These regulations shall come into force on such date as may be
notified by the CERC separately

DSM Regulation
Objective
These regulations seek to ensure, through a commercial mechanism that users of the grid do not deviate from and
adhere to their schedule of drawl and injection of electricity in the interest of security and stability of the grid.

Computation of Deviation
Deviation in a time block for general sellers shall be computed as follows:

Deviation-general seller (in MWh)


= [(Actual injection in MWh) – (Scheduled generation in MWh)].
Deviation-general seller (in %)
=100 x [(Actual injection in MWh) – (Scheduled generation in MWh)] / [(Scheduled generation in MWh)].

Deviation-WS seller (in %)


= 100 x [(Actual Injection in MWh) – (Scheduled generation in MWh)] / [(Available Capacity)].

DSM Regulation
Normal Rate of Charges for Deviations (NRCD)
For a time block, Weighted Average Ancillary Service Charge (in paise/kWh) computed based on the total
quantum of Ancillary Services deployed and the net charges payable to the Ancillary Service Providers for
all the Regions for that time block.

For 1year from the date of effect of these regulations,


normal rate of charges for deviation for a time block
= highest of [ the weighted average ACP of the DAM/RTM of all the Power Exchanges;
or the Weighted Average Ancillary Service Charge of all the regions] for that time block:

Reference Charge Rate (RCR)


in respect of a general seller whose tariff is determined under Section 62 or Section 63 of the Act, Rs/ kWh
energy charge as determined by the Appropriate Commission, (that is ECR)

Charges are applicable to the volume of Deviation irrespective of Frequency

Note:
SEM and ABT Meter : Average error is 1-2 MW (in AG).
However, in some blocks the error is in the range of ± 30 to ± 50MW in Stage-1, ±50 to ±80 in
Stage-2. This will lead to more penalty in both over and under injection. (Previously the DSM rate
difference was less and DSM charge was Receivable as well as payable. So the total loss was getting
nullified)

Charges for Deviation (Station Shutdown)
Drawl of power to run the auxiliaries during shut-down of a generating station shall
be payable at the normal rate of charges for deviation (NRCD).

Illustration:
Stage-1; if both are under shutdown,
Average APC is 10-12 MW (0.24-0.29MU/day)
DSM charge will be in the range of Rs 24L to Rs28 L (assume NRCD is Rs 10/KWh)

•Reliability of Equipment availability
•Proper Coal yard management and maintaining uniform Coal Quality
