DSM Regulation
Objective
These regulations seek to ensure, through a commercial mechanism that users of the grid do not deviate from and
adhere to their schedule of drawl and injection of electricity in the interest of security and stability of the grid.
Computation of Deviation
Deviation in a time block for general sellers shall be computed as follows:
EEMG | TSTPS 2
DSM Regulation
Normal Rate of Charges for Deviations (NRCD)
For a time block, Weighted Average Ancillary Service Charge (in paise/kWh) computed based on the total
quantum of Ancillary Services deployed and the net charges payable to the Ancillary Service Providers for
all the Regions for that time block.
EEMG | TSTPS 3
DSM Regulation - Charges for Deviation (Thermal)
Charges for deviation payable to Deviation and Ancillary Service Pool Account
Deviation Deviation by way of over injection Deviation by way of under injection Remark

Note:
Charges are applicable to the volume of Deviation irrespective of Frequency
TSTPS ECR is in the range of Rs1.60-2.10 per KWh
NRCD may be in the range of Rs 5.0 – 15.0 per KWh

DSM Regulation – Suggested Strategy for TSTPS
Situation Suggestion Remark
0-2% Deviation seems no loss/gain to the
Seller/Generator 1. Adhere to Schedule Generation
1. seller shall be paid back @ reference charge rate 2. Under injection up to 1% 1% Margin
(ECR) by the Seller for the quantum of Deviation by (9MW in Stg-1, 19MW in Stg-2) to be kept
Over Injection 3. Never Over Inject above the normative SG for SEM
2. Seller have to pay @ the reference charge rate (Transmission Charge applicable for over error
(ECR) for the quantum of Deviation by Under injection above the normative)
Injection
Note:
SEM and ABT Meter : Average error is 1-2 MW (in AG).
However, in some blocks the error is in the range of ± 30 to ± 50MW in Stage-1, ±50 to ±80 in
Stage-2. This will lead to more penalty in both over and under injection. (Previously the DSM rate
difference was less and DSM charge was Receivable as well as payable. So the total loss was getting
nullified)

DSM Regulation – Suggested Strategy for TSTPS
Situation Suggestion Remark
1. Adhere to Schedule Generation as close as
2%-10% deviation may arise due to 1st block 1%
possible
Ramping in SG.
2. 1st block and Direction change 1% ramping
1. Ramp Down leads to Over injection (@ 10%NRCD )
issue may be taken up with CERC to modify
2. Ramp Up leads to Under injection (@ 120% NRCD)
Ramp performance Guidelines
1. BTL or other outages which can be planed
>10% deviation may arise due to Unit Trip
may be availed by proper revision of DC.
1. Under Injection (@ 150% of NRCD ) (This will be
2. During Start up, DC should be declared
huge loss to the generators. )
very judiciously
EEMG | TSTPS 6
Charges for Deviation (Station Shutdown)
Drawl of power to run the auxiliaries during shut-down of a generating station shall
be payable at the normal rate of charges for deviation (NRCD).
Illustration:
Stage-1; if both are under shutdown,
Average APC is 10-12 MW (0.24-0.29MU/day)
DSM charge will be in the range of Rs 24L to Rs28 L (assume NRCD is Rs 10/KWh)

Charges for Deviation - Precautionary Suggestions
Proper DC Declaration will depend on
•Adherences the Scheduled maintenance (PM Job)
•Reliability of Equipment availability
•Proper Coal yard management and maintaining uniform Coal Quality
