Organization
The geotechnical investigation works will be outsourced to a Geotechnical Consultants
empanelled by MoRT&H, approval of which will be obtained from the NHAI officers. The
team responsible for conducting detailed geotechnical investigation work comprises of
the Material-cum-Geotechnical Engineer cum Geologist supported by a field inspector as
shown in the Organization Chart presented in main chapter of Quality Assurance Plan.
The team will carry out the following activities:
 Prepare the specification of geotechnical investigation work
 Ascertain the scope of geotechnical investigation work in consultation with The
Bridge Engineer and accordingly prepare the BOQ
 Based on the quoted rates and terms and conditions of the offer submitted by the
specialized agencies, provide recommendation on selected agency

Methodology of Field and Laboratory Testing


Every geotechnical investigation will be carried out and completed principally in three
sequential stages, namely:
i) Boring/Drilling operations including collection of disturbed / undisturbed / rock core
samples.
ii) Laboratory Testing
iii) Report Preparation
These proposed investigations are to be executed as per procedures detailed in the
Inception Report.
Traceability and product identification
All the borelogs, observed data, test results and quality records will be given a unique
reference number for easy traceability and identification of the same at any time.
Representative disturbed and undisturbed samples collected from the boreholes will also
be provided unique reference numbers on a label for easy traceability and identification
prior to dispatch to laboratory for testing.
A visual description of the sample shall be ascertained and recorded on the prescribed
format of field bore-log data sheet. In these bore-logs, sample types, sampling depth,
casing depth provided, ground water level, depth wise field tests carried out etc. will be
provided. Each of the samples recovered from the boreholes will be provided the label
that will accompany the sample to the laboratory, for their easy identification and
traceability.
Verification Tests
As a part of quality audit, the Material Engineer – cum – Geotechnical Engineer cum
Geologist will pay visit to the laboratory of the outsourced specialized agency and
randomly check the testing and test results for corroboration of the engineering
properties with the original visual observations of the samples.
Review and approval of test results
While the geotechnical investigations will be carried out by competent technical staff
comprising trained technicians and well-qualified engineers, the record of the work will
be regularly checked by the Material Engineer – cum – Geotechnical Engineer cum
Geologist for strict adherence to the laid down procedures. In order to facilitate the
monitoring and checking of work, the engineers at site and in laboratory will be required
to maintain a complete record of all-important activities related to the geotechnical
investigations carried out by them. The records will be maintained in appropriate forms
designed for this purpose.
Safety during testing
The technicians, rig operators and helpers will exercise caution with the use of hard-hats,
hand gloves etc. while carrying out the boring / drilling, sampling and conducting SPT
test.
The boreholes have to be left open for 24 hours for the record of the water-table.
However, adequate protection measures will be exercised during the time the borehole is
left open. The backfilling of bore holes will be done using the excavated soil and / or any
approved material.

DESIGN OF ROAD ALIGNMENT AND PAVEMENT

Objectives
The Design of Road Alignment will be objectively carried out by a team of experienced
Highway Design Engineer using internationally accepted Standards and Software. Also
the Pavement Design will be carried out rigorously using the latest Indian and
International practices and encompassing design alternatives of both rigid and flexible
design options and optimal alternative selected on the basis of life-cycle cost analysis
and techno-economic considerations.
Quality Assurance Plan Road Alignment and Pavement Designs will mainly cover the
following aspects:
 Organization
 Control of data and documentation which includes documents related to Design of
Road Alignment/Pavement Design
 Methodology of Alignment Design/Pavement Design
 Calibration of Design Software for these two Crucial Tasks
 Review and Approval of Design
 Organization
The organization of the Engineers responsible for conducting the Alignment and also the
Pavement Design is shown in the Organization Chart presented in main chapter of
Quality Assurance Plan and the Team consists of the Highway-cum-Pavement Engineer
supported by Junior Engineer and CADD Draughtsman.
 Control of data and documentation
 To carry out design of road alignment and also the Pavement Design as per TOR
satisfying the design requirements stipulated in relevant IRC Codes/MoRT&H
guidelines. Where guidelines are not available in IRC codes, international standards
like AASHTO standards shall be used.
 The Geometric Design of the road will be carried out as per Manual of Specifications
and Standards for 4-laning of Highways (IRC: SP:84-2019) and Manual of
Specifications and Standards for 6-laning of Highways (IRC: SP:87-2019 and Manual
of Specification and Standards Expressway IRC:SP:99-2013) using MX or any other
appropriate software.
 Design of high embankments (height more than 6m) will be done as per the latest
publication of IRC: 75 using a suitable software package of universal acceptance.
 Design of New Pavement will be done for flexible/rigid options as per IRC:37-2018
and IRC:58-2015 respectively
 Design of overlay for the existing pavement strengthening will be done based on
either Benkelman Beam Deflection Tests, subgrade characteristics and design traffic
data as per IRC:81-1997 (First revision) or Falling Weight Deflectometer (FWD)
method as per IRC: 115-2014 in consultation with NHAI.
 Methodology of Road & Pavement Designs
The Road & Pavement Designs will be executed as per procedures detailed in the
Inception Report. Relevant Design Softwares will be used and also the internationally
accepted Standards will be followed.
Further, QAP for the Pavement Design shall include the following:

