1- Specific Jurisdiction:
Each Local Government has its own Jurisdiction, its own boundaries,
area or territory, and on the basis of which it provides its services and
facilities.

2- Specific Population:
Local Government has its own specific population and this population
factor is very essential as it shows the status of local government that is
whom it provides services.

3- Legal Status:
Creation of Local Government can be by the provincial or
National Government. Each Local government has its
own legal entity. It m e a n s t h a t i t c a n s u e o r c a n b e
s u e d a g a i n s t o r b y a n o r d i n a r y citizen, provincial and
Central Government.

4- Permanent Institution:
Local Government has its own permanent institution in the form of the
chairman, it has its own council, staff  and through the
combine efforts of these institutions local problems are
managed so it can be rightly said that local
g o v e r n m e n t i s a permanent institution.

5- Multipurpose organization:
In multipurpose the local government has diversified
responsibilities performs multiple tasks such as managing
schools, health, and maintenance of roads, fire services and
regulatory responsibilities.

6. Representative

If a local government is selfgoverning means local off
i c i a l s   a r e elected by local people. There is a periodic election from
time to time and these officials are responsible before local election.

7. Authorized to prepare Budget:


Local government has its say in the preparation of budget at a
local level. They have the rights to make a budget as they are
fullyawareo f   t h e   r e s o u r c e   a l l o c a t i o n   i n   t h e
l o c a l i t y a n d k n o w   w h o   t o administers and manag
e   t h i n g s   a t   l o c a l   l e v e l   a n d   t h e r e f o r e   i t s important to
include their expertise while preparing the budget at local level.
