Bidder Manual
Bidders are requested to go through this user manual for easy bidding during the tender and auction.

Step 1: Open website https://mda.procure247.com and download the booklet of Residential and Non-
Residential as per their requirement.

Step 2 – Now click on “Bidder Registration” and fill the required information to complete the
registration process. As mentioned in below mentioned image.

Step 3 - After Registration bidders are request to click on "Login" and enter their user id and password given at the
time of bidder registration.

Step 4 - Enter User Id and password

After click on login, bidder will receive 4 digit system generates OTP on their registered mobile
number. Bidder needs to enter the OTP and clicks submit. ( र र ,

Step 5 - On successful login bidder will get below mentioned screen, wherein bidder can search the tender they
would like to participate and click to “Accept T & C / Event Dashboard” for Payment. ( फ र र

Click on I Agree to go Event Dashboard for the further process. ( इ र

Step 6 – Click on Document fees to and click on pay to proceed further. ( र र और

Bidders have to click on Pay – After that they will

get the option to generate challan or pay through
Online Mode (Credit/Debit Card /Net Banking
Bidders need to click on pay the option – and select the mode of payment like challan or online payment

On click of Online Payment – Bidder will get the option of Cards and Net Banking to pay the charges.

Copy of Challan for DOCUMENT FEES: Bidder will receive 2 copies of challan which they need to take themselves
to the bank and pay the amount, bank will keep one copy with themselves and one copy can be kept by the
bidders.

Now, after paying of document fees on the same page click “EMD” to pay the security deposit EMD) to
participate in Tender + Auction.

Bidders need to click on “Pay” option to proceed further for EMD Payment - ई

NOTE 1- Payment process for EMD will remain same as the payment process of Document Fees.

price for per square mtr and submit
Technical Bid- “ bidders will get below mentioned “ where in they need to select “Yes” and click on “Submit” to
upload the documents.

Click on “Upload Documents” and proceed

further to upload required documents.
Click on “Upload” and search the documents from your Computer and upload the same on website

Pan Card
Adhar Card / Voter Id.
Bank Passbook
Signed Booklet – etc

Bidders are requested to read

the booklet first to confirm
which document the need to
upload.
 After upload all document, please click
here to go for Price Bid Submission

Next Screen -

Click on “Fill” to proceed further to quote your

price for per square mtr and submit
Note: Here Bidders need to submit their best price for per square meter rate.

After successful uploading of Documents and Quoting per square meter rate, bidders have to click on Final

Bidders have to check the status of

Technical bid and Price Bid,If it is“filled”
then click on Go to Final Submission
After clicking Final Submission – Bidders have to click on the next tab “Final Submission” and check the status of
Technical Bid and Price Bid. If the status if Filled, bidders can click again “Final Submission” to complete their bid

On click “Final Submission” Bidder will receive system generated message on the same screen that “Your bid has
been successfully uploaded on 00:00:00 from IP 00.00.000.000”.

Above is the view of Bidding Hall – wherein bidder can be able to check the reserve price of the property.

To Place any bid, bidders have to select the number of increment they would like to propose for their selected
property and click to submit to place their bid.

Example: In Above screen the Reserve price is – Rs. 25740/- and Increment Price is Rs. 257/-

If bidder selects 1, 2, 3 or 4 from the increment options. System will multiply the selection with Increment Price
and reflect the result to H1 Bid Price.

i.e Rs Increment Price: Rs 257/- X Increment: 2 = 514/-

Total = Reserve Price: 25740/- + 514/- = 26254/- (H1 Bid Price)

On click of “Submit” button system will ask bidders to verify is they would like to placed their bid with selected
increment number or not.

On successful bid submission bidder can check their Rank and H1 Price. - फ र

In order to check the result and continue bidding -bidder has to be online till the time auction time get over.

Unlimited Auto extension of 5(five) minutes will be applicable in case of last minute bid receives.

For Example Auction Time is 11:00AM to 02:00 PM is the scheduled time of auction. But if any bidder bids at
01:55 PM system will add 5 minutes extension to the bidding time.