 As per MoRT&H circular No. RW /NH-33044/53/2013-S&R(R) dated 20th November,


2013, alternative pavement materials and technologies for road construction will be
assessed and compared in the design stage. The alternative resulting in substantial
reduction in GHG emission and with least life cycle cost shall be recommended for
implementation. Technical and economic feasibility of using industrial byproducts,
recyclable and waste materials will also be assessed depending on their availability
in the concerned region.
 As per MoRT&H circular No. RW /NH-33044/31/2014/S&R(R) (Pt.) dated 4th August,
2014, usage of Rigid Pavement as an alternative option will be substantiated by life-
cycle cost analyses and techno-economic considerations.
 Latest techniques of pavement strengthening like provision of geo-synthetics and
cold/hot pavement recycling shall be duly considered for achieving economy in light
of the latest IRC publications.
 The pavement design task shall also cover working out the maintenance and
strengthening requirements and periodicity and timing of such treatments within the
design period to ensure fulfilling the specified pavement performance criteria.
 Calibration of design software
For the Highway Designs, the Standard Mx Road Software along with Civil 3D and
AutoCAD will be used. The Software shall be calibrated to ensure effective outputs.
The design software used for Pavement Design include IIT Pave and CIRCLY. The
software will be calibrated by doing design checks using the Software independently and
cross-checking the results besides calculating manually using spreadsheets.
 Review and Approval of Designs
The Road and Pavement design shall be reviewed in line with the latest technologies.
The approval shall be sought on the design alternative as an optimal solution in
discussion with the NHAI officers.

Codes, International Codes, such as British or American Codes/Standards will be
adopted.
Quality Assurance Procedures
The design will be carried out with the help of computer programmes developed in-house
by ICT. The authenticity of these programmes has been proved by manual calculations.
The field Bridge Engineer wills carryout the design using computer aided techniques.
The Senior Bridge Engineer will be responsible for observing checks on design to ensure
that the design has been properly carried out in accordance with the relevant
codes/standards and design data.

ECONOMIC AND FINANCIAL ANALYSIS

Objectives
The economic and financial viability of the project is assessed through the economic and
financial analysis. Projects costs and benefits are valued, aggregated and evaluated. It
is imperative to assure the quality of the traffic and cost inputs for assessing the project’s
correct income generating potential.
Quality Assurance encompasses the methods to assure the quality of data about the
traffic estimates and information about cost streams comprising capital costs and VOC
inputs for carrying out the economic analysis.
For a road improvement project, the quality of project benefit estimates depends on:
a) quality of the traffic forecasts
b) quality of project costs and their sequencing
c) associated VOC savings
d) benefits of time value savings, and
e) savings from accidents costs reduction
Methodology
Economic analysis will be based on the “Highway Development and Management (HDM-
IV)” an analytical tool used for engineering and economic assessment of highway
projects. The model is based on physical and economic relationship derived from
extensive research on road deterioration, the effect of maintenance activities and road
user costs. HDM-IV integrates both the engineering design and costs with impact of road
conditions and standards on road users costs by comparing deterioration of paved or
unpaved roads for a set of road agencies strategies and standards, including:
 Road User Costs (vehicles operating and travel time costs) as a function of roadway
and vehicle characteristics
 Time streams of road agency and user costs for specified strategies
 Determination of return on investment on basis of life cycle cost mechanisms for both
flexible and rigid type pavement
The model compares these strategies by presenting relevant economic indicators, and
thus provides analytical support for selection of best strategy.
The Financial analysis for the project will cover financial internal rate of return, projected
income statements, balance sheets and fund flow statements and will bring out all
relevant assumptions. The sensitivity analysis will be carried out for a number of
probabilistic scenarios.
The financial analysis will cover identification, assessment, and mitigating measures for
all risks associated with the project. The analysis will cover, but be not limited to, risks
related to construction delays, construction costs overrun, traffic volume, revenue short
falls, operating costs, exchange rate variations, convertibility of foreign exchange,
interest rate volatility, non-compliance or default by contractors, political risks and force
majeure.
The consultant will suggest positive ways of enhancing the project Viability and furnish
different financial models for implementing on PPP/BOT/EPC/HAM format.

All qualitative social investigations and analysis will be conducted by sociologists of the
study team. Planning, supervision and quality checks will be carried out by the social
impact specialist. Baseline socio-economic surveys and the census of potential project
affected persons and households will be conducted by suitably qualified and trained local
investigators, under the supervision of sociologists and social impact specialist.
All environmental investigations and analysis will be performed by environmental
specialist of the study team. Planning, supervision and quality checks will be carried out
by the environmental specialist and reviewed by Head Environment Division at Head
Quarter.
