Vocational Education and Training

India faces high unemployment rates, especially among educated youth. Unemployment is over 17% for graduates in some states. Tamil Nadu has the highest unemployment rate among developed states in India at 7.6%. There is also a shortage of skilled labor in Tamil Nadu, with a projected need for over 13 lakh additional skilled workers by 2025. Vocational education and training can help close this skills gap and make students more employable, but currently vocational skills training in India lags other countries and is less preferred to traditional education.

ABSTRACT

India is currently staring at a massive unemployment rate of 7.3 per cent, according to
data released by the Centre for Monitoring Indian Economy (CMIE) this month. However, a look
at the disaggregated unemployment data tells us that India may have another serious problem -
unemployment among the educated. Skilled labour shortage is the shortfall of workforce in
specific trades or shortage of workforce with requisite skills.
It is an issue that is a relentless concern in India. Lack of formal vocational education and
industry-ready skills in professional courses, high school dropout rates, and lack of technical
qualifications are some reasons for unemployment among youth. The high rates of
unemployment are a sign of economic distress and very low rates of unemployment may
indicate an overheated economy. One of them is the education acquired by the graduates who

concrete solution for it.

UNEMPLOYMENT ISSUE
INDIAN CONTEXT
India is currently staring at a massive unemployment rate of 7.3 per cent, according to
data released by the Centre for Monitoring Indian Economy (CMIE) this month. However, a look
at the disaggregated unemployment data tells us that India may have another serious problem -
unemployment among the educated.
According to a CMIE report that analysed the data between January and April 2022, the
level of unemployment among graduates is 17.8 per cent. But some States such as Rajasthan,
Bihar and Andhra Pradesh have not been able to provide jobs for more than one-third of their
graduates.

TAMILNADU CONTEXT

According to the Periodic Labour Force Survey (PLFS) in 2017-2018, which was
published recently by the ministry of statistics and programme implementation,Tamil Nadu has
the highest rate of unemployment among the developed states in the country. Unemployment
stood at 7.6%, as against the national unemployment rate of 6.1%. The neighbouring Andhra
Pradesh (4.5%), Karnataka (4.8%), and Maharashtra (4.9%) and West Bengal (4.6%) are
placed better than TN on this front.

SHORTAGE OF SKILLED LABOUR

Tamil Nadu foresees a whopping 48 per cent shortfall in workforce by 2025. This was revealed
in “Skill Gap Assessment and Action Plan for Tamil Nadu”, a first-of-its-kind comprehensive
study conducted by Tamil Nadu Skill Development Corporation (TNSDC).
The study, a copy of which is available with Express, estimates that the State will have an
incremental skilled labour demand of around 5.34 lakh during 2019-21 and 7.99 lakh during
2022-25 in priority sectors. This totals to an additional demand of around 13.33 lakh skilled
workers.
VOCATIONAL EDUCATION & TRAINING
VET is a skill-based education that focuses on occupation and unemployment.Vocational
education also referred to as career education or technical education prepares people to work in
various fields of trade, craft, and technician.A graduate, under-graduate or a metric pass person
can pursue for vocational education. It is coordinated with the requirements of the labor market
and is an integral part of the education system. This approach prepares the students for the
industry and also to be an entrepreneur. It is very important for India to focus on VET as VET
courses aim to close the skill gap between jobs and job seekers and make a significant
contribution to the national economy.
